RAPPORT
L'appel que la Socit des Nations a adress aux architectes ressortissants de tous ses
Etats membres, en les invitant k prter le concours de leur talent k une entreprise architecturale
des plus importantes, a t largement entendu.
Trois cent soixante-dix-sept architectes ont pris part au concours et envoy des milliers
de dessins dans lesquels ils ont exprim leurs ids, sous une forme aussi pratique qu'artistique
et digne de 1'objet envisag. Bien que ces idees n'aient pas t pousses jusqu'a la perfection,
les projets prsentent cependant une grande richesse d'indications prcieuses et de trouvailles
originales.
Le Jury adresse ses remerciements k tous les architectes pour le vif intrt et la somme
considrable de travail et d'efforts qu'ils ont consacrs k leurs projets.
L a mission du Jury a t dfinie clairement dans le programme et rglement. 11 s'est acquitt
de cette mission par un travail qui a dur presque six semaines. II s'est efforc, en premire ligne,
de justifier la confiance des architectes concurrents, en contrlant soigneusement les envois recus,
en vrifiant jusqu'au contenu des caisses et en surveillant le placement des plans.
Le Jury s'est d'abord attach k porter son jugement en se conformant strictement.au
programme et au rglement.

REPORT.
The appeal made by the League of Nations to the architects of all its Member States to
employ their talents in an extremely important architectural undertaking received an extensive
response.
Three hundred and seventy-seven architects took part i n the competition and submitted
thousands of drawmgs expressing their ideas i n a practical and artistic form w o r t h y of the object
in view. Although these ideas did not achieve perfection, the plans contained a wealth of valuable
and original suggestions.
The Jury desires to thank a l l the architects for the keen interest and great amount of
w o r k which they have devoted to their plans.
The Jury's duties were clearly defined in the programme and rules for the competition and
near y s,x weeks were occupied i n carrying them out. The Jury endeavoured in the first place to
;ustiry the confidence of the competitors b y carefully checking the packages received, verifying
their contents and supervising the placing of the plans.
The Jury was most anxious to judge the designs in strict accordance with the programme
and rules and first of all satisfied itself that the material conditions of the programme and rules
had been comphed w i t h . It then proceeded to study the plans and examine their architectural
and artistic qualities from the point of view of site, facilities for movement inside the building and
traffic outside, arrangement and form of the building, construction and harmonious and logica!
architectural development.
The J u r y w a s confronted. w i t h an extraordinary wealth of ideas, but was reluctantly
compelled to realise that its w o r k was made" difficult b y the fact that a considerable proportion
of the competitors had not adhered strictly enough to the material conditions required b y the
programme and rules. W i t h regard to the carrying-out of the programme, the fact that the
designs show fundamental differences i n their conception of the scheme is explained b y the evolutionary phase through which contemporary architecture is n o w passing.
H a v i n g jointly and severally studied the plans w i t h care and at great length and formed
an opinion as to their material and artistic Value, the Jury unanimously decided that the results
of the competition d i d not justify i t i n recommending any one of the plans for execution.
The Jury unanimously decided to distribute the sum of i65,ooo Swiss francs, placed at its
disposal, as follows:

N i n e honourable mentions, C l a s s I : 3,800 francs each,
N i n e honourable mentions, C l a s s I I : 2,5oo francs each,
and unanimously awarded the prizes and honourable mentions, on an equal footing, to the designs
