National skill development/ vocational training space


Changing demographic profile increasing proportion of
youth in the population
National Skill Development Policy in place since 2009
Target of skilling 5 crore people during 12th Plan period
National Skill Development Agency and Cabinet Committee
on Skill Development constituted
National Skill Development Corporation formed to promote
private investment/capacity building in this space
17 Ministries of Central Government and State Skill Missions/
Societies/ Corporations working in this sector
Ministry of Labour and Employment is largest amongst these
in terms of reach and scale

National Council for Vocational Training


Constituted as an advisory body in May 1956 to ensure and
maintain uniformity in the standards of training
Tripartite body chaired by the Minister, Labour and
Employment
Members include representatives from Central and State
Government departments, employers and workers
organisations, professional and learned bodies, All India
Council for Technical Education, Scheduled Castes and
Scheduled Tribes, All India Womens Organisation, etc.

Functions of NCVT
Prescribes syllabi, equipment, duration of courses and
methods of training
Lay down standards of proficiency for passing
examination
Recognise/affiliate training institutions and lay down
conditions for such recognition
Prescribe qualification for technical/ training staff of
training institutions
Conduct examinations for candidates undertaking variety
of courses
Prescribe standards and conditions of eligibility for the
award of National Trade Certificates
Perform functions under the Apprentices Act, 1961

Works as Secretariat as well as implementing arm
of NCVT
Runs variety of schemes for vocational training /
skill development
Implements SDIS in modular pattern to provide a
flexible mechanism for undertaking vocational
training
Conducts training of trainers, supervisors and
industrial workers through its various institutes
Administers on the job training under
Apprenticeship Act, 1961

candidates and ITI pass-outs

Mismatch between supply and demand
No systematic institutional arrangement for realignment of
courses with dynamic demands
Continued low level of employability
Lack/inadequate number of courses in many sectors that
have substantial potential for employment
Significant theoretical component and out dated curriculum
in many courses
Lack of quality instructional material and low use of AV
aids/ technology
Duration/curriculum for training of trainers uniform despite
different qualification/background of candidates/trainers

Many short-term courses run by Central institutions out
dated and have low-demand
Continued low proportion of female candidates
Continued high focus on manufacturing sector despite
significant growth of service sector
Modern methods like on-the-job training, etc. not a part
of courses
Problem related to upward mobility
No regular review of affiliations and also no ranking /
grading of institutions

Key challenges/ areas of concern (3/3)


Despite high level of vacancies of instructors in many
States, low use of technology/ distance learning as a
solution
Norms related to some key parameters like trainers
qualification, terminal competency, etc. still not defined
for few courses
Limited options available to take electives
Traditional methods of assessment and examination
Quality of examiners, assessors, etc. not very high

Mentor Councils
Mentor Councils constituted for 25 sectors with
representatives from industry and academic / professional
institutions etc to act as systematic institutional
arrangement for providing technical support for 3 years
Core Groups constituted in 11 sectors where DGE&T
institutions have significant training capacity
Each Core Group consists of a mentor from DGE&T HQ,
one representative each from CSTARI and NIMI,
Champion Master Trainer, faculty of certain identified
field institutions of DGE&T and Champion ITIs
Core Groups to support Mentor Councils in their
respective sectors

Expectations from Mentor Councils


Suggest changes in curriculum, requiremnt of equipments,
duration, pedagogy, evaluation / assessment systems etc. for
various courses approved by NCVT
Guide in the development of curriculum, suggest new
coursesand identify and develop good TLM
Suggest ways of scaling up training of trainers with quality

Identify infrastructure improvements and other performance


enhancement strategies
Identify and suggest methods of improving on-the-job
training and placement
To suggest ways of using modern ways of training inculding
distance education and technolgy enabled training

Steering Committee for Mentor Councils

oversee and guide the work of different Mentor

of various MCs and take it to NCVT for approval
The Steering Committee consists of
Secretary (L&E) and DGE&T
Chairpersons and Coordinators of all Mentor Councils

Timelines for Initial Activities of Mentor Councils


Hold first meeting of the Mentor Council, select a Chairperson for
each Mentor Council and communicate the same to the Ministry by
28th February 2014
Complete interaction with stakeholders to propose a list of courses
with their duration for various schemes by 31st March 2014
Review curriculum, admissions criteria, course duration, etc. for the
sector and make recommendations regarding the same by 30th April
2014
Guide Core Groups / experts, for the development of instruction
material for the sector and prepare suitable strategy, model etc. by 31st
May 2014
Review the IMPs etc. developed and make recommendations for its
adoption by 30th June 2014
Comprehensive review every six months after initial round of
recommendations and changes

Capacity building of mentor council / core group
members to enable them develop better curricula and
instructional material
Setting up of Chairs and Incubation Centres in institutes
of higher education such as IITs
Setting up large number of Institutes for Training of
Trainers
Centralised admission system for training of trainers
