The tender shall be submitted in two cover system in accordance with the procedure detailed herein below.

1. In case the date of opening of tenders is declared as a holiday, the tenders will be opened on the next working
day at the same time.

future or any information withheld, which comes to the notice of the Bank at a later date, the tender of such
applicant w ill b e c ancelled i mmediately. In this regard the tenderers are required to furnish

SECTION 1
INSTRUCTIONS TO THE TENDERERS (PART I)
The Bidder is expected to examine all instructions, forms, terms and specifications in the bidding documents. Failure
to furnish all information required by the bidding documents may result in the rejection of its bid and will be at the bidder's own risk.
No binding legal relationship will exist between any of the Respondents and Bank until execution of a contractual agreement.
Each Recipient acknowledges and accepts that Bank may in its absolute discretion apply selection criteria
specified in the document for evaluation of proposals for short listing / selecting the eligible vendor(s). The
RFP document will not form part of any contract or arrangement, which may result from the issue of this document or any investigation or review, carried out by a Recipient.
A Recipient will, by responding to Bank for RFP, be deemed to have accepted the terms of this Introduction
and Disclaimer.
Recipients are required to direct all communications related to this RFP, through the Nominated Point of Contact person:
Bank may, in its absolute discretion, seek additional information or material from any Respondents after the
RFP closes and all such information and material provided must be taken to form part of that Respondents
response.
Respondents should provide details of their contact person, telephone, fax, email and full address(s) to ensure that replies to RFP could be conveyed promptly.
If Bank, in its absolute discretion, deems that the originator of the question will gain an advantage by a response to a question, then Bank reserves the right to communicate such response to all Respondents.
Queries / Clarification if any, may be taken up with the contact persons detailed above before the deadline for
submission of bids between 10.00 am to 5.00 pm on any working days (Monday to Friday except holidays).
Bank may, in its absolute discretion, engage in discussion or negotiation with any Respondent (or simultaneously with more than one Respondent) after the RFP closes to improve or clarify any response.
Bank will notify all short-listed Respondents in writing or by mail or by publishing in its website as soon as
practicable about the outcome of their RFP. Bank is not obliged to provide any reasons for any such acceptance or rejection.
The bids qualify the Minimum Eligibility Criteria will be eligible for further evaluation and subsequently the bids
qualify both Minimum Eligibility Criteria and Technical Evaluation will be eligible for Commercial Evaluation.

5. PENALTY CLAUSE
Under no circumstances, the project would be rescheduled. In case of delay, the successful bidder would forfeit the
Earnest Money Deposit and/or any other penalty that the Bank may decide.

The Bid shall contain no interlineations, erasures or overwriting except as necessary to correct errors made by the

Complete set of tender documents including relative drawings can be downloaded from the Bank website between http://www.nhb.org.in .The bidders have to submit the bid earnest money (refundable after live implementation and project sign-off for successful bidders and after finalizing the selection process for unqualified
bidders) of Rs.45,000/- (Rupees Forty Five Thousand only) and Cost of RFP(Non refundable) of Rs.3,000/(Rupees Three Thousand only) by way of an e-payment in favour of National Housing Bank.

which may be required for the purpose of filling this tender document and enter into a contract for the
satisfactory performance of the work. The tendered is requested satisfy himself regarding the availability of
water, power, transport and communication facilities, the character quality and quantity of the materials,
labour, the law and order situation, climatic conditions local authorities requirements, traffic regulations etc;
The tendered will be fully responsible for considering the financial effect of any or all the factors while
submitting his tender.

Earnest Money
The bidders have to submit the bid earnest money (refundable after live implementation and project sign-off
for successful bidders and after finalizing the selection process for unqualified bidders) of Rs.45,000/(Rupees Forty Five Thousand only)

Security Deposit
6.1
Total security deposit shall be 5% of contract value. Out of this 2% of contract value is in the form of initial
security deposit, which includes the EMD. Balance 3% shall be deducted from the running account bill of the
work at the rate of 10% of the respective running account bills i.e., deduction from each running bill account
will be 10% till total 3% of contract value is reached. 50% of the total security shall be paid to the contractors
on the basis of architects certifying the virtual completion. The balance 50% would be paid to the contractors
after the defects liability period as specified in the contract provided he has carried out all the work attended to
all the defects in accordance with the condition of the contract and clearance, if any, of the observations of the
CTE of CVC.

No interest shall be paid to the amount retained by the Bank as Security Deposit.

Completion Period
Time is essence of the contract. The work should be completed in all respects in accordance with the terms of
contract within a period of 30 days from the date of handing over site.
9.0
Validity of tender
Tenders shall remain valid and open for acceptance for a period of ninety days from the date of opening price
bid. If the tendered withdraws his/her offer during the validity period or makes modifications in his/her original
offer which are not acceptable to the Bank without prejudice to any other right or remedy the Bank shall be at
liberty to forfeit the EMD.
10.0
Liquidated Damages
The liquidated damages shall be 0.5% per week subject to a maximum of 5% of the accepted contract value.
11.0

The tenderers shall quote their rates for individual items both in words and figures. In case of discrepancy
between the rates quoted in words and figures the unit rate quoted in words will prevail. If no rate is quoted
for a particular item the contractor shall not be paid for that item when it is executed.
The amount of each item shall be calculated and the requisite total is given. In case of discrepancy between

the unit rate and the total amount calculated from multiplication of unit rate and the quantity the unit rate
quoted will govern and the total amount will be corrected.
11.2
The tenderers need not quote their rates for which no quantities have been given. In case the tenderers
quote their rates for such items those rates will be ignored and will not be considered during execution.
11.3
The tenderers should not change the units as specified in the tender. If any unit is changed the tenders would
be evaluated as per the original unit and the contractor would be paid accordingly.

The rate quoted shall be firm and shall include all costs, allowances, taxes, levies etc. and deduction at
source for Income tax, Work Contract tax etc. will be made as per statutory rule.
11.7
The contractor shall be required to conduct necessary tests of the water brought from tube well or any other
outside source, from approved laboratory.
11.8
The contractor is required to comply with all act of the Government relating to labour and the rules and
regulations made there under from time to time and to submit at the proper times all particulars and
statements required to be furnished to the appropriate authorities.

specifications as stated have been signed by or on behalf of the parties hereto:

contract, such other persons as shall be nominated for that purpose by the Employer, not being a person to
whom the contractor shall object for reasons considered to be sufficient by the Employer mentioned in the
said conditions. Provided always that no persons subsequently appointed to be Architects under this contract
shall be entitled to disregard or overrule any decision or approval or direction given or expressed by the
Architects for the time being.

The said conditions, specifications and priced bills of quantities shall be read and construed as forming part of
this agreement, and the parties hereto shall respectively abide by and submit themselves to the conditions
and stipulations and perform the agreement on their parts respectively in such conditions, specifications and
priced bills of quantities contained.

1.0
Definitions:
Contract means the documents forming the tender and the acceptance thereof and the formal agreement
executed between National Housing Bank (client) and the contractor, together with the documents referred
therein including these conditions, the specifications, designs, drawings and instructions issued from time to
time by the architects / Bank and all these documents taken together shall be deemed to form one contract
and shall be complementary to one another.
1.1
In the contract the following expressions shall, unless the context otherwise requires, have the meaning
hereby respectively assigned to them.
1.1.1
NHB shall mean National Housing Bank (client) and includes the clients representatives, successors and
assigns.
Architects/consultants shall mean M/s Taneja Associates Pvt. Ltd., E-32, South Extension-I, 2
Delhi-110 049.
1.1.2

The Contractor shall mean the individual or firm or company whether incorporated or not, undertaking the
works and shall include legal personal representative of such individual or the composing the firm or company
and the permitted assignees of such individual or firms of company.
The expression works or work shall mean the permanent or temporary work described in the Scope of
work and / or to be executed in accordance with the contract and includes materials, apparatus, equipment,
temporary supports, fittings and things of all kinds to be provided, the obligations of the contractor hereunder
and work to be done by the contractor under the contract.
1.1.3
Drawings shall mean the drawings prepared by the Architects and issued by the Engineer and referred to in
the specifications and any modifications of such drawings as may be issued by the Engineer from time to
time. Contract value shall mean the value of the entire work as stipulated in the letter of acceptance of tender
subject to such additions thereto or deductions there from as may be under the deductions there from as may
be made under the provision herein after contained.

Specifications shall mean the specifications referred to in the tender and any modifications thereof as may
time to time be furnished or approved by the architect / consultant Month means calendar month.

Retention Money:
Besides the ISD as deposited by the contractor in the above said manner the retention money shall be
deducted from the running account bill at the rate of 10% of the gross value of work done by the contractor
and claimed in each bill provided the total security deposit i.e. the ISD plus Retention Money shall both
together not exceed 5% of the contract value. 50% of the total security deposit shall be refunded to the
contractor without any interest on issue of Virtual Completion certificate by the Architect / consultant. The
balance 50% of the total security deposit shall be refunded to the contractors without interest within fifteen
days after the end of defects liability period provided the contractor has satisfactorily attended to all defects in
accordance with the conditions of contract including site clearance.
d)
Language
The language in which the contract documents shall be drawn shall be in English.
3.0
i)
Between scaled and written dimension (or description) on a drawing, the latter shall be adopted.
ii)
Between the written or shown description or dimensions in the drawings and the correspondence one in the
specification the former shall be taken as correct.
iii)
Between written description of the item in the specifications and descriptions in bills of quantities of the same
item, the former shall be adopted.
a)
In case of difference between rates written in figures and words, the rate in words shall prevail.
b)
Between the duplicate / subsequent copies of the tender, the original tender shall be taken as correct.
4.0
Scope of work:
The contractor shall carryout complete and maintain the said work in every respect in strictly accordance with
this contract and with the directions of and to the satisfaction of the Bank to be communicated through the
architect / consultant. The architect / consultant at the directions of the Bank from time to time issue further

drawings and / or written instructions, details directions and explanations which are hereafter collectively
referred to as Architects / consultants instructions in regard to the variation or modification of the design,
quality or quantity of work or the addition or omission or substitution of any work. Any discrepancy in the
drawings or between the BOQ and / or specifications. The removal from the site of any material brought
thereon by the Contractor and any substitution of any other materials therefore the removal and / or reexecution of any work executed by him. The dismissal from the work of any person employed / engaged
thereupon.
5.0
i) Letter of Acceptance:
Within the validity period of the tender the Bank shall issue a letter of acceptance either directly or through the
architect by registered post or otherwise depositing at the address of the contractor as given in the tender to
enter into a Contract for the execution of the work as per the terms of the tender. The letter of acceptance
shall constitute a binding contract between the NHB and the contractor.
ii) Contract Agreement:
On receipt of intimation of the acceptance of tender from the NHB / Architect the successful tendered shall be
bound to implement the contract and within seven thereof he shall sign an agreement in a non-judicial stamp
paper of appropriate value.
6.0
Ownership of drawings:
All drawings, specifications and copies thereof furnished by the NHB through its architects / consultants are
the properties of the NHB. They are not to be used on other work.
7.0

Copies of Agreement
Two copies of agreement duly signed by both the parties with the drawings shall be handed over to the
contractors.
9.0
Liquidated damages:
If the contractor fails to maintain the required progress in terms of clause 30 of GCC or to complete the work
and clear the site including vacating their office on or before the contracted or extended date or completion
without justification in support of the cause of delay, he may be called upon without prejudice to any other
right of remedy available under the law to the NHB on account of such breach to pay a liquidated damages at
the rate of 0.5% of the contract value which subject to a maximum of 5% of the contract value.

and for the correctness of the positions, levels, dimensions, and alignment of all parts thereof and get it
approved by the architect/ consultant before proceeding with the work. If at any time any error in this respect
shall appear during the progress of the works, irrespective of the fact that the layout had been approved by
the architect / consultant the contractor shall be responsible for the same and shall at his own expenses
rectify such error, if so, required to satisfaction of the NHB.
12.0
Inspection of work:
The NHB / Architect / Consultant or their representatives shall at all reasonable times have free access to the
work site and/ or to the workshop, factories, or other places where materials are lying or from where they are
obtained and the contractor shall give every facility to the NHB, Architect / consultant and their representatives
necessary for inspection and examination and test of the materials and workmanship. No person unless
authorized by the NHB/ Architect / Consultant except the representative of Public authorities shall be allowed
on the work at any time. The proposed work either during its construction stage or its completion can also be
inspected by the Chief Technical Examiners organization a wing of Central Vigilance Commission.
13.0

i)
Samples
All samples of adequate numbers, size, shades and pattern as per specifications shall be supplied by the
contractor with out any extra charges. If certain items proposed to be used are of such nature that samples
cannot be presented or prepared at the site detailed literature / test certificate of the same shall be provided
to the satisfaction of the Architect / consultant. Before submitting the sample / literature the contractor shall
satisfy himself that the material / equipment for which he is submitting the sample / literature meet with the
requirement of tender specification. Only when the samples are approved in writing by the architect /
consultant the contractor shall proceed with the procurement and installation of the particular material /
equipment. The approved samples shall be signed by the Architect / Consultant for identification and shall be
kept on record at site office until the completion of the work for inspection / comparison at any time. The
Architect / Consultant shall take reasonable time to approve the sample. Any delay that might occur in
approving the samples for reasons of its not meeting the specifications or other discrepancies inadequacy in
furnishing samples of best qualities from various manufacturers and such other aspects causing delay on the
approval of the materials / equipment etc. shall be to the account of the contractor.

Contractors superintendence
The contractor shall give necessary personal superintendence during the execution of the works and as long,
thereafter, as the Architect / consultant may consider necessary until the expiry of the defects liability period
stated hereto.

17.0
Quantities
i)
The bill of quantities (BOQ) unless or otherwise stated shall be deemed to have been prepared in
accordance with the Indian Standard Method of Measurements and quantities. The rate quoted shall remain
valid for variation of quantity against individual item to any extent subject to maximum variation of the
contract value by 25%. The entire amount paid under Clause 20, 21 hereof as well as amounts of prime cost
and provisional sums, if any, shall be excluded.
ii)
Variation exceeding 25%: The items of work executed in relation to variation exceeding 25% shall be paid
on the basis of provisions of clause 22 (e) hereof.
18.0
Works to be measured
The Architect / Consultant may from time to time intimate to the contractor that he required the work to be
measured and the contractor shall forthwith attend or send a qualified representative to assist the Architect in
taking such measurements and calculations and to furnish all particulars or to give all assistance required by
any of them. Such measurements shall be taken in accordance with the Mode of measurements detailed in
the specifications. The representative of the Architect / Consultant shall take joint measurements with the
contractors representative and the measurements shall be entered in the measurement book. The contractor
or his authorized representative shall sign all the pages of the measurement book in which the measurements
have been recorded in token of his acceptance. All the corrections shall be duly attested by both
representatives. No over writings shall be made in the M book should the contractor not attend or neglect or
omit to depute his representative to take measurements then the measurements recorded by the
representative of the Architect / consultant shall be final. All authorized extra work, omissions and all
variations made shall be included in such measurement.
19.0
Variations
No alteration, omission or variation ordered in writing by the Architect / consultant shall vitiate the contract. In
case the NHB / Architect / Consultant thinks proper at any time during the progress of works to make any
alteration in, or additions to or omissions from the works or any alteration in the kind or quality of the materials
to be used therein, the Architect / Consultant shall give notice thereof in writing to the contractor or shall
confirm in writing within seven days of giving such oral instructions the contractor shall alter to, add to, or omit
from as the case may be in accordance with such notice, but the contractor shall not do any work extra to or
make any alterations or additions to or omissions from the works or any deviation from any of the provisions of
the contract, stipulations, specifications or contract drawings without previous consent in writing of the
Architect / Consultant and the value of such extras, alterations, additions or omissions shall in all cases be
determined by the Architect / Consultant and the same shall be added to or deducted from the contract value,
as the case may be.
20.0
Valuation of Variations
No claim for an extra shall be allowed unless it shall have been executed under the authority of the Architect /
Consultant with the concurrence of the NHB as herein mentioned. Any such extra is herein referred to as
authorized extra and shall be made in accordance with the following provisions.
a)
i)
The net rates or prices in the contract shall determine the valuation of the extra work where
such extra work is of similar character and executed under similar conditions as the work
priced herein.
ii)
Rates for all items, wherever possible should be derived out of the rates given in the priced BOQ.
a)
The net prices of the original tender shall determine the value of the items omitted, provided if omissions do
not vary the conditions under which any remaining items of works are carried out, otherwise the prices for the
same shall be valued under sub-clause (c) hereunder.
b)
Where the extra works are not of similar character and /or executed under similar conditions as aforesaid or
where the omissions vary the conditions under which any remaining items or works are carried out, then the
contractor shall within 7 days of he receipt of the letter of acceptance inform the Architect / consultant of the
rate which he intends to charge for such items of work, duly supported by analysis of the rate or rates claimed
and the Architect / Consultant shall fix such rate or prices as in the circumstances in his opinion reasonable

Where extra work cannot be properly measured or valued the contractor shall be allowed day work prices at
the net rates stated in the tender of the BOQ or, if not, so stated then in accordance with the local day work
rates and wages for the district; provided that in either case, vouchers specifying the daily time (and if required
by the Architect / Consultant) the workmans name and materials employed be delivered for verifications to
the Architect / consultant at or before the end of the week following that in which the work has been executed.
d)
It is further clarified that for all such authorized extra items where rates cannot be derived from the tender, the
Contractor shall submit rates duly supported by rate analysis worked on the market rate basis for material,
labour, hire / running charges of equipment and wastage etc. plus 15% towards establishment charges,
contractors overheads and profit. Such items shall not be eligible for escalation.
21.0
Final measurement
The final measurement, valuation and payment in respect of the contract shall be completed within six months
of the virtual completion of the work.
22.0
a)
Clear the site of all scaffolding, wiring, pipes, surplus materials, contractors labour, equipment and machinery.
b)
Demolish, dismantle and remove the contractors site office, temporary works, structures including labour
sheds/camps and constructions and other items and things whatsoever brought upon or erected at the site or
any land allotted to the contractor by the NHB and not incorporated in the permanent works.
c)
Remove all rubbish, debris etc. from the site and the land allotted to the contractor by the NHB and shall clear,
level and dress, compact the site as required by the NHB.
d)
Shall put the NHB in undisputed custody and possession of the site and all land allotted by the NHB.
e)
f)
All defects / imperfections have been attended and rectified as pointed out by the NHB to the full satisfaction
of NHB.
Upon the satisfactory fulfillment by the contractor as stated above, the contractor shall be entitled to apply to
the Architect / consultant is satisfied of the completion of the work. Relative to which the completion certificate
has been sought, the Architect / consultant shall within fourteen (14) days of the receipt of the application for
virtual completion certificate, issue a VCC in respect of the work for which the VCC has been applied.
This issuance of a VCC shall be without prejudice to the NHBs rights and contractors liabilities under the
contract including the contractors liability for defects liability period nor shall the issuance of VCC in respect of
the works or work at any site be construed as a waiver of any right or claim of the NHB against the contractor
in respect of works or work at the site and in respect of which the VCC has been issued.

25.1
without limiting his obligations and responsibilities under the contract, the contractor shall insure in the joint
names of he NHB and the contractor against all loss of damages from whatever cause arising other than the
excepted risks, for which he is responsible under the terms of contract and in such a manner that the NHB
and contractor are covered for the period stipulated in clause 28 of GCC and are also covered during the
period of maintenance for loss or damage arising from a cause, occurring prior to the period of maintenance
for loss or damage arising from a cause, occurring prior to the commencement of the period of maintenance
and for any loss or damage occasioned by the contractor in the course of any operations carried out by him
for the purpose of complying with his obligations under clause.
a)
The works for the time being executed to the estimated current Contract value thereof, or such additional sum
as may be specified together with the materials for incorporation in the works at their replacement value.
b)
The constructional plant and other things brought on to the site by the contractor to the replacement value of
such constructional plant and other things.
c)
Such insurance shall be effected with an insurer and in terms approved by the NHB which approval shall not
be unreasonably withheld and the contractor shall whenever required produce to the Architect / consultant the
policy if insurance and the receipts for payment of the current premiums.
25.2
25.3
Contractors superintendence
The contractor shall fully indemnify and keep indemnified the NHB against any action, claim, or proceeding
relating to infringement or use of any patent or design or any alleged patent or design rights and shall pay any
royalties which may be payable in respect of any article or part thereof included in the contract. In the event of
any claim made under or action brought against NHB in respect of such matters as aforesaid the contractor
shall be immediately notified thereof and the contractor shall be at liberty, at his own expenses to settle any
dispute or to conduct any litigation that may arise there from, provided that the contractor shall not be liable to
indemnify the NHB if the infringement of the patent or design or any alleged patent or design right is the direct
result of an order passed by the Architect / Consultant in this behalf.
25.4
25.5
25.5.1 The minimum insurance cover for physical property, injury, and death is Rs. 5 Lacs per occurrence with the
number of occurrences limited to four. After each occurrence contractor will pay additional premium necessary
to make insurance valid for four occurrences always.

and compensation, save and except as aforesaid, and against all claims, proceedings, costs, charges and
expenses whatsoever in respect thereof or in relation thereto.
25.6.1 Insurance against accidents etc. to workmen
The contractor shall insure against such liability with an insurer approved by the NHB during the whole of the
time that any persons are employed by him on the works and shall, when required, produce to the architect /
consultant such policy of insurance and receipt for payment of the current premium. Provided always a that, in
respect of any persons employed by any sub-contractor the contractors obligation to insure as aforesaid
under this sub-clause shall be satisfied if the sub contractor shall be insured against the liability in respect of
such persons in such manner that NHB in indemnified under the policy but the contractor shall require such
sub-contractor to produce to the Architect / consultant when such policy of insurance and the receipt for the
payment of the current premium.
25.6.2 Remedy on contractors failure to insure:
If the contractor fails to effect and keep in force the insurance referred to above or any other insurance which
he may be required to effect under the terms of contract, then and in any such case the NHB may effect and
keep in force any such insurance and pay such premium or premiums as may be necessary for that purpose
and from time to time deduct the amount so paid by the NHB as aforesaid from any amount due or which may
become due to the contractor, or recover the same as debt from the contractor.
Without prejudice to the others rights of the NHB against contractors. In respect of such default, the employer
shall be entitled to deduct from any sums payable to the contractor the amount of any damages costs,
charges, and other expenses paid by the NHB and which are payable by the contractors under this clause.
The contractor shall upon settlement by the insurer of any claim made against the insurer pursuant to a policy
taken under this clause, proceed with due diligence to rebuild or repair the works destroyed or damaged. In
this event all the monies received from the insurer in respect of such damage shall be paid to the contractor
and the contractor shall not be entitled to any further payment in respect of the expenditure incurred for
rebuilding or repairing of the materials or goods destroyed or damaged.

Commencement of Works:
The date of commencement of the work will be reckoned as the date of handing over site or three days from
the date of issue of letter of acceptance of the tender by the NHB which ever is later.

Extension of time
If, in the opinion of the Architect/consultant, the work be delayed for reasons beyond the control of the
contractor, the Architect/consultant may submit a recommendation to the NHB to grant a fair and reasonable
extension of time for completion of work as per the terms of contract. If the contractor needs an extension of
time for the completion of work or if the completion of work is likely to be delayed for any reasons beyond the
due date of completion as stipulated in the contract, the contractor shall apply to the NHB through the
Architect / Consultant in writing in detail and his justification if any, for the delays. The architect/consultant
shall submit their recommendations to the NHB in the prescribed format for granting extension of time. While
granting extension of time the contractor shall be informed the period-extended time which will qualify for levy
of liquidated damages. For he balance period in excess of original stipulated period and duly sanctioned
extension of time by the NHB the provision of liquidated damages as stated under clause no. 9 of GCC shall
become applicable. Further the contract shall remain in force even for the period beyond the due date of
completion irrespective whether the extension is granted or not.

Whole of the materials, plant and labour to be provided by the contractor and the mode, manner and speed of
execution and maintenance of the works are to be of a kind and conducted in a manner to the satisfaction of
the Architect / consultant should the rate of progress of the work or any part thereof be at any time be in the
opinion of the Architect / consultant too slow to ensure the completion of the whole of the work by the
prescribed time or extended time for completion the Architect / consultant to expedite progress so as to
complete the works by the prescribed time or extended time. Such communications from the Architect /
consultant neither shall relieve the contractor from fulfilling obligations under the contract nor will he be
entitled to raise any claims arising out of such directions.

Suspension of work
i)
The contractor shall, on receipt of the order in writing of the Architect / consultant (whose decision shall be
final and binding on the contractor) suspend the progress of works or any part thereof for such time and in
such manner as Architect / consultant may consider necessary so as not to cause any damage or injury to
the work already done or endanger the safety thereof for any of following reasons.

for proper execution of the works or part thereof for reasons other then the default of the contractor, or
c)

If the suspension is ordered for reasons (b) and (c) sub-para (i) above:
The contractor shall be entitled to an extension of time equal to the period of every such suspension. No
compensation whatsoever shall be paid on this account.

To rescind the contract (of which rescission notice in writing to the contractor by the Architect / consultant
shall be conclusive evidence) and in which case the security deposit of the contractor shall be forfeited and
be absolutely at the disposal of NHB.

To employ labour paid by the NHB and to supply materials to carry out the work, or any part of the work,
debiting the contractor with the cost of the labour and materials (the cost of such labour and materials as
worked out by the Architect /consultant shall be final and conclusive against the contractor) and crediting him
with the value of the work done, in all respects in the same manner and at the same manner and at the same
rates as if it had been carried out by the contractor under the terms of this contract the certificate of architect
/ consultant as to the value of work done shall be final and conclusive against the contractor.
7.
To measure up the work of the contractor, and to take such part thereof as shall be unexecuted, out of his
hands, to give it to another contractor to complete in which case any expenses which may be incurred in
excess of the sum which would have been paid to the original contractor, if the whole work had been
executed by him (of the amount of which excess the certificates in writing of the Architects / consultant shall
be final and conclusive) shall be borne by original contractor and may be deducted from any money due to
him by NHB under the contract or otherwise, or from his security deposit or the proceeds of safe thereof, or
sufficient part thereof. In the event of any of above courses being adopted by the NHB the contractor shall
have no claim to compensation for any loss sustained by him by reasons of his having purchased or
procured any material or entered into any engagements or make any advances on account of, or with a view
to the execution of the work or the performance of the contract and in case the contract shall be rescind
under the provision aforesaid, the contractor shall not be entitled to recover or to be paid any sum or any
work thereto for actually performed under this contract, unless, and until the Architect / consultant will have
certified in writing the performance of such work and the value payable in respect thereof, and he shall only
be entitled to be paid the value so certified.

Has failed to commence the works, or has without any lawful excuse under these conditions suspended the
progress of the works for days after receiving from the NHB through the Architect / Consultant written notice to
proceed, or

Has failed to proceed with the works with such diligence and failed to make such due progress as would
enable the works to be completed with in the time agreed upon, or has failed to remove the materials from the
site or to pull down and replace work within seven days after written notice from the NHB through the Architect
/ consultant that the said materials were condemned and rejected by the Architect / consultant under these
conditions; or has neglected or failed persistently to observe and perform all or any the acts, matters or things

by this contract to be observed and performed by the contractor for seven days after written notice shall have
been given to the contractor to observe or perform the same or has to he determent of good workmanship or
in defiance of the NHBs or Architects / consultants instructions to the contrary subject any part of the
contract. Then and in any of said cases the NHB and or the Architect / consultant, may not withstanding any
previous waiver, after giving seven days notice in writing to the contractor, determine the contract, but without
thereby affecting the powers of the NHB or the Architect / Consultant or the obligation and liabilities of the
contractor the whole of which shall continue in force as fully as if the contract had not been so determined and
as if the works subsequently had been executed by or on behalf of the contractor. And further the NHB
through the Architect / consultant their agents or employees may enter upon and take possession of he work
and all plants, tools, scaffoldings, materials, sheds, machineries lying upon the premises or on he adjoining
lands or roads use the same by means of their own employees or workmen in carrying on and completing the
work or by engaging any other contractors or persons to complete the work and the contractor shall not in any
was interrupt or do any act, matter or thing to prevent or hinder such other contractor or other persons
employed for completing and finishing or using the materials and plant for the works.
When the works shall be completed or as soon thereafter as convenient the NHB or the architect / consultant
shall give a notice in writing to the contractor to remove his surplus materials and plants and should the
contractor fail to do so within 14 days after receipt thereof by him the NHB sell the same by public auction
after due publication, and shall adjust the amount ealized by such auction. The contractor shall have no right
to question any of the acts of the NHB incidental to the sale of the materials etc.

Certificate of payment
The contractor shall be entitle under the certificates to be issued by the Architect / consultant to the contractor
within 14 working days from the date of certificate to the payment from NHB from time to time. The NHB shall
recover the statutory recoveries towards Income tax, Work contract tax as per the prevailing bye laws and
other dues including the retention amount from the certificate of payment.
Provided always that the issue of any certificate by the Architect / consultant during his progress of works or
completion shall not have effect as certificate of satisfaction or relieve the contractor from his liability under
clause.
The Architect / consultant shall have power to with hold the certificate if the work or any part thereof is not
carried out to their satisfaction.
The architect / consultant may by any certificate make any corrections required in previous certificate.
The NHB shall modify the certificate of payment as issued by the architect / consultant from time to time while
making the payment.
The contractor shall submit interim bills only after taking actual measurements and property recorded in the M
books
The contractor shall not submit interim bills when the approximate value of work done by him is less than Rs.
13 Lacs and the minimum interval between two such bills shall be one month.
The final bill may be submitted by contractor within a period of one month from the date of virtual completion
and Architect / consultant shall issue the certificate of payment within a period of two months. The NHB shall
pay the amount within a period of three months from the date of issue of certificate provided there is no
dispute in respect of rates and quantities.
The contractor shall submit the interim bills in the prescribed format with all details.

an arbitrator to adjudicate the notified claims failing which the claims of the contractor shall be deemed to

Except where the decision has become final, binding and conclusive in terms of the contract, all disputes or

Arbitrator so appointed is a Bank Officer and that he had to deal with the matters to which the Contract
relates in the course of his duties as Bank Officer. If the arbitrator so appointed is unable or unwilling to act
or resigns his appointment or vacates his office due to any reason whatsoever another sole arbitrator shall

India Habitat Centre , Lodhi Road, New Delhi-110003. Such person shall be entitled to proceed with the
reference from the stage at which it was left by his predecessor.
It is a term of this contract that the party invoking arbitration shall give a list of disputes with amounts claimed
in respect of each dispute along with the notice for appointment of arbitrator.
It is also a term of this contract that no person other than a person appointed by Managing Director, National

Housing Bank, 5 Floor, Core 5A, India Habitat Centre, Lodhi Road, New Delhi-110003 as aforesaid should
act as arbitrator.
The conciliation and arbitration shall be conducted in accordance with the provisions of the Arbitration &
Conciliation Act 1996 or any statutory modification or re-enactment thereof and the rules made there under.
It is also a term of the contract that if any fees are payable to the arbitrator these shall be paid equally by
both the parties. However, no fees will be payable to the arbitrator if he is a Bank Officer.
It is also a term of the contract that the arbitrator shall be deemed to have entered on the reference on the
date he issues notice to both the parties calling them to submit their statement of claims and counter
statement of claims. The venue of the arbitration shall be such place as may be fixed by the arbitrator in his
sole discretion. The fees, if any, of the arbitrator shall, if required to be paid before the award is made and
published, be paid half and half by each of the parties. The cost of the reference and of the award (including

in what manner, such costs or any part thereof, shall be paid and fix or settle the amount of costs to be so
paid.

Force Majeure
Neither contractor nor NHB shall be considered in default in performance of their obligations if such
performance is prevented or delayed by event such as but not to war, hostilities revolution, riots, civil
commotion, strikes, lockout, conflagrations, epidemics, accidents, fire, storms, floods, droughts, earthquakes
or ordinances or any act of god or for any other cause beyond the reasonable control of the party affected or
prevented or delayed. However a notice is required to be given within 45 days from the happening of the even
with complete details, to the other party to the contract, if it is not possible to serve a notice, within the shortest
possible period without delay.
As soon as the cause of force majeure has been removed the party whose ability to perform its obligations
has been affected, shall notify the other such cessation and the actual delay incurred in such affected activity
adducing necessary evidence in support thereof.
From the date of occurrence of a case of force majeure obligations of the party affected shall be suspended
during the continuance of any inability so caused. With the cause itself and inability resulting there from
having been removed, the agreed time of completion of the respective obligations under this agreement shall
stand extended by a period equal to the period of delay occasioned by such events.
Should one or both parties be prevented from fulfilling the contractual obligations by a state of force majeure
lasting to a period of 6 months or more the two parties shall each other to decide regarding the future
execution of this agreement.

The contractor shall immediately on occurrence of any accident at or about the site or in connection with the
execution of the work report such accident to the Architect / consultant. The contractor shall also such report

purpose he shall provide requisite number of fire extinguishers and adequate number of buckets, some of
which are of be always kept filed with sand and some with water. These equipments shall be provided at
suitable prominent and easily accessible places and shall be properly maintained.

Any deficiency in the fire safety or unsafe conditions shall be corrected by the contractor at his own cost and
to the approval of the relevant authorities. The contractor shall make the following arrangements at his own

Site meetings will be held to review the progress and quality evaluation. The contractors shall depute a senior
representative along with the site representative staff of approved sub-contractors and suppliers as required
to the site meetings and ensure all follow up actions. Any additional review meetings shall be held if required
by the architect / consultant.

DISPOSAL OF REFUSE
The contractor shall cart away all debris, refuse etc. arising from the work from the site and deposit the same
as directed by the architect / consultant at his own cost. It is the responsibility of the contractor to obtain from
the locate authorities concerned to the effect that all rubbish arising out of contractors activities at the
construction site or any other off-site activities borrow pits has been properly disposed off.

AS BUILT DRAWINGS
i)
For the drawing issued to the contractor by the Architect/Consultant. The architect / will issue two sets of
drawings to the contractor for the items for which some changes have been made. From the approved
drawings as instructed by the NHB / architect / consultant. The contractor will make the changes made on
these copies and return these copies to the architect / consultant for their approval. In case any revision is
required or the corrections are not properly marked the architect / consultant will point out the discrepancies to
the contractor. The contractor will have to incorporate these corrections and /or attend to discrepancies either
on the copies as directed by the architect / consultant and resubmit to him for approval. The architect /
consultant will return one copy duly approved by him.
ii)
For the drawings prepared by the contractor, the contractor will modify the drawing prepared by him wherever
the changes are made by the NHB / architect / consultant. And submit two copies of such modified drawings
to the architect / consultant for approval. The architect / consultant will return one copy of the approved
drawing to the contractor.

The contractor shall provide all materials form the list of approved makes at his own cost. The architect /
consultant may approve any make / agency within the approved list as given in the tender after inspection of
the sample / mock up.

PROCUREMENT OF MATERIALS
The contractor shall make his own arrangements to procure all the required materials for the work. All
wastages and losses in weight shall be to the contractors account.

FINANCIAL BID
Selection of the bidders will be made based on L1 criteria for all technically qualified bidders. Total
Amount/Rate will be taken into consideration.

for clarification and response shall be in writing and no change in the price or substance of the bid shall be

SPECIFICATIONS (INTERIORS)
General
Without forgoing the requirements of the conditions of Tender and the Conditions of Contract the works in
general shall confirm to the Specifications 91-92-96 published by CPWD, New Delhi and the Specifications
for works stated in this tender. In case items not covered by the general specifications referred above,
reference shall be made to the appropriate. I.S. Code. If there is any difference in the particular specifications
of the latter shall prevail. In case of any work for which there is no specification in I.S. specifications or in the
specifications forming part of tender documents or in case there is any variation, such work shall be carried
out in all respects in accordance with the instructions to be issued by the Architects. The term Engineer in
charge appearing in the specifications shall mean the Architect or his authorised representative as the context
may demand consistent with the conditions and other stipulations of this contract. The term Department shall
mean the Employer. Any reference to ISI shall also mean reference to its successor Bureau of Indian
Standards. All corrections to specifications 91-92-96 or latest revisions of I.S. shall be deemed to apply to
this contract.
Materials bearing ISI certification mark shall be given highest preference for use in the works.
Where the contractor is required to do, perform, execute (etc.) any work or service or the like, it shall be
deemed to be at his own cost. Absence of terms providing supplying, installing, fixing etc. shall not even
remotely entitle the Contractor to any additional payment thereof.
The rates accepted in the Schedule of Quantities apply to all floors, heights, depths, leads, lifts, spans, sizes,
shapes, locations, etc. unless a distinction has been included in the very schedule.
The specifications and the Schedules may have been divided into various sub-heads for convenience only.
This does not limit applicability of one to the other not it absolves the Contractor of his responsibility to
complete any trade / item of work as reasonably inferred from one or more of such sub-heads.
The Schedule of Quantities is not necessarily based on Schedule of Rates Delhi 1997 or any of its later /
earlier versions. Hence the Schedule of Quantities shall be read and constructed according to explanations
given herein and intentions gathered therefrom. A mere parallel drawn from the said Schedule of Rates shall
therefore not from a basis for a variation and, or additional payment.
All work, under this contract is deemed to be performed above subsoil water level. However, removal of water
collected from rains and the like shall be treated as part of contractual risk / obligation.
Screws, bolts, nuts, washers, hold fasts, lugs, anchors, clamps, plugs, suspenders, brackets, straps and
fasteners of the like are deemed to be included in the rates of various items unless the Schedule of Quantities
expressed a different intention.
Resetting any displacements, making good holes / chases and such other incidental jobs are included in rates
of respective items for which these are required.

The shall be roughly rectangular shaped from an approved quarry.
The shall be tough, hard, dense, durable, sound, uniform in colour and texture and free from flaws, cracks,
injuries, veins, crystals, minerals, salt, cavities, skins and other defects.
The contractor shall furnish a sample stone, which he intends to use on the works and get the same approved
by the Architects.
Royalties, compensations, octroi duties etc., payable for securing stones shall be paid by the contractor.
Mortar
The mortar shall be as specified in the item. The sand shall be of approved quality and may be screened or
washed if required without extra cost.

Wood Work :
The wood work shall be carried out as per detailed drawings and as directed by the owner. Timber shall be
sawn in the direction of grain. Sawing shall be straight and square. Scantlings shall be accurate planed
smooth to full dimensions and rebates, rounding, moulding, shown in the drawing made before the same are
framed. Patching or plugging of any kind shall not be permitted. The workmanship shall conform to IS : 4021.
Joints shall be simple, neat, close fittings and strong. Joints shall be simple, neat, close fittings and strong,
joints shall be fixed with fevicol and after the frames are put together and pressed in position they shall be
pinned with hard wood or steel pins. All mortice and tennon joints shall fit in fully and accurately without
wedging or filling.
All wood work shall be approved by the owner before it is painted. All portions of timber abutting against or
embedded in masonry or concrete shall be painted with boiling coaltar or solingnun before being placed in the
position.
Before frames are fixed in positions, these shall be inspected and passed by the Architect. Frames shall be
placed in proper position and secured to walls with three M. S. holdfasts, heavy duty on each side of door
frames and two on each side for windows.
In case of door frames without sills vertical members shall be buried in the floor atleast 40 mm deep. The
frame without sills shall be provided with temporary wooden bracing to protect them from wrapping during
construction. Frames shall be painted with one coat of wood primer & three coats of synthetic enamel paint or
polished with French polish as specified.
The areas of doors & windows shutters shall be measured to the nearest cm in closed position covering the
rebates of the frame but excluding the gap between the shutter and the frame. Over lap of two shutters shall
not be measured. All work shall be measured for finished dimensions. No allowance shall be made for
dimensions supplied beyond those specified. Length of each piece shall be measured over all nearest to 1
cm. So as to include projections for tenons, scarves or mitres, width and thickness shall be measured to the
nearest mm.
4.0 Teak Wood Doors & Windows :
Timber used for this work, shall be available second class teakwood of approved quality and as per the
sample approved by the Employer / Architect. As specified in the item, all the doors shall have teak wood door
frame of approved make / quality and size with three numbers hold fasts on each leg of size 300 mm X 40 mm
X 5 mm. Teak wood beading / cover moulding will be provided for teak wood frames as required and directed.
Teak wood rough grounds will be provided whereever necessary and at no extra cost. Hold fasts shall be
embedded in the concrete block as shown on drawings or as directed.
For flush doors, shutters to be used shall be solid core of best approved make and quality with ISI mark, 40
mm thick inclusive of either commercial ply, veneer or Formica of approved shade and design / pattern on one
or both sides as specified and shown on the drawings and shall be bonded with Phenol formaldehyde
synthetic resin. All flush shutters shall have teakwood lipping on all four sides as directed, which shall be fixed
at site. All solid core shutters shall generally confirm to IS 2202.
For partly glazed / panelled shutters, the opening for glass and panels shall be as shown on the drawings.
The glass used will be best quality sheet glass plain / ground having 5.5 mm thick as specified. The timber
panels shall be out of 19 mm thick best approved make and quality marine ply. This will include teakwood
beading for glass.
For full panelled doors, the shutters shall be best quality factory made with ISI marking to be approved by the
Employer / Architect having panels 19 mm thick best approved make and quality marine ply as per tender
item and as shown on drawings or as directed.
Fixtures and fittings required for all the door and windows shall be as specified in the item or schedule or as
directed by the Architect. The samples of all fittings shall be got approved from the employer / Architect before
replacing the order. Any fixture found damaged or missing at the time of handing over shall be replaced by the
contractor and surface of joinery make good as directed at no extra cost.

Any fitting / fixtures which is not conforming to the tender item / approved sample or found to be defective
during the progress of work / at the time of handing over in the defects liability period shall be replaced by the
Contractor at no extra cost.
All the timberwork including veneered shutters shall be finished with melamine polish of best-approved make
and shade as directed.
Laminate :
5.1
Laminate shall be 1/1.5mm thick as specified in the drawings and details of the make and shade as
approved by architect. The laminate shall be fixed with a good quality adhesive lie Fevicol / Vemicol it
shall be pressed and left for sufficient time to give a good smooth surface without any air pocket or
any sings of warping etc.
Wood Polish :
The Surface to be polished shall be free of dirty, dust etc. And sand papered to a smooth surface. The polish
shall be prepared with spirit and approved quality acrylic. The surfaces shall be prepared and all holes, cracks
shall be filled to form truly even surface
The Polishing of the exposed surface shall be done minimum three coat of spirit polish with intermediate sand
papering after each coat of polish. It shall be finished to the entire satisfaction of the Architect, and a final coat
of Mansion ax Polish shall be applied, and the surface be finished.
For insides of cabinets and drawers the polish shall be done in two coasts. The undersides of the tabletops
shall be finished with one coat of polish. All samples of polish shall be approved by the Architect and the
shades / colour shall be matched properly wherever necessary.
Painting
The specification covers the complete painting and finishing of all surface requiring painting throughout the
interior and exterior of the building. Refer to room finish, distribution, surfaces etc. The contractor shall supply
all labour, materials, tools, ladders, scaffolding and other equipment necessary for the completion and
protection of the work. Storage of materials used on the job shall be kept neat, clean and dry. All colour shall
be as provided in the colour schedule which shall be as far as a possible use premixed manufacturers colour
or /and shall prepare samples of the colours selected and submit the same for approved by the architect. No
work is to be proceeding until the Architect has given his approval, preferably in writing of the colour sample.
Materials ready mixed and all paints, varnishes, enamels, lacquers, stains, and similar materials must be
delivered to the job site in the original containers showing brand name, type of paint, colour of paint and
instructions for using. Thinning shall be done only in accordance with directions. The rejected materials shall
be removed from the premises immediately.
The workmanship shall be of the very quality and all materials shall be evenly spread and smoothly applied on
without runs or sags, using good quality brushes and tools etc. as required. Only skilled painters shall be
constantly on the job while the work is proceeding. All surfaces to be painted and floors in the rooms being
painted shall be cleaned free of all work where a coat material has been applied must be inspected and
approved before application of the succeeding specified coat. Each under coat shall be case any antifungal
coating is required to be done it must be of the same make. All interior and exterior trim, door frames, doors
shelving, cabinet work shall be thoroughly and carefully back painted on all surfaces shall be clean, dry,
sanded and properly prepared to receive the paint tops, bottoms and edges or doors shall be finished the
dame as the rest of the door. Interior of cabinets shall receive the same finish as specified for outside, unless
otherwise noted in the schedule. Drawers shall be given one coat of the chellac all over. Where walls are
specified to be painted, all columns, soffits, returns etc. shall be included.
The contractor shall protect not only his own work at all times but shall also protect all adjacent work and
materials by suitably covering or other acceptable methods during progress of his work. Upon completion of
his work he shall remove all paint and varnish spots from floors, glass and other surfaces. Any defected
surfaces shall be cleaned and the original finish restored. He shall remove from the premises all rubbish and
accumulated material and shall leave the work in clean orderly and acceptable condition.
White Wash:
White wash shall be prepared from lime slaked on site and stirred with sufficient water to make a thin cream.
This shall be allowed to stand for 24 hours and shall be screened though clean cloth, 4 kg of gum dissolved in

hot water shall be added to each cubic meter of the cream (115 gm per cft) copper Sulphate not exceeding
3% shall be added to give required whiteness. The approximate quantity of water to be added to make cream
shall be five litres per kg. Of lime. White wash shall be applied in specified coats by a dispersing agent,
detergent upto a maximum of 5% will be added to the mix before application using flat brushes or spray
pumps. Each coat shall be allowed to dry before the next coat is applied .If additional coat then what have
been specified are necessary to obtain uniform and smooth finish, it shall be given at no extra cost.
Distemper:
The shades shall be approved by the Architect before the application of distemper.The surface shall be
prepared as specified earlier. A primer coat using approved primer or sizing shall be applied. Distemper
prepared as per manufacturers directions shall be applied and each coat shall be allowed to dry before the
subsequent coat is applied .The finished surface shall be free from chalking when rubbed, even uniform and
shall show no brush marks. If additional coats are necessary, they shall be given at no extra cost.
Oil Paint:
Ready mixed oil paints, flat oil paint, plastic emulsion paint, ready mixed synthetic enamel paint, aluminum
paint, etc. shall be brought in original containers and in sealed tins. If for any reasons a thinner is necessary,
the brand and quality of the thinner recommended by the manufacturer or as instructed by the Architect shall
be used. The surface shall be prepared above and a coat of approved primer shall be applied. After 24 hours
drying approved or specified quality paint shall be applied evenly and smoothly. A filler futty coating may be
given to give thoroughly and then lightly rubbed down with sandpaper and cleaned of dust before the next
cost it applied. The number coats shall be specified in the item and if the finish of the surface is not uniform
additional coat as required shall be applied to get good uniform finish at no extra cost. After completion no hair
mark from the brush or clothing of paint puddles in the corners of panels, ends of the moulding etc. shall be
left on the work. The glass panels, floor, etc. shall be cleaned off from stains. When the final coat is applied if
directed the surface shall be rolled with a roller or textured to a special texture finish as approved by the
Architect as per sample to be prepared before start of work.
6.6 Duco Paint :
All panting surfaces shall be sand papered and cleaned thoroughly. The pores, scratches etc. shall be filled
and smoothened properly. A coat of surfaces (Duco P.S. Grey) shall be applied evenly. Then surfaces shall
be sand papered and cleaned. A coat on N.C. putty shall be evenly and allowed to dry completely. The water
polishing with the help of water proof emery paper shall be carried out to obtain uniform smooth/even
surface. Second coat of duco paint shall be applied after drying and cleaning of the first coat. Proper care
shall be taken so that no dust, dirt etc. settles down on finished surfaces. The final surface shall be finished
even and mat finished. The thinner and putty used shall be Duco only. Rubbing and polishing of the painted
surfaces shall be done with waxpol/duco rubbing and wax polish till the surface finish is obtained.
If the plaster surface is to be finished with plaster of Paris punning, the surface shall be combed slightly with
the wire brushes or nails before it is completely set to form key for plaster of Paris punning. The surface shall
be thoroughly cleaned of dust then only damped but not soaked before the application of plaster of paris
punning. The Gypsum for preparing punning shall be approved quality. It shall be dry and free from lumps and
shall be suitably packed in watertight bags or containers. Paste shall be prepared by adding required quantum
of water and same shall be used before it sets. No dropping paste shall be used in the work. Punning shall be
applied to the prepared surface with steel trowel to a thickness required to make the surface produce perfectly
smooth and even surface working from top to bottom. It shall then be sand papered to give a smooth and
even surface. Any unevenness shall be made good by applying putty, made of plaster of paris mixed with
water, and then sand papering the same after it is dry. Filling in plaster shall be made good with plaster of
paris mixed with colour to be used. The surface shall then be rubbed down again with a fine grade sand paper
and made smooth. The surface shall be allowed to dry thoroughly before the regular coat of paint is applied.
The measurement shall be in square metre.
Plastic emulsion paint:
Plastic emulsion paint shall be of approved manufacturer and shall generally confirm to IS-5411 (Part-I)
1969.
The colour and shade of the emulsion shall be got approved by the Architect. Double Scaffolding shall be
used, Iadden if used shall be tied with old gunny bags at top to prevent damage or scratches to the walls. The

instructions of the manufacturer shall be followed, in application of priming and finishing coats. Turpentine or
any other solvent shall not be used for thinning the paint.
Minimum 3 coasts of paint shall be applied inclusive of primer coat. If a proper and even surface is not
obtained to the satisfaction of the Architects in 3 coats, Contract shall carry out additional coasts of painting to
approval at his expenses. Care shall be taken that dust or other foreign material do not settle or disfigure the
various coats. The measurement shall be in square meter.
Water proofing Silicon based painting :
It shall be used on external surface mainly on exposed stone surface by spray equipment. The contractor
shall bring the material to the site in their original packing. The containers shall be opened in front of Asstt.
Engineer and used as recommended by the manufacturers. The surface shall be free from residues and shall
be washed down by brushing and washing with fresh water then allows to dry overnight. The silicon solution
of approved make shall be applied on the clean & dry surface with spraying machine uniformly the second
coat shall be applied after first coat has been set for at least 24 hours, before application of the second or
subsequent coats the surface of the previous coat shall not be wetted.
The Rates generally include:
Work, at all heights and use of all scaffolding, trestles, cradles, etc. necessary for execution of work and for
inspection by inspecting officers.
Preparing surfaces to receive finishing coats such as brushing, sandpapering, scrapping, washing and
rubbing etc.
Work on comices, narrow widths bends, etc.
Spreading and removing covering to door, windows floor fittings etc. to protect them from splash.
Washing floors cleaning glass, joinery, sanitary and electric fittings etc. of drops and splashes and leaving
premises clean and tidy.
Racking and scraping concrete surface to be plastered or rendered.
Delivery Storage, Installation & Protection of furniture:
7.1
Furniture and furnishing shall be stored safe from fire, damp theft or any form of damage. When
required all items of loose furniture shall be installed in the position shown on the drawings.
The contractor shall protect and guard all fixed and loose items of furniture, fixtures, fittings and all other
furnishing from fire, damp, theft or any other damage unit the date of handover of the completed works.
The contractor shall make his own investigation to guard against local sources of attack and damage and take
all necessary precaution for protection.
On completion of the installation of all work in this section, the contractor shall leave all work clean perfect.
All fittings and fixtures shall be of brass heavy quality. The fittings and fixtures shall be approved by the
architects before fixing. The contractor is deemed to have included all such fittings in the quoted rates and
nothing extra shall be admissible even if it is not specifically mentioned in the schedule of quantities. All the
fittings such as handles, knobs, hinges, (butt or spring) magnetic catchers, tower, bolts, supporting hooks etc.
shall be got approved from the Architect before order. Samples of each fitting shall be placed with Architect on
approval all brass fittings also shall have sprayed polyurethane.
Figured dimension shall be taken in preference to scaled dimensions in all cases. Before commencing any
work, the contractor shall verify all measurements on the site and get clarification wherever needed.
A sample of every item of furniture shall be submitted for approval before an order is placed or manufacture
commences. Approved samples shall be used as standard of finish and workmanship.
Timber shall be of the species indicated on detail drawings or as specified it shall be the best of its kind as set

section carpentry and joinery, well seasoned and kills dried with a moisture content of 12% +2% for teakwood.
It shall be matched for knots or other defects and sawn dire square. Timber which is completely hidden by
upholstery material, shall be as specified on drawings. The contractor should get it tested for moisture
contents of wood at there on cost as per the direction of the Architect and produce the certificate for approval.
Plywood shall be premium quality, resin bonded, weather proof, close-grained plywood suitable for veneering,
painting on bonding plastic laminate as required. Plywood for outdoor furniture shall be of standard
specification waterproof brand. Exposed edges of plywood shall be finished with strip of sold wood, tongued
and grooves and glued or as detailed on the drawings. The contractor shall get the clearances from the
Architects for the preference of the brand from the approved list and shall conform to IS 303 1960.
All joints shall be standard mortice and tenon dowels, dovetail cross halved, mitred, tongue and grooved or
rebated. Nailed butt joints will not be permitted. Where mortice and tenon joints are used tenons shall fit the
mortices exactly. Adhesives shall be as specified for joinery and approved by Architects and comply with IS :
961-1957.
Where metal legs, frames and the like are used, these shall be welded, braced bolted or riveted if required,
and on finished surfaces welding bracing and riveting shall be ground so that no evidence of this is apparent
on the final finish or the metal.
All legs of case of cabinet furniture, whether of wood or metal, shall be equipped with nylon glides or castors
unless otherwise shown on the drawings.
Finish shall be fully in accordance with the drawings and schedules and as approved by the Architect. Where
timber is in natural finish, pieces shall be matched for colour adgrain before assembly. Where timber is
stained the stain shall be matched throughout Backs of wall hung case or cabinet furnitures shall be treated
with an approved brand of wood preservations.
Where the upholstery is patterned no upholstery fabrication is to commence until the contractor has received
clear instructions concerning the pattern and the method of its joining Upholstery will be of first class
workmanship with webbing, no-sag springs, coiled, springs, padding ad fittings as specified. Covering will be
sawn tufted and corded as shown in the drawings or schedules. The Architect before start of work shall be
approved samples of air upholstery materials.
Cushion vents shall be installed at the back or underside of all seat cushions in sufficient number to allow air
to escape easily and prevent torn seams.
Fastening :
8.1
0Power driven fasteners may used for fastening to steel and concrete.
Nailing strips unless otherwise required shall be continuous. Fixing stripts shall be cast into concrete where
required by the Engineer-in-charge and shall be slightly underout and finish flush with the finished rendered
surface.
The contractor shall make his own investigation to guard against local sources on attack and damage and
take all necessary precautions for protection.
All timber shall be protected with an organic solvent water repellent wood preservative to give a highly efficient
protection against termite, spider, worm, all insects and funges and rot crack and shall where exposed,
enhance the appearance of the timber, colour of the product shall be such as to bring out the natural colour of
the respective timbers.
The preservative shall penetrate deeply into the timber, shall protect against blue stain, rot fungus and termite
spider, worm and all insect attack and shall contain a resin which fixes the preserving agent and protects them
against leaching and evaporation. The protection shall also be water repellent, whether-proof and proof
against peel, crack or blister of approved quality.
Delivery & Storage Shop fabricated items :
Shop fabricated items shall not be delivered to the site of the works until that site is ready for such installation
and the building in fully dry and shall be cartooned or otherwise protected whilst in transit. Installed work shall
be adequately protected against soiling or damage. Damaged or soiled items shall be made good or replaced

The contractor shall submit one sample of all materials including large samples of veneer assemblies and
prefabricated materials before use in the work or starting fabrication as the case may be.
Joinery shall be carried out strictly in accordance with drawings. Where joints are not specified indicated
recognized form of joints shall be used. Joinery shall. Conform to BS: 1186 part I and Part II 1971 quality of
timber ad workmanship in joinery.

Mode of Measurements
All measurements ill be taken in accordance with is 1200 latest issue unless otherwise specified.
2.0
a)
Timber
The moisture content of the timber during manufacture, delivery to site, storage, site working,
assembly, installation shall be 10 to 12 percent Timber shall be teak wood, soft or hardwood and shall
be suitable for the purpose for which it is intended. It shall be seasoned or kiln dried, absolutely free
from worm holes, large loose or dead Knots or other defects which would effect strength or usability
and shall be flat, straight non-splitting and dressed on all sides. It shall be matches for colors and
graining.
b)
Fixing
The carpentry timber shall be fixed with nails, spikes, bolts screws, hangers, stirrups, anchors, ties or
any other accessories which are suitable to develop the full strength of the member to which they are
attached, as directed.
All above hardware for fixing in exterior location shall be galvanized / anodized. Carpentry timber
where fixed to solid masonry or concrete shall be secured with expansion bolts or other positive
methods of mechanical fastening. MS hold fast grouted in CC block shall be hold the door frames.
c)
Timber Treatment
All timber shall be protected with an organic solvent water repellent wood preservative to give a highly
efficient protection against termite, spider, worm, all insects and fungus and rot attach and shall,
where exposed, enhance the appearance of the timber. Colour of the product shall be such as to
bring out the natural colour of the respective timbers. Colour of the product shall be such as to bring
out natural colour of the respective timbers. Fire retardant paint to timber shall be applied as per the
recommendations of manufacturer and shall comply with the requirement of ISI / B.S. code and local
fire requirements.
d)
Plastic Laminate
Plastic decorate laminate sheeting shall be of the brand, catalogues number and indicated or
approved. Plastic laminate shall be fire retardant to class I of BS 476 or ISI code where specified.
e)
Veneers
Veener shall be of the timber species shown on drawings. Veneers are to be kept in sequence as
they are being cut from wood and supplied as such to the site for accurate matching or figuring. The
veneer shall be finished as specified and shall be equal or superior quality to that laid don is IS : 1659
1960 or as approved. Wherever Veener of approved quality in Indian origin unless otherwise
mentioned.
f)

All plywood shall be of best / high quality close grained suitable for veneering, painting or bonding
plastic laminate. It shall be resin bonded and weather proof. Exposed edges shall be finished with an
edge strip of solid teakwood tongued and grooved and glued, or as detailed. The plywood of
approved brand and manufacture only shall be used in the work. The thickness shall be in
accordance with the drawings / schedule of quantities.
g)
Adhesives
The adhesives used for all woodwork and boards / ply shall be FEVICOL / VAMICOL of appropriate
Grade. Manufacturers recommendations shall be followed for adhesive other than above required for
any specified / specialized work.
Joinery
Joinery shall be carried out strictly in accordance with the drawings. Where joints are not specifically
indicated recognized forms of joins shall be used. Joinery shall conform to IS standards. Panels shall
be rendered flame retardant and to conform to local fire regulations. The Contractor shall submit
samples of all materials including samples of veneer for approval. All materials pre-fabricated
materials including samples of veneer for approval. All materials pre-fabricated, delivered and
assembled shall be in accordance with the approved sample.
The contractor shall be responsible for protecting all items of woodwork done by him. The contractor
shall replace at his own expense any damaged work caused through lack of adequate protection or
care in installation or handling.
h)
Gyp Board
Gyp Board (Glass Fibre Reinforced Board of M/s. India Gypsum Ltd.) or Equivalent conforming to IS
2095- 1982 and 2542 1981 shall be used.
Technical detailing for fixing Gyp-Board along with jointing compound, paper tape, primer, screws,
edge bead, angle bead etc. shall be as per Manufacturers specification. Proper care is to be taken
while handling, storing and cutting the Gyp-Board as per manufacturers manual and the work shall be
done in technical co-ordiantion / assistance with the trained staff of Manufacturer, such services being
offered free by them.

Engineer before an order is placed or manufacture commences. Approved samples shall be used as
standards of finish and workmanship. Figured dimension shall be taken in preference to scaled dimensions in
all cases. Before commencing any work the contractor shall verify all measurements on the site. All joints shall
be standard mortise and tennon dowel, dovetail cross halved, mitred tongue and grooved or rebated. nailed
butt joints will not be permitted. Where metal legs, frames and the like are used, these shall be welded,
brazed bolted or rivetted as required and on finished surface weldings, brazing and revetting shall be
grounded so that no evidence of this is apparent on the final finish of the metal. All legs of case or cabinet
furniture, whether of wood or metal shall be equipped with nylon glides or castors unless otherwise shown on
the drawings. The finishes of furniture shall be fully in accordance with the drawings and schedule of
quantities.

False Ceiling
The false ceiling comprises of Gyp-Board, Armstrong or equivalent USG & POP. The POP & Gyp board false
ceiling is to be in different shapes such as Vaults, Coffers, coves and Plain in unison with Armstrong Ceiling.
The technical assistance and guidance is to be taken from manufacturers and work has to be done according
to the manufacturer specifications and manuals. A sample of each finish shall be got approved before
proceeding for bulk production. GI framing shall be erected as per recommendation of the manufacturer
specification and approval of the Architect / Bank Engineer. The work shall be executed through the contractor
recommended by the manufacturer.
False ceiling work shall be carried out in accordance with the actual site conditions at different / split-levels.
Any sagging, unlevelled stretch of work shall be redone / replaced and made good, at no extra charge, to the
satisfaction of Architect / Bank Engineer. No compensation shall be paid on account of provision / coverage of
openings for lighting fixtures, air conditioning ducts and the likes as detailed in drawings and / or directed.
Measurements shall be taken on plan area of the completed work or as specified. Deductions for openings,
wherever applicable, shall be implied upon as per LS. Specification.
Painting & Polishing
a)
Textured Finish
The wall / wooden surface wherever specified in the drawings / schedule of quantities shall be
finished with approved textured finish. The specifications shall be as per manufacturer
recommendations for the approved products. The sample of shade ad textured finish shall be as
approved by Architect.
b)
Painting
All paints / polishing material (Acrylic emulsion paint, Duco paint, melamine polish or polyrethane)
shall be approved make and manufacturers and shade / finish, the surface to be treated shall be
thoroughly cleaned and dusted before painting / polishing. The surface shall be prepared and got
approved by the Architect / Bank Engineer before application of primer. The paint / polish shall be
applied with brush / roller spray as required and directed by Architect / Bank Engineer. The surface of
finishing shall present a flat velvetty smooth finish. If necessary more coats shall be applied till the
surface presents uniform appearance. After painting work, doors, windows in the area shall be kept
open to provide good ventilation and to ensure proper dying.

The drawings for services are diagrammatic but shall be followed as closely as actual construction permits.
Any deviations from the drawings shall be in conformity with architectural and structural drawings. The
dimensions designated by the manufacturers shall take precedence over the drawings.
1.2
At completion of work the Contractor shall submit one set of tracings and two sets of prints of As-BuiltDrawings. These drawings shall, among others, include invert levels, pipe runs, diameters, location of valves,
access panels, layout of equipment, piping connections and such other information for maintenance & future
extensions. Guarantees given by manufacturers shall be assigned to the Employer along with names & addresses of manufacturers, suppliers and information about spare parts.
1.3
All site test shall be carried out with prior intimation to the Asstt. Engineer. All defects shall be rectified and
tests conducted again to the satisfaction of the Asstt. Engineer. In addition to the test required by the specifications, the Contractor shall also conduct tests required by the Architect and by the municipal or other Authorities.
1.4
All work shall be executed by competent and licensed persons. The contractor shall maintain liaison with Municipal and other controlling Authorities. He shall obtain their approvals and certificates as required by the bye
laws at appropriate stages.

No cutting / chasing shall be done in load bearing structural members without prior approval of the Asstt. Engineer. Sleeves and openings shall be provided during the progress of construction in preference to cutting at
later date.

The architect may require typical mock up(s) to be installed in advance for approval. Undamaged materials
from the mock up shall be allowed to be reused in the work.
1.7
Unless otherwise described in the item CI / SCI pipes and fittings shall be a spigot and socket type.
1.8
G.I. pipe spouts shall be paid as per item of G.I. pipes (internal work). Cutting and making good is included.
The free ends may be skew-cut.

Wherever use of G.I. pipes is called for the same shall be medium class (class B)

Materials
The materials shall conform to the specifications and in absence thereof to Indian Standards. The products
should bear the ISI Mark.
2.2
The makes of materials for use in this work are broadly approved as per list given below. The Contractor shall,
however, get particular makes and samples approved before ordering :

Notwithstanding any interim or final approval the Contractor remains responsible for satisfactory performance
of all fittings & fixtures. The liability of the Contractor is not limited by any approval of the make of materials.
2.4
The item rate of mirror includes extra packing piece of AC plain sheet, where required due to off set between
plaster & glazed tiles surface.

Testing
The sand cast iron soil, waste and vent pipes and fittings including joints shall be tested by pumping smoke
into the pipe at the lowest end.
All G.I pipes and fittings including joints shall be tested to hydraulic pressure of 6 kg / cm2 (60 meter) avoiding
water hammer. The test pump having been stopped the test pressure should maintain without loss for at least
half an hour. The pipes and fittings shall be tested in sections as the work of laying proceeds keeping the
joints exposed for inspection during the testing.

SCOPE
In general, the contractor shall supply, store, erect, test and commission all the equipment required for
Electrical Installation. The contractor shall furnish all the materials, labour, tools and equipments for the
electrical work, as shown in the accompanying drawings and in the bill of quantities and specifications
hereinafter described.

CONTRACTOR
The Contractor shall be a licensed electrical contractor, possessing a valid electrical contractors license in the
state, employing licensed supervisors and skilled workers having valid permits as per the Regulation of Indian
Electricity Rules and Local Electrical Inspectors requirements. (In case the contractor does not have license
of that state then it should be clearly stated through which local electrical contractor they shall submit the test
report & a copy of the valid license of the contractor be enclosed along with the copy of their own license of
the state of their registration).

DRAWINGS
The drawings, specifications and bills of quantities shall be considered as a part of this contract and any work
or materials shown on the drawings and not called for in the specifications or vice-versa, shall be executed
as if specifically called for in both. The contract drawings indicate the extent and general arrangement of
various equipment and wiring, etc. and are essentially diagrammatic. The drawings indicate the point of
termination of conduit runs and broadly suggest the routes to be followed. The work shall be executed as per
approved working drgs, subject to any minor changes, if found essential to co-ordinate installation of this
work with other trades. All such changes shall be without any additional major cost to the owners. The data
given in the documents and drawings are approximate & their complete accuracy is not guaranteed. The
drawings and data furnished are meant for guidance & assistance to the contractor. The exact dimension,
location, distance and levels, etc., will be governed by the space conditions. The contractor shall examine all
Architectural, structural, plumbing and sanitary and air-conditioning drawing before starting the work and
report to the architect/owners any discrepancy which in his opinion appear on them, and get the same
clarified. He shall not be entitled to any extras for omissions or defects in electrical drawings or when they
conflict with other work.

AS BUILT DRAWINGS
At the completion of the work and before issuance of certificate of virtual completion, the contractor shall
submit to the Architect/ employers layout drawings drawn on tracing film and approved scale indicating the
complete wiring as installed.

ENGINEER/ SUPERVISOR
The contractor shall employ a competent, license, qualified full time electrical engineer / supervisor to direct
the work of electrical installations in accordance with the drawings and specifications. The engineer /
supervisor shall be available at all times at times at the site to receive instructions from the
Architect/employers in any day to day activities throughout the duration of the contract. The engineer &
supervisor shall correlate the progress of the work in conjunction with all the relevant requirements of the

The equipment shall conform to Indian Electricity Rules as amended upto-date.
The supplier shall examine the provision of these codes and confirm or indicate his comments.
1.3
CONSTRUCTION:
Power control centers/ switch board panels shall of free standing type, with sheet steel enclosure having
following features:
The panel shall be constructed of sheet steel of minimum 1.6mm thickness. The internal frames shall be
made of structural steel angles or made up sections (as per standard design of the manufacturer)
specifications of which shall be submitted along with offers.
The panel shall be compartmentalized to accommodate one feeder n each compartment. The main bus bar
chamber shall be provided at the top of panel or bottom of the panel as required. The compartments shall be
arranged in section with metallic/ phenolic barrier in between.
A vertical cable alley of at least 200mm width shall be provided to serve one/ two vertical section of feeders.
Cable alley shall have hinged door/ doors with rubber gaskets. Suitable
Cable clamping arrangement with slotted steel members shall be provided in the cable alley.
Similarly, vertical bus bar shall be housed in-between two feeder compartments in a separate bus chambers.

The opening between bus chamber and feeder compartments shall be properly covered with Bakelite/ Hylam
sheets of 3mm minimum thickness. The vertical bus chamber shall be provided with removable bolted covers
on the front and back side. All the interconnecting links to the feeders shall be shrouded so as to avoid
accidental contact, by means of phenolic barriers.
Each compartment shall have its own hinged door with concealed hinges. The doors shall have heavy
duty rubber gasket fixed on the inner side of the door. The door shall have interlocking facility with the
feeder unit.
The Panel shall have punched openings for mounting meters, lamps, push buttons, relays, etc.
The dimensions of feeder compartments, bus chambers and cable alleys shall be as shown on the
relevant drawings. However, the following minimum dimensions shall be strictly adhered to:

These dimensions are furnished as a guide and the clearances required in between each live bus/ link and
between bus/ links to the earth (panel wall/ sheet) shall be as per relevant Indian Standard Code of practice.
However, minimum clearance between neutral bus and earth shall not be less than 25mm. The panel
supplier shall furnish detailed sectional drawings and also arrange to get the panel inspection done at
intermediate stages of fabrication to avoid fault defective
Fabrication of the panels (however, the compliance of these specifications shall entirely be the suppliers
responsibility).
BUS BARS:

The bus bars shall be suitable for 3 phase, 4 wire, 415 volts 50 Hz AC supply. The bus bars shall be made of
high conductivity aluminium. The bus bars shall have uniform cross-section throughout the length. The bus bars
shall be designed for carrying rated-current continuously. The bus bars and links shall be designed for a maximum

temperature of 75 C. The max. current density of bus bars shall be as follows:

Aluminium : 1.28 Ampere/ Sq.mm. of cross section area.
It may be noted that these ratings are the upper limit to which the bus could be stressed. Suitable derating
factors shall be applied to arrive at the correct cross section of bus bars.
Bus bars shall be supported on suitable non hygroscopic, non combustible, material such as DMC/ SMC at
sufficiently close intervals to prevent bus bar sag. All bus bar joints shall be provided with high tensile steel bolts
(electro plated with suitable metal such as Nickel/ Cadmium), spring washer and nuts so as to ensure good
contact. Alternatively, electroplated/ tinned brass bolts shall be used. The joints shall be formed with fish-plates
on either side of bus bar to provide adequate contact area. Bus supports shall be provided on either side of joints
(max. unsupported distance from the joint 400mm)
Power shall be distributed to feeders in dual section by a set of vertical bus bars (Phases+neutral). Individual
module shall be connected to the vertical bus bars through sleeved connections.

Bus bars shall be insulated with PVC sleeves (heat shrink type) with colour coding (Red/ Blue/ Yellow/ Black).
The bus bars and their supports shall be able to withstand thermal and dynamic stresses due to the system
short-circuits. The supplier shall furnish calculations along with his drawing establishing the adequacy of bus bars
both for continuous duty and short -circuit rating. Short circuit withstand capacity shall be for one second.
Calculations for spacing of supporting of supports shall also be furnished.
1.5
EARTHING:
The panels shall be provided with a copper earth bus running throughout the width of the switchboard.
Suitable earthing eyes/bolts shall be provided on the main earthing bus to connect the same to the earth grid
at the site. Sufficient number of star washers shall be provided at the joints to achieve earth continuity
between the panels and the sheet metal parts.
1.6
MOUNTINGS:
Panels incorporating switch fuse units shall have suitable compartments of standard width. Each
compartment shall incorporate a heavy duty load break switch fuse and HRC fuses. Suitable cable
termination arrangement shall be provided for switch fuse/ fuse-switch unit feeders. Equipment shall be
provided with proper fastening arrangements to ensure vibration free operation. Proper designation as given
on the respective drawings shall be provided for every equipment.
Circuit breakers shall be mounted such that they are accessible from the front of the panel. More than two
circuit breakers shall not be incorporated in a vertical section. The breakers compartment shall be divided
into two parts, one for the breaker and the other for incorporating associated control gear. The necessary
instrumentation shall be provided on the door of the compartment.
1.7
INTERLOCKING
The panels shall be provided with the following interlocking arrangements:
The door of the feeder compartments is so interlocked with the switch drive or handle that the door can be
opened only if the switch is in OFF position. De-interlocking arrangement shall also be provided for
inspection.
It shall not be possible for the breakers to be withdrawn when in ON position.
It shall not be possible for the breakers to be switched ON unless it is either in fully inserted position or for
testing purposes it in fully isolated position.
The breaker shall be capable of being racked into testing, isolated and maintenance position and kept in
any of these positions.
A safety catch to ensure that the movement of the breaker as it is withdrawn, is checked before it is
completely out of the cubicle shall be provided.

WIRING
All the interconnections between the incoming, bus and the outgoings of 100A and above rating shall be
done by insulated links/ strips of suitable sizes. Switch fuses and equipments below 100A rating shall be
wired with PVC insulated copper conductors. The wiring for instrumentation protection and control equipment
shall be carried out with PVC insulated flexible copper conductors.
The Power interconnections shall be carried out by means of bolted connections with washers. The wiring
shall be terminated by using crimping sockets. Wring shall be laid out neatly in bunches which are fastened
to the steel members of the panel. All the potential circuits shall be protected by fuses mounted near the tapoff point from the main connections.
1.10
TERMINALS:
All the control, instrumentation and protection wiring shall be provided with printed PVC ferrules at both ends.
For terminating control cables on to the equipment in the panels, suitable terminals blocks shall be provided.

The terminal shall also be numbered for easy identification and maintenance.

SURFACE TREATMENT

All sheet metal accessories and components of power, control centers and switchboard panels shall be
thoroughly cleaned, degreased, derusted and phosphatised before red oxide primer is applied. The panel
shall be stove enameled to the required final finish. The interior surfaces of the panel shall also be painted to
required shade. The supplier shall indicate in his offer, if there is any deviation from the treatment specified
above.
ENCLOSURES
The panel enclosure shall be dust and vermin proof and shall be suitable for indoor installation. Enclosure
design shall be in accordance with the requirements of IP 54 as per IS-2147-1962. The supplier shall confirm
whether this requirement is met and a type test certificate furnished. If type test certificate for IP-54 is not
available, the same shall be brought out clearly in his offer.
1.13
NAME PLATE
The panel as well as the feeders compartment doors shall be provided with name plates giving the
switchboard/ feeder descriptions as indicated on the drawings.
1.14
TESTING
The power control centers shall be tested at factory after assembling of all components and completion of all
interconnections and wiring. Tests shall be conducted in accordance with the requirements relevant IS
Codes/ specifications.
INSULATION TEST
iii)
Insulation of the main circuit, that is, the insulation resistance of each pole to the earth and that
between the poles shall be measured.
iv)
Insulation resistance to earth of all secondary wiring should be tested with 1000V megger.
Insulation test shall be carried out both before and after high voltage test.
STORING
The panels shall be stored in well ventilated, dry places. Suitable polythene covers shall be provided for
necessary protection against moisture.
ERECTION
Switchboards shall be installed on suitable foundation. Foundation shall be as per the dimensions supplied
by the panel manufacturer. The foundation shall be flat and level. Suitable grouting holes shall be provided in
the foundation. The switch boards shall be properly aligned and bolt000ed to the foundation by at least four
bolts. Cable shall terminate on the bottom plate or top plate as the case may be, by using brass compression
glands. The individual cables shall then be lead through the panel to the required feeder compartments for
necessary terminations. The cables shall be clamped to the supporting arrangement. The switch board earth
bus shall be connected to the local earth grid.
PRECOMMISSIONING TESTS:
Panels shall be commissioned only after the successful completion of the following tests. The tests shall be
carried in the presence of engineer-in-charge.

GENERAL:
Moulded case circuit breakers or fuse free breaker shall be incorporated in the switch board wherever
specified. MCCBS shall conform to BS: 3871 Part II or JIS-C-8370 in all respects. MCCBS shall be suitable
either for single phase 230V or three phase 415volts.
1.2
CONSTRUCTION:
The MCCB and case shall be made of high strength heat resistant and flame retardant thermo-setting
insulating material. Operating handle shall be quick make/quick break, trip-free type. The operating handle
shall have suitable ON, OFF and TRIPPED indicators. Three phase MCCBS shall have a common
operating handle for simultaneous operation and tripping of all the three phase. Suitable arc extinguishing
device shall be provided for each contact. Tripping unit shall be of thermal-magnetic type provided on each
pole and connected by a common trip bar such that tripping of any one pole actuates three poles to open
simultaneously. Thermal magnetic/tripping device shall have IDMT characteristics for sustained over loads
and short circuits. Contact tips shall be made of suitable are resistant, sintered alloy for long electrical life.
Terminals shall be of liberal design with adequate clearances.

Medium voltage cables shall be aluminium conductor, PVC insulated, PVC sheathed and steel wire
armoured or steel tape armoured construction. Aluminium conductors up to 10sq.mm. May be solid, circular
in cross section, and sizes above 10sq.mm. shall be stranded. Sector shaped stranded conductors shall be
used for sizes above 25sq.mm. The cable shall conform to IS 1554 (Part I).

RATING
The cable shall be rated for a voltage of 650/1100 Volts.
1.3
CONSTRUCTION
The conductors for power cables shall be made of electrical purity aluminium & that for control cable from
annealed high conductivity copper. The conductors shall be insulated with high quality PVC base compound.
A command covering (bedding) shall be applied over the laid up cores by extrusion or wrapping of a filling
material containing unvulcanized rubber or thermoplastic material, armouring shall be applied over the inner
shath of bedding, over the armouring a tough outer sheath of PVC sheathing shall be extruded. The outer
sheath shall bear the manufacturers name and trade mark at every 30 meter interval.

SELECTION OF CABLES:
Cables have been selected considering the conditions of the maximum connected load, ambient
temperature, grouping of cables & the allowable voltage drop. However, the contractor shall recheck the
sizes before the cables are fixed and connected to the service.

Storing
All the cables shall be supplied in drums. On receipt of cables at site, the cables shall be inspected and
stored in drums with flanges of the cable drums in vertical position.
b.
Laying
Cables shall be laid as per the specifications given below. The system adopted for this job shall be as
per BOQ:

Duct system
Wherever specified cables shall be laid in underground ducts. The duct system shall consist of a required
number of reinforced HUME pipes with simplex joints. Wherever asbestos cement pipes are used, the pipes
shall be enclosed in concrete of 75mm thick; the ducts shall be properly anchored to prevent any movement.

The top surface of the cable ducts shall be laid with a gradient of at least 1:300. The ducts shall be provided
with inspection manholes and all direction changes and at required regular intervals for drawing the cable.
The manholes shall be of reinforced concrete either cast-in-situ or precast. The manhole cover and frame
shall be of cast iron and machine finished to ensure a perfect joint. The manhole cover shall be installed flush
with ground or paved surfaces. The duct entry to the man holes shall be made leak proof with lead-wool joints.
The ducts shall be properly plugged at the ends to prevent entry of water rodents, etc. Suitable duct markers
shall be placed along the run of the cable square embedded in concrete, indicating the voltages, no of ducts
and the direction of run of the cable duct. Suitable cable supports made of angle iron shall be provided in the
manholes for supporting the cables. Proper identification tags shall be provided for each cable in the
manholes.
ii.
Cables in outdoor trenches:
Cables shall be laid in outdoor trenches wherever called for. The depth of the trenches shall not less than
75cm from the final ground level. The width of the trench shall not be less than 45cm. However, where more
than one cable is laid, an axial distance of not less than 15cm shall be allowed between the cables. The
trenches shall be cut square with vertical side walls and with uniform depth. Suitable shoring and propping
may be done to avoid caving in of trench walls. The floor of the trench shall be rammed and leveled. The
cables shall be laid in trenches over the rollers placed inside the trench. The cable drum shall be rolled in the
direction of the arrow for rolling. Wherever cables are bent, the minimum bending radius shall not be less than
12times the diameter of the cable. After the cable is laid and straightened, it shall be covered with 8cm thick
layer of sand. Cable shall then be lifted and placed over this sand. Cable shall then be lifted and placed over
this sand cushion. The cable shall then be covered with an 8 cm. Thick sand cushion. Over this, a course of
cable protection tiles or burnt brick shall be provided to cover the cables 50mm on either side. Trench shall be
backfilled with earth and consolidated. Cables shall be laid in Hume pipes/ stone-ware pipes at all road
crossings and in CI pipes at the wall entries. Approved cable markers made of aluminium or CI indicating the
voltages, no. of cables and the direction of rep. Of the cables shall be installed at a regular interval of 30
meters.
iii.
Cables in indoor trenches:
Cables shall be laid in indoor trenches where specified. The trenches shall be made of brick masonry with
smooth cement mortar finish. The dimensions of the trenches shall be determined depending upon the
maximum number of cables that is expected to be accommodated. Cables shall be arranged in tier formation
inside the trenches. Suitable clamps hooks and saddles shall be used for securing the cables in position.
Spacing between the cables shall not be less than 15cm centre to centre. Wherever specified, trenches shall
be filled with fine sand and covered with RCC precast slabs or steel chequered covers. Unless otherwise
called for specifically in BOQ, the making of indoor trenches is outside the scope of this work.
iv.
Cables shall be laid on cable trays/ racks wherever specified. Cable racks/trays shall be have ladder, trough
or channel design suitable for the purposes. The nominal depth of the trays/ racks shall be 150mm. The width
of the trays shall be as per the design shown on drawing. The cable trays shall be made of steel or aluminium.
The trays/ racks shall be completed with end plates, tees, elbows, risers, and all necessary hardware. Steel
trays/ Rack shall be painted with two coats of enamel paint of approved shade over a coat of red oxide primer.
Cable trays shall be erected properly to present a neat and clean appearance. Suitable cleats or saddles
made of aluminium strips with PVC covering shall be used for securing the cables to the cable trays. The
cable trays shall comply with following requirements:

Type
The following boards shall be of cabinet design, totally enclosed and shall provide protection against ingress
to IP 42 of IS 2147. Only those types of DBs which have been type tested and passed by a national
laboratory for IP 42 shall be offered.
However, if none of the type available from the approved makes meets the above requirement, alternative
makes can be offered with technical literature and copy of test certificate.

Three phase DBS shall have single piece bus bar and coupling link avoiding drilling and bolting of bus bars.
However, if the above unique bus bars system is not available from the approved manufacturers alternative
makes can be offered with full technical particulars.

Cabinet:
The DB cabinet shall be made of at least 1.6 mm thick sheet steel duly stove enameled or powder coated (as
per standard manufacturing product). The cabinet shall be suitable for either recess mounting or surface
mounting.
The cabinet shall be provided with conduit cable entry knock-outs at top and bottom or top and bottom plates
shall be of detachable construction. The cabinet shall be dust and vermin proof with proper gaskets for the
front door.
The DB cabinet and internal mounting arrangements shall be such that the entire bus and MCB assembly
could be easily detachable from the cabinet.
1.9
DIRECTORY
Distribution boards shall be provided with a write and protect directory indicating the area of loads
served by each circuit breakers, the rating of breakers, size of conductors, etc. The directory shall be
mounted in front of cabinet with an acrylic door.
1.10
INSTALLATION:
Distribution boards shall be surface mounted or recessed mounted as required. DBS shall be mounted at the
locations as shown on the approved execution drawings.
Surface boards shall be fixed with suitable angle iron clamps and bolts. All the cables/ conduits shall be
properly terminated using glands/ checknuts etc. Wiring shall be terminated properly using crimping lugs/
sockets & PVC identification ferrules. Distribution boards shall be bonded to the earth at least on two points
using brass bolts & lugs. Suitable name plate and danger plate, indicating the voltage shall be fixed to the
front cover.

TESTING:
Distribution boards shall be tested at factory as per IS 8623 and original test certificate shall be furnished.

Medium voltage distribution system shall be applicable for wiring 3Phase, 4 wire 415 Volts, 50 HZ, AC supply
and single phase, 2 wire 230 Volts, 50 HZ, AC supply.

In general, conduits shall be of good quality and shall form to the following requirements:

Conduit accessories such as bends, inspection, tees, inspection tees, round junction boxes, elbows, draw
boxers etc. shall be of good quality and shall generally in conformity with IS specifications. The fittings and
accessories shall have threads or shall have internally tapped spouts. Junction boxes/ inspection boxes shall
have suitable covers with screws.
1.3.7
Installation of conduits:
a.
All the conduits including, bends, unions, junction boxes etc. shall be cleaned and painted with one coat of
bituminous paint before they are fixed in position. Conduits which are to be taken in the ceiling slab shall be laid
on the prepared shuttering work of the ceiling slab before concrete is poured. The conduits shall be properly
threaded and screwed into sockets, bends, junction boxes, outlet boxes. The conduits in ceiling slab shall be
straight as far as possible to facilitate easy drawing of wires through them. Before conduits are laid in the ceiling
the positions of outlet points, point control boxes, Junction boxes shall be set-out clearly so as to minimize offset
and bends. Conduits recessed in walls shall be secured rigidly by means of steel hooks/ staples at intervals as
directed by the engineer. Before conduit is concealed in the walls, all chases, grooves shall be neatly made to
proper dimensions to accommodate the required number of conduits. The outlet for drawing wires and proper
size earth continuity wire shall be run throughout the length of the conduit with the earth wire being efficiently
fastened to the conduit by means of special clamps. Copper clamps shall be used for copper earth wire and GI
clamps for GI wires.

The trunking shall be complete with 90 bends 145 bends, adopters, tee-pieces, couplers etc. Removable
cable retainers shall be provided wherever required.
1.4.2
INSTALLATION
Trunking/ raceways shall be installed in readily accessible places. Trunking shall be supported at a regular
interval of 1.0 meter to 2.0 meters as required. Trunking shall be aligned properly during the erection to
present a neat appearance. Standard lengths of trunkings shall be jointed together by suitable couplers.

Wherever required right angles bends, 145 bends, tees, etc. shall be provided in the run of cable trunk/
raceways. Trunking shall be so arranged that not more than 30 cables are run in any section. However, not
more than 60% of cross-sectional area of the raceway shall be occupied by the conductors at any section.
Trunking/raceways shall be bonded to the earth by a suitable size earth continuity conductor. Trunking shall
be painted with two coats of approved synthetic enamel paint.

1.5.1
Sufficient number of knock -outs of 38mm/32mm/ 25mm/ 20mm dia shall be provided for conduit entries.
Enclosures shall be sufficiently strong to resist mechanical damage under normal service conditions.
Provisions shall be made for bonding the enclosures to the earth. The enclosures shall be adequately
protected against rust and corrosion both inside and outside with suitable air drying paint. The enclosures
shall be provided with 3mm thick phenolic terminated cover for mounting switches, sockets, etc. wherever
different phase conductors are brought into the same enclosure, phase barriers shall be provided. Phase
barriers shall be of MS of hylam inserted in the box with slide-fit arrangement. Alternatively, boxes could be
partitioned during construction.
1.6
WIRING CONDUCTOR
1.4.1
All wiring conductors shall be FRLS PVC insulated, standard copper conductors of 1100V Grade. Wiring
conductors shall conform in all respects to IS: 694 (Latest Edition). Solid conductors may be used if
specifically called for.
The current ratings for wiring conductors shall be based on the following parameters.

While drawing the wiring conductors, care shall be taken to avoid scratches and kinks which cause
breakage of conductors. There shall be no sharp ends in the conduit system.

shall not be done unless otherwise approved by the engineer-in-charge.
Brass flat washers of large area shall be used for bolted terminals.

or vise-versa.
1.6.3
Wiring for power and lighting circuits shall be carried out in separate and distinct wiring system. Wiring for
emergency system shall also be carried out in a separate and distinct wiring system. Balancing of circuits in
a three phase system shall be arranged before the installation is taken up.
1.6.4
The wiring system envisaged is generally shown on the layout drawing and line diagrams, however, a brief
account of the general wiring system is given below:

Wiring from switch boards to the individual distribution boards.

Circuit Wiring
Wiring from switch boards to the individual distribution boards.

Power Wiring
Wiring from DBS to the power socket outlets.
1.6.5
The sub main wiring shall be either in 3 Phase 4 wire, or Single Phase, 2 wire system. Each submain wiring
circuit shall also have its own copper earth continuity wire. The number and size of copper earth continuity
wire. The number and size of copper earth continuity wire shall be as per the detailed drawings and
specification.
1.6.6
Circuit wiring shall generally be of single phase however, a maximum of 3 to 4 single phase circuits
belonging to the same phase/ pole could be installed in the same conduit or raceway. Each circuit wiring
shall be provided with suitable copper earth continuity conductor as per earthing specifications. Not more
than ten light points/ fan points shall be grouped on one lighting circuit. The load per circuit shall not exceed
800 Watts. The minimum size of conductor for wiring of lighting circuits shall not less than 2.5sq.mm. in
case of copper conductor. Power wiring shall not have more than two sockets connected to one circuit.
4.0sq.mm. copper conductors shall be used upto the power socket. All the wiring shall be carried out in
looping-in-loop system.
The maximum number of various size conductors that could be drawn in various sizes of conduits shall be
as per table II of IS: 732 (Latest Edition). The wiring shall be colour coded for easy identification of phases
and neutral. The following colour code shall be adopted.

Light Track
Light tracks, wherever required, shall be suitable for flush mounting with all mounting accessories. The light
track shall consist of an extruded aluminium **section with two insulated copper conductors on either side,
tack adopter/current collectors for fixing the luminaries, and the accessories. Live end and couplers shall be
die-cast aluminium with injection moulded ends, cover and connectors. The current collector/adopter fitting
shall be suitable for sliding on the light track with locking arrangement in any position for engaging the live
conductors and earthing the track adopter/ current collector.

FANS
Exhaust Fans
Propeller type exhaust fan shall conform to IS: 2312 (Latest Edition) in all respects. The motor shall be of
die cast aluminium case. The fan motor shall be of sq. cage induction design. Single phase motors shall be
capacitor-start and run type. Exhaust fans be provided with a special anticorrosive treatment to withstand
normal concentrations of chemical fumes in the environment.
The fan shall be designed to withstand the effects of moisture under normal conditions of use. The design of
motor and its windings shall be such that moisture in surrounding is not absorbed by the winding. Exhaust
fans shall be complete with mounting rings, ring arms and a resilient suspension. The motor and blades
shall be statically and dynamically balanced. The blades shall be of mild steel sheets and so designed that
they operate smoothly with minimum noise. The fans shall be finished to be a glossy gray shade with an
approved enamel paint. The fans shall also be provided with gravity louvers for exhaust arrangement or bird
screen for inlet arrangement.
Exhaust fans shall be fixed at the locations shown on the drawings. The fans shall be fixed by means of rag
bolts grouted in wall. Exhaust fan be connected to the exhaust fan point by means of a flexible cord.
1.10
POINT WIRING
Point wiring shall be commence from the first point control box/ local control box for the points connected to
the same circuit. Point wiring for lights, fans, 5A sockets, call bells, etc. shall be carried out with copper
conductor PVC insulated wires of 1.5 sq.mm. cross section or as per BOQ. The point wiring shall be
inclusive of 20mm. / 25mm/ 32mm sheet steel conduits of standard and approved make (as specified
herein-before) along with approved quality conduit accessories such as bends, inspection bends, reducers,
junction boxes, etc. together with wiring accessories such as switches, ferrules, PVC bushes, connectors,
point control boxes (enclosure for electrical accessories) etc. point wiring shall be provided with 1.0sq.mm.

PVC insulated copper earth continuity wire for earthing 3 point of sockets, luminaries and fan fixtures. Light
control shall be either single, twin or multiple points controlled by a switch as specified.

The insulation resistance measured as above shall not be less than 50 divided by the number of points
on the circuits provided that the whole installation shall be required to have an insulation resistance
greater than one meg-ohm.
c.
Control rheostats, hearing and power appliances and electric signs may, if required, be disconnected
from the circuit during the test, but in event the insulation resistance between the case of frame work
and all live parts of each rheostat appliance and sign shall not be less than that specified in the relevant
Indian Standard Specification or where there is no such specification shall not be less than half a megohm.
d.
The insulation resistance shall also be measured between all conductors connected to one pole or
phase conductor of the supply and all the conductors connected to the middle wire or the natural or to
the other pole or phase conductors of the supply and its value shall not be less than specified I subclause (b).
e.
In a two wire installation a test shall be made to verify that all non linked single pole switches have been fitted in
the same conductor throughout and such conductor shall be labeled or marked for connection to an outer on
phase conductor or to the non-earthed conductor of the supply.
b.
In a three wire or four wires installation a test shall be made to verify that every non-linked single switch is fitted
in a conductor which is labeled, marked for connection to one of the outer phase conductor of the supply.

Earthing Conductors
1.2.1
All earthing conductors shall be of high conductivity copper or GI and shall be protected against mechanical
damage and corrosion. The size of earth conductors shall not be less than half that of the largest current
carrying conductor. The connection of earth continuity conductors to earth bus and earth electrodes shall be
strong and sound and shall be easily accessible. The earth tapes shall be joined together using double
rivets. The earthing conductor shall be laid in cable trenches, cable trays or conduits or on cable by using
suitable clamps made of non-ferrous metals compatible with the earthing conductor. The following earthing
conductors and required to be used for various sections of the installations.

All motor frames shall be earthed by two earthling conductors of specified cross section
Earth conductors shall be properly terminated with bolts to the frames of panels/eqpts. And provided with crimped
sockets in case of wires.
1.2.2
Main earth bus shall be taken from the main medium voltage panel to the earth electrodes. The number of
electrodes required shall be arrived at taking into consideration the anticipated fault on the medium voltage
net-work and soil resistively.
1.2.3
All the sub mains and sub circuits shall be provided with earth continuity conductors as specified and
connected to the main earth bus. Earthing conductors for equipment shall be run from the exposed metal
surface of the equipment and connected to a suitable point on the sub main or main earthing bus. All
switches shall be connected through double earthing conductor to the earth bus. Earthing conductors shall
be terminated at the equipment using suitable lugs, bolts, washers and nuts.
All conduits, cable armoring, raceway, rising mains, etc. shall be connected to the earth all along their run by earthing
conductors of suitable cross sectional area, sprinkler, pipes, LPG pipes, water pipes, steel structural elements, cable
trays/ racks lighting conductors shall not used as a means of earthing an installation. The electrical resistance of
earthing conductors shall be low enough to permit the passage of fault current necessary to operate a fuse/ protective
device a circuit breaker and shall not exceed 2 ohms. As rough guide the following sizes of earth continuity conductors
shall be used for circuit wiring.

Earthing electrodes shall be designed as per the requirements of clause 17.2 of IS: 3043. The number and size of
earth electrodes shall be calculated so that under fault conditions no electrode is loaded above its maximum
permissible current density. The resistance of earth electrode shall be as low as possible, the maximum allowable
value being one ohm. Earthing electrodes of either plate of pipe electrode shall be decided according to the

anticipated fault level of the net-work and local soil conditions. Generally, plate electrodes shall be used for substations. Generally, plate electrodes shall be used for sub-stations and large & medium voltage net work and pipe
electrodes for small & medium voltage net-work and installations.
Plate Electrode (REFER IS : 3043)
Plate electrode shall be made of copper plate of 3.15mm thick and 60x60 cm. Size. The plate shall be buried vertically
in ground at a depth of not less than 2 meters to the top of the plate, the plate being encased in charcoal to a
thickness of 15cm all round. It is preferable to bury the electrode to a depth where sub soil water is present. Earth
leads to the electrode shall be laid in a GI pipe and connected to the plate electrode with brass bolts, nuts and washer.
GI pipe of not less than 19mm dia shall be placed vertically over the plate and terminated in a funnel at 5cm above the
ground. The funnel shall be provided with a wire mesh. The funnel shall enclose in masonry chamber of 30cm x 30cm
x 30cm dimensions. The chamber shall be provided with CI frame and CI cover. The earth station shall also be
provided with a permanent identification label/ tag.
1.3.2
1.4
PRECAUTIONS:
1.4.1
Earthing system shall be mechanically robust and the joints shall be capable of retaining low resistance even
after passages of fault currents.
1.4.2
Joints shall be soldered, tinned and double reverted in case of copper and joints shall be filed and doubled
reverted in case of GI. All the joints shall be mechanically, electrically, continuous and effective.
1.5
TESTING:
1.5.1
On the completion of the entire installation, the following tests shall be conducted.

All meters, instruments and labour required for the tests shall be provided by the contractor. The results shall
be submitted in triplicate to the engineer-in-charge for approval.
1.6
1.6.1
H.T panels and transformer body shall be provided with double earthing with copper/ GI tape of suitable size
depending upon the anticipated fault level. The contractor shall furnish detailed calculations in respect of the
size of earth conductors and number of earth stations.
SCHEDULE OF QUANTITIES
NOTES ON SCHEDULE OF QUANTITIES:
All items of work shall be executed strictly in accordance with the description of the items in the Schedule of
Quantities, Drawings and Standard Specifications read in conjunction with the appropriate Indian Standard
Specifications and conditions of contract.
The rate for each item of work included in the bill of quantities shall unless expressly stated otherwise, include cost of :
(a)
All materials, fixing materials, accessories, appliances, operations, tools, plant, equipment, transport,
labour and incidentals required in preparation for in the full and entire execution and completion of work called
for in the item and as per specifications and drawings completely.

All requirements of specifications whether such requirements are mentioned in the item or not. The
specifications and drawings are to be read as complementary to and part of the schedule of quantities and
any work called for in one shall be taken as required for all.
(f)
In the event of conflict between the bill of quantities and other documents, the most stringent shall
apply and interception of the Architects shall be final and binding.
3.0
The contractor shall be paid for the actual quantity of work executed by him in accordance with the drawings
at the contract rates.
4.0
The quantities given in the SOQ are provisional. The employer/owner reserves the right to increase/decrease
the quantities of work or to totally omit any item of work and the contractor shall not be entitled to claim any
extras or damages on these grounds.
5.0
The Schedule of Quantities shall be fully priced and the extension and totals duly checked. The rates for all
the items shall be filling in ink. The entries under amount column shall be rounded off to the nearest rupee.
6.0
Unless otherwise stated all measurements shall be carried out in accordance with IS 1200 (latest edition).
7.0
The term (equivalent or equal) shall mean the equivalents as approved in writing by the consultant. The
question of "Equivalent" materials equipment shall be considered only, if the specified make is not available in
the market or discontinued by the manufacturer.
8.0
MATERIALS TO BE SUPPLIED BY THE OWNER.
The owner may his discretion may supply the following materials free of cost to the contractor for installation and
commissioning. (The decision regarding supply of materials by employers will be communicated to the
contractor within 15 days of award of work):

Any other items which may be procured by the Employer.
In the event of above materials being supplied by the Owners, the contractor shall receive the same, store,
handle, double handle (if necessary), hoist at all levels, erect, test, commissions the same at the rates quoted
by him for installation of the above materials and equipments.

Prices
The prices to be quoted by the intending tenderer shall include the supply installation, Testing and
commissioning at the site, of all component, ancillary material and other items whatsoever required for
carrying out the job to fulfil the intent and purposes as laid down in the specifications and/or the
drawings.
The tenderer's price shall be deemed to include all components panels, nuts, bolts, shims, clamps,
supports etc, as required for proper fixing and/or grouting of equipments, ancillary items etc., whether
specifically mentioned or not the contractor shall also include, in his price, all taxes duties or other levies (viz.
Excise duty, customs duty, works contract tax, sales tax, octroi etc.,) which are legally leviable on Air
Conditioning equipment and Installation. Failure to include all leviable taxes and duties will not entitle the
contractor to any extra claims from the Owner.

previously prepared foundation. All the materials shall be moved from their place of storage into the plant by
the contractor. The contractor shall make his own arrangement to off load materials received at respective
Air/Rail/Road transport terminal points, despatch to site and to store all material received at site. The
Owners shall provide clear storage and erection space only. All erection tools and tackles as and when
required to suit the erection programme shall be provided by the contractor.
All consumables required for erections such as cotton waste, kerosene, oil, emery paper, coil string, bamboos
and planks for scaffolding etc. as well as necessary welding rods, gases etc. shall be provided by the
contractor. Protective and finish painting shall be carried out by the contractor. Carbon steel surface shall
be thoroughly cleaned before
painting. The contractor shall indicate the electricity requirements during
erection. The contractor shall remove all the waste material or rubbish from and about the work site and leave
the job thoroughly cleaned up and ready for use.
5.
5.1
Testing
All types of routines and type tests as required shall be carried out at the works of the contractor or the
manufacturers of the components. The Project Managers/ Consultants shall be free to witness any or all tests
if he so desires.
5.2
On the completion of the installation, the contractors shall arrange to carry out various initial tests as
detailed in below, in the presence of and to the complete satisfaction of the Project Managers/Consultants,
or their representatives. Any defects or shortcomings found during the tests shall be speedily rectified or
made good by the contractor at his own expenses.
5.3
The initial tests shall include but not be limited to the following:
5.3.1
To operate and check the proper functioning of all electrically operated components viz compressor motor,
pumps, blowers, AHUs as well as other electrical motors.
5.3.2
To test and check the switchgears, safety and other controls to ensure their proper functioning.
5.3.3
In case of water cooled system check and adjust the water flow in the water circuits, so that the rate of flow is
as per the design through the condensers, chillers, AHUs, cooling towers, all chilled water circulating
equipments,etc.
5.3.4
To check the systems against leaks in different circuits, alignment of motor, V belt adjustments.
5.3.5
To check control settings and all such other tests which are essential for smooth functioning of the system.
On the satisfactory completion of all 'Initial' tests the plant shall be considered to be 'virtually complete' for
the purpose of taking over by the Owner.
In addition to the 'Initial' tests the contractor shall also give two continuous operation of test of the system. The
tests shall be conducted when the outside ambient conditions are close to the specified ambient conditions.
The running tests shall be taken on the completion of the initial tests, provided the ambient conditions are
close to the specified ambient conditions.
The contractor shall provide all necessary tools, instruments, gauges, flow meter, ammeter etc. as may be
required for conducting the various tests and the required personnel for the tests. However, power for the
tests shall be provided by the Owner.

Guarantee
The contractor shall guarantee that all the material, machinery and components supplied, fabricated,
designed and installed by him shall be free from defects due to faulty design material and/or workmanship,
that the system shall perform satisfactorily and the efficiency and functioning of the system and all the
components shall not be less than the parameters laid down in the specifications and the Performa shall be
with in the specified design limits. In
case of any shortcoming the contractor shall replace the necessary components at no extra cost or
alternately the Owner shall be entitled to deduct a proportionate amount from payments due to the
contractor.
The period of the guarantee shall be (12) twelve months after the running test performance in Winter &
summer whichever is later, during which period any or all components found to be defective shall be
replaced or repaired free of charge and any shortcomings found in the system functioning as specified shall
be removed at no extra cost. The contractor shall provide the necessary personnel and tools for fulfilling the
above guarantee.
If for any reason the commissioning of the system cannot be carried out due to reasons attributable solely to
the Owner, then the system shall carry a guarantee for a period of (15) fifteen months from the date of
'virtual completion - a date which shall be certified by Project Manager/Consultant.
If the defects are not removed within a reasonable time the Owner may arrange to do so at the contractor's
risk and cost, without prejudice to any other rights.
11.
Performance Guarantee:
The contractor shall guarantee that the air conditioning plant shall maintain the design inside temperature
within 1C tolerance and the relative humidity shall not exceed the specified limit. The Contractor shall
guarantee that the capacity of various equipments as well as the whole system shall not be less than
specified.

Section 1
1.
General
1.1
The work under this part shall consist of furnishing labour materials, equipment and appliances as specified
necessary and required to install all sheet metal and other allied work to make the air conditioning supply,
ventilating, and exhaust system ready for operation as per drawings.
1.2
Except as otherwise specified all duct work and related items shall be in accordance with these specifications.
1.3
Ductwork shall mean all ducts, casings, dampers, access doors, joints, stiffeners and hangers.
2.
Governing Standards
2.1
Unless otherwise specified here, the construction, erection, testing and performance of the ducting system
shall conform to the SMACNA-1995 standards (HVAC Duct Construction Standards-Metal and Flexible-Second
Edition-1995 SMACNA
3.
Raw Material
3.1
Ducting
3.1.1
All ducting shall be fabricated of LFQ (Lock Forming Quality) grade prime G.I. row material furnished with
accompanying Mill test Certificates.
3.1.2
3.1.3
In addition, if deemed necessary, samples of raw material, selected at random by owners site representative
shall be subject to approval and tested for thickness and zinc coating at contractors expense.
3.1.4
The G.I. raw material should be used in coil-form (instead of sheets) so as to limit the longitudinal joints at
the edges only irrespective of cross-section dimensions.
3.2

All transverse duct connectors (flanges/cleats) and accessories/related hardware are such as support system

Fabrication Standards
4.1
All ductwork including straight sections, tapers, elbows, branches, show pieces, collars, terminal boxes and
other transformation pieces must be Rolastar factory-fabricated or Techno Fabriduct. Equivalency will require
fabrication by utilizing the following machines and processes to provide the requisite quality of ducts and
speed of supply.
4.2
Coil lines to ensure location of longitudinal seams at comes/folded edges only to obtain the required duct
rigidity and low leakage characteristics. No longitudinal seams permitted along any face side of the duct.
4.3
All ducts, transformation pieces and fittings to be made on CNC profile cutlers for required accuracy of
dimensions, location and dimensions of notches at the folding lines.
4.4
All edges to be machine treated using lock formers, flanges and roller for fuming up edges.
4.5
Sealant dispensing equipment for applying built-in sealant in Pittsburgh lock where sealing of longitudinal
joints are specified.

5.1
Duct Construction shall be in compliance with 1 (250 Pa)w.g. static norms as per SMACNA.
5.2
All transverse connectors shall be the Rolamate 4-bolt slip-on flange system or Techno Fabriduct imported
makes of similar 4-bolt systems with built-in sealant if any to avoid any leakage additional sealant to be used.
5.3
The specific class of transverse connector and duct gauge for a given duct dimensions will be 1(250 Pa)
pressure class.
5.4
Non-toxic, AC-applications grade P.E. or PVC Casketing is required between all mating flanged joints. Gasket
sizes should conform to flange manufacturers specification.
6.
Duct Construction
6.1
The fabricated duct dimensions should be as per approved drawings and all connecting sections are
dimensionally matched to avoid any gaps.
6.2
Dimensional Tolerances : All fabricated dimensions will be within 1.0 mm of specified dimension. To obtain
required perpendicularity , permissible diagonal tolerances shall be 1.0 mm per meter.
6.3
Each and every duct pieces should be identified by color coded sticker which shows specific part numbers, job
name, drawing number, duct sizes and gauge.
6.4
Ducts shall be straight and smooth on the inside Longitudinal seams shall be airtight and at comers only,
which shall be either Pittsburgh or Snap Button Punch as per SMACNA practice, to ensure air tightness.
6.5
Changes in dimensions and shape of ducts shall be gradual (between 1:4 and 1:7). Turning vanes or air
splitters shall be installed in all bends and duct collars designed to permit the air to make the tum without
appreciable turbulence.
6.6

The gauges, joints and bracings for sheet metal duct work shall further conform to
on the drawings.
6.8
Ducts larger than 600 MM shall be cross broken, duct sections upto 1200 MM length may be used with
bracing angles omitted.
6.9
Changes in section of ductwork shall be affected by tapering the ducts with as long a taper as possible. All
branches shall be taken off at not more than 45 DEG. Angle from the axis of the main duct unless otherwise
approved by the Engineer-In-Charge.
6.10
All ducts shall be supported from the ceiling/slab by means of M.S. Rods of 10 MM (3/8") DIA with M.S. Angle
at the bottom. The rods shall be anchored to R.C. Slab using metallic expansion fasteners.

7.
Documentation to Measurements
7.1
For each drawing, all supply of ductwork must be accompanied by computer-generated detailed bill of
material indicating all relevant duct sizes, dimensions and quantities. In addition, summary sheets are also to
be provided showing duct areas by gauge and duct size range as applicable.
7.2
Measurement sheet covering each fabricated duct piece showing dimensions and external surface area along
with summary of external surface area of duct gauge-wise.
7.3
All duct pieces to have a part number, which should correspond to the serial number, assigned to it in the
measurement sheet. The above system will ensure speedy and proper site measurement, verification and
approvals.

8.
Installation:
8.1
During the construction, the contractor shall temporarily close duct openings with sheet metal covers to
prevent debris entering ducts and to maintain opening straight and square, as per direction of Engineer-InCharge.
8.2
Great care shall be taken to ensure that the duct work does not extend outside and beyond height limits as
noted on the drawings.
8.3
All duct work shall be of high quality approved galvanized sheet steel guaranteed not to crack or peel on
bending or fabrication of ducts. All joints shall be air tight and shall be made in the direction of air flow.
The ducts shall be re-inforced with structured members where necessary, and must be secured in place
so as to avoid vibration of the duct on its support.
8.4
All air turns of 45 degrees or more shall include curved metal blades or vanes arranged so as to permit the
air to make the abrupt turns without an appreciable turbulence. Turning vanes shall be securely fastened to
prevent noise or vibration.
8.5
The duct work shall be varied in shape and position to fit actual conditions at building site. All changes shall
be subjected to the approval of the Engineer-In-Charge. The contractor shall verify all measurements at site
and shall notify the Engineer-In-Charge of any difficulty in carrying out his work before fabrication.
8.6
Sponge rubber or approved equal gaskets of 6 MM maximum thickness shall be installed between duct
flanges as well as between all connections of sheet metal ducts to walls, floor columns, heater casings and
filter casings. Sheet metal connections shall be made to walls and floors by means of wooden member
anchored to the building structure with anchor bolts and with the sheet screwed to them.
Flanges bracings and supports are to be Rolamate or Techno Fabriduct. Accessories such as damper blades
and access panels are to be of materials of appropriate thickness and the finish similar to the adjacent
ducting, as specified.
8.7
8.8
Joints, seams, sleeves, splitters, branches, takeoffs and supports are to be as per duct details as specified,
or as decided by Engineer-In-Charge.
8.9
Joints requiring bolting or riveting may be fixed by Hexagon nuts and bolts, stove bolts or buck bolts, rivets
or closed centre top rivets or spot welding. Self tapping screws must not be used. All jointing material must
have a finish such as cadmium plating or Galvanized as appropriate.
8.10
Fire retarding flexible joints are to be fitted to the suction and delivery of all fans. The material is to be
normally double heavy canvass or as directed by Engineer-In-Charge. On all circular spigots the flexible
materials are to be screwed or clip band with adjustable screws or toggle fitting. For rectangular ducts the
material is to be flanged and bolted with a backing flat or bolted to mating flange with backing flat.
8.11
The flexible joints are to be not less than 75 MM and not more than 250 MM between faces.
8.10
The duct work should be carried out in a manner and at such time as not to hinder or delay the work of the
other agencies especially the boxing or false ceiling contractors.
8.13
Duct passing through brick or masonary, wooden frame work shall be provided within the opening. Crossing
duct shall have heavy flanges, collars on each side of wooden frame to make the duct leak proof.
9.
Access panel
9.1
A hinged and gasketed access panel measuring at least 450 mm x 450 mm shall be provided on duct work
before each reheat coil and at each control device that may be located inside the duct work.
10.
Miscellaneous
10.1
All duct work joints are to be true right angle and with all sharp edges removed.

Sponge rubber gaskets also to be provided behind the flange of all grilles.
10.3
Each shoot from the duct, leading to a grille, shall be provided with an air deflector to divert the air into the
grille through the shoot.
10.4
Diverting vanes must be provided at the bends exceeding 600 mm and at branches connected into the
main duct without a neck.
10.5
Proper hangers and supports should be provided to hold the duct rigidly, to keep them straight and to avoid
vibrations. Additional supports are to be provided where required for rigidity or as directed by Engineer-InCharge.
10.6

The duct work shall be provided with additional supports/hangers, wherever required or as directed by the
Engineer-In-Charge, at no extra cost.
10.8
10.9
All the angle iron flanges to be connected to the GSS ducts by rivets at 100 mm centres.
10.10
All the flanged joints, to have a sponge rubber packing stuck to the flanges with suitable adhesive.
10.11
10.12
The ducts should be supported by approved type supports at a distance not exceeding 2.0 metres.
11.
Painting
11.1
All M.S. ducts supports, hangers, rods etc shall be given two coats of red oxide primer.
11.2
All G.I. ducts not concealed in false ceiling shall be given two coats of synthetic enamel paint of appropriate
type in approved colors.
11.3
The surface to be painted shall be thoroughly cleaned by metal wire brush before applying paint.
11.4
The second coat shall be applied only after the first coat has dried completely.
12.
Testing
12.1
After duct installation, a part of duct section (approximately 5% of total ductwork) may be selected at random
and tested for leakage. The procedure for leak testing should be followed as per SMACNA- HVAC Air Duct
Leakage Test Manual: (First Edition).

General
1.1
The various types of air dampers, duct accessories and grilles and outlets shall conform to the following
specifications.

2.1.1
The air volume control dampers shall be suitable for either manual and automatic control. The design shall
permit accurate modulation in air flow air proportional to the opening or closing of the damper blades.
2.1.2
These dampers should provide tight shutoff of air flow. In closed position the air leakage should be between
3% to 5% of design airflow.
2.1.3
The damper shall be complete with an outer frame of 1.2 mm (18 Ga) G.I. sheet. The blades shall be
fabricated from folded sheets of 1.2 mm (18 Ga) G.I. sheets. The blade shall be mounted on bush or nylon
bearing for smooth operation.
2.1.4
The operation of the opposing blade shall be controlled either by a gear from or alternate linkage.
2.1.5
A suitable linkage shall be available for connecting an actuator for automatic operation.
2.1.6
The damper actuator should be selected with sufficient torque to suit the damper size.
3.
Standard Grilles
3.1
The supply and return air grilles shall be fabricated from extruded aluminium sections. The supply air grilles
shall have single/double louvers. The front horizontal louvers shall be of extruded section, fixed/adjustable
type. The rear vertical louvers where required shall of aluminium extruded sections and adjustable type. The
return air grille shall have single horizontal extruded section fixed louvers. The grilles shall have an outer
frame on all four sides.
3.2
The damper blades shall also be of extruded aluminium sections. The grille flange shall be fabricated out
of aluminium extruded section. Grilles longer than 450 mm shall have intermediate supports for the
horizontal louvers.
4.
Diffusers
4.1
The ceiling type square diffusers shall be of aluminium extruded sections with flush face with fixed pattern
and neck. The diffusers shall be provided with blank plate suitable of grid ceiling (T-Bar) of size 600 mm x
600 mm.
4.2
All supply diffusers shall be provided with extruded aluminium dampers, with arrangement for
adjustment from the bottom, Acoustically lined G.I. plenum, perforated diffusion plate and circular spigot.
4.3
The slot diffusers shall be of aluminium extruded sections with diffusion plate and sliding damper. It shall be
provided with acoustically lined G.I. plenum box with circular spigot.

Insulation
General
The Insulation of water piping, air handling units, ducting, chillers etc., shall be carried out as per
specifications given below :

Materials
The materials to be used for insulation shall be as follows, unless some other material is specifically
mentioned elsewhere. The detailed specifications of the materials are listed under respective sub heads.

The materials for duct insulation shall be sheets of closed cell elastomeric insulation with microbial treatment.
The density of insulation shall not be less than 50 kg/cubm and material shall be in the form of sheets
of uniform thickness. The K value at 20o C. shall not be less than 0.037 W/mK.

Installation

The pipe shall be thoroughly cleaned with a wire brush and rendered free from all rust and grease.

Two Coats of synthetic glue shall be applied on the cleaned pipe surface.

Mode of Measurements

The Item description in the schedule of quantities is in the form of a condensed resume. The unit price shall
be held to include everything necessary to complete the work covered by this item in accordance with the
specifications and drawings. The sum total of all the individual item prices shall represent the total price of
the installation ready to be handed over.
1.2
The unit price of the various items shall include the following :

All equipment, machinery, apparatus and materials required as well as the cost of any tests which the
consultant may request in addition to the tests generally required to prove quality and performance of
equipment.
1.2.2
All the labour required to supply and install the complete installation in accordance with the specifications.
1.2.3
Use of any tools, equipment, machinery, lifting tackle, scaffolding, ladders etc. required by the contractor to
carry out his work.

The necessary material to isolate equipment foundations from the building structure, wherever necessary.

The contractors unit price shall include all equipment, apparatus, material and labour indicated in the
drawings and/or specifications in conjunction with the item in question, as well as all additional equipment,

as a whole) complete even though not specifically shown, described or otherwise referred to.

All duct measurements shall be taken as per actual outer duct surface area including bends, tees,
reducers, collars, vanes & other fittings, Gaskets, nuts, bolts, vibration rotation pads are included in the
basic duct items of the BOQ.

The unit of measurements shall be the finished sheet metal surface area in square metres. No extra shall be
allowed for lapse and wastages.
2.1.3
All the guide vanes, deflectors in duct elbows, branches, grille collars quadrant dampers etc. shall be
measured for actual sheet metal surface and paid for at the same rate as duct of same thickness.
2.1.4
The unit duct price shall include all the duct hangers and supports, dash fastners for supports and making
good of the same as well as any materials and labour required to complete the duct frame.

Grilles/Diffusers
Grilles / Diffusers should be measured as follows :

All measurements of grilles shall be of the actual outlet size excluding the outer flanges.
The square or rectangular diffusers shall be measured in plain SQ.M. of neck areas, except for diffusers
suitable for T-bar installation, which shall be measured in numbers.
