Delegates  Meeting  Summary  Report  from  Supervisor  Frank  Spencer  

January  13,  2010  


Revenue  

Revenue  for  the  six  months  ending  December  31,  2009  was  $18,460,000  which  has  generated  an  
operating  surplus  of  $6,250,000  for  this  period.  

Due  Collection:  

Dues  Collection  for  the  period  was  $15,915,000  which  was  higher  than  budgeted  by  a  total  of  
$1,113,520.  

Investments:  

Investments  increased  $529,000  over  the  six  months  generating  a  positive  yield  of  2%.      

General  and  Administrative  

General  and  Administrative  expenses  for  the  six  months  ending  December  31,  2009  was  $12,739,077.    
This  resulted  in  a  decrease  of  4.2%  or  down  $560,146  from  the  budget  for  this  fiscal  period.    The  
changes  resulted  from  administrative  decisions  to  represent  efficiencies  in  expenditures.      

Insurance  and  Automobiles  

The District Council renegotiated our automobile contract to reduce the interest basis points and the
management fees resulting in  an  8%  savings  this  year  alone.    A  reduction  about  $2,000  was  also  
reported  on  the  union  liability  policy.    We  are  working  on  implementing  a  district-­‐wide  automobile  
policy  to  increase  these  savings.    

Members  Hours  2008/  2009  Comparison  

Overall  working  hours  by  our  members  for  2009  are  down  more  than  20%  from  2008.    2009  man  hours  
reported  so  far  are  18,711,298  compared  to  23,549,234  in  2008.    This  represents  a  reduction  of  
4,837,936  working  hours.    We  are  still  waiting  a  comprehensive  report  of  December  hours  for  2009.    

Carpenter  Assistance  Program  

 The  Carpenter  Assistance  Program  has  received  117  calls  to  date  from  members  in  need.    The  issues  
addressed  ranged  from  health/  pension  benefits,  insurance  inquiries,  counseling  needs,  relationship  
support,  physical  and  substance  abuse,  etc.  

NYC  DC  of  Carpenters  Website  

A  new  website  for  the  NYC  DC  has  been  posted.    Members  can  now  access  daily  job  referrals,  OWL  rules  
and  skills  and  Union  Activity  options  on  line,  as  well  as  all  important  member  forms.  
NACA  Home  Restructure  Program          

About  250  members  attended  the  NACA  mortgage  seminar  held  at  the  Council  to  assist  members  in  
need.    Members  have  reported  monthly  mortgage  savings  ranging  from  $100  to  $1,300.    We  will  be  
hosting  NACA  again  in  February  to  introduce  their  new  purchase  program.  

Steward  Eligibility  

All  Shop  Stewards  who  did  not  return  the  504  verification  form  had  their  steward  skill  removed  from  
their  file.    Stewards  who  are  actively  employed  as  a  Shop  Steward  and  did  not  return  their  504  
verification  form  will  be  removed  from  the  job.
