Term of reference for a GIS Training Consultant


Background
ACF has been present in South Sudan since 2005 and has gained considerable understanding of the needs and challenges of delivering
humanitarian assistance in the areas proposed for this action. ACF has been able to increase the overall programmatic impact and reinforce its
integrated approach by gaining valuable experiences and strengthening technical capacity. ACF has begun a 2 year WASH Program in Aweil East
and Aweil North, the republic of South Sudan. The program is geared towards quick impact by having the communities access spare-parts easily
and an affordable price by strengthening the capacity of spare part vendors. There is need to map the water facilities as well as know their
functionality status in both Aweil north and Aweil east. Further, the program will also map all the value chain actors in order to understand them
better and so as to facilitate the market linkages. The proposed program will build on the successes and lessons learnt from previous similar ACFOFDA funded projects in South Sudan and the project area, thus maximizing the impact of the action. ACH will continue to scale up the

innovative program for water-point maintenance using a voucher system, aimed at empowering the local communities, stimulating demand and thus
developing a local market for water pump spare parts.
ACF-USA South Sudan mission through its OFDA funded WASH /FSL programme is therefore seeking a consultant to train staff to Geographic
Information Systems. The training will build the basic foundation of the staff that will be linked to the next level to improve future programming.

Objective
ACF USA would like to engage your services of a consultant to undertake GIS training in South Sudan. As a consultant you will train basic GIS to a
number of people in Aweil Centre.
Further, you are to provide ArcGIS software and GPS handsets for demonstrations to support this work
Activities and tasks:
The actual course will be delivered in 5 days with 4 sessions of 1.5 hours each. The number of estimated hours required to complete the course is 30
hours, which means a workload of 6 hours on average per day.
It will be face-to-face training comprising of lectures (20%), GIS lab exercises (50%), collection or use of datasets (10%) , discussions (10%) and
Field practical (10%).The training will cover the topics below delivered in 5 days:
Update the QGIS version according to ACF request and/or install the software
Install 1 license of ArcGIS and 1 license of Spatial Analyst
Introduction to Geographic Information Systems - Including an over view of open source GIS
Getting familiar with ArcGIS
Working with spatial and attribute data (geodatabase)
Map Projections and Coordinate Systems
Geoprocessing
Basic Global positioning systems
Symbolizing & Labeling features
Field (spatial) data collection techniques
Geospatial Data Gathering
Converting field data into a map
Presentation of output
Advise on a strategy for mapping of OFDA Project Interventions as well as was WASH, Nutrition, and FSL interventions for ACF USA in South
Sudan. Further the Consultant should be ready to undertake any necessary desk work
In order to compare the knowledge rise before and after the training
Expected Outputs

By the end of the training, trainees should be able to:


GPS use to mark specific points and upload GPS data into the GIS
Categorize Raster and Vector data
Georeference the maps and the new uploaded layers
Edit graphic aspects and add information on the maps like village names
Measuring distance and surface
Add layers
Add topographic information
Publish/print maps with title, scale and legend
Understand the open Sources of GIS and be able to perform a download
Also by the of the training, the following shall be handed over to ACF USA South Sudan Juba Mission:
Training documents for staff in English - hard copies, CDROM with all original documents in modifiable version (Word, Excel, Powerpoint, etc.)
Final report in English including in particular the presentations of activities implemented, the outputs (including the progress made by trainees
based on pre and post training tests), and recommendations:
Full pre and post training tests documents completed by participants.
Training certificates: to be delivered to all trainees.

Required skills:
Advanced degree in Environmental sciences, Geosciences and related fields with more 10 years of progressive experience;
Knowledge and experience of the diverse livelihood and agricultural systems, in the region
Ability to synthesize scientific information, problem formulation, present and communicate research results and ideas;
An understanding of and experience with key issues related to climate change, agriculture, livelihoods, and food security in East Africa;
Extensive knowledge and solid professional experience in designing and updating database and GIS, including on QGIS and ArcGIS/ArcView.
Experience in designing and providing training in GIS to project and technical departments staff.

Application terms
Candidates will constitute a folder including the following documents:
- The profile of the expert: CV including educational background, professional experiences and 2 last previous assignments
- References of clients relating to similar missions implemented.
- A technical proposal: description of methodology and work plan based on the schedule indicated in this ToR.
- A detailed financial proposal, formulated in USD
Other important information
Transport, accommodation (common housing on the mission), and food will be provided at mission level by ACF-USA.
The visa process for South Sudan is the responsibility of the consultant. However, the costs will be reimbursed upon presentation of a receipt.
The costs of the training (transport to the mission, e, etc.) will be covered by ACF-USA.
All other costs including costs of insurance will not be covered. The consultant must manage their own insurance and provide the details to ACFUSA before departure.
The consultant will be responsible for providing his/her own necessary equipment for the consultancy (i.e. computer, phone, etc.), and printing and
binding of five reports
