STRUCTURAL DESIGN CRITERIA


INTRODUCTION
This structural design criterion is general in nature to be used at platforms where
modifications on platforms are required. Structural design criteria described
herein establishes the minimum requirements of design for Modification of
Platform as specified at Appendix-IV, Project Specific Requirement and as per
the codes and standards listed in Appendix I. The basic input information
furnished in Appendix III is to be complied with. The design criteria those relate
to functional requirements of components, principles of design and those directly
applicable to bidders design /concept shall be followed as a mandatory
requirement.
The bidders shall furnish following details as a minimum in his proposal:

Detailed track record of the proposed design for similar application

accordance with the Appendix I, II, III and IV.

APPLICABLE DOCUMENTS
Contractor shall consider the latest issue of the standards and codes listed in
Appendix-I. Apart from the specific codes mentioned in Appendix-1 and various
other clauses of this specification, all other relevant and related Codes concerning
the specific job under consideration and/or referred in the above-mentioned
Codes shall be followed, wherever applicable. Any conflict between the
applicable codes shall be referred to the Company for resolution. Company's
decision in this regard shall be final and binding on the Contractor. In case of
any variation/contradiction between the provisions of this specification and
applicable codes, the provisions of this specification shall be followed.

DEFINITIONS
Fixed offshore platforms (Platform in short) include pile-founded steel
structures for offshore drilling, processing, accommodation, gas flaring, etc.
The term substructure in this Specification applies to the supporting structure
from the wave zone to the foundation and typically includes the jackets and
piles.
The term superstructure applies to the structural parts of the topside facilities
including decks, buildings module, etc.
In-service design conditions are those, which pertain to the post-installation
phase of the structure life, and typically include in-place considerations.
Pre-service design conditions are those that occur prior to drilling operation and
shall generally include transportation and installation considerations.
Global load conditions are those considered in the analysis and design of the
structure.
Local load conditions are those considered in the analysis and design of plating,
grating, beams, appurtenances and other individual members as applicable.
Nominal weight of structure excludes mill

3.4.4

Maintainability
Appurtenances such as Riser protector fenders shall be readily replaceable.
Gratings for treads of stairs and walkways shall be readily replaceable.

3.4.5

General Design Requirements


The structure shall be designed to meet its intended purpose and shall satisfy, as
a minimum requirement, the specified in-service and pre-service conditions.
All designs shall be carried out in accordance with the structural design
guidelines and codes covered in the bidding document, general
gravity/buoyancy and hydrostatic loadings, environmental conditions and

imposed operational loading & shall be planned in a manner such that offshore
work is kept to a minimum.
The choice of new structural members and their sizes shall be made not only
from considerations of structural adequacy but also from the view point of
development of proper connection details with existing platform members.
This facility shall be designed in accordance with the requirements specified in
this section. Project specific requirements shall be as per Appendix-IV.
The design service life of the structure shall be as per Table-1. Appendix-III.
The modification of the structure is to be used for installation of equipments and
facilities covered under the scope of work.
3.4.6

System of Units
The customary Metric System of units shall be used throughout for all
documentation, drawings and calculations. All dimensions shall be shown in
millimeters and levels in meters.

3.4.7

Material
All materials shall conform to respective specification given in General
Specification for materials, fabrication & installation of structure: Spec.6001-F.

3.4.8

Chart Datum Level


Contractor shall establish a chart datum with reference to the Jacket level during
pre-engineering survey. All elevation shall be referred to chart datum (+0.00M)
Chart Datum for Indian waters is Indian Spring Low Water.

3.4.9

Platform Orientation
Orientation of the platforms is as given in Appendix-IV.

3.4.10

Water Depth
Tentative water depths have been shown in Appendix-IV.

Marine Growth
The structure shall be designed with marine growth on all submerged members of
the substructure and appurtenances, etc., as per the criteria given in Table-3,
Appendix-III.

3.4.12

Load Contingencies, Mill tolerance and Weld Metal


Structure in-service and pre-service design loads, applied either globally or
locally, shall include contingencies as defined in Appendix-II.
A minimum of 3% weight allowance to account for mill tolerance and weld metal
shall be applied for all analyses. This allowance shall be added to the estimated
substructure and superstructure dead weight.

3.4.13

Corrosion Protection
All structures shall be designed to resist corrosion in different zones provided in
the following manner for the design life of the structures

Table 2, Appendix- III following manner for the design life of the structures:

Submerged Surface
The cathodic protection system shall be provided for submerged structure and
shall meet the following objectives:i

Deliver and distribute required current to ensure that the selected protection
criteria is achieved.
Provide complete protection to the structure for its intended design life.
Minimize the effect of interference current on the neighboring metallic
structure, pipeline or any of the existing installations.
Locate all component parts of the system so as to minimize the possibility of
their dislocation or damage.
Ensure that the system does not jeopardize the integrity of the structure
during its service life.

C.P. System Design


The C.P. System shall be designed based on the following factors:i.

Detailed specifications of C.P. System and other relevant information are given
in Specification No. 4020C.
Contractor shall submit anode location drawings to the company for approval.
3.4.13.3

Corrosion Allowance
Additional material thickness of 13mm shall be provided as corrosion allowance
for structural members and other components in the splash zone and 6mm for
appurtenances like boat landing and barge bumper.

3.4.13.4

Painting
All steel surfaces in the splash zone and atmospheric zone shall be painted in
accordance with General specification Spec No. 2005 Protective Coating.
Entire Riser protector structure shall be painted irrespective of its elevation.

3.4.13.5

Structural Detailing
Areas/joints, which are inaccessible for maintenance and thereby susceptible to
corrosion, shall be suitably sealed.

3.4.13.6

Electrical Continuity
Electrical continuity of the clamps with existing jacket structure below chart
datum shall be provided.

3.4.14

Pre-engineering Survey and Approved for Construction (AFC) Drawings


Prior to proceeding with the detail engineering Contractor shall perform a preengineering survey to confirm the various dimensions, brace sizes, water depth,
platform levels and orientation and to find if there are any obstructions (e.g.
anodes, structure/piping/tubing/cable, etc) in the way of installation of Structure
for Modification of Platforms / Riser Protector. Any problem envisaged in the

installation shall be brought to Companys notice in the pre-engineering survey


report and to be resolved with technically feasible solution.
Contractor shall prepare AFC drawings based on pre-engineering survey and
detailed engineering.
3.4.15

DESIGN PROCEDURES

3.4.15.1 General
a) Structural design shall conform to the relevant codes, API RP 2A and AISC,
and other relevant standards and codes specified in Appendix -1
b) Structural design shall be based on working stress design.
a) Where code checks are not applicable, allowable stresses shall be computed
using rational procedures and appropriate factors of safety.
b) Major rolled shapes shall be compact sections as defined by AISC
c) The minimum thickness of structural plates and flange/web of rolled sections
should not be less than 6mm
f) Deck plate shall be chequered type with a raised pattern surface and the
minimum thickness should be 8 mm and plating on building module shall be 6
mm and shall have proper slope to check accumulation of water/liquid.
g) The minimum thickness of Jacket tubular should be 10 mm except in the splash
zone where 25mm thick tubular should be used.
h) The minimum thickness of deck truss tubular should be 8 mm.
i) Clear span of plating and grating should not exceed 1200mm. Plates shall be
reinforced if concentrated loads are directly placed on plating.
j) Vibration should be considered for any structure supporting major rotating
machinery. The structure shall be designed in such a way that the natural
frequency of the supporting structure is less than 70% or greater than 140% of
the equipment operating frequency. Contractor shall demonstrate this aspect
suitably, wherever applicable, during detailed engineering.
k) Member stresses due to aspects which are not specifically covered in the
computer structural analysis shall be investigated by manual calculations and

results combined with computer results to ensure that the stress and deflection
limitations are not exceeded.
l)

All major structural members shall meet the following guidelines:

Member slenderness ratio: K l/r <100. The buckling coefficient K shall be
chosen for each member in accordance with API RP 2A recommendations.
2) Rolled tubular member diameter to thickness ratio: 20 < D/t <60.
3) Use of sections back-to-back, battened and lattice type built up sections shall not
be permitted, in order to avoid areas difficult for maintenance.
3.4.16

Structural Analysis and Design


Platform structure shall be modeled, using a suitable structural analysis
computer programmer for the modification or extension of the structure, up to
the nearest truss supported on the platform leg and in-service Analysis and
design shall be performed for all the Load conditions given in this section.
Wherever possible the As-built drawing and load data shall be provided to the
Contractor. However, the Contractor shall obtain the As-constructed
information during the pre-engineering survey for the correctness of the model.

3.4.16.1

Structural Design

All the structural members in modification of platform


shall be designed for the environmental, dead and live
loads as per the relevant code provisions. The
environmental parameters and live load to be considered
for the design shall be as given in the Table-4 to 6 of
Appendix-III respectively.
Environmental parameters as defined in Table-4 & 5,
Appendix-III shall be applied to maximize loading on all
structural components. Analysis shall be performed for
wave approach along grid directions and selected diagonal
directions. For each direction of approach, the more
severe of the environmental parameters of directions
adjacent to it shall be selected from Table 4 & 5
Applicable wind forces as specified in API RP 2A shall be
calculated. Wind shall be assumed to act simultaneously

and collinearly with wave and current forces. Sustained


wind and gust of appropriate duration shall be used as per
API RP 2A for analysis of platform modification.
iv)

Local adequacy check of the existing deck members


supporting the deck extension shall be carried out for the
additional design loads as per the above provisions.

Member stresses shall be checked at the ends of members and throughout


their spans in accordance with API RP 2A.
b)

Hydrostatic Collapse
All buoyant members shall be checked for hydrostatic collapse as per API
RP 2A during pre-service conditions.

3.4.16.2

Joint Design
All connections shall be welded, unless required otherwise in the drawings.
a)

Tubular Joints
Tubular joint design and detailing for both pre-service and in-service
conditions shall be in accordance with API RP 2A. Joints shall be
designed and detailed as simple joints per API RP 2A.

b)

Non-Tubular Joints
Hybrid joints, combining rolled wide flange sections with tubular sections
as used in module trusses, plate girder or wide flange joints shall be
designed in accordance with AISC using rational engineering methods.
Truss brace to chord joints shall be designed for transfer of axial loads
from one brace to another across the truss chord in shear. The web
stiffeners shall be designed to carry in compression the permissible axial
tensile load of the brace.

3.4.16.3

Permissible Stresses and Factors of Safety


Unless otherwise noted in this Specification permissible stresses and factors of
safety shall be as recommended in API RP 2A.

In-service Design Condition


Design of structure for modification works on platforms shall be performed for
the local load conditions in accordance with the provisions given in this section.

3.4.16.5

Environmental Loading
Environmental parameters as defined in Table-4 & 5, Appendix-III shall be
applied to maximize loading on all structural components. Analysis shall be
performed for wave approach along grid directions and selected diagonal
directions.
For each direction of approach, the more severe of the
environmental parameters of directions adjacent to it shall be selected from
Table 4 &5.
a)

Wave & Current Forces


The design wave shall be treated as a regular wave. 'Stokes' Fifth Order
theory shall be used to compute water particle kinematics, using apparent
wave period computed as per API RP 2A. Wave kinematics factor as
given in Table-3, Appendix-III shall be used to account for wave
directional spreading or irregularity in wave profile shape.
The coefficients of drag and mass (inertia). Cd and Cm values shall be
considered as per API RP 2A.
Conductor shedding factor shall be considered as per API RP 2A.
Still water depth shall be taken as CD+(LAT)+(50% of Astronomical
Tide)+(Storm Surge) for storm environment.

b)

Wind Forces
Applicable wind forces as specified in API RP 2A shall be calculated.
Wind shall be assumed to act simultaneously and collinearly with wave
and current forces. Sustained wind and gust of appropriate duration shall
be used as per API RP 2A and ANSI A 58.1 for different global and local
analysis of Clamp-on components.

3.4.16.6

Live Loads
The magnitudes of local and global live loads to be used in the in-service
analysis and design shall be as defined in Table-6, Appendix-III.

Superstructure Design
a)

Deck Plate and Grating Design


The local design of plating for decks and modules shall be based on
applicable loads defined in Table-6, Appendix-III.
Minimum thickness of deck plate shall be 8mm. Plate and grating spans
shall not exceed 1200mm. Plates shall be reinforced if concentrated loads
are directly placed on plating.
Grating Design load shall be 500 kg/m2 or 25 kg concentrated load on any
one bearing flat with a max deflection restriction of L/200 or 6 mm
whichever is less. Grating span shall not exceed 1200mm. Bearing
member shall be minimum 30 mm X 5 mm serrated type spaced at 30 mm
center to center. Steel cross bar shall be minimum 8 mm dia high strength
deformed bar spaced at 75 mm center to center. Each bearing member
shall be serrated by making hole of 10 mm diameter at 15 mm center to
center at top end and depth of hole shall be 8 mm to match with 8 mm dia.

2005 Protective coating.

b)

Beam and Plate Girder Design


The local design of beams and plate girders shall be based on the
applicable loads defined in Table-6, Appendix-III.

Plate girders shall be designed in accordance with AISCs Specification


for the Design Fabrication and Erection of Structural Steel for Buildings,
and shall incorporate the following guidelines:

Top and bottom flanges at a given section shall be of the same grade of
steel and symmetric about the beams axes.

The yield strength of the flanges, webs and stiffeners shall be the
same.

The dimensions and thickness shall be so proportioned that longitudinal


and transverse web stiffeners are not required.

c) Handrails
Handrails of height 1100 mm with three horizontal tubular and one 100 mm
X 6 mm kick plate shall be provided around the perimeter of each deck,
sides of walk ways in Jacket level. Handrails around loading/unloading areas
shall be made removable to allow loads on hoists to pass. Coaming angle
shall be continuously seal welded to chequered plate on both sides. All the
corners of handrails shall be rounded / curved suitably from safety point of
view.
Handrails and supports shall be designed to withstand a lateral or vertical
concentrated load of 100 Kg. applied at any point of the handrails.

Maximum interval of post/vertical member shall be 1500 mm. Removable type


handrail shall be fitted with Socket/Collar. The Socket/Collar shall be fitted with
Kick plate. Fixed handrail shall be fitted with kick plate at lower level. Handrails
shall be galvanized as per Specification 2005.
3.4.16.8

Sub-structure Design
a)

Conductor / Riser Protector


If specified in the scope of work, the Conductor / Riser Protector shall be
designed to withstand environmental loading and to absorb a concentrated
load equal to 50 tons applied in any direction and at any point on the face.
The support of the conductor protector which shall be welded to the jacket
legs shall be designed elastically. No increase in basic permissible stresses
shall be considered. The design of the protector shall be carried out in such
a way that it can be easily installed at offshore and replaced easily. Rubber
fenders shall be provided on vertical members.
Conductor / Riser Protector shall bear sign DO NOT BERTH painted
with florescent paint on weld beads of appropriate size.

b)

Conductor Guide Framing.


The support for Curved/Vertical Conductor shall be designed for elastic
bending forces in combination with extreme storm design environmental
conditions. The design of Conductor guide framing/support shall also
consider the load imposed during and after the installation of conductors.
As a minimum the following criteria shall be considered for the design of
Conductor guide framing:

Top Level
Weight of all the Conductors (Vertical and Curved) installed in the substructure
prior to and during drilling or 1.5 time the weight of the Conductor which will
initially pass this level, whichever is greater.
Second Level
1.5 times the weight of the Conductor, which will initially pass this level.
Subsequent Level
0.5 times the weight of the Conductor, which will initially pass this level

Conductors
The number of Conductor (Curved and Vertical) as indicated in Appendix-IV of
Bid Package. Contractor shall procure, fabricate and install all the Conductor 500
mm below the mud-line and 1000 mm above main deck.

3.4.18

Conductor Guide Clamps


Conductor guide clamps shall be designed for the maximum bolt tension as per
provisions of API RP 2A.

3.4.19

Bolts
Bolts shall be designed for combined tension and shear considering the
connection as bearing type. Bolts shall be designed as per as per AISC guidelines
with the shear plane acting in the threaded portion. Bolt tension shall be with in
the specified capacity of ASTM 193, Gr. B 7 and ASTM 194, Gr. 2 H.

3.4.20

Design of Installation Aids


Contractor shall design al installation aids to suit his method of installation of all
fabricated components and their anticipated function and installation loads in
compliance with API RP 2A.

3.4.21

Adequacy Check of Existing Members


Existing platform members supporting the structure for modification of platform
shall be locally checked for their adequacy during detailed engineering

3.4.22

Review of Contractors Designs/Drawings/Procedures etc.


All
analysis/designs,
drawings
and
fabrication/load-out/
transportation/installation procedures shall be submitted by the Contractor in 3
numbers of copies however any additional copy required contractor shall supply
with no extra cost to company, for review by the Company. These shall be
reviewed by the Company and the Contractor shall incorporate such comments
in his works prior to commencement of the activity. However the full
responsibility for the accuracy/correctness of all works carried out, shall be the
sole responsibility of the Contractor, irrespective of any review/comments
furnished by the Company.
Shop/Fabrication drawings shall be submitted to the Company for information
only.
