LOAD CENTER A
Summary Status:
Design:
100% Design is substantially complete.
Procurement:
The procurement process is in progress. Critical long lead items like generator,
chiller, cooling tower, oil type transformers, switchgears etc are delivered at
site. Delivery of AHUs, HVAC fans, light fixtures, sanitary fixtures etc. are in
progress. Delivery of potable water pumps, chlorination system, MDB, SMDB
etc. are expected. Material submission and approval of equipment like FCU,
SCADA etc. are pending.
Construction:
Key Issues:
Access to the Air Defence fence is affecting the construction of the SEC
tunnel that is between the SEC substation and the Load Center Boundary.
Construction Methodology:
There are many components of the Load Centers and they are as follow:

The typical construction sequence of the buildings starts with the earthwork.
Earthwork is followed by blinding, screed and footing pad construction. After
the construction of the footing pad the construction of the foundation walls
and columns start. If the building is steel framed the foundation column and
wall will be concreted with the anchor bolts. After the completion of
foundation wall and column construction waterproofing of the footing takes
place. After waterproofing, backfilling and compaction takes place. The
installation of underground utilities and slab on grade construction is
scheduled after the completion of the first suspended slab above the slab on
grade. After the backfilling and compaction are complete, construction of
walls, columns and suspended slab follows. For steel framed building, after
the completion of backfilling and compaction, the erection of steel structure
progresses. Upon completion of the steel structure erection, fireproof
painting will follow. Slab on grade construction is scheduled to start after the
fireproofing the steel structure. Block wall/drywall partitions, door frame
installation and plastering will progress one after the other following the
completion of the slab on grade. Overhead MEP/SAS services installation
will start along with the block wall construction. After the completion of
plastering, wall finishes like painting initial coats, wall tiling will start and
progress. After the completion of painting initial coats/wall tiling, false
ceiling installation will follow. Before the false ceiling panel installation all
the overhead MEP/SAS activities will complete. After the completion of the
false ceiling, flooring activities will start and progress. Installation of floor
mounted equipment will be after the completion of flooring. Installation of
doors, furniture and final coats of paint will be done after flooring.
In Potable Water Holding Tank, the built tanks will be waterproofed internally
and the waterproofing will be tested. Installation of Tank Mixer and the
associated circuitry will follow.
In Diesel Bulk Storage area, the Diesel Tank will be erected over the
foundation. The installation of the ceiling structure of the tank will be done
deploying the central post, which will be removed once the ceiling structure
installation is complete. The Diesel Tank shell plates are not painted at site.
The completed Diesel Tanks are hydro-tested, one after the other. In parallel

to the Diesel Tank, the underground utilities around the diesel tank are
installed. Upon installing the underground utilities, screed is done over the
area that is supposed to be surrounded by dykes. Then, the construction of
dykes around the Diesel Tank continue. The installation of above ground fire

The connection from this facility to the SEC substation will be completed in
order to receive permanent power from SEC. Testing and commissioning of the
Load Center will be completed after receiving the permanent power from the
SEC substations.

Summary Status:
Design:
The 100% design preparation, submission and approval are in progress. The site
layout design is under preparation.
Procurement:
The procurement process for MEP and SAS items will commence with
material submissions and approval prior to fabrication. Material submissions
are waiting for the final MEP design approval.
The material submission of the critical long lead equipment which are
specific to the facility like; Trommel screen, Ballistic separator, hand sort
cabins, baler, conveyors, optical separator etc. are waiting for the final
design completion.
Construction:
Foundation is in progress for the Guard House, Administration and
Support Staff & Workers Buildings.
Key Issues:
The delay in the finalization of the Solid Waste Processing Center location has
delayed the design, procurement and construction of the facility.

pavement.
