RE: Ohio Auditor of State Endorsement

Dear Committee Member:

I wanted to contact you to express my desire to seek the State Central Committee
endorsement and Republican nomination for Ohio Auditor of State. The circumstances
surrounding the vacancy on the statewide ticket for the Auditor slot creates a unique
opportunity and challenge for our party.

The likely Democratic candidate for Auditor, David Pepper, has already raised
over $300,000 as of July 2009 and will certainly have much more on hand for this
filing on January 31st. Mr. Pepper comes from a very wealthy family and will be able
to self-finance if necessary, as shown in previous races. The Auditor race will be a
sprint to November, with almost all attention devoted to fundraising – which is why I
believe I am uniquely qualified to step right in and win this crucial Apportionment Board
seat for the following reasons.

First, I have already raised over $350,000, with over $300,000 on hand in the bank.
Rather than discussing this as “blue sky,” or talking about my goals, attached as my
Exhibit A is my most recent Ohio Campaign Finance Report cover sheet proving this.

Second, I have been able to raise significant money from and for an office that is much
more difficult (Recorder) than State Auditor. I have marshaled an unprecedented “war
chest” for a sitting Recorder in the county seat of our state’s capital.

Third, I have a good ballot name that has been a proven vote getter in Central Ohio
where I have won previous elections where many Republicans have lost.

Fourth, I have a loyal organization of over 50 dedicated grass-roots volunteers that has
helped elect many Republican candidates around the state. The candidates I have

helped range from Janet Creighton’s successful mayoral race in Canton, blanketing the
City with her literature to Senator Tom Niehaus’ successful senate race at the opposite
end of the state.

Fifth, I represent Franklin County, but I am originally from Northwest Ohio, where my
family has been involved in public service and politics for many years. As a result, I
have a second home base in Northwest Ohio.

Sixth, I am qualified as demonstrated by my past private-sector and public service

experience, please see my Exhibit B, a brief biographical summary and Exhibit C, a
detailed resume of my experience. Prior to entering public life when I was 31, I founded
my own wireless cable company which employed over 200 people in 12 offices that
operated in five states and the U.S. Virgin Islands, all while I attended law school at
night. Our first year in business, we generated over $3.8 million in sales and grew to
over seven million dollars in sales annually. Upon graduating from law school with
distinction, I sold the business and entered public service by winning a seat on the
Republican State Central Committee, and then winning the Recorder’s office in a hotly
contested countywide race in Franklin County, our state’s second largest county, with
over 1 million citizens.

Seventh, I have the support of my family, to do what it takes to win this challenging and
compressed statewide race. Please see my attached recent family photo, which is
Exhibit D.

In closing, I would like to thank you in advance for your consideration of my candidacy
and your consideration of my receiving our Party’s endorsement. Please feel free to
contact me with any questions or concerns on my cell phone at (614) 506-6404.

Respectfully,

Robert G. Montgomery
