In this document some relevant aspects of the mentioned experience regarding its
formulation, implement and institutional evaluation during the period 2005 – 2009
are presented.
Valle del Cauca´s Young people has deserved especial attention by the
departmental administration, especially by Social Development Ministry where has
been developed different strategies and programs oriented to guarantee their
wellness making progress in the institutional view overcoming the notion of the
Young as a risk, strengthening their participation in distinct spaces and sceneries
and noting down on the diaries the necessity of making a public policy.
From this view, the situation of Young people was analyzed and principles,
objectives and lineaments of the policy and Strategic Plan 2005 – 2015 were made.
In this process of making, around 2500 young people from 42 local authorities of
the department participated through methodological exercises related to social
public policies which motivated their participation and training around matters
related to the exercise of social public policies. The policy counts on a general
framework that supports and orientates the process of implement.

Once made the policy, was achieved an approach to la AECID, organisation that was
established in 2006 an agreement of bilateral cooperation valid until march of 2010
for the development of the project “Strengthening of processes of young valleucana
´s social participation and peaceful coexistence”, which counts on Valle del Cauca´s
Government compensation resources.
With these resources, actions are developed facing the three orientative lineaments
of the Young people´s policy which have proposals and punctual objectives. The one
of youth social participation has oriented its actions in two ways, on the one hand,
to strengthen the diverse applications, mechanisms and instruments of youth social
participation in the department, and, on the other, to shape a system of social
information (childhood, adolescence and Young people´s observatory) as an
instrument of taking decisions, follow-up of the policy and evaluation of the local
and department public business. The lineament of peaceful coexistence has focused
on two aspects; the first one on strengthening an institutional network and on youth
social organisations that promote the region Young people’s potentialities, through
the development of citizen exercises aimed at fostering a peaceful and
coexistence culture in the department, and the second one , on generating meeting
dynamics and youth coexistence through the cultural development , the training of
public critics, the use of public spaces and the articulation of local and regional
institutional offer on the matter. These two aspects are addressed through
communication to achieve social change. Young people are educated, a space for
implementation of their ideas was created as well, they can create Multimedia
audiovisuals, radial or articles.1
In general, the implement of youth policy has counted on economical resources and
human talent, on planning of activities year by year and on the participation of
diverse actors, so that it integrates the necessary elements that justify them: an
arranged programmed sequence of actions and activities that entail many
reiterative, progressive, individual and collective operations and that search the
specific means to achieve the a planned objective. (Aguilar, 2001:46).
1. The youth matter has achieved to maintain valid and has certain sustainability,
due to high levels of decision or to the interest of the direct responsibly of the
matter in the ministry which leads it.
2. The local civil servants have found a new way of communicating to the young
people facing challenges, overcoming institutional paradigms and youth
problems.
3. The youth public policy has generated a dynamic of own institutional work that
sometimes have been a compensation in the own governmental entity.

In February 2009 the youth center for audiovisual and multimedia production was created this center counts with
high technology equipment. it is a public access place where young people develop communication ideas for social
change and coherency with the PPJV lines.
Some learnings from a youth view
1. The young people have achieved a level of political incidence in the department
and the region (making of development and strategic plans, interlocution to
institutional actors, boost of strategies arranged with institutions).
2. The Young people have achieved a recognising to their processes and
developments.
3. The Young people have the ability of interlocution and making of proposals by
institutional actors from the difference or meeting points.
