REQUEST OF MR. ILUMINADO D. MACAHIG, PRESIDENT OF
DAVAO VISION COLLEGES, AND SHEPHERD MY LAMBS
CHRISTIAN COLLEGE, BOTH LOCATED IN BARANGAY
CATALUNAN GRANDE, THIS CITY, FOR THE PASSAGE OF
SANGGUNIANG PANLUNGSOD RESOLUTION CONFERRING
THE TITLE OF ADOPTED SON OF DAVAO CITY TO MR.
YOUNG GYU SANG, WHOSE WORKS AND CONTRIBUTION
HAVE BENEFITED THE PEOPLE OF THE CITY.
Background
1. This pertains to a Request of Mr. Iluminado D. Macahig, President of Davao Vision
Colleges, and Shepherd my Lambs Christian College, Both located in Barangay
Catalunan Grande, this City, for the passage of Sangguniang Panlungsod
Resolution Conferring the title of Adopted Son of Davao City to Mr. Young Gyu
Sang, whose works and contribution have benefited the People of the City;
Highlights
2. Mr. Young Gyu Sang, a Korean Missionary, has been a resident of Davao City for
nineteen (19) fruitful years. He is a missionary of Mindanao for Christ Mission
since June 01, 1996. He is active in medical, philanthropic and religious services.
His works and contribution are said to have benefited the people of this City;
3. His accomplishments, ministries and services to wit:
1.) Oriental-Dental-Medical Mission outreach rendered for sixteen (16) times;
2.) 8 Kinder Schools, 2 Elementary Schools, 2 High Schools, 1 Technical
School (for 2 years), 1 College built-up;
3.) Services to Bajaos (Feeding program for 80 children within 12 years, Free
education and school for 70 kindergarten pupils, 32 houses and 3 churches
built);
4.) Sent out Filipino Missionaries to Cambodia, Indonesia, Thailand, other
Tribal and Muslim Countries;
5.) 6 Churches built at Marilog District;
6.) Retreat and Training Center built at Sto. Nino, Marilog District;
7.) Invited Korean Investors who already have businesses here in Davao City;
8.) Annual Regular Training for Marilog District Tribal workers on Organic
Farming and Livelihood Program;
9.) Commercial Complex built at Km. 3, McArthur Highway;
10.) Has been Inviting Different Korean Groups Quarterly as tourist (to
showcase their culture and provide dental-medical-oriental services);

11.) Plans for Burnt Bajao Village (to rebuild Church, to rebuild Kinder School,
to rebuild Health Center, to rebuild 20 Houses, to provide Livelihood to
affected people);
4. Mr. Young Gyu Sang invited Korean Nationals to invest and put businesses in
Davao City, to name a few:
1.) SMILE Childrens Development Program at Catalunan Grande;
2.) Fast Pass Tours at Bajada;
3.) MS Land Development at Matina, etc;
5. Mr. Young Gyu Sang invited different Korean Medical Doctors and Medical Teams
to offer free annual medical missions (twice or thrice) in Davao City;
6. Mr. Young Gyu Sang gives sponsorship (Tuition fee, food) to indigent students
specifically to those who are enrolled in Shepherd My Lambs (SMYL) Christian
College and Davao Vision College;
7. During the Committee Hearing, Mr. Iluminado Jun D. Macahig, President of
Davao Vision Colleges, Catalunan Grande, and President of Shepherd My Lambs
(SMYL) Christian College, Catalunan Grande was present. It was discussed during
the hearing that Mr. Young Gyu Sang had so many accomplishments, programs
and projects in Davao City. With that, Mr. Iluminado Jun D. Macahig seeks the
passage of Sangguniang Panlungsod Resolution Conferring the title of Adopted
Son of Davao City to Mr. Young Gyu Sang;

Recommendation
8. This Committee recommends that a resolution be passed entitled A RESOLUTION

DECLARING MR. YOUNG GYU SANG AS AN ADOPTED SON OF DAVAO CITY


FOR HIS WORKS AND CONTRIBUTIONS
WHICH BENEFITED THE PEOPLE
OF THE CITY.

A RESOLUTION DECLARING MR. YOUNG GYU SANG AS AN
ADOPTED SON OF DAVAO CITY FOR HIS WORKS AND
CONTRIBUTIONS WHICH BENEFITED THE PEOPLE OF THE CITY.

WHEREAS, This Pertains to a Resolution entitled A Resolution Approving the


Request of Mr. Iluminado D. Macahig, President of Davao Vision Colleges, and
Shepherd my Lambs Christian College, Both located in Barangay Catalunan
Grande, this City, for the passage of Sangguniang Panlungsod Resolution
Conferring the title of Adopted Son of Davao City to Mr. Young Gyu Sang,
whose works and contribution have benefited the People of the City;
WHEREAS, Mr. Young Gyu Sang, a Korean Missionary, has been a resident of

NOW THEREFORE, be it resolved as it is hereby resolved that Mr. Young
Gyu Sang is declared as AN ADOPTED SON OF DAVAO whose works and
contributions have benefited the People of the City;
RESOLVED FURTHER, that copies of this Resolution be furnished to the
Office of the City Mayor, Office of the Vice Mayor, and Local Government, and
to all other pertinent government agencies, departments and/or offices for
their guidance and information.

WHEREAS, Rule 7 Section 1 subparagraph (f) of the Implementing Rules and


Regulations states the following:

The Sangguniang Barangay enacts appropriate Budget Ordinance for


the purpose and submits the same to the Sangguniang
Panlungsod/Bayan for the latters review.

Hello, Doc!

According to Atty. Faith Macailing of DPWH, when a contractor falls behind the
schedule, they (the DPWH) will assess first the negative slippage.

If the negative slippage is more than 15%, they will issue a warning to the
contractor concerned. The contractor will be given an opportunity to explain.

If no adequate explanation is given, they can terminate the contract and have the
said contractor blacklisted.

Section 68 R.A. 9184 (Government Procurement Reform Act) also states that
liquidated damages can be recovered.

1. Sorry kayo doc kay taas kayo ang implementing rules sa law. Wala nako nakita
ang basis to terminate the contract. Ang damages ra ako nakita jud.
