The Department of Transportation and Communication (DOTC) and the Land Transportation
Office (LTO) have warned motorists that the government would strictly implement the No
Registration, No Travel Policy for all motor vehicles starting April 1.
The policy requires that all four-wheeled motor vehicles must be registered, or at least be
within the 7-day registration period, starting next month. It has always been prohibited by
law to use motor vehicles which have not been registered with the LTO. The only exception
is the first 7 days, during which registration should be processed by the vehicle owner,
Transportation Sectetary Joseph Emilio Abaya said.
The DOTC and the LTO earlier postponed the implementation of the order due to the
shortage of license plates for new vehicles.
We held back from implementing this rule before, because the lack of license plates was
our responsibility. But now that we have been able to issue new license plates within 7 days
from start of registration, we have no more reason not to implement the law, he said.
Abaya warned motorists that they would be slapped with hefty fines if they travel without a
license plate or registration since the LTO is now able to issue license plates to new vehicles
within seven days.
A memorandum issued by the LTO has said that no four-wheeled motor vehicle can be
used, driven or operated on the roads without being duly registered with the Land
Transportation Office pursuant to Republic Act 4136 (Land Transportation and Traffic Code),
Joint Administrative Order No. 2014-01 and other applicable rules and regulations.
Under Joint Administrative Order 2014-01, the owner of an unregistered motor vehicle will be
fined P10,000 while the driver will be fined P1,000.
It said that vehicles without a license plate would be apprehended and the driver would be
required to present the certificate of registration and official receipt of the vehicle.
If the driver was able to present a certificate of registration or official receipt, he would be
fined P5, 000 for his failure to attach the license plates.
Drivers without license plates but who have already registered their vehicles, however, can
present a certificate of stock reported, sales invoice dated within seven days prior to the
violation and a certificate of insurance cover dated on or after date of the sales invoice.
Enforcers, in this case, will not arrest the driver or impose a fine.

BREAKING: 1,126 pass


2014 bar exam
A total of 1,126 passed the 2014 bar exam, the Supreme Court announced
Thursday.
That is equivalent to 18.82% of the exam takers.
There were 6,344 law graduates who were allowed to take the exam
administered on the four Sundays of October, but only 5,984 completed the
test.
Last years exam also saw more exam re-takers than first-timers with a
total of 3, 229 (50.9 percent) compared to the 3, 115 first takers.
Earlier, the high court removed the cap on exam retakes as it lifted the fivestrike rule.
In the 2013 bar exam, only 1, 174 out of the 5, 593 examinees managed to
pass the exams.

President of Yemen flees by sea; Saudis begin airstrikes

SANAA, YemenPresident Abed Rabbo Mansour Hadi fled Yemen by sea


Wednesday as Shiite rebels and their allies moved on his last refuge in the
south, captured its airport and put a bounty on his head, officials said.
Hours later, Saudi Arabia announced it had begun airstrikes against the
Houthi rebels.
The departure of the close US ally and the imminent fall of the southern
port of Aden pushed Yemen further toward a violent collapse. It also
threatened to turn the impoverished but strategic country into another proxy
battle between the Middle Easts Sunni powers and Shiite-led Iran.
Saudi ambassador to the United States Adel al-Jubeir said his country had
begun airstrikes against the rebels. He said his government had consulted
closely with the US and other allies but that the US military was not
involved in the operations.
The White House said in a statement late Wednesday that the US was
coordinating military and intelligence support with the Saudis but not taking
part directly in the strikes.
There were indications that others in the region would follow suit: The
United Arab Emirates, Kuwait, Qatar and Bahrain joined Saudi Arabia in a
statement published by the Saudi Press Agency, saying they would answer
a request from Hadi to protect Yemen and his dear people from the
aggression of the Houthi militias which were and are still a tool in the hands
of foreign powers that dont stop meddling with the security and stability of
brotherly Yemen. Oman, the sixth member of the Gulf Cooperation
Council, didnt sign onto the statement.
In a statement from the state news agency Egypt, too, announced political
and military support. There is coordination ongoing now with Saudi Arabia
and the brotherly gulf countries about preparations to participate with an
Egyptian air and naval forces and ground troops if necessary, the
statement said.
Arab leaders are expected to meet in Egypts Red Sea resort of Sharm elSheik this weekend for a pre-planned summit, which is now expected to be

dominated by the developments in Yemen. It is not clear if Hadi will be able


to attend the summit.
Saudi Arabia and its Gulf allies believe the Shiite rebels, known as Houthis,
are tools for Iran to seize control of Yemen and say they intend to stop the
takeover. The Houthis deny they are backed by Iran.
The crumbling of Hadis government is a blow to Washingtons
counterterrorism strategy against al-Qaidas branch in Yemen, considered
to be the most powerful in the terrorist network. Over the weekend, about
100 US military advisers withdrew from the al-Annad air base where they
had been leading a drone campaign against al-Qaida in the Arabian
Peninsula, or AQAP.
Yemen now faces fragmentation, with Houthis controlling much of the north,
including the capital of Sanaa, and several southern provinces. In recent
days, they took the third-largest city, Taiz, as well as much of the province
of Lahj, both just to the north of Aden.
In fighting in Lahj, they captured Hadis defense minister, Maj. Gen.
Mahmoud al-Subaihi, and then swept into the nearby al-Annad base, which
the US military had left.
The Houthis are backed by former President Ali Abdullah Saleh, the
autocrat who ruled Yemen for three decades until he was removed amid a
2011 Arab Spring uprising. Some of the best-equipped and trained military
and security units remained loyal to Saleh and they have helped the
Houthis in their rapid advance.
Hadi left Sanaa for Aden earlier this month after escaping house arrest
under the Houthis, who overran the capital six months ago. In Aden, he had
sought to make a last stand, claiming it as the temporary seat of what
remained of his government, backed by allied militias and loyal army units.
Security officials in Yemen said the Saudi airstrikes targeted a camp for
US-trained special forces, which is controlled by generals loyal to Saleh.
The officials said the targets included the missile base in Sanaa that was
controlled by the Houthis earlier this year. One of the Yemeni security
officials said the strikes also targeted the fuel depot at the base.
The Houthis said in a statement to reporters that Saudi jets hit the military
base, known as al-Duleimi, and that they responded with anti-aircraft
missiles.

Saudi-owned Al-Hadath TV aired pictures of the operation. The dark screen


flashed with glaring lights and there was what sounded like machine guns
or possibly anti-aircraft missiles.
Riad Yassin, Yemens Foreign Minister, told Al-Hadath that the airstrikes
were welcomed.
I hope the Houthis listen to the sound of reason. With what is happening,
they forced us into this, he said.
With Houthis and Saleh forces closing in on multiple fronts, Hadi and his
aides left Aden after 3:30 p.m. on two boats in the Gulf of Aden, security
and port officials told The Associated Press. The officials would not specify
his destination.
Saleh said in a speech two weeks ago that Hadi might head for the African
country of Djibouti across the gulf, just as leaders of southern Yemen fled .
Hadi is scheduled to attend an Arab summit this weekend in Cairo, where
Arab allies are to discuss forming a joint Arab force that could pave the way
for military intervention against the Houthis.
The officials said Hadi had been preparing for the move since Sunday,
when rebel leader Abdul-Malik al-Houthi vowed in a fiery speech that his
forces will keep advancing south, referring to Hadi as a puppet of
international powers.
Shortly after Hadi fled his palace in Aden, warplanes targeted presidential
forces guarding it. No casualties were reported. By midday, Adens airport
fell into hands of forces loyal to Saleh based in the city after intense
clashes with pro-Hadi militias.
Yemens state TV, now controlled by the Houthis, announced a bounty of
nearly $100,000 for Hadis capture.
The Houthis still face multiple opponents. Sunni tribesmen and local militias
are fighting them in many places around Yemen, and the rebels have little
support in the south.
Some military units remain loyal to Hadi, although they are severely
weakened. Alarmingly, al-Qaida militants have emerged as a powerful force
against the rebels, and there are signs of a presence of the even more
extremist Islamic State group. Last week, the group claimed responsibility
for suicide bombings against the Houthis in Sanaa that killed 137 people.

AQAP is considered the terrorist group most dangerous to the US because


it successfully placed three bombs on US bound airlines, although none
exploded. US officials acknowledge their efforts against AQAP are seriously
hampered, with the US Embassy closed and the last US troops evacuated.
Although the Houthis are avowed enemies of al-Qaida, they cant project
power against the militants the way the Hadi government could with US
support. The deeply anti-American rebels have rejected Washingtons
overtures, officials say.
Hadis exit is a humiliating reversal, coming in large part at the hands of
Saleh, the man he replaced in 2012 under a deal that allowed the former
leader to remain free.
The atmosphere in Aden was tense, with most schools, government offices,
shops and restaurants closed. In the few cafes still open, men watched
the news on TV. Looters went through two abandoned army camps, taking
weapons and ammunition.
Mohammed Abdel-Salam, a spokesman for the Houthis, told the rebelcontrolled Al-Masirah news channel that their forces were not aiming to
occupy the south.
Foreign Minister Riad Yassin told Dubai-based Al-Arabiya TV he officially
requested the Arab League send a military force to intervene against the
Houthis.
Depicting them as a proxy of Shiite Iran, he warned of an Iranian takeover
of Yemen.
On Tuesday, Hadi asked the U.N. Security Council to authorize a military
intervention to protect Yemen and to deter the Houthi aggression in Aden
and the rest of the south.

Former Senator Panfilo Ping Lacson said he remains undecided about
his plans in 2016 but said he would make a decision either in August or
September this year.
Count me among the undecided. So many factors to consider, Lacson
said in a text message on Thursday.
August or September this year should be a practical time to decide, the
former presidential candidate said in a separate text message.
A manifesto signed by 35 retired police and military officials appeared in a
full-page ad of the Philippine Daily Inquirer urging both Senator Grace
Poe and Lacson to run in tandem for higher office in 2016.

The Sandiganbayan First Division on Thursday deferred its decision on the


plea of Senator Ramon Bong Revilla Jr., detained for plunder over his
alleged involvement in the pork barrel scam, to attend the graduation of
his daughter upon the request of government lawyers for proof of her
graduation.
The court has deferred its decision until Revillas defense team submits the
list of graduates and a document that would prove Revillas daughter
Loudette Bautista will be awarded in the ceremony.
Prosecutor Jun Dela Cruz said since Revillas bail on plunder was denied
by the court, allowing him to attend the graduation is tantamount to special
privilege.
(Granting the motion) would be a special treatment to the accused, Atty.
Dela Cruz told the court.
In their comment opposition to Revillas motion, the prosecution team
said Revilla should have substantiated his claim with proof that his
daughter Loudette is indeed one of the candidates for graduation from De
La Salle Zobel.
First Division chair Associate Justice Efren Dela Cruz smiled at the
prosecutions request to ask for proof of graduation.
Revillas lawyer Keith Pioquinto said they will provide the court with the
requested documents within the day.
In his motion, Revilla pleaded for the compassion and understanding of
the court to allow him to attend the graduation rites of his daughter at De La
Salle Zobel in Muntinlupa from 2 p.m. to 7 p.m. on March 28.
As a testament of her diligence and hard work as a student, Revilla was
informed by his wife, Congresswoman Lani Mercado Revilla, that their
daughter, Loudette, will receive the following awards: St. Mutien Marie
Award, St. La Salle Award, and Alfonso Yuchengco National Discipline
Award, the motion said.

Revilla said he does not want to abuse the compassion of the court when it
already allowed him to visit his son Cavite Vice Governor Jolo Revilla when
the latter was hospitalized for accidentally shooting himself in the chest.
As a proud father, Senator Revilla would want to share the momentous
occasion with his daughter for his very important educational achievement
and special milestone in her life, the motion said.
In their comment opposition to the motion, government lawyers asked the
court to deny Revillas request, saying allowing him to attend his daughters
graduation will grant him a special privilege that is not accorded to an
ordinary prisoner
It will also unduly create an impression to the public that accused Revilla,
being a high-ranking public official, is a favored detainee.
It is precisely for this reason that the Fifth Division of this Honorable Court
earned the ire of the public when it granted a similar motion filed by
Senator Jinggoy Estrada and allowed the latter to attend the graduation
ceremonies of his son, the comment said.
Revilla filed the motion days after the court allowed his co-accused Senator
Jose Jinggoy Estrada to attend the graduation of his son Julian Emilio at
OB Montessori.
The court allowed Estrada to attend his sons graduation because the child
may be traumatized due to the absence of his father. Were not doing this
for Senator Estrada. Were doing this for the child, Fifth Division chair
Associate Justice Roland Jurado has said.
Estrada and Revilla are detained at the Philippine National Police Custodial
Center for plunder by allegedly pillaging their Priority Development
Assistance Funds (PDAF) through ghost projects for kickbacks. Detained in
the hospital for plunder is Senator Juan Ponce Enrile.

LONDONAnd then there were four: Zayn Malik said Wednesday (UK
time) he is leaving chart-topping boy band One Direction to be a normal
22-year-old.
In an announcement that broke teenage hearts and sent social media into
a tizzy, Maliks bandmates said they were sad to see him go but we totally
respect his decision and send him all our love for the future.
Malik, who quit the bands world tour last week citing stress, said in a
statement that his time with One Direction has been more than I could
ever have imagined.
But, after five years, I feel like it is now the right time for me to leave the
band, he said. Id like to apologize to the fans if Ive let anyone down, but I
have to do what feels right in my heart.
I am leaving because I want to be a normal 22-year-old who is able to
relax and have some private time out of the spotlight.
Although rumors had swirled that Malik was unhappy in the band, fans
expressed surprise at the news.
Im a bit shocked as to why hes leaving, said 19-year-old student Sophia
Staite.
It seems strange. It seems they could have gone on for much, much
longer, they do have the best fan base of any group or singer. Its quite sad
because they have always been quite a close band.
One Direction, which is currently on a world tour, said it would continue with
the four remaining members and would record a new album later this year.
Last week Malik flew home from a tour stop in the Philippines, citing stress.
Maliks departure from the tour came after he hit back at rumors of trouble
in his relationship with fiance Perrie Edwards of the band Little Mix.

Before his departure authorities in the Philippines imposed a $5,000 weed


bond on Malik and fellow band member Louis Tomlinson, with the money
to be forfeited if either was caught using or promoting illegal drugs.
A video that circulated online last year appeared to show Malik and
Tomlinson smoking cannabis and joking about drug use.
The next scheduled date on One Directions On the Road Again tour is in
Johannesburg, South Africa, on Saturday.
One Direction formed in 2010 after five teenagers Harry Styles, Liam
Payne, Niall Horan, Tomlinson and Malik auditioned individually for the
British TV talent show The X Factor. Simon Cowell had the idea of putting
them together as a boy band.
They didnt win the competition, but they went on to top charts and win
young hearts around the world with their cheeky personalities and perky
pop.
Cowell said he had grown very, very fond and immensely proud
of Malik over the years.
As for One Direction, fans can rest assured that Niall, Liam, Harry and
Louis are hugely excited about the future of the band, he said.
But music industry watchers, and fans, expressed uncertainty about
whether the band could continue without Malik.
Its just changing everything in their dynamics, said student Alia Alhaddad,
who had been glad to see a handsome performer with Pakistani heritage in
a successful band.
Its nice to see someone familiar in a band like that, she said.
His voice is different from the rest of them, he makes a difference to the
group. In terms of their separate careers, its hit or miss.

UP in Oxford moot court


MANILA, PhilippinesThe University of the Philippines (UP) is currently in
Oxford University to compete in the Price Media Law Moot Court
competition from March 24 to 27. The UP team won the right to represent
the Asia-Pacific region after becoming champions at the Asian regional
rounds held in Renmin University, Beijing, late last year.
The competition is sponsored by Oxfords Program in Comparative Media
Law and Policy (PCMLP). It aims to foster an interest in some of the most
cutting edge issues of our time: the role of new information technologies
and free speech by using solid empirical research that is grounded in
historical context and [based on] a dialogue between all those involved and
affected.
The Oxford program hosts a Media Law Reference Database, and links to
case-law, legislation and juridical doctrine repositories from various
jurisdictions around the world. Among its partners are The Open Society
Foundation, the Annenberg School for Commmunication at the University
of Pennsylvania, and The Guardian. The Philippine Daily Inquirer is one of
the local sponsors of the UP Oxford Price Moot Court Team.
The competition is named after professor Monroe E. Price, who cofounded
the PCMLP. The team consists of UP law students Gil Anthony Aquino,
Gemmo George Fernandez, Pauline Gairanod, Rachel Angelie Miranda
and Raphael A. Pangalangan, with professor Harry L. Roque as coach and
lawyer Macel Seno as assistant coach.

David, and the virgin's name was Mary.
And coming to her, he said, "Hail, full of grace! The Lord is with
you."
But she was greatly troubled at what was said and pondered
what sort of greeting this might be.
Then the angel said to her, "Do not be afraid, Mary, for you
have found favor with God.
Behold, you will conceive in your womb and bear a son, and
you shall name him Jesus.
He will be great and will be called Son of the Most High, and the
Lord God will give him the throne of David his father,
and he will rule over the house of Jacob forever, and of his
kingdom there will be no end."
But Mary said to the angel, "How can this be, since I have no
relations with a man?"
And the angel said to her in reply, "The holy Spirit will come
upon you, and the power of the Most High will overshadow you.
Therefore the child to be born will be called holy, the Son of
God.
And behold, Elizabeth, your relative, has also conceived a son
in her old age, and this is the sixth month for her who was
called barren;
for nothing will be impossible for God."

Mary said, "Behold, I am the handmaid of the Lord. May it be


done to me according to your word." Then the angel departed
from her.

Jesus said to the Pharisees: "I am going away and you will look
for me, but you will die in your sin. Where I am going you
cannot come."
So the Jews said, "He is not going to kill himself, is he, because
he said, 'Where I am going you cannot come'?"
He said to them, "You belong to what is below, I belong to what
is above. You belong to this world, but I do not belong to this
world.
That is why I told you that you will die in your sins. For if you do
not believe that I AM, you will die in your sins."
So they said to him, "Who are you?" Jesus said to them, "What I
told you from the beginning.
I have much to say about you in condemnation. But the one
who sent me is true, and what I heard from him I tell the world."
They did not realize that he was speaking to them of the Father.
So Jesus said (to them), "When you lift up the Son of Man, then
you will realize that I AM, and that I do nothing on my own, but I
say only what the Father taught me.
The one who sent me is with me. He has not left me alone,
because I always do what is pleasing to him."
Because he spoke this way, many came to believe in him.

Jesus went to the Mount of Olives.
But early in the morning he arrived again in the temple area,
and all the people started coming to him, and he sat down and
taught them.
Then the scribes and the Pharisees brought a woman who had
been caught in adultery and made her stand in the middle.
They said to him, "Teacher, this woman was caught in the very
act of committing adultery.
Now in the law, Moses commanded us to stone such women. So
what do you say?"
They said this to test him, so that they could have some charge
to bring against him. Jesus bent down and began to write on
the ground with his finger.
But when they continued asking him, he straightened up and
said to them, "Let the one among you who is without sin be the
first to throw a stone at her."
Again he bent down and wrote on the ground.
And in response, they went away one by one, beginning with
the elders. So he was left alone with the woman before him.

Then Jesus straightened up and said to her, "Woman, where are


they? Has no one condemned you?"
She replied, "No one, sir." Then Jesus said, "Neither do I
condemn you. Go, (and) from now on do not sin any more."

Holy Gospel of Jesus Christ according to Saint John 12:20-33.


Now there were some Greeks among those who had come up to
worship at the feast.
They came to Philip, who was from Bethsaida in Galilee, and
asked him, "Sir, we would like to see Jesus."
Philip went and told Andrew; then Andrew and Philip went and
told Jesus.
Jesus answered them, "The hour has come for the Son of Man
to be glorified.
Amen, amen, I say to you, unless a grain of wheat falls to the
ground and dies, it remains just a grain of wheat; but if it dies,
it produces much fruit.
Whoever loves his life loses it, and whoever hates his life in this
world will preserve it for eternal life.
Whoever serves me must follow me, and where I am, there also
will my servant be. The Father will honor whoever serves me."
I am troubled now. Yet what should I say? 'Father, save me from
this hour'? But it was for this purpose that I came to this hour.

Father, glorify your name." Then a voice came from heaven, "I
have glorified it and will glorify it again."
The crowd there heard it and said it was thunder; but others
said, "An angel has spoken to him."
Jesus answered and said, "This voice did not come for my sake
but for yours.
Now is the time of judgment on this world; now the ruler of this
world will be driven out.
And when I am lifted up from the earth, I will draw everyone to
myself."
He said this indicating the kind of death he would die.
