Preparations for Typhoon "Chedeng"

1. References:
a. PAGASA Weather Bulletin issued as of 5:00 AM, April 1, 2015;
b. Memorandum from this Directorate re Inventory and Organization of
Personnel Trained in SAR Operations dated July 14, 2014; and
c. PNP IMPLAN "SAKLOLO 2014" (Policing During Disaster) dated
January 30, 2014.
2. This pertains to the weather advisory on typhoon with international name
"Maysak" ("Chedeng" when inside PAR), as of 5:00AM today (April 1, 2015), that the
eye of the typhoon outside PAR was located at 1,410Km East of Surigao City
(10.4N, 138.4E) with maximum sustained winds of 215 Kph near the center and
gustiness of up to 250 Kph. It is forecast to move West NW at 17 Kph, and Cagayan
Valley, Cordillera, and 'locos Region will experience partly cloudy skies. Metro
Manila and the rest of the country will be partly cloudy to cloudy with isolated rain
showers or thunderstorms. Light to moderate winds coming from the East to SE will
prevail over Northern Luzon coming from the NE over the rest of the country with
slight to moderate seas.
3. In this regard, PROs that will be affected/hit by the typhoon will be placed
on full alert status upon landfall. All concerned PROs are reminded to undertake
appropriate preparations to attain zero casualty such as, but not limited to, the
following:
a. Prepare respective DIMTGs upon activation of LDRRMCs in all levels
in respective areas;
b. Assist in the pre-emptive evacuation of residents to safer
areas/grounds in coordination with LGUs;
c. Disseminate advisories on prohibition on sailing/fishing due to the
adverse weather condition;
d. Monitor the track of the typhoon through regular weather
bulletins/advisories and the websites of PAG-ASA and the Joint
Typhoon Warning Center;

e. Assist in securing seaports/ferry stations where passengers maybe


stranded;
f. Forward deploy Search and Rescue (SAR) assets and Search,
Rescue, and Retrieval (SRR) personnel in high risk areas based on
geo-hazard maps for rapid deployment purposes and other security
requirements;
g. Ensure that PNP communication structures/facilities in your respective
AORs are operational and have the necessary power back-up;
h. Provide WCPC Desk and ensure the security of evacuation centers
and assistance during relief operations;
i. Establish security control points where there are landslides, traffic
accidents, flooded areas, and to help maintain smooth flow of traffic;
j. Maintain law and order and provide security of NFA warehouses,
supermarkets, malls, banks and the like to prevent looting;
k. Employ force multipliers to assist the PNP during disaster;
I. Carry out force evacuation for PNP 1st responder families and direct
them to proceed to the PNP evacuation centers;
m. Provide basic food and medical provision for responders good for 7
days; and
n. Submit actual deployment of personnel using the attached format (Tab
"A")
4. PROs nearest to the possible hard hit regions/areas and members of
NHQ-DIMTG that are not affected by typhoon shall prepare augmentation plan (Tab
"B") for the affected PROs, and ensure that SAR/SRR Teams are already on
standby and intact in your respective headquarters. Vehicles and other logistical
requirements should also be readily available prior to the said movement, including
the following requirements, such as, but not limited to:
a. 120 SAR/SRR personnel with 5 PCOs including SAR assets ready to
move and augment nearest hard hit regions on orders from NHQ;
b. Mode of transportation, distance and travel time;
c. Communication requirements (two way radios and satellite phones);
d. Provision of additional SAR equipment such as: generator sets,
chainsaws and the like; and
e. Provision of basic food and medical supplies for responders good for 7
days.
5. All other PROs are placed on Heightened Alert Status upon landfall of
typhoon and directed to prepare their respective SAR assets and ready to move in
disaster hit regions on orders from NHQ. All PROs are also reminded to follow the
protocols provided under IMPLAN "SAKLOLO 2014" (Policing during Disaster).
6. Further, CES shall prepare to deploy PNP COMMEL Rapid Deployment
Team on hard hit regions/areas.

7. Submit required reports to this Directorate (Attn: PSD) through email at


publicsafetydivision@gmail.com and dopsd06@yahoo.com NLT 1:00 PM on April 2,
2015.
