RISK ANALYSIS

PORTABLE CARBON DIOXIDE FIRE EXTINGUISHERS


Fire risk analysis is an essential security requirement which engages the producer to
identify the risks emerging from the given product and to have this in mind when designing,
executing and using the product.
1. DESIGNING
The project was realised in conformity with the Directive 97/23/EC (PED), SR EN 37+A1:2007 and SR EN 3-9:2007. The project is handed for notification to Strojirensky Zkusebni
Ustav, s.p.
The project is based on the use of the components of the body assembly produced in conformity
with the directive mentioned above, the cylinders MTZ02 (for the 2 kg carbon dioxide fire
extinguishers), the cylinder MTZ05 (for the 5 kg carbon dioxide fire extinguishers) made by
Nonjing Banqiao Fire-Fighting Equipment Co. Ltd. (products certified by TUV) and the valves
CY03-002A-00 for both models, made by Shaoxing Newidea Fire Protection Co. Ltd. (product
certified by Bureau Veritas).
The trap pipe is designed by Banqiao, reassuring the fitting of the dimensions to the integrated
components.
The choice of the mass of the extinguishing medium, the requirements regarding the
functionality, the connection and fitting rates were made in conformity with EN 3-7+A1:2007.
The filling rate (and the maximum usual pressure), the screw thread tighting the cylinder and the
valve were chosen in conformity with EN 3-9:2007 (the filling rate 0,667).
There are no designing risks regarding this matter.
2. SUPPLY
The supply is made only from notified producer.
The products go with declarations of conformity issued by the producer.
The products are marked in accordance to the designing drawings, making their identification
possible.
The reception of the ordered products is made in conformity with the internal procedure PIR01.
There is no risk in ordering unconformable components.

3. MANUFACTURE
1. The preliminary assembly is based on the execution project and working procedure PIL 020.
The components and subassemblies used are checked before assembling in accordance to
working procedure PIL 020.
The assembling is made with proper tools and devices.
The assembling of the valve and trap pipe on the body is made using an insulating tape of 0,1
mm thick to realise a proper tightness. The tightening is made with a dynamometrical key and
an extension device.
There is no risk in assembling unconformable fire extinguishers.
2. The filling is made by transfusing carbon dioxide from a storing reservoir into the fire
extinguisher. The accidental discharge is not possible due to a device provided with a safety pin
and a plumb seal. The temperature of the room in which the transfusion is made is controled, not
exceeding 30C. The quantity of carbon dioxide in the fire extinguisher unequipped with the
technical device to control the discharge is made by weighing with standard balances. The fire
extinguishers unconformably charged are sent back in the production line.
There is no risk in accidentally discharging the fire extinguishers.
There is no risk in advancing unconformable fire extinguishers to the final assembling process.
The charging of carbon dioxide fire extinguishers is made by the subcontractor Petrogas
Bucuresti, which is a specialised supplier of technical gas and charging cylinders under pressure,
notified by PED authorities from Romania. The quantity of carbon dioxide in the fire
extinguisher unequipped with the technical device to control the discharge is made by weighing
with standard balances, in accordance to working procedure PIL021. The fire extinguishers
unconformably charged are sent back in the production line.
There is no risk in advancing unconformable fire extinguishers to the final assembling process.
3. The final assembling is made only to the conformably charged fire extinguishers. The final
assembling consists of assembling on the valve the technical devices of controling the discharge
(horn for the 2 kg carbon dioxide fire extinguisher and hose with horn for the 5 kg carbon
dioxide fire extinguisher). In this phase of the execution the final seal is put on, in accordance to
the project.
There is no risk in advancing unconformable fire extinguishers to the marking phase.
4. The marking is made by sticking the mark in conformity with the prescriptions in the project.
The mark does not need an extremly precise position.
There is no risk in advancing unconformable fire extinguishers to the end product store room.

4. STORAGE
The storage is made in store rooms with a temperature which does not exceed the standard one,
meaning +30C.
The vertical position is assured by the support and the horizontal floor.
There are no risks in reversing or overheating that would lead to accidental discharge of the fire
extinguisher.
5. TRANSPORT
The transport is made in vertical position and in proper places to avoid reversing.
The temperature during the transport will not exceed +30C, the fire extinguishers will be
protected with covers or will be transported in closed and ventilated trucks.
The multilevel transport will be made only by providing shelves that do not allow the fire
extinguishers to touch themselves.
There are no risks during tranport.
6. USE
5 kg and 2 kg carbon dioxide fire extinguishers are subjects of the certification as cylinders
under pressure in conformity with the Directive 97/23/CE, as well as technical means of fire
extinguishing, in conformity with EN 3-7+A1:2007 by Strojirensky Zkusebni Ustav, s.p.
On delivery, the fire extinguishers will go with declarations of conformity issued by the
producer.
The use of the fire extinguishers is made by properly trained personnel.
The exceeding of the maximum allowed pressure due to the maximum temperature or other
factors is antagonized by the safety device with the bursting disk.
Carbon dioxide fire extinguishers used in conformity with the producer`s prescriptions do not
carry risks.
