I.

PURPOSE

The present working procedure determines the way of execution for the operations of
final examination of portable carbon dioxide fire extinguishers.
II.

DOMAIN

The procedure determines the necessary facts for the final examination of 2 kg and 5 kg
carbon dioxide fire extinguishers.
III.
DEFINITIONS
All the specific terms describing the activity of examination, repair and recharge of the
portable and transportable fire extinguishers are defined in the System Procedure PS 01.

The working procedure is based on the following reference documents:

Law no. 306/2007 regarding defence against fire;


SR EN 3-7+A1:2007 Portable fire extinguishers. Characteristics, performance and
test methods.
SR EN 3-9 Portable fire extinguishers. Part 9 Additional requirements to EN 3-7
for CO2 fire extinguishers` resistance to pressure.
RESPONSABILITIES

a. The MANAGER of S.C. ALSTING S.A. has the following responsabilities:

To set through written dispositions the responsabilities and way of


organisation of the workroom and to communicate to the employees the
possible modifications;
To ensure places and working conditions in conformity with the present
regulations;
To sign contracts with possible beneficiaries;
To ensure the suppling with goods in conformity with the notified project,
accompanied by declarations of conformity, quality documents;
To assume the responsabilities emerging from the Law 306/2007 regarding
defence against fire
To hire personnel according to the flow chart
To ensure the training of the personnel according to the functional
responsabilities.

b. QUALITY SYSTEM RESPONSIBLE


The quality system responsible is authorized trough general manager`s decision to
have the following responsabilities:

To make and to put into practice the working procedure with all the
neccesary and compulsory phases for executing the work.
Responsible for respecting the working peocedure
To train the executive personnel based on the working procedure
To check and be aware of the use of the materials notified only,
accompanied by quality documents and in use term
To check and confirm the quality of the operations done
To keep evidence of the operations in a numbered register
To make and update the list of the classified dangerous substances
according to law, used in his activity under any form, with mentions
regarding the physical-chemical properties, the risks for health and

environment, the protection means recommended, the substances


necessary for extinguishing, neutralizing or decontamination.

c. The EXECUTOR OF THE WORK


The executor of the work is nominated by the manager and has the following
responsabilities:
To acknowledge the working procedure
To acknowledge and respect the labour protection regulations specific to
each operation he does
To assembly the components valve and trap pipe
To make the assembly of the fire extinguisher
To weigh and to record the mass of the fire extinguisher in the working
resgister
To send the fire extinguisher to carbon dioxide filling
To weigh again the filled fire extinguisher and to set if any corective
measures are necessary
To make the necessary corective measures and reject the unconformable
fire extinguishers
To seal the valve
To assembly the technical devices of controlling the discharge on the valve
nozzle
To put the mark of the producing company
To make the final visual examination

PROCEDURE

a. Preliminary conditions
A. The quantity of the carbon dioxide that has to be introduced in the fire
extinguisher`s body depends on the each fire extinguisher`s dimensions with the
filling tolerances in the following tabel (cf. SR EN 3-7+A1:2007)

B. The quality of the extinguishing agent put into the fire extinguisher will be in
conformity with the cited standards` regulations, the maximum water content
allowed will be 0,015%.

C. Space and microclimate conditions


The space where the final examination of the fire extinguishers takes place has a surface
of 40mp with concrete floor, plane and unslippery, bright, properly airy, with proper
heating and airing devices that can maintain the temperature between 15C and 30C,
adequate to this activity.
The storage of the cylinders is made in a space divided by specially built panels.
b. Check of the inscription
The check of the inscription is meant to state the existence of relevant markings stamped
on the cylinder or on the valve. The identification of the fire extinguisher is essential. The
check-up is made visually, piece by piece for the whole hand.
The rectification or erasement of the original inscriptions is forbidden.
c. The preparation of the fire extinguishers for filling
i.

The examination of the aspect of the fire extinguishers

The fire extinguishers allowed for filling after the check-up of the inscription, according
to the previous paragraph
The filling of the fire extinguishers is not permitted in the following cases:

The absence of the inscriptions or the incomplete inscriptions;


Th exceeding of the periodical examination term;
Rectifications of the stamped inscriptions;
The sides are deformed due to beating, cutting, advanced corrosion or any other
form of degradation that would put in danger the safety during use.

After the examinations a Technical Data Sheet is made and filed.


The conformable fire extinguishers are allowed to filling procedure.
a. The weighing of the fire extinguishers without the technical devices of controling
the discharge, without the seal and the marking, with a precision of 0,001 kg;
b. The result of the weighing is written in a specific form/tabel which contains the
following information the mass before the weighing, the mass after the
weighing, the mass after the eventual corective measures, partial conclusion, the
mass after the waiting time, final conclusion;
c. The fire extinguisher is advanced to filling procedure;
d. The fire extinguisher after the filling procedure is weighed again with a precision
of 0,001 kg, the result is put in the tabel mentioned at point b.
e. The evaluation of the conformity with the documentation`s regulations takes place
if the mass of the filling fits the tolerances in chapter VI.a. A, the fire
extinguisher is advanced to the tightness checking procedure

i.

if the mass of the carbon dioxide is inferior to the minimum


established mass, the fire extinguisher is brought to a tightness
examination with a foamy solution
1. if it is not untight, it is sent back to refilling
2. if it is untight, it is sent for disassembling and replacing of the valve
ii.
if the mass of the fire extinguisher is superior to the maximum
established mass, the fire extinguisher is handed for the following
corective measures
1. the exces of carbon dioxide is discharged through short flashes
2. the fire extinguisher is weighed with a precision of 0,001 kg after every
discharge of the carbon dioxide
3. if the fire extinguisher fits the filling tolerances it is advanced to the final
examination; the result of the weighing is written in the tabel mentioned at
point b.
4. if more carbon dioxide than neccesary is discharged, the fire extinguisher
goes under the same operations as mentioned at point i.2
f. The fire extinguishers that after the filling or the corective measures are
considered acceptable are stored for 72 hours in a special divided area. After the
72 hours, they are weighed again. The final result is written in the tabel mentioned
at point b and is compared the mass before storing to the one after the 72 hours
storing. If there are no differences or if the difference is not higher than 0,001 kg,
the fire extinguishers are considered conformable and they are advanced to the
final operations of assembling the assembling of the devices of controling the
discharge and marking, and than they are handled as end products.
g. If after the weighing there are differences higher than the previous acceptable
established ones, they are withdrawn for remedies.
d. RECORDINGS
Recording means the ensemble of the documents made during manufacture, reception
and delivery of the fire extinguishers, accepted, rejected or sent back to repairing.

5. Declaration of conformity is the document which accompanies the hand of delivered
fire extinguishers and certifies their technical quality in the moment of delivery. It will be
dated and stamped as conformable. Trough this document the producer provides the
beneficiary warranty for the ordered product on the condition to respect the technical
prescriptions regarding the transport, storage and use.
