DUTY STATEMENT

Administrative Services Program, Human Resources Branch


Office Technician (Typing)
Under delegation from the State Personnel Board (SPB) and the
Department of Personnel Administration (DPA), the Human Resources Branch is
responsible for the classification and pay, adverse action, recruitment and
selection, health and safety, workers' compensation, labor relations, and
personnel transactions functions.
Under general direction of the Chief, Human Resources Branch
(Personnel/Labor Relations Officer, Staff Services Manager III), the incumbent
provides clerical support to all staff of the Human Resources Branch; specific
duties include:
ESSENTIAL FUNCTIONS

Serves as receptionist: primary contact for visitors to the


departmental HQ Human Resources Branch (Personnel Office) and for
telephone calls to the main Personnel Office phone number. Forwards
employee inquiries to appropriate staff and answers queries from the
public. Serves as back-up to the Executive Assistant to Branch Deputy
and other support staff in Administrative Services.

Document Production: Assists in compiling, copying, assembling


materials in support of sensitive and confidential employee actions and
workers compensation trials and hearings. Formats, proofreads, and
corrects grammar/spelling/punctuation for confidential classification,
workers compensation, and labor relations correspondence; updates
and prepares departmental organization charts using OrgPlus
software.

Mail: open, sort, date stamp, and distribute mail.

Filing: files documents in Official Personnel Files for all departmental


staff; develops and maintains filing systems for sensitive adverse
action, confidential labor relations, classification, and subject files;
administers the records management function for the Classification
and Pay function; forwards archive items to the State Records Center;
prepares records for confidential destruction.

Attendance Clerk: reviews and audits Human Resources staff


timesheets; ensures that all information is accurate before submittal to
Fiscal Systems and Transactions; updates and maintains employee
leave cards.

Job Announcements: prepares and submits vacancy


announcements for posting on the WVPOS/SPB Website; maintains
the Job Opportunity and exam bulletin binders.

MARGINAL FUNCTIONS

Exam Support: provides support to exam unit staff. Assists in


compiling exam packages for Consultants and State Service
Representatives and in sending reproduction requests for exam
materials to the Department of General Services. Makes travel
arrangements and keeps time sheets for Exam Panel Chairs. Sends
out exam bulletins and exam plans using departmental electronic
processes. May be asked to proctor exams.

Training Support: provides support to staff involved in training.


Assists in compiling, copying, assembling training materials. Makes
travel arrangements for HR staff conducting out-of-town training
classes. Ensures appropriate training room and equipment
reservations are secured.

Orders equipment and other personnel office supplies; schedules


meetings; arranges for conference rooms; maintains copiers and
facsimile machines; prepares and submits requests for telephones,
computers, Groupwise/LAN access, and building access; orders
General Services charge cards; makes travel arrangements for Human
Resources Branch staff.

REQUIRED QUALIFICATIONS
Get along with people and establish cooperative working relationships with staff
at all levels both within and outside the department.
Maintain confidences as required in human resources arena.
Effectively communicate information to and consult with staff at all levels both
within and outside the department in order to complete work assignments.
Complete assigned work and review for accuracy.
Meet deadlines.
Perform simple arithmetic in order to perform timekeeping calculations.
Direct callers and visitors to the appropriate staff.

DESIRABLE QUALIFICATIONS
Experience working in personnel management field
Excellent attendance
Experience resolving issues that do not have clear answers
WORKING CONDITIONS
Work in high-rise building in downtown Sacramento
Must work in office: Monday Friday, 8:00 a.m. to 5:00 p.m.
