REPUBLIC ACT NO.

5174
Title: AN ACT ESTABLISHING THE INSTITUTE OF SOCIAL WORK AND
COMMUNITY DEVELOPMENT IN THE UNIVERSITY OF THE PHILIPPINES,
PROVIDING FUNDS FOR BUILDING, EQUIPMENT, FACILITIES AND OPERATING
EXPENSES THEREOF, AND FOR OTHER PURPOSES
Section 1. There is hereby established an Institute of Social Work and Community
Development in the University of the Philippines which shall provide professional
and advanced training, research and extension services to foster and inculcate the
importance and relevance of social work and community development.
Section 2. The Institute of Social Work and Community Development may, for the
purpose of this Act, obtain the services of professional or technical personnel from
any agency of the Philippine Government or from the private sector to provide
instruction, perform research, and such other activities as may be necessary. Such
personnel will be given honorarium at rates fixed by Board of Regents of the
University of the Philippines, any law to the contrary notwithstanding.
Section 3. In pursuance of its projects and activities in teaching, research and
extension services, the Institute may avail itself of the other services, facilities,
equipment and research materials of any government and/or private agencies or
offices. The Institute may likewise undertake joint or cooperative research and
extension projects with other government and private agencies.
Section 4. There is hereby authorized to be appropriated, out of any funds in the
National Treasury not otherwise appropriated, the sum of one million five hundred
thousand pesos for necessary building and other facilities and equipment of the
Institute of Social Work and Community Development of the University of The
Philippines: Provided, that the sum of three hundred thousand pesos is appropriated
for the operating expenses of the Institute for fiscal year nineteen hundred sixtyseven and nineteen hundred sixty-eight: Provided, further, That at least the amount
of three hundred thousand pesos shall be appropriated every year thereafter,
beginning with the next succeeding fiscal year, out of funds in the National Treasury
not otherwise appropriated for the continued support of the Institute.

Title: URBAN DEVELOPMENT AND HOUSING ACT OF 1992
Provisions:
Section 2. Declaration of State Policy and Program Objectives. It shall be the policy
of the State to undertake, in cooperation with private sector, a comprehensive and
continuing Urban Development and Housing Program, hereinafter referred to as the
Program, which shall:
a) Uplift the conditions of the underprivileged and homeless citizens in urban areas
and in resettlements areas by making available to them decent housing at
affordable cost, basic services, and employment opportunities;
b) Provide for the rational use and development of urban land in order to bring
about the following:
(1) Equitable utilization of residential lands in urban and urbanizable areas with
particular attention to the needs and requirements of the underprivileged and
homeless citizens and not merely on the basis of market forces;
(2) Optimization of the use and productivity of land and urban resources;
(3) Development of urban areas conducive to commercials and industrial activities
which can generate more economic opportunities for the people;
(4) Reduction in urban dysfunctions, particularly those that adversely affect public
health, safety and ecology; and
(5) Access to land and housing by the underprivileged and homeless citizens.
c) Adopt workable policies to regulate and direct urban growth and expansion
towards a dispersed urban net and more balanced urban-rural interdependence;
d) Provide for an equitable land tenure system that shall guarantee security of
tenure to Program beneficiaries but shall respect the rights of small property owners
and ensure the payment of just compensation;
e) Encourage more effective peoples participation in the urban development
process; and
f) Improved the capability of local government units in undertaking urban
development and housing programs and projects.

PRESIDENTIAL DECREE No. 1145


ESTABLISHING THE PHILIPPINE TRAINING CENTERS FOR RURAL DEVELOPMENT
WHEREAS, the extension workers require a continuous deepening and widening of
competence to achieve a wide community participation and strong individual
commitment of both the extension workers and the resident local leaders;

WHEREAS, systematic training programs and related activities are necessary to


secure constantly developing competence among extension workers and farmer
leaders, and such programs need to be continuously assessed and related to
national development plans and goals;
Section 3. Functions and Responsibilities of The National Governing Board for Rural
Development. The National Governing Board shall have the following functions and
responsibilities:
(a) To organize multi-level training centers to be established in, and administered by
development agencies and academic institutions, which shall be called Philippine
Training Centers for Rural Development, in order to attain the following objectives:
(1) Organization and development of a strong national network of training
centers which will promote and accelerate rural development.
(2) Cooperation and complementation of various development agencies and
agricultural colleges and universities in order to develop the competence of
extension workers/development workers of various agencies and farmer
leaders.
(b) To approve and adopt basic policies for the efficient and effective attainment of
the objectives of the training centers.
(c) To approve and adopt the general plans and strategies for harmonizing the
programs, strengthening the impact, and achieving the effectiveness of the training
centers.
(d) To review and approve the over-all budget of and the resource allocation to the
various training centers.
(e) To provide the mechanism for the effective coordination, monitoring and
evaluation of the programs and operations of the training centers.
(f) To appoint the personnel of the National Coordinating Office in accordance with
an approved staffing pattern and fix their salaries and remunerations including per
diems and allowances of personnel, subject to existing provisions of law. However, it
may also engage through special detail or contract the professional services of such
consultants and specialists as may be necessary and provide honoraria for such
services.

REPUBLIC ACT No. 10121


Title: "PHILIPPINE DISASTER RISK REDUCTION AND MANAGEMENT ACT OF
2010"
Section 2. Declaration of Policy. - It shall be the policy of the State to:
(a) Uphold the people's constitutional rights to life and property by addressing
the root causes of vulnerabilities to disasters, strengthening the country's
institutional capacity for disaster risk reduction and management and building
the resilience of local communities to disasters including climate change impacts;
(b) Adhere to and adopt the universal norms, principles and standards of
humanitarian assistance and the global effort on risk reduction as concrete
expression of the country's commitment to overcome human sufferings due to
recurring disasters;
(c) Incorporate internationally accepted principles of disaster risk management in
the creation and implementation of national, regional and local sustainable
development and poverty reduction strategies, policies, plans and budgets;
(d) Adopt a disaster risk reduction and management approach that is holistic,
comprehensive, integrated, and proactive in lessening the socioeconomic and
environmental impacts of disasters including climate change, and promote the
involvement and participation of all sectors and all stakeholders concerned, at all
levels, especially the local community;
(e) Develop, promote, and implement a comprehensive National Disaster Risk
Reduction and Management Plan (NDRRMP) that aims to strengthen the capacity
of the national government and the local government units (LGUs), together with
partner stakeholders, to build the disaster resilience of communities, and' to
institutionalize arrangements and measures for reducing disaster risks, including
projected climate risks, and enhancing disaster preparedness and response
capabilities at all levels;
(f) Adopt and implement a coherent, comprehensive, integrated, efficient and
responsive disaster risk reduction program incorporated in the development plan
at various levels of government adhering to the principles of good governance
such as transparency and accountability within the context of poverty alleviation
and environmental protection;
(g) Mainstream disaster risk reduction and climate change in development
processes such as policy formulation, socioeconomic development planning,
budgeting, and governance, particularly in the areas of environment, agriculture,
water, energy, health, education, poverty reduction, land-use and urban
planning, and public infrastructure and housing, among others;
(h) Institutionalize the policies, structures, coordination mechanisms and
programs with continuing budget appropriation on disaster risk reduction from

national down to local levels towards building a disaster-resilient nation and


communities;
(i) Mainstream disaster risk reduction into the peace process and conflict
resolution approaches in order to minimize loss of lives and damage to property,
and ensure that communities in conflict zones can immediately go back to their
normal lives during periods of intermittent conflicts;
(j) Ensure that disaster risk reduction and climate change measures are gender
responsive, sensitive to indigenous know ledge systems, and respectful of human
rights;
(k) Recognize the local risk patterns across the country and strengthen the
capacity of LGUs for disaster risk reduction and management through
decentralized powers, responsibilities, and resources at the regional and local
levels;
(l) Recognize and strengthen the capacities of LGUs and communities in
mitigating and preparing for, responding to, and recovering from the impact of
disasters;
(m) Engage the participation of civil society organizations (CSOs), the private
sector and volunteers in the government's disaster risk reduction programs
towards complementation of resources and effective delivery of services to the
Citizenry;
(n) Develop and strengthen the capacities of vulnerable and marginalized groups
to mitigate, prepare for, respond to, and recover from the effects of disasters;
(o) Enhance and implement a program where humanitarian aid workers,
communities, health professionals, government aid agencies, donors, and the
media are educated and trained on how they can actively support breastfeeding
before and during a disaster and/or an emergency; and
(p) Provide maximum care, assistance and services to individuals and families
affected by disaster, implement emergency rehabilitation projects to lessen the
impact of disaster, and facilitate resumption of normal social and economic
activities.
