1.1

Introduction

Eastern Indonesian National Road Improvement Project (EINRIP), package ESS-01:


Sengkang - Impa Impa Tarumpakkae, is located in the North Eastern part of
South Sulawesi and part the project area is flat and the rest is rolling country. The
project road connects Sengkang which is located around 200 km. away from the
Provincial Capital, Makassar and City of Palopo in the north.
Construction of road is funded by Australia-Indonesia Partnership and PT. Multi
Structure has been chosen to construct the works. The project length is 24.175 km
and consists of the following.
Overlay and widening over a total length of 3,25 km
Full depth construction of a total length of 20,925 km.
Construction of cross drains and longitudinal drainage system along the
entire length of the road.
The bridgeworks comprise of demolition of existing bridge deck and
replacement with new deck ( Bridge Pao - Pao III : STA 27+550 ), and 6
No. existing bridges, where rehabilitation works will be required.
Construction utilities side-walk/trotoar on sta 0+000 4+425
In addition to above, the work also consist of Intersections, Road Marking,
Traffic signs and construction of pedestrian facilities.
Strengthening Panrenge 1 & 2 Bridge and Pao-pao 2 Bridge.
Detailed survey and investigations were performed, including computation of
quantities required as per construction plans and variations required to suit the
actual conditions encountered at site.
The site conditions dictated the need for increase in quantities in some items,
reduction in some and there was no revision in others.
The details are included in this report.
Purpose of Construction :
To increase the road network capacity in South Sulawesi

Benefit of Construction :
To improve the regional economy by constructing the road link, thus able to
enhance the distribution of goods and services, transportation of agricultural
and plantation products, etc.

Scope of Work :

General:
The project has been designed in detail, including pavement, drainage, intersections,
line marking, traffic signs, bus and pedestrian facilities. There is no allowance in the
construction contract for field design review with the exception of correcting errors in
measurements or deterioration of road pavement and any changes in physical
characteristics or structures that may have occurred since the design was carried
out.
The main scope of works is as follows:
- Total length of road treatment
- Total number of bridges
- Total number of box culverts

: 24.175 km
: 7 bridges ( all rehabilitation)
: 8 unit (1 extension & 7 replacement )

Scope of road work:


The carriageway is being widened to 7 meters ( from Sengkang to Impa Impa ),
which mainly through an urban area, and to 6 meters, plus two hard shoulders,
1.50m wide each ( from Impa Impa to Tarumpakkae ), which mainly a rural area.
Overlay and widening to 7 metres on a length of 3.250 km.
Reconstruction and widening to 6 metres on a length of 20.925 km.
Drainage is to be provided along the entire length of the road.

Part 3. Technical Justification


3.1. Background
As per Contract Addendum No.05 Implementation Work Package ESS-01 Time
completion will be end on July 27, 2013, and before the Contractor proposed to
request Test of Completion, Natural disasters around the month of April 2013
due to heavily rain in Sengkang town, especially at the location of Road
Sengkang -Impa Impa-Tarumpakae Project cause damage and collapse to some
of work at location 5 segments of the Link road.
At the Contractor applying for the Implementation completion test for the Taking
over packages ESS-01, taking into account the above circumstances, RSCTeam leader as Engineer only recommends the implementation of test
completion in locations outside the affected area, thus mean only the
implementation of the Taking Over apart of the item of works are listed in the Bill
of Quantity Contract Addendum No.05.
Based on these conditions, the engineer recommends steps the completion of
work on each segment as follows:

3.3. Summary of Damaged Works


Engineer refused / unable to agree Taking Over at 5 locations due to damage to
the area in the form of landslides and eroded resulting in several Miscellaneous
works heavily damaged roads such as stone masonry retaining wall, collapse
of the shoulder portion and shifting the slopes of the road. Engineer has been
instructed to implement the Test Completion only in segments that will be in
Taking Over.
five locations can not have been in Taking Over, which:
1. Section 1 = 05+720 05+800 (50 m)
Conditions of Stone masonry for Retaining wall at the bottom of the scour
occurs by rain water flows resulting in the masonry hanging and potentially
collapse at the construction.
2. Section 2 = 06+500 06+700 (200 m)
In areas where Stone masonry for Retaining wall is a shift to the right which
resulted in the collapse of most of the surface of the shoulder of the road that
caused the avalanche on the basis of land area, at the time of high rainfall in
the area.

3. Section 3 = 08+300 08+350 (50 m)


Scour occurs at the base area of the channel, resulting in shifted and cracked
Stone masonry for Retaining wall. This is due to the presence of large water
discharge during high rainfall.
4. Section 4 = 09+300 09+400 (100 m)
Stone masonry for Retaining wall on the location moved to the left and result
in the shoulder section and the collapse of the masonry cracks.
5. Section 5 = 18+150 18+250 (100 m)
There is damage to the half of the road caused by the erosion of the road on
the left side, shifted as far as 3 m. This condition occurs due to the collapse of
Stone masonry for Retaining wall along the 30 m and plate duicker half of the
road. This is due to the high rainfall in these locations.
3.3. Program of Handling
1. Temporary Handling: In all locations will be the installation of
strengthening to hold masonry to avoid widened outwards. At side the
shoulder zone the Safety road signs were installed to ensure the safety of
road users
2. Permanent Handling: Will be done if the comprehensive design at 5
locations had been completed where each item is defective will be
repaired and will likely appear in the design of new work items that the
Contractor will be proposed a Variation Order No.07 which will be filed if
the design has been completed and approved by the authorities ,
according GCC.Clause 13.1

Part. 4 Recommendation
4.1 Conclusion
4.1.1. The Part of the works that will be taking over
In accordance with General Conditions of Contract (GCC) Clause 9.1, The Engineer
agree that these Test on Completion be conducted. The Engineer is in the opinion
that employer could accept taking over for this part of work, should the contractor
propose it, which will concern as far as the works passed the Test On Completion,

On these six location, totaling 23.645 m with the value of work amount Rp.
117.524.396.858,24 (include VAT), as per in the Bill quantity completion of work
attached
4.1.2. The Part of the works has not been taking over
On sections which would not be not subject to design adaptation. The following
sections are:
1. Sta. 05+720 05+800 = 80 m
2. Sta. 06+500 06+700 = 200 m
3. Sta. 08+300 08+350 = 50 m
4. Sta. 09+300 09+400 = 100 m
5. Sta. 18+150 18+250 = 100 m
On these five location, totaling 530 m with the value of work amount Rp.
2.723.852.761,74 (include VAT), as per in the Bill quantity list deletion of work
attached
On these sections, a Right to Vary, at the Engineer initiative, and in accordance with
General Conditions of Contract (GCC) Clause 13.1, will also be recommended to the
Employer with the aim to improve the durability of the road structure. Should this
recommendation be accepted, the contractor invited to submit a proposal based on
the design by the Engineer.
4.1.3. Propose Initial Design for remaining Works
The Contractor responsible to conduct of survey investigation for prepare of the
Design prior to propose of Variation Order No.07, and the Draft Design will be submit
to the RSC for correction and endorse and then submit to Employer for Approved
The Contractor can be propose the Variation Order after the Design had been
approved by Authority parties ,where Contractor calculation of Cost Project and
Additional time to completion the works.
4.2 Recommendation
The Technical Justification is Approved and Recommended to further phase
