Write a one Page precise, unbiased and scholarly reflection on government of Pakistan
reasons for failure in context of Kala Bagh Dam Project from different stakeholders
perspective. Support your argument with Solid evidences.

If initiated, the Kala Bagh Dam project would become one of the largest civil engineering project
undertaken in the history of Pakistan. The need of building a dam at Kala Bagh has arisen to
conserve water, eliminate water scarcity and thwart floods. However, despite repeated attempts,
the Government of Pakistan, until now, has been unable to allay the concerns of the various
stakeholders involved in the proposed Kala Bagh Dam project.
Besides the Government of Pakistan, the important stakeholders in the proposed Kala Bagh Dam
project are, the donor agencies, for instance, the Asian Development Bank, architectural and
constructional firms, NGOs, political parties, provinces, farmers, landowners, administration and
etc. the construction of the Kala Bag Dam project has not yet been materialized due the number
of allegations levied by these stakeholders. Among theses, stakeholders, political parties and
provinces have emerged as the most significant stakeholder in the Kala Bagh Dam project.
Due to various misunderstandings and apprehensions, different provincial political parties have
raised a number of allegations against the construction of the Kala Bagh Dam project. Some
nationalistic political parties believe that the construction of the Kala Bagh Dam project will
deprive their towns and villages from their due share of water resource because their share will
be diverted to some other cities and areas in the country. Moreover, in order to protect their own
vested interests, political parties have wrongly led the people to believe that the construction of
the project will inundate their own villages and towns.
Other stakeholders like the environmental protection agencies have expressed their concerns
over the possible damages that the construction of the project will cause to the flora and the
fauna. For the construction of the project, a large swath of land covered by the mangrove forests
would have to be cleared out, which will result in the further depletion of the mangrove forest
reserves in the country.
The construction and architectural firms tasked to develop design of the Kala Bagh Dam project
have also expressed some concerns regarding the design requirements of the project. The donor
agencies and the international financial institutions from which loan is to be obtained, have also
expressed some reservations regarding the loan payment mechanism.
The governments failure to initiate the Kala Bagh Dam project is due to its inability to establish
consensus among various stakeholders in the Kala Bagh Dam project. Unless the concerns of the
various stakeholders in the Kala Bagh Dam project are allayed and they are taken on board, the
construction of the Kala Bagh Dam will remain a distant dream. It is high time that the
government should take proper interest in the issue.
