I am writing to request participation in the Delegation of Authority Program pursuant to

287 (g) of the Immigration and Naturalization Act. Given our relationship with ICE, this
partnership will enable us to better serve and meet the needs of the residents of Berkeley,

I have been in communlcation with Acting Resident Agent in Charge b 6 b 7 c of

your office here in 5t. Louis. GIven his advice I am proposing the fO'lIowi11g:

Establishing an fdentification Review Officer for the City of Berkeley, Missouri,

situated in North St. Louis County.

Tbis program will allow us to enter into a Memorahuum of Understanding tbat will
enable us ro participate with leE in identifying criminal illegal aliens who pose a risk to
the citizens of NOl1h St. Louis County I look forward to your speedy endorsement of
this request tlnd moving forward wIth this program for the benefit of all.

287(g) Program Management Office and the Office of the Assistant Secretary for U. S.
Im migrat ion and Customs Enforcement (ICE) are in rece ipt of your request for training for the
Berkeley Police Department.

On Novembe r 2, 2007, the Program Manager for 287(g) Delegation of Autho rity at ICE
Headquarters fo rwarded your request to the Special Age nt in Charge (SAC) Chicago, fL, and
the Field Officer Director (FOD) of Detention and Removal , Chicago. Local representatives
from these two divisions will be in contact with you soon to conduct a prelim inary assessment
and detennine whether the 287(g) program is the appropriate application to address you r local
law enforcement challenges.
