STATEMENT OF PROBABLE CAUSE

The Complainant states that the following facts establish probable cause:
Your complainant is an investigator with the St. Paul Police Department and he bases this complaint upon a
review of reports and upon his own investigation.
The defendant, CURTIS CARL WEHMEYER, D.O.B. 09/28/1964, has been charged in Ramsey County
District Court with 3 counts of Criminal Sexual Conduct occurring in the County of Ramsey, State of
Minnesota. That matter has been filed under Ramsey County District Court file number 62-CR-12-7664.
During the investigation of that matter, two juvenile males reported that the defendant showed them
pornographic images on a laptop computer prior to and during the episodes of sexual abuse.
On July 7, 2012, this investigator executed a search warrant signed by the Ramsey County District Court at
1801 Lacrosse Avenue, the rectory for the Church of the Blessed Sacrament, located in St. Paul, Ramsey
County, Minnesota. This investigator recovered an IBM ThinkPad laptop computer bearing serial number 788RK63, on the upper shelf of a closet in the defendants bedroom located at that address.
Sergeant Greg McDonald of the St. Paul Police Department conducted a forensic examination of the abovereferenced laptop computer and recovered several still images and video files depicting sex acts involving
prepubescent males. 15 still images and 3 video files are described as follows:

penis of the first male.

side, clearly displaying his penis.

showing his anal/rectal area.

File Name: 44021383.jpeg > This image shows two nude prepubescent males, one lying on his back with the
other lying with stomach side on top of the first as if engaged in intercourse, each male kissing the other mouth
to mouth.

of unknown age in his mouth while the second prepubescent male licks the shaft of that third males penis.
Count 15
File Name: 621924706.avi > This video shows a close up view of a male sucking on the penis of another, over
which there is a date stamp on the screen of 18 6 1999. The camera then zooms further away to show the
male who is sucking, from the waist up as a nude prepubescent male, kneeling in front of a standing nude male
of unknown age who caresses the head of the first male as he sucks on his penis. After some time the camera
zooms further away to show the standing male as prepubescent. The male who had been sucking on the other
males penis is seen wearing blue athletic style shorts. The standing male begins to rub the penis of the other
male over his shorts and then removes the shorts. That male then kneels down in front of and sucks the penis of
the other male. The video stops and then restarts to two prepubescent males lying nude in a bath tub, one
providing a close-up view of his penis. The video stops and then restarts showing one male now seated in the
bathtub while the other male sucks on the penis of the seated male. The male stops sucking and, using a shaving
razor, shaves the pubic hairs of the seated male. The video stops and then restarts to show the same two
prepubescent males lying nude in bed, one on top of the other as they kiss mouth to mouth and rub their bodies
together and rub each others penis. Total length of video 441,209 KB.

first males nipples while rubbing the first males still erect penis. The video stops, then restarts showing these
same two males lying alongside each other. The first male begins to masturbate. The video stops and then
restarts. Upon restarting the males are seen lying alongside each other in such a way as to allow each male to
suck on the penis of the other at the same time. At one point one of the males ejaculated into the open mouth of
the other who is seen licking the end of that penis. Total length of video 86,612 KB.
