Tenders were called for construction of roughing filter at Manavila circuit bungalow on 8 th April,
2015 by displaying invitation in public notice boards ICTAD list.
The tenders were closed on 29 th April, 2015 at 14.00 hrs and following contractors have submitted

Financial Evaluation
Arithmetic Corrections

At the financial evaluation we have considered the quoted amounts without contingencies and VAT
of all substantially responsive bids. The detailed evaluation is given below.
3.1.1:

Lowest substantially responsive offer

Isura Construction has submitted the lowest substantially responsive offer for a sum of Rs.
716795.00 including a discount of 8% of the subtotal, excluding VAT and contingencies.
There is an error in calculating the total of tender. Therefore it has been corrected in this
report as follows.
Sub Total
= Rs. 779125.00
Less discount 8% as given by the contractor = Rs. 62330.00
Therefore total of tender excluding VAT = Rs. (779125.00-62330.00)
= Rs. 716795.00

4.0 Recommendations
Considering the facts in technical evaluation and financial evaluation the lowest substantially
responsive bidder is M/s Isura Construction. However, their offered contractual sum is highly
varied with the engineers estimate. (+41.38% from the engineers estimate). However, the TEC
note that this job is different from an average construction job as the site is located in a wild life
park. Therefore, overheads of the contractor is significantly higher than other jobs. The TEC
obtained the views of the Chief Engineer ( Planning & Design) and she also has a similar
comment. Therefore, it is the opinion of the TEC that even though the bid price is 41.38% higher
than the engineers estimate, the bidder quoted amount is reasonable. Thus the TEC recommends
the awarding of the bid to Isura Construction for a sum of Rs. 716,795.00 + VAT & contingencies.
