Introduction : National Demolition Inc., is contracted to demolish and
remove the structures at the former Hollywood Park Race Track. Demolition/ construction has been ongoing for several months. The remaining structure to be demolished is the Grandstand, which is a 3-6 story building. The overall length of the structure is approximately 1300 feet. National Demolition has contracted with Dykon Explosive Corp. to perform the implosion of the Cantilevered Roof of the Grandstand Only. It is anticipated that the job will take 2-3-days to perform. The setting of the explosive material and devices will take up to 1-2 full days. The impulsion will take place on the third day. Should weather conditions become a factor all the parties involved will meet and confer on a alternative time and or day. Site Security: Currently Turner Construction is providing perimeter security of the site through there contracted provider Allied Protection There are 3 entry points to the site that are secured by uniformed security guards. When Dykon employees arrive at the area to perform there work the site will be placed on LOCK DOWN. Security measures will be escalated, only one entry point be designated for the flow of vehicles and personnel onto the site. ONLY Authorized PERSONNEL will be allowed access to the site. Turner Construction will provide through their contracted security contractor extra security guards to patrol and monitor the exterior perimeter of the site, during the days that Dykon Explosive Corp. employees are conducting work, including the day of the implosion. National Demolition will provide interior security protection for the area around the Grandstand. It is anticipated that security shifts will 12 hours per day up to 3 days. Nationals Security will provide a staff of 6 stationary security staff with 2 additional individuals to provide mobile movement. Once Dykon workers have finished there work for the day the site will be turned over to National Demolition and its staff. Individuals will be placed every 430 feet on both the Westside and Eastside of the Grandstand. A 500-foot perimeter will establish as a SAFE ZONE around the entire perimeter of the Grandstand. An interior sweep of the Grandstand will be conducted in the areas that are accessible and not deemed hazardous. The sweeps will be conducted by National Demolition employees and or there designated agents. These sweeps will occur before the start and the finish of Dykons workday. This precaution is to ensure that unauthorized persons have not compromised the perimeter and interior of the
Grandstand. Also monitor and document any irregularities that may be
present . On the day of the impulsion National Demolition and its staff will coordinate with Dykons staff and the other entities to ensure that ALL areas are secured, protected and safety is given the utmost consideration. Local Law Enforcement and Safety: The Inglewood Police Department has law enforcement jurisdiction. Should there assistance be needed in the event an emergency, they will contacted immediately. To ensure the safety of the site and the public Dykon Explosive Corp., has requested the assistance of Inglewood Police Department to provide 1 uniformed officer at the site during evening while Dykon employees are away from the site. The officer shall monitor a designated area where Dykon will be storing explosives and other materials. Should it become necessary to implement any type of traffic control or road closure for the main roads bordering the site (West Prairie St, South Century Blvd, North Pincay St), Inglewood Police Department will conduct that enforcement. Dykon provides materials used in the impulsion. These materials are shipped via a special outfitted truck. Once the truck arrives at its destination it is parked at the site and remains until the work is completed. The vehicle has no markings other then the mandatory HAZMAT codes identifying the cargo contained within. The vehicle will be parked on the eastside of the Grandstand out of the view of the public. L.A. County Fire Department is responsible for fire suppression and protection. The fire department will have equipment staged on the site in the event an emergency is declared and a fast response is required. It is anticipated that fire personnel will only be required to be on site during the day of the impulsion. Exclusion Area: Dykon has set a 1000 foot exclusion zone to be implemented around the perimeter of the Grandstand on the day of the impulsion. A public viewing area has not been identified, but due to the identified time that the event will take place there does not seem to be a reason for such a place to be designated. However should a viewing area be required outside the exclusion zone Dykons staff should be consulted in determining that location.
Hollywood Park Casino: Just south of the Grandstand is the
Hollywood Park Casino, which is a working business that is occupied by patrons 24 hours a day. The Casino Security Staff have been advised of the impending event. The Casino building is in close proximity to the Grandstand. The Casino Security staff state upon a date and time being implemented they will secure the interior perimeter of the Casino 1 hour prior to the impulsion. The smoking area at the northwest side of the casino will be closed and no patrons will be allowed to enter that area. In addition all North Side window areas of the and the East Side patio areas of the Pavilion will be secured and off limits the morning of this event. As an added precaution a Blast Fabric will be placed on the Exterior of the South End of the Grandstand Building to protect the Pavilion from possible airborne debris resulting from the Blast.
