Kind attention is invited to the ref. cited above wherein, the correspondent
of St. Bedes Anglo Indian Higher Sec.School has submitted a petition to Honble
Chief Ministers cell requesting Corporation of Chennai to grant permission to
build steel foot over bridge at their own cost across Santhome High Road
bridging St.Bedes Anglo Indian Hig.Sec.School and Dominic Savio Matriculation
school.
In this regard it is to be submitted, the site inspection was carried out to
study the feasibility of providing foot over bridge and the detailed report is
submitted for kind perusal:
1. Santhome High Road is a public road and the most important VVIP
movement road which lies between the said St.Bedes Anglo Indian
Hig.Sec.School and Dominic Savio Matriculation school.

2. The available footpath on the eastern side is 2.00m and on the western
side is 1.50m. Hence it is not possible to accommodate the foot over
bridge arms / flights on the existing foot path.
3. However, as the traffic congestion during the peak hours is heavy and
easing the traffic and to make traveling easier, it is still essential to be
done something with regards to the tedious traffic and safety of the
pedestrians.
4. Some of the unresolved issues over the years at this section of the
road has been:
Aim to curb casualties on this busy traffic road
Reduce / eliminate signals and hence reduce travel time
since it is a VVIP movement road.
Increasing the mobility of people
Solution to increasing traffic jams during peak hours of
travel.
5. As the traffic scenario in this part of the city are expected to be more
complex in the years to come, and making it even more difficult for
pedestrians to cross road safely, providing Foot Over Bridge (FOBs)
would be an ideal

option to facilitate pedestrians considering the

following few key advantages:


Improved pedestrian safety
Reduced traffic congestion
Signal free & smooth traffic movement.
One such facility ie., steel foot over bridge has been provided by the
management of PSG Institute of Technology at its own cost at Coimbatore across
the Avanashi Road (which is a Highway) connecting the campuses of PSG
Institute of Technology and PSG Institute of Management to tide over the traffic

problem and to ensure safety of the students to cross the road to reach one
campus from the other, without traffic held up.
Since a private party ie St. Bedes Anglo Indian Higher Sec.School is
coming forward for implementation of the road infra structure at their own cost
and to optimize on the utilization of corporation funds for priority projects,
permission may be accorded for the construction of Foot Over Bridge subject to
the conditions:
1. To furnish a detailed drawing showing the location and orientation of
the Foot over bridge.
2. To finish the foundation & structural design and stability certificate for
the proposed

foot over bridge from leading institutes such as

IIT

Chennai or from College of Engineering , Anna University, Chennai .


3. To furnish stability certificate from the designer / consultant stating the
soundness of the structure
4. To furnish NO-Objection Certificate from Police department.
5. To provide Elevators / Lifts for the Foot over bridges for better
utilization of Physically Challenged persons, Children and elders.

6. The entrance of stair case / Elevators, to also have an access to Public


Road.
7. Corporation of Chennai reserves the right to remove the structure at
any point of time.
Points to be considered on designing of Foot Over Bridge :
1. To maintain a minimum clearance of 5.50m underneath the Foot over
bridge from the existing road surface.

2. The FOB structure to be designed in accordance with the Indian


Standard Codes for appropriate seismic load, all dead, live loads, wind
pressures etc. in all cases.
3. The Steel structures to be designed in accordance with the provisions
of IS 800:1984. Structural steel shall conform to IS 2062:2006. Tubular
sections would conform to IS- 4923 Structural joints shall conform to IS
4000:1992.

The width of the staircase shall be minimum 2.00 m. The maximum


tread and rise of the staircase shall be 300 mm and 150 mm
respectively.

5. The treads of the steps shall be of anti-skid material.


6. Elevators, suitable to external weather conditions, certified by ISO
9001 having provision for manual operations for up and down
movement and inclusive of guard rails, handicap chair attachment etc
shall be provided.
7. The skywalk shall be covered with a roof of semitransparent
polycarbonate sheets (minimum 10mm thick) with appropriate drainage
system.
8. The floor of the skywalk shall be continuous without any obstructions
and shall be of anti-skid material.
9. The skywalk shall include safety features such as guardrails/ handrails
along the length of skywalk for safety of the users.
10. Proper signage in at least 2 languages to be provided on the FOB

11. The planning, design and execution of electrical installation, of lifts/


escalators in FOBs shall be carried out in accordance with Part VIIIBuilding Services (Section 2-Electric Installations, Section 5-Installation
of Elevators and Escalators, of National Building Code (NBC) of India
prepared by BIS and as prevalent at the time of execution of the works,
as the case may be.
12. The lift /escalator should be provided with adequate power backup in
case of emergencies.
13. To provide the required firefighting equipment and facilities including
fire hydrants, fire proof doors etc. conforming to the relevant standards.
14. The materials used for the FOB, flooring, roofing etc, should be fire
resistant.
15. Necessary Electrical consumptions charges to be paid periodically
Hence under the circumstances explained and on accepting to the
stipulated conditions permission may be accorded to

the correspondent of

St. Bedes Anglo Indian Higher Sec.School to build steel foot over bridge at their
own cost

across the Santhome High Road bridging St.Bedes Anglo Indian

Hig.Sec.School and Dominic Savio Matriculation school.


If approved , orders of the Commissioner are also requested to place the
subject before the Council through Town Planning Committee for approval.
