The IRCs EPRU
The IRCs Emergency Preparedness and Response Unit (EPRU) leads or oversees IRCs
global emergency preparedness and response activities. The mission of the EPRU is
to help meet the immediate survival needs and reduce suffering in conflict or
disaster affected populations during the acute phase of an emergency. The EPRU
also works in protracted emergencies, where the risk to life may be reduced but the
population is still subjected to rights abuses and a lack of basic services.
The EPRU is also charged with enhancing the IRCs global and country level
emergency preparedness capacity. We do this by supporting the development and
training of Country Emergency Teams, assisting in the development of emergency
focused partnerships with local civil society organizations, maintaining regional and
global capacity to rapidly identify and deploy qualified emergency response
personnel and supporting country-level contingency planning .
SCOPE:
The Project Officer Emergency Response Programs working within the IRCs
Emergency Preparedness and Response Unit (EPRU) and in collaboration with the
Emergency Accountability team will guide the revision and finalization of the IRCs
Sector-specific Toolkits for Emergency Programming (RAT- STEP). This revision
process will include aligning the toolkits to the new IRC global strategy and its core
priorities and initiatives. The Project Officer Emergency Response Programs will
also work with IRC technical focal points to develop shortened streamlined toolkits
meant for extremely rapid (within 72 hours of an emergency) implementation (RITSTEP).
The Project Officer Emergency Response Programs will report to the Senior
Emergency Accountability Coordinator, but maintain very close working
relationships with the various focal points contributing to the sector toolkits, and the
rest of the accountability team. A collaborative working relationship with the EPRU
support manager will also be required.

Serves as the project officer for the sector toolkits; including implementing the
project workplan to meet target completion dates, facilitating interdepartmental
coordination, as well as planning and facilitating required review processes.
Tracks, coordinates and reviews development of tools across program sectors
and many technical focal points to achieve consistency and standardization in
accordance with technical unit and emergency response standards
Develops templates for the creation of RIT-STEP projects
Facilitates the final reviews, formatting, and approvals of each of the 18 RAT and
7 RIT toolkits
Monitors the quality, language, professionalism, clarity and technical strength of
tools developed in each of the toolkits making changes, ensuring consistency
and the production of high-standard, professional toolkits in content, clarity,
consistency and evidence.
Create and maintain a project dashboard for public tracking of progress.
REQUIREMENTS:
Degree, in a related field such as international/humanitarian programming/public
health or equivalent experience
2-3 years of program management experience preferably in emergency contexts
Demonstrated strong Design Monitoring Evaluation capabilities
Demonstrated abilities to build consensus among and facilitate decision making
across multiple stakeholders.
Demonstrated ability to write clear project design documents and logframes
