In order to achieve Lossless HOs packets are forwarded from the source to the target.

should be applied to it during the handover or not.
The GTP-U message End Marker is used for ever EPS bearer which is subject to a HO.
The End Marker is an indication of the last DL T-PDU (i.e. user data SDU)
to source eNB is expected from the EPC.
The end marker is a special GTP-U PDU which carries no data.
