SECTION 010000 GENERAL REQUIREMENTS


1. GENERAL
1.1.

RELATED DOCUMENTS

1.1.1. Drawings and general provisions of Contract and Specifications,


applicable for this section.
1.2. PROJECT / WORK IDENTIFICATION
1.2.1. Project consists of proposed 2x150MW SLPGC CFB Power Plant
Project, Phase 1 and related site construction.
1.2.2. Project Location:

Calaca, Batangas

1.2.3. Owner
: South West Luzon Power Generation
Corporation
1.3.

WORK INCLUDED IN THIS CONTRACT

1.3.1. Providing all labor, materials, equipment, and services etc., as


required to complete all work identified in, or otherwise stipulated
by the contract documents for the Balance of Plant Buildings
(BOP).
1.4.

WORK EXCLUDED FROM THIS CONTRACT

1.4.1. Providing equipment noted as Not in Contract (N.I.C.), or By


Owner (B.O.). The Contractor shall, however, provide services and
coordination related to items not in the contract as otherwise
stipulated by the contract documents.
2. RESPONSIBILITIES OF THE CONTRACTOR:
2.1.

REGULATIONS:

2.1.1. The Contractor shall fully comply with all governing Local, and
National Laws, Rules, Regulations and Ordinances, including but not
limited to the National Building Code, National Fire Code, National
Plumbing Code and the National Electrical Code.
2.2.

PERMITS:

2.2.1. The Contractor shall obtain and pay for all Local permits and Utility
Fees and shall arrange for all necessary inspections and approvals
from the authorities having jurisdiction. Should any changes be
necessary in the Contract Documents to secure such approvals, the
Contractor shall promptly notify the Architect / Engineer.
2.3.

DRAWINGS

2.3.1. The work shall conform to the Contract Drawings, details and maps,
all of which form a part of these specifications.

2.3.2. Omissions from the drawings or specifications or the mis-description


of details of work which are manifestly necessary to carry out the
intent of the drawings and specifications, or which are customarily
performed, shall not relieve the Contractor from performing such
omitted details of the work, but they should be performed as if fully
and correctly set forth and described in the drawings and
specifications.
2.3.3. The Contractor shall check all drawings furnished him immediately
upon their receipt and shall promptly notify the Architect / Engineer
of any discrepancies. Figures marked on the drawings shall be
followed in preference to scaled measurement. Large scaled
drawings shall govern small scaled drawings. The Contractor shall
compare all drawings and verify the figures before layout of the
work and will be responsible for any errors which might have been
avoided thereby.
2.3.4. All drawings issued for Construction shall be furnished solely by the
Architect / Engineer.
2.3.5. Physical Data: The physical conditions indicated on the drawings
and in the specifications are the result of site surveys conducted.
However, it is expressly understood that the Architect /Engineer will
not be responsible for any interpretation or conclusion drawn
therefrom.
2.4.

SUBMITTALS

2.4.1. Proposed materials submittals required of the Contractor shall be


submitted within 30 calendar days after Notice To Proceed to allow
sufficient time for processing, review, approval and procurement
before the Contractor is ready to use it prior to written approval.
2.4.2. The Contractor shall furnish the name and address of the
manufacturer of each item of material and equipment.
2.4.3. The Contractor shall furnish three (3) copies for approval, giving full
information, such as identifying descriptions, catalog numbers, data
sheets as may be required for all materials designated in the
technical section of these specifications.
2.5.

SHOP DRAWINGS

2.5.1. Before starting the fabrication or installation of any of this work, the
Contractor shall submit drawings as may be required and
designated in the technical sections of these specifications.
2.5.2. In addition to the drawings designated in the technical sections, the
Contractor shall furnish any and all sketches, drawings and/or
diagrams used in connection with the completion of the project to
the Architect / Engineer.
2.5.3. The Contractor shall not be relieved of responsibility for any
deviation by the Architect / Engineers approval of the Shop
Drawings, unless the Contractor has specifically informed the
Architect / Engineer in writing of such deviation at the time of
submission and the Architect has given written approval to the
specific deviation.

2.5.4. The Contractor shall not be relieved from responsibility for errors or
omissions in the Shop Drawings or Samples by the Architect /
Engineers approval thereof.
2.6.

COORDINATION

2.6.1. The Contractor shall be fully responsible for coordinating all


construction activities, verifying dimensions and existing field
conditions, establishing on-site lines of authority and
communication, monitoring schedules and progress, monitoring
quality, maintaining records and reports and in general assuring the
proper administration of the work.
2.6.2. The Contractor shall cooperate with the Owner to the greatest
extent possible. The Contractors cooperative efforts shall include,
but shall not be limited to:
2.6.2.1. Maintaining fire and all other safety standards acceptable to
governing authorities.
2.6.2.2. Protecting landscaping, site utilities, site improvements and
features, and all other improvements within the Project area.
2.6.2.3. Storing on-site materials at locations acceptable to the Owner
and governing authorities.
2.7.

SAFETY

2.7.1. The Contractor shall assume full responsibility for all means,
methods, procedures, sequences and techniques of construction
employed and shall take all measures required to ensure the safety
of construction workers, as well as the safety of the general public.
2.7.2. The Contractor shall take into full consideration and assure himself
that all necessary barricades and fencing are provided.
2.8.

JOB SITE LAYOUT, CONDITIONS AND MEASUREMENTS

2.8.1. The Contractor shall employ a qualified engineer to determine all


lines and grades and to field verify existing job conditions and
measurements shown on the Drawings.
2.8.2. No on-site layout will be performed by the Owner, the Architect /
Engineer, or their agents.
2.8.3. The Contractor shall carefully examine the site and Contract
Documents prior to submitting his/her bid and satisfy
himself/herself as to the conditions under which he / she must
operate to perform the work.
2.9.

SUPERINTENDENT / FOREMAN - SUPERVISION

2.9.1. The Contractor shall place and maintain a competent, experienced


construction Superintendent / Foreman in charge of the Work, on
the job site at all times while work is in progress, including overtime
operations by the Contractors forces or by sub- Contractors.
2.10. CONTRACTORS USE OF PREMISES

General Requirements

2.10.1.
General: Limit use of the premises to construction activities
in areas indicated. Portions of the site beyond areas in which
construction operations are indicated are not to be disturbed.
2.10.2.
The Owner expects professional conduct from all construction
personnel.
2.10.3.
The Owner prohibits smoking, other tobacco product use, and
the use of alcohol and drugs on the property at all times. Proper
attire is also expected.
2.11. OCCUPANCY REQUIREMENTS
2.11.1.
Obtain a Certificate of Occupancy from appropriate officials
prior to Owner occupancy.
2.11.2.
Prior to Owner occupancy, mechanical and electrical systems
shall be fully operational. Required inspections and tests shall have
been successfully completed.
2.11.3.

Contractor shall clean the project prior to occupancy.
