Query
a) The developed GIS application should be supported with all
functionalities on Windows Mobile and Android operating systems.
This is to ensure full support and migration capabilities of the
application for the next 5 years .
The GIS and application data downloaded as well as the device used by
staff should be completely secure.

Answer
The mobile application should be compatible with all smart phones
having HTML5 enabled browser.

As the target users of the mobile application are not limited to

departmental users and will be available for citizens, NGOs also. So no
such type of security features are required.

Features like device lock and wipe, software and hardware inventory
and data encryption should be supported and MPFD

administrators should be able to monitor status of these devices using

web console.
Application and user provisioning, application updates and upgrades
should be done over the air (OTA) without requiring any manual
intervention

As this application will not be native application so this question does

not arise.
