Introduction
H
ealth is a vital resource, encompassing social, personal
and physical well-being and capability. Assessing the
health needs of a community can be difficult and time-
consuming, as information can be hard to find and because
the term “Health Needs Assessment” can mean different
things to different people and professional groups. In Walsall
the need for effective Health Needs Assessment (HNA) is
recognised as a way of identifying and systematically
assessing priority health issues, which can inform
organisations responsible for resource allocation and for the
design of new services.
This resource pack has been created in an initiative supported

by Walsall Health Action Zone, the Public Health Directorate
and Health & Regeneration at Walsall Teaching Primary Care
Trust. The aim of this resource pack is to act as a simple,
practical guide to those undertaking a Health Needs
Assessment by setting out the main areas which need to be
considered in relation to health in it’s broadest sense. Where
applicable, relevant agencies and organisations are identified.
Sources of relevant information are provided and, wherever

possible, contact details allowing access to information are
provided. It must be recognised that this resource pack is only
a guide, and will need to be updated regularly. However, it is
hoped that by following the format of this resource pack the
process of Health Needs Assessment should be quicker, easier
and more effective.

Toolkit Model of Use
This Toolkit is set out to provide the user with the basic
elements needed to initiate a Health Needs Assessment
(HNA) in the town of Walsall. The toolkit itself does not
complete the HNA for you, it provides you with the resources
needed to locate information.
This toolkit identifies the key areas that have an influence upon
community health needs. This resource includes contact details
and addresses to assist you in finding information.
Toolkit use
Provided below is a model of use for
the toolkit. There are six basic
steps you may want to consider:-
1. Why are you assessing this
group or area? Has a needs
assessment previously
been undertaken that you
could build upon?
2. Who is the target
population, i.e. teenage
mothers or the local
community?
3. What do you want to assess?
It could be the provision of
community health services or the
impact of crime on a particular area.
4. Think about how you will collect the data and how will you
analyse it? Who is going to look at the results, i.e.
community members or the Public Health Department?
5. What will the evaluation contain and who will it be
produced for?
6. Will the piece of work you have undertaken result in service
change that is more beneficial for the service user?
You may wish to review related literature or information
targeted around your HNA. The review is important as it may
identify areas of need that you may not have thought of. It also
leads you to “other assessors” within the field that may have a
wider knowledge base.

Why is this important to health?

When performing a Health Needs Assessment, the first step is
to describe the community being assessed. For example, types
of housing, employment rates and
educational attainment are important
elements in the composition of a
community. Identified below are
aspects of community
composition that may be
considered in a HNA.
Where can I obtain this

type of information?
There are four main sources of
information.
1. The first major source of
information is the internet. There are
several excellent websites that hold a large volume of
health and demographic data. These include:

2. The Public Health Annual Reports contain vast amounts of

demographic and health information. Several of the
reports are theme based focusing on specific topics such as
child health and sexual health in Walsall.
3. The Public Health Department in Walsall has developed a
website which includes many key Public Health Reports.
This site is also being developed to contain information on
topics such as medicine management and clinical
governance. Several reports on the site focus specifically on
the demographic and community composition of the local
population.

how needs are channelled

The library service collates local information
in the form of a file. There are fourteen categories and they
range from education services, Local Authority information
through to the population census. It also has a local organisations
directory with contact details of over 800 organisations and
community groups in Walsall. It is available in hard copy and
electronic format. The information can be requested by category
example locality, activity, interest groups. The library service
throughout its network (Central Library, 19 branch libraries and
mobile library services) provides an enquiry service for all types of
information requests.

The Children’s and Family Partnership is a forum organisation

that brings together professionals and local communities to
influence services and planning that affect children &
families. Within this department you may find an annual
report that identifies the needs in fourteen areas within
Walsall. The needs identified pertain to the childcare,
demographics and Children Centres. The information is held

The views of the community play a
prominent part in assessing health
needs. This important point of
view provides the qualitative
information that is required
in this assessment process.
The views that are given help
to bring about service change
and delivery.

The library services are a good
starting point to obtain information
about local community groups and their
location. The Electric Palace is a centre in
Bloxwich that offers information on health issues that young
people in Walsall can access. The service also co-ordinates
Participatory Appraisal Training. The training involves the
research and sharing of information that local people find
interesting. The techniques taught are used to consult with
the community on a range of issues. There is work done on
specific projects in particular localities, e.g. transport issues in
the West of the borough.
Another means of accessing community views is via the

Community Empowerment Network (CEN). This a new
statutory body that provides an umbrella organisation for
various groups within the community. The CEN feeds back
information from the community via a network to the Walsall
Borough Strategic Partnership (WBSP).

The fear of crime and not feeling safe has an adverse effect
on the health of individuals and communities who find
themselves victims of crime. Research has identified a
relationship between crime, poverty, ill health and the type
of area a person lives in (Griffiths S 1998).
Further research suggests that
fear of crime may encourage
isolation and increase stress.

limit lifelong disadvantages and ill health. A lack of
qualifications such as numeracy and literacy skills may
contribute to unemployment. Unemployment is often
associated with poor housing, food and
warmth, all of which impact on health.

Housing is much more than a shelter from the elements.
When considering health and housing the dwelling place is
an important component. Housing not
only has to be warm, dry and
“weatherproof” but it also
has to be safe and secure
hopefully in an attractive
environment. Patterns
of poor lifestyle,
overcrowding, poor
insulation and low
income contribute
to the patterns of ill
health that are seen
in Walsall.

this type of
information?
The Housing Department at the
Walsall Metropolitan Borough Council
have compiled a series of reports that examine issues around
housing need and accommodation for specific users. The
Walsall Housing Strategy provides an overview of the housing
strategy for Walsall and how it will deliver on improving the
quality of homes. The information provides a summary of the
research undertaken, i.e. the percentage of homes owner
occupied or rented . The other document is the Housing
Needs Study 2000 (an updated version will be available in
December 2004). This document contains a lot of
information on mobility issues around the home and
preference of house location.

It is widely reported that people on low incomes or very low
incomes suffer more from illness than those in a higher
earnings bracket. They are also more likely to die more
prematurely than those people in a higher income group
(Townsend et al 1988). The health inequalities experienced by
these groups are a result of not meeting the basic human
needs sufficiently. Basic needs such as
decent housing, food and warmth
will all impact upon
health.
The groups of people

most likely to find
themselves in poverty
are the elderly, low
paid, lone parents,
people with
disabilities and the
unemployed.

Where can I obtain

this type of information?
A survey called the Health of the
Household survey has been undertaken
in some areas of Walsall. This survey is funded partly by HAZ
(Health Action Zone) and will provide the assessor with basic
demographics. There is also data on any diseases that may be
present in the households. The survey is comprehensive in
that it covers many, if not all of the households in the area.
The data held cannot at present be cross-referenced (e.g.
how may women in the chosen area smoke).

A completed report on the Moxley area is available in hard

copy. Interim reports have been completed on the Mossley &
Dudley Fields, Delves and Alumwell, Pleck, Lower Leamore,
Palfrey, Birchills and Brownhills East. Leamore/Bloxwich have

For Lifestyle information on young
people in Walsall a summary of the report regarding the
Lifestyle Survey is available from the Health Development
Manager (address in the contact list). This information is
compiled on a school basis, therefore information by ward
may be difficult to obtain. It is also cautious to remember
that children may attend a school in one area of the town,
while they may reside in another area.

Walsall Sports and Leisure Development Services can retrieve

lifestyle information on clients who have accessed the
Heartcare initiative. Types of information you may find are
the age of the client, risk factors, Coronary Heart Disease
(CHD) and self-fitness evaluations.
Services that are jointly available to help with lifestyle

changes under the theme ‘Time to Change’ include Smoking
Cessation, Community Dietetics and Physical Activity. These
services hold lifestyle data on clients who have undertaken
their programme. The data includes baseline information
(giving a basic community picture) as well as post
intervention data. Information on facilities and mapping of
services based on the North, South, East and West areas of
Walsall can be obtained from the various project leaders.

If we acknowledge the wider elements of transportation we
can see that it is not just a means of getting from one locality
to another. There are health
implications to transportation that
may need to be taken into
consideration when
conducting a HNA.
Methods of
transportation can be
very effective and
promote health such
as walking and cycling.
However harmful issues
such as accident rates
and pollution from
vehicles may be a
factor when
undertaking a HNA.
Below are some of the

The Travel Wise Co-ordinator based at Walsall Metropolitan
Borough Council has access to information regarding road
safety plans and records of accidents within the Walsall area.
They also undertake Travel Plans for any organisations or
individuals who require help in finding a more economical
and healthier alternative to travelling to work. Specific
information on transportation and a HNA will have to be
requested from the Travel Wise Co-ordinator.

Voluntary services can play a vital part in a community and
offer a wealth of information. The voluntary services are in a
prime position to have knowledge of the immediate needs of
the community. The individual services often hold data on
issues pertinent to the community that may not be known to
the larger public services. Identified below are some potential

services.

The Walsall Voluntary Action (WVA) in Walsall have compiled
a Classified Directory of Independent Voluntary organisations
