Introduction
H
ealth is a vital resource, encompassing social, personal
and physical well-being and capability. Assessing the
health needs of a community can be difficult and time-
consuming, as information can be hard to find and because
the term “Health Needs Assessment” can mean different
things to different people and professional groups. In Walsall
the need for effective Health Needs Assessment (HNA) is
recognised as a way of identifying and systematically
assessing priority health issues, which can inform
organisations responsible for resource allocation and for the
design of new services.

Toolkit Model of Use
This Toolkit is set out to provide the user with the basic
elements needed to initiate a Health Needs Assessment
(HNA) in the town of Walsall. The toolkit itself does not
complete the HNA for you, it provides you with the resources
needed to locate information.
This toolkit identifies the key areas that have an influence upon
community health needs. This resource includes contact details
and addresses to assist you in finding information.
Toolkit use
Provided below is a model of use for
the toolkit. There are six basic
steps you may want to consider:-
1. Why are you assessing this
group or area? Has a needs
assessment previously
been undertaken that you
could build upon?
2. Who is the target
population, i.e. teenage
mothers or the local
community?
3. What do you want to assess?
It could be the provision of
community health services or the
impact of crime on a particular area.
4. Think about how you will collect the data and how will you
analyse it? Who is going to look at the results, i.e.
community members or the Public Health Department?
5. What will the evaluation contain and who will it be
produced for?
6. Will the piece of work you have undertaken result in service
change that is more beneficial for the service user?
You may wish to review related literature or information
targeted around your HNA. The review is important as it may
identify areas of need that you may not have thought of. It also
leads you to “other assessors” within the field that may have a
wider knowledge base.
