GUIDELINES FOR SCREENING OF APPLICATIONS
For Different Scientific Positions (Including Research Management Positions)
Using Revised Score Card (For Direct Selection)

1. CONSTITUTION OF SCREENING COMMITTEE
Two or more subject matter experts as Members, one of whom may be designated as Chairman of the
Committee by the ASRB. In addition, one more scientist who need not necessarily be a subject matter expert
will be designated as the Member Secretary of the Screening Committee.
The quorum for the Screening Committee shall be three including Chairman and the Member Secretary.
2. PRELIMINARY APPRAISAL FOR FULFILLING ESSENTIAL QUALIFICATIONS (by ASRB Staff)
2.1

ASRB Staff shall undertake the preliminary screening of the applications received for all scientific
positions. While doing so, a comparative tabulated statement shall be prepared. Applications should
have been received within the prescribed dates both for the Advance copy as well as the Through
Proper Channel copy as appeared in the advertisement. Applications received late in either case shall
be rejected and not considered for screening.

2.2

The candidate(s) should fulfil all the prescribed essential qualifications for the post applied for. If any
candidate does not fulfil one or more essential qualifications, he/she will not be eligible for the post
applied for. It will be simply mentioned Not Eligible/Does Not Fulfill The Essential Qualification
against his/her name in the preliminary score card sheet. No marks are to be given to such candidates
under any item of the Revised Score Card System. However, the Screening Committee shall confirm
the eligibility once again especially with respect to Academic Qualifications and Employment Records.

2.3

Those candidates who do not fulfill the minimum prescribed qualifications of work experience for the
post, some alternate qualifications are given for eminent scientists having proven record of scientific
contributions. Under this alternative qualification of Eminent Scientist, only those candidates shall
be considered who have been decorated with (i) national/international awards/recognitions such as
those conferred by National Organizations like ICAR, CSIR, DBT etc., Govt. of India, International Bodies
of repute like FAO, UN etc (ii) Fellows of one of the recognized National Academies, viz; National
Academy of Agricultural Sciences, National Academy of Medical Sciences, Indian Academy of Sciences,
Indian National Academy of Engineering, Indian National Science Academy and National Academy of
Sciences and (iii) Minimum of 10 publication in journals having NAAS ratings of 7.5 and above. All
three conditions should be simultaneously met with to qualify for the eminent category.

2.4

The recognitions should, however, be relevant to the positions applied for. Award of fellowship by any
other organization/society, development of technology, variety/prototype etc. are not to be
considered for this purpose. The interpretation of the qualifications and/or the recognitions by
different professional bodies to an Eminent Scientist shall be made finally by Chairman/Member of the
ASRB.

2.5

The applications received from persons working abroad/outside India having no prescribed pay scale
shown in their applications, the Screening Committee will determine their eligibility on the basis of

Revised Score Card after assessing their qualifications and number of years of experience and
emoluments for the equivalent posts and may recommend such cases within the prevailing prescribed
recruitment rules.

3. GUIDELINES FOR THE SCREENING COMMITTEE FOR SCREENING OF APPLICATIONS


3.1

Marks are to be assigned for different attributes as per the approved Revised Score Card. Detailed
guidelines for assigning marks out of the maximum score given for each attribute are also provided.
Screening Committee is empowered to assign marks following the detailed guidelines. In case of any
doubt about assigning marks or interpretation of the clauses of screening, the interpretation of
eligibility criteria clauses will be made by Chairman/Member, ASRB and the decision, thereof, shall be
final.

3.2

The scores obtained will be multiplied by a factor of 0.6 in case of Senior Scientist (SS) and Principal
Scientist (PS), by a factor of 0.5 in case of Head of Division (HOD), Head of Regional Station (HRS),
Project Coordinator (PC), National Coordinator (NC) and other equivalent Semi-RMP positions, and by
a factor of 0.4 in case of Director, Deputy Director General, Directors of Deemed Universities and
equivalent RMP positions to obtain weightages of 60, 50 and 40% respectively as final scores of the
Screening Committee.

3.3

(a) The amended NAAS Journal ID is on a scale of 1.0 to 10. The first author will get the full score of the
NAAS rating of a journal while a co-author will get 75% of the rating. The total scores will be obtained
by summing up of the NAAS rate scores of the maximum number of publications as prescribed for each
category of positions and as provided by the applicants. This total score will be multiplied by a factor
of 1/5 for Senior Scientists, 1/7 for Principal Scientists, 1/10 for Head of Divisions and equivalent and
1/18 for the RMP positions to obtain the final score under publication in Col. 9 (i).
(b) In respect of Publications (Refereed Journals), it is stated that scientists working in NAARM,
managing human resource functions or such other Institutes or disciplines, who generally do not have
publications in NAAS rated high impact journals, the Screening Committee in such cases is empowered
to appropriately decide the score of such publications between 1.0 and 2.0.
(c) In respect of the column other publications of the Score Card, two marks for the first author and
one and a half mark to co-authors for each book of minimum 100 pages published, authored/edited.
Similarly, one mark each for Book Chapters, policy paper or training manual published as author is
assigned for the post RMP. In such cases, marks will be assigned by the Screening Committee to those
authors and co-authors as well, who are editing or contributing to bulletins, book chapters etc.

3.4

In case of service rendered in Regional Centre/Stations, which are located in remote/disadvantaged


areas, scoring details are available in the Score Card Guidelines for each category of Scientists and
other positions. The list of such Regional centres/Stations being treated as Disadvantaged Areas is
given at Annexure II, and is subject to revision by the Council from time to time.

4. SHORT LISTING OF CANDIDATES TO BE CALLED FOR INTERVIEW


4.1

First ten ranking candidates for each post subject to a minimum of 50% and 60% marks in the
screening shall be eligible for interview call for Non-RMP and RMP posts, respectively.

4.2

The final selection shall be made by giving weightage to Score Card marks and interview marks in the

Essential Qualifications:
a) For disciplines other than Engineering subjects
Doctoral degree in relevant subject including relevant basic sciences1 with 8
years experience in the relevant subject as Scientist/Lecturer/Extension
Specialist or in an equivalent position in the Pay Band-3 of `15,600-39,100
with Grade Pay of `5400/`6000/`7000/`8000 and having made contributions
to research/teaching/extension education as evidenced by published
work/innovations and impact.
b) For Engineering disciplines
Doctoral degree in relevant engineering subject with 6 years experience as
Scientist/Lecturer/Extension Specialist or in an equivalent position in the Pay
Band-3 of `15,600-39,100 with Grade Pay of `5400/`6000/`7000/`8000 and
having made contributions to research/teaching/extension education as
evidenced by published work/innovations and impact.
OR
Masters degree in the relevant engineering subject with 10 years experience as
Scientist/Lecturer/Extension Specialist or in an equivalent position in the Pay
Band-3 of `15,600-39,100 with Grade Pay of `5400/`6000/`7000/`8000

The eligibility qualifications of the applicants not having worked in the above
mentioned Pay Scales/Bands entirely or partly but have been employed for the
number of years as required will be decided on the basis of the prevailing
equivalence rules at the time as appeared in the advertisement and the decision
of the Board will be final in this regard.
Marks will be awarded strictly for the service experience over and above the
prescribed essential years stipulated as minimum qualifications. One mark for
each year of service experience over and above the prescribed period required
for the particular post.

Marks are assigned for service rendered in the following remote areas
namely, the Andaman, Nicobar, Lakshdweep, Minicoy and Amindivi islands;
States/Union Territories in the Northeastern region, Ladakh Division of J&K
State, Sikkim, Pangi Sub-Division of Chamba, and Lahaul & Spiti districts of
Himachal Pradesh.
-One mark for each year of completed service in a remote area Marks are assigned for service rendered in a regional centre/station in
disadvantageous areas (other than those in remote areas as mentioned
above). The decision for classification of a place of posting of a candidate
shall be based on notifications of ICAR from time to time in this regard.
(A half-mark for each year of completed service in disadvantageous area as
notified by ICAR from time to time).
Note : The benefit is available only for service period in ICAR or other Central
Government Institutes.

The benefit of this can be availed only once successfully in the service
career, meaning that if a candidate has already been given the credit for
service in defined remote areas for a direct selection to an ASRB advertised
position earlier, the same benefit can not be given again.

Candidates should clearly mention this in the application indicating the name of
the post, Advt. No. and the Item No., in which she/he was selected and in which
previous service in remote areas as defined by ICAR has been counted.

Extension

Research and Extension (FSR/E), Participatory Rural Appraisal (PRA) and
Participatory Technology Development (PTD), yield gap analysis and impact
assessment for providing feedback to research and development. Development lof
innovative extension methodologies, management cases and documentation of
success stories. Consequence and constraint analysis studies conducted on
technology application and adoption, scales, tests and performance indices
developed for measuring technology dynamics and kinetics in a system.

technology inventory support provided to the extension system for technology

Involvement of Formal Village Organizations in Extension, Farmers/Commodity

BoMs, Academic Councils and similar Advisory Committees of the Institute or
Agency or University and the implementation of their recommendations, Production
and distribution of seeds, varieties cultures, biological, providing testing or diagnostic
services in referral laboratories , Maintenance of farm including production facilities,
Maintenance of germ-plasm, gene bank, seeds, type-cultures.
( 5% for each activity and maximum 50%)
Assistance in monitoring (physical, financial and scientific) targets, Innovation in
research/teaching/extension monitoring and co-ordination methods, Participation in
institutional activities/meetings, Revenue generation through sale of produce,
Cataloguing seeds, varieties, cultures, documentation and maintenance of the
registry, Special assignments (international organizations, overseas and special
national assignments) or consultancies.
(5% for each activity and maximum 50%)

Externally Funded Projects/Resource Generation


Only those projects supported from external sources on the basis of
applicants competence should be mentioned, such as ICAR Cess Fund
Schemes, Competitive Grant Projects (CGP) under World Bank, projects
funded from DST, DBT and national/ international organizations/ agencies
projects with more than Rs. 5.0 lakhs support will be considered. Two marks
for Principal Investigator (PI) and one mark for Co-PI/associated scientist.
-Maximum of 4 marks-

Commercial release/sale/use of technology attracting revenue to the


Organization, Proceeds from the sale of farm produce, seeds, biological, kits
or other products, revenue generated through training or consultancies
offered (1.5 marks for revenue between Rs. 5.0 to 10.0 lakhs and 3 marks for
revenue above Rs. 10.0 lakhs).
-Maximum of 3 marksNB: Only the PI and Co-PIs of an approved research/service project or
training programme are to be considered for resource generation.

Summer/Winter School / Refresher Course/Symposia/Conference etc.

A half-mark for each subject matter lecture delivered as resource person in


Summer/Winter School/ Refresher course/trainings etc., where a written document has
been published as part of the compendium.
-Maximum of 2 marks-

International Recognition

One mark for each one-month experience of working in internationally important


organization/laboratory. Period spent for consultancy/assignments for UN Agencies or
foreign country national governments including inter-governmental agencies and
Universities abroad are to be considered. Period spent abroad towards
Masters/PhD/Post-Doctoral experience will not be considered.

Publications/including papers in refereed journals


Publications (Refereed Journals)
Identify ten best research papers published in refereed journals for allocation of
score according to NAAS Journal ID on a scale of 1 to 10. Full marks for first
author and 75% for co-authors. The total score obtained will be multiplied by 1/5
to obtain the actual marks. For research publications where NAAS journal ID is
not available, the Screening Committee shall be empowered to give appropriate
rating as explained in the Guidelines at the beginning.-Maximum of 15 marksOther Publications

Only clearly defined contributions as a leader in institutional building shall be
considered.
For Example:
Creation of a totally new institution, new infra-structure, laboratory, farm or
field facility etc., that has bearing on improved standards of research,
education, communication, extension or resource generation can be given.
Likewise, in case of adding new equipments, mention can be made as to
how many other scientists are benefited by such addition. Similarly,
encouraging HRD, plan implementation and/or monitoring of progress to show
better results, successful execution of major projects, etc. can be given.
Structural changes in operational research and management reforms which
resulted in better production or efficient utilization of resources are to be
mentioned.
Three marks each for the above stated contributions

Credit/marks if any for these are to be added with the marks/score in Col 4

position in the Pay Band-4 of `37,400-67,000 with Grade Pay of `8700/
`9000.

the number of years as required, will be decided on the basis of the
prevailing equivalence rules at the time as appeared in the advertisement
and the decision of the Board will be final in this regard.

days within or outside the Institute, where working including training in
NAARM.

Service in Remote Areas / Regional Centres
Marks are assigned for service rendered in the following remote areas

Marks are also assigned for service rendered in a regional centre/station


in disadvantageous areas (other than those in remote areas as
mentioned above). The decision for classification of a place of posting of
a candidate shall be based on notifications of ICAR from time to time in
this regard.

as notified by ICAR from time to time).
Note: The benefit is available only for service period in ICAR or
other Central Government Institutes.

The benefit of this can be availed only once successfully in the service
career, meaning that if a candidate has already been given the credit for
service in defined remote areas for a direct selection to an ASRB
advertised position earlier, the same benefit can not be given again .

Candidates should clearly mention this in the application indicating the


name of the post, Advt. No. and the Item No. In which she/he was selected,

can be given.
Likewise, in case of adding new equipments, mention can be made as
to how many other scientists are benefited by such addition.
Structural changes in operational research and management reforms
which resulted in better production or efficient utilization of resources
are to be mentioned.
Any administrative reforms/restructuring that brought in more
transparency, integrity and social justice to farming system research
can be included.
Any proactive role in bringing changes contributing to a change in the
existing values, norms, practices, which resulted in significant
improvement to the farming system research output

Externally Funded Projects/Resource Generation


Only those projects supported from external sources on the basis of
applicants competence should be mentioned, such as ICAR Cess Fund
Schemes, Competitive Grant Projects (CGP) under World Bank, projects
funded from DST, DBT and national/ international organizations/
agencies projects with more than Rs. 5.0 lakhs support will be
considered. Two marks for Principal Investigator (PI) and one mark for Co-

Publications/including papers in refereed journals


Publications (Refereed Journals)
Identify twenty five best research papers published in refereed journals
for allocation of score according to NAAS Journal ID on a scale of 1 to 10.
Full marks for first author and 75% for co-authors. The total score
obtained will be multiplied by 1/18 to obtain the actual marks.
For research publications where NAAS journal ID is not available, the
Screening Committee shall be empowered to give appropriate rating.

For Example:
Creation of a totally new institution, new infra-structure, laboratory, farm
or field facility etc., that has bearing on improved standards of research,
education, communication, extension or resource generation can be
given.
Likewise, in case of adding new equipments, mention can be made as
to how many other scientists are benefited by such addition.
Structural changes in operational research and management reforms
which resulted in better production or efficient utilization of resources are
to be mentioned.
Any administrative reforms/restructuring that brought in more
transparency, integrity and social justice to farming system research can
be included.
Any proactive role in bringing changes contributing to a change in the
existing values, norms, practices, which resulted in significant
improvement to the farming system research output
Similarly, credit can be given for encouraging HRD, plan
implementation and/or monitoring of progress to show better results,
successful execution of major projects, etc.
