This was the plea of the Community of Architects upon vesting the privilege

of letting the Civil Engineers sign Architectural Documents.

the Philippines.
This idea is already contradicting the RA 9266
SECTION 20. Seal, Issuance and Use of Seal.

All architectural plans, designs, specifications, drawings and


architectural documents relative to the construction of a building shall
bear the seal and signature only of an architect registered and licensed
under this Act together with his/her professional identification card
number and the date of its expiration.

Due to this issue, the profession of Architecture and the RA 9266 or the
Architecture law is being violated by the Senate Bill no. 2770 introduced by
the Engineers of Sir Panfilo Lacson in 2011. This Senate Bill Allows Civil
Engineers to produce, sign and seal Architectural Documents.
The Senate Bill was full of flaws, specially using the term NON
ARCHITECTURAL. This term was not specified or discussed in detail, for
example
Article IV Section 27.
Section 2 of this Act unless the NON-ARCHITECTURAL designs, plans, and
specifications of same have been prepared under the responsible charge of
and signed and sealed by a registered AND LICENSED Civil Engineer.

Non-Architectural or the Structural Documents was already indicated


on the Engineering law.
Designs of what? There is no specific design indicated on this Senate
Bill.

This mistake was undetermined leading the Civil Engineers a greater


freedom, unaware of the violation being committed to the RA 9266.

engineers claimed or requested an expansion of their coverage, why? The
population of Registered Civil Engineers is rising, so does the architects.
