Letter dated 15 April 2015 of Dr. Ronaldo A. Paraan and Bishop Carlito J. Cenzon, Chairman and
Treasurer respectively of the Baguio Heritage Foundation, Inc., reiterating among others their request to
hold in abeyance the ongoing fencing and improvement of the City Hall grounds until the National
Historical Commission of the Philippines ( NHCP) responds to their letter dated 14 April 2015.
The Committee on Education, Culture and Historical Research recommends that the matter be
NOTED in the light of the "cease and desist order" issued by the National Commission on Culture
and Arts (NCAA) on June 3, 2015, the fact that works in the project had to stop notwithstanding the
issuance by the NHCP of a letter manifesting no objection to the same and the actions the city has
taken to set aside the cease and desist order and to further clarify procedures that seem to have
caused confusion and misunderstanding on a matter or area of supposed common interest and

1. The proposed trade fairw
activity from March 15 to May 15, 2015 is a two-month timeframe
that patently violates
wwthe 15-day timeline restriction provided under Section 2 of Ordinance

No. 13, series of 2012 entitled, "Furthermore amending the Trade Fair Ordinance of 1994."
The same activity which is requested to be held at Burnham Park is also violative of the
venue-restriction provided for in the same Section under the said Ordinance, which I quote,
"to totally disallow the conduct of trade fairs and other similar activities in all city-owned or
city-managed public parks..."
3. The noble intention as explained in proponent's Board Resolution No. 09, series of 2015 --which is to raise funds for the benefit and provision grant of honorarium for barangay
tanods and street sweepers of the 128 barangays in the City --- cannot justify the patent
violation of an existing City Ordinance. No goal, no matter how lofty, can ever make the
activity as legal and in conformity of the law. Other law-abiding means of fund-raising
should instead be fostered by government frontline service deliverers, least of all barangay
associations such as the Liga proponent.
4. It is made to appear before us that the protected activity may qualify as among the activities
under the Summer Vacation Program annually conducted under the city government's
auspices. The implication is misguiding and has no basis in fact. Nowhere is it provided
under the Sumvac 2015 program that trade fair may be among such summer activities.
Furthermore, it should be noted that through the years, the Sumvac has never had any
trade fair as part of its activity list.
