The UniPOS NetMAX system obtains MR and CDT data files from the ZTE UniPOS
NDS-U system through FTP.
The ZTE UniPOS NDS-U system is a Network Data Service (NDS) system that
connects to the SBCX board of each RNC in the network.
The NDS automatically and periodically downloads raw MR/CDT data from each RNC
through FTP, stores the raw data, and generates data files in specific formats required
by the UniPOS NetMAX system.
The UniPOS NetMAX system downloads radio data and performance data from the
EMS through FTP, and downloads performance data from the database of the EMS.
The other required data, including engineering data and UE data, must be obtained from
related personnel and imported into the UniPOS NetMAX system.
After all required data is ready, you can analyze the data and start the network planning
and optimization of a radio access system through the client GUI of the UniPOS NetMAX
system.

Data Management
Data management allows users to import various data automatically or manually and
manage the imported data in the UniPOS NetMAX system. All data management
operations are managed as tasks.
Some data can be imported or deleted manually or automatically, including radio data
and performance data. The automatic import and deletion functions are disabled in the
system by default. Users can set and enable a plan for using the automatic import or
deletion function. If a plan is set for importing specific data automatically, users must set a
corresponding plan for deleting the data automatically to avoid insufficient free disk space
caused by accumulated data.
Note:
The default settings are recommended when multiple plans are set for automatically
importing or deleting different types of data.

A UE in idle status receives a neighbor list from the SIB11 message that is broadcast by
a Node B. If the number of neighbor cells exceeds the maximum number allowed in the
SIB11 message, the Node B broadcasts the information of remaining neighbor cells to the
UE through a SIB11bis message. The system checks the validity of neighbor cell relations
of a cell by comparing the detected numbers of different types of neighbor cells with the
preset parameter values.
For example:

If the system detects that the number of intra-frequency WCDMA neighbor cells of a
cell is less than 3 (the default minimum required number) during validity check, it is

All RSCP and TxPower values are displayed on the association map (two-dimensional
coordinate), looking like a nebula. The abscissa indicates the actual range of RSCP
values, and the ordinate indicates the actual range of TxPower values.
Straight lines parallel to the abscissa and those parallel to the ordinate cross each
other and divide the map into different squares by the minimum value units of RSCP
and TxPower. Each square specifies two value ranges for RSCP and TxPower
respectively.
The background color of the grid is blue. The system highlights a square in a gradient
color from blue to red in accordance with the percentage of RSCP values and TxPower
values within the ranges of the square. A higher percentage is highlighted in a brighter
red.
The nebula indicates the network coverage in an intuitive way. In a network with
good coverage, most RSCP values are located within the range from 105 to 75,
and most TxPower values are within the range from 30 to 20. Therefore, you can
determine whether the network coverage is good by observing the highlighting colors
of the squares in the ranges from -105 to -75 on the abscissa and from 30 to 20 on
the ordinate. For example, the nebula on the association map displayed in Figure 6-9
indicates a good network coverage.

Prerequisite
The required engineering data and MR data have been imported into the system.
Context
The system can analyze the uplink coverage indicator (TxPower) and downlink coverage
indicators (RSCP and Ec/Io) together for coverage analysis. It compares the reported
indicator values (RSCP, Ec/Io, and TxPower) with their thresholds. If a reported RSCP
or Ec/Io value is less than the preset threshold, the system sets a NOK flag, which
indicates poor downlink coverage. If the associated TxPower value is lower than the preset
threshold, the system sets an OK flag; which indicates good uplink coverage. Then the
system obtains a report of coverage indicator values in (NOK, OK) state. Four kinds of
reports may be obtained after the association statistics, refer to Table 6-2.

Prerequisite
The required engineering data, radio data, and performance data have been imported into
the UniPOS NetMAX system.
Context
In a UMTS network, a handover only occurs between a cell and its neighbor cells. If no
neighbor relation is configured between two adjacent cells, call drops may occur between
these two cells. If handover never occurs between a cell and one of its neighbor cells,
this neighbor cell is a redundant neighbor cell. The redundant neighbor cell may cause
unavailability of sufficient valid neighbor cells and prevent the addition of other neighbor
relations due to the limit on the number of neighbor cells.
A UE measures all cells in the monitor set, including neighbor cells and non-neighbor
cells, and sends the measurement reports to the RAN. By analyzing these measurement
reports, the system can detect missing neighbor relations that cause handover failures and

redundant neighbor relations. In addition, the system can define the priorities of neighbor
cells for a cell depending on the handover records in the measurement reports.
Steps
1. On the client GUI, select Parameter Optimization > Manual Neighbor Cells
Optimization from the menu bar. The Neighbor Cells Check window is displayed,
see Figure 8-7.
