Minutes of Meeting regarding ICZM Project, GSDMA bid,
geological study of Sabarmati and Narmada River

I undersigned along with Mr. Rajneekant Patel (Sr. Engineer) met Mr. Ishwar Desai
regarding Our payment of Site visit (19 Villages in Jamnagar) on 01.08.2015. He told
us that our payment file has moved by them and we will get it in the next week.
It was discussed that as per the previous work order of ICZM Project (Dated 04-032014 Work order No. GEC/PJT/T-9/574/2013-2014), WAPCOS will cover site visit for
those villages where work has been completed and would charge @ Rs. 10625/- per
village plus service tax as per Govt. of India prevailing rate for carrying out site
Inspection of 160 villages of Gujarat. They had issued us the revised work order (Work
order No. GEC/PJT/T-9/1001/2013-2014) on 12-05-2014 it was agreed that they will
pay Additional sum Rs 3000/- per village for Technical Inspection as per our previous
scope of work on ongoing EPA activities in Morbi and Kutch district. So our total
consultancy value for this Project is (Rs 21,80,000/- + S.T.) So approx 4.5 Lakhs
rupees work is remaining. We will get it within our extended time limit period for this
project
(i.e. up to 31.12.2015).
Also, we met Sh. Santosh Kumar (Sector Manager, GSDMA) regarding our submitted
bid on 01.08.2015. He said that the technical evaluation is completed and they had
submitted bids to World Bank for finalize. They will intimate us as soon as they get
the response from World Bank.
We discussed with Mr. N.P. Mistri, Sr. Geologist, C.G.M for the Hydro-geological study
of River Narmada and Sabarmati regarding our submitted proposal on 01.08.2015. He
said the scrutiny of the proposal get delayed because of the new commissioner as he
require time to study the submitted proposals. Now the file is moved to Sh. Prajapati,
Joint secretary, Industry and Mines, Govt. of. Gujarat. He said that you will get the
work order very shortly.

present members introduce themselves to the C.E. / R.M. Sh. Rajneekant Patel, Sr. Engineer begin
presentation on progress review meeting containing the project background, year wise financial
progress achieve till date, manpower details with role and responsibilities, list of third party
involve in this projects, approach methodology for property card preparation, work done so far,
month wise physical and financial action plan to meet the target, critical issues in this project,

officers for write the decisions on collected documents and seat with
data entry operator.

The C.E/RM sir told that all the employee and third parties owner to expedite the work as per the extended

time limit. The appreciation letter and work completion certificate shall be given of best performers of
serve notice and document collections.
The C.E/RM sir has instructed to put up the penalty clause in third party work order for expedite work and
critical review of the manpower and third parties. The next review meeting is to be held in end of August,
2015.

Sub: Minutes of Meeting regarding attend progress review meeting of
various TPI water supply projects in GUDM
The undersigned and Sh. Satish Patel attended Progress review meeting at GUDM,
Gandhinagar on 24.07.2015. The meeting chaired by Mr. Murlikrishanan (IAS), Addl.
CEO(GUDM). The meeting was attended by concerned municipalities Chief Officer,
PMC/TPI consultant and Contractors, who are working presently in GUDM. WAPCOS
name is mentioned as TPI in Kalol (Panchmahal), Idar and Kanjari Municipalities water
supply projects TPI.
The Addl. CEO started the meeting with Kalol municipality. Kalol Municipality Engineer
was present but Chief Officer was not present in meeting. Municipality Engineer has
given the work status with start date of work and progress of work. Municipality
Engineer told that 85% of physical work completed and work is stopped due to
underground drainage work is in progress. The Addl. CEO has angry on municipality
engineer due to very slow progress of work and call the again meeting on Tuesday
(28.07.2015 @ 10:00 Oclock) with Chief officer, TPI and contractor at GUDM with all
details.
Then after, Kanjari Municipality Chief officer explained the work status of water supply
project. She told that 80% of work is completed as per the tender cost. All the physical
work is completed except ESR work on site. The ESR is not constructed due to land
available problem. The water supply scheme is presently in working condition without
ESR. The Chief officer requested to addl. CEO to use this grant into distribution system
in new merge area. The Addl. CEO told that your grant is send back to GUDM and take
the technical section again for distribution system. WAPCOS role is completely over in
this project as per Chief officer.
Ider Municipality work was 100% completed, hence the Addl.CEO instructed to
municipality officers to submit the work completion certificate to GUDM.

The Progress review meeting of preparation of DPR and PMC assignment for increasing
capacity of Dehrang dam for Panvel Council was arranged by Sh. S.K.Srivastava,

During meeting following points were discussed.

1. Write letter to Panvel Municipal Council to arrange joint meeting with CIDCO,
CDO, Irrigation Department and WAPCOS regarding funding, water allocation,
water availability, new dam alignment, EIA study, Social Impact Assessment
(SIA) study, way forward in this project etc.
2. R.M sir instructed to whole work is divided in two parts i.e Part-I survey and
Investigation and Part-II Detailed Project Report. Also decided role and
responsibility of third party and WAPCOS in this project in following activities.
a. Survey and investigation
b. Collection of the various secondary and preliminary data
c. Preparation of the Conceptual and detailed Project Report including
alternative alignment of the propose new dam site, structural design of
earthen dam and concrete dam with stability analysis, hydraulic design
of dam, detailed drawings, cost-estimate, draft tender paper, etc.
d. Rapid EIA/comprehensive EIA study as per MoEF notification and
prepare EMP.
e. Social Impact Assessment study (SIA) and prepare R & R plan.
f. Prepare Land Acquisition plan of submerge villages upto FRL and MWL .
g. Approval from various state and central Government department .
h. PMC work during execution of the project at site.
3. Involve the local Irrigation expert to expedite the project and monitor project
day to day.

Sub: Minutes of Meeting regarding attend progress review meeting of
various Tourism projects in Gujarat.
The undersigned, Sh. Satish Patel and Sh. Jayesh Vaniya were attended Progress
review meeting at Block no. -1, 4th floor, New Sachivalaya, Gandhinagar on
21.07.2015. The meeting was chaired by Mr.S.J. Haider (IAS), Secretary (Tourism) and
Mr. N. Srivastava (IFS), M.D (Tourism). The meeting was attended by Architect, PMC
consultant and Contractors, who are working presently in Gujarat Tourism project. This
is first meeting of the Secretary (Tourism).
Following points were discussed during the meeting.
1. The secretary is taken the introduction of the all the contractor, PMC
consultant and Architect.
2. The secretary has instructed to all the meeting is attend by the company
CMD, Director, Partner, etc during when decision making meeting and the
project manage, Sr. Engineer and Field Engineer during progress review
meeting or project implementing meeting.
3. The secretary has taken overview from the PMC, Contractor and Architect of
delay projects of last 5 years i.e Year 2010 to till date, 4 years Year 2011 to
till date with reasons.
4. The secretary instructed to Department officials to bifurcate the project
priority wise and call to contractor, PMC and Architect for monthly progress
review meeting accordingly.
5. The secretary instructed to develop strategy for handover the completed
projects to concerned municipality office or collector office.
6. He is instructed to all the contractor and PMC consultant to work as per
scope work mentioned in the tender document.
7. He is instructed to PMC consultant, require experience manpower should be
deploy at site and maintain all the quality register at site.

Sub: Minutes of Meeting regarding submission of Technical Inspection Reports Monitoring of Physical activities (Entry Point Activities) Being Implemented under
World Bank Assisted ICZM Project.
I undersigned along with Mr. Rajneekant Patel (Sr. Engineer) has attended meeting
with Mr. Sh. Ishwar Desai, Asst. Manger, GEC regarding no. of village remaining for site
visit in Jamnagar and Kutch Districts on 08.07.2015. He hold us that there are 56
villages in Jamnagar and 104 villages in Kutch out of which we have visited and
submitted the Technical Inspection report of 49 villages (for Jamnagar district) out of
56 villages as per scope of work and there are around 7 villages remaining in
Jamnagar and approximately 25 villages in Kutch district for site visit.
In the meeting, he told us that in the remaining villages the work ongoing is too much
slow due to Monsoon season and lack of funds available with them, so it requires some
time for our site visit and also as per our scope in the Kutch district, we have two site
visit one on the completion of more than 50% of work and on 100% completion of
project. So, approximately around 57 site visits (32 villages) are remaining thats why
our time limit extension is up to 31.12.2015.

Sub: Minutes of Meeting of pre-bid meeting held at SSAM office for
construction supervision of the school at Navasari and Dang District.
The undersigned and Sh. V.P.Singh attended pre-bid meeting at SSAM office. The
meeting is chaired by Sh. Bipin Shah, Stat Project Director, SSAM, Gandhinagar.
About 10 nos. of the consultants have attended the pre-bid meeting.
Following points were discussed during the pre-bid meeting.
8. Consultant has completed 20% of sites i.e 45 nos. of sites in single work
order in last three years.
9. The bid security considered only in the form of Demand Draft.

Consultant shall apply for more than 1 nos. of package but the CV used
in one package should not be repeated in another Packages.
11.
The SSAM officials shall take interview of the person whomsoever CV is
enclosed for the project before award of the work; if the consultant fails to
do this, they will cut the marks accordingly.
12.
Only financial Bid shall be submitted through online. Technical bid
should be submitted in hard copy only.
13.
The financial statement should be certified by Auditors. They will not
accept Charted Accountant certified financial statement.
14.
They will consider the PMC work of building work in eligibility criteria
but it is single work of 45 sites.
15.
The bid submission date is unchanged.

Sub : Explanation report on disqualified of bids Selection of consultant
for providing Assistance to Town planning officers (TPOs) for Finalizing the
TP schemes at Dholera Special Investment Region.
As per the pre-qualification criteria, consultant has experience of preparation of
Draft T P scheme work of minimum 1.5 sq.km area during last 05 years (Copy
enclosed). We have submitted the related city survey PDS and work order copy for
this (copy enclosed for ready reference). Sh. Devang Patel, Town Planner, GIDB is
told that your experience is not related to preparation of the any draft T.P Scheme
with Original Plot (OP) and Final Plot (F.P), hence we have not selected in this bid.
I requested to GIDB officials for considering the our bids but they have told that
your company have not such experience for preparation of the Draft T.P schemes.

We met Sh. Bhavesh Patel, Dy. Collector, GICC and Sh. S.K. Prasad, bid evaluation
committee head, AECOM on 08.07.2015 @ 5:00 PM regarding knows the reason of
the disqualification on above said bid.
I request to Sh. Bhavesh Patel regarding reason of disqualification. They told that,
we have not finalized any agency till date for this work; if you can meet the
eligibility criteria, we can consider your case. They instructed to me for met Sh.
S.K.Prasad, AECOM officials and know reason from him. We met Sh. Prasad and
requested to know reason for the disqualified in this work. Sh. Prasad told that your
experience of 4 projects are not within last 5 years, hence we have not considered
this projects.
As per the pre-qualification criteria, Consultant has experience of preparing
Preliminary/detailed engineering design and tender documents for raw water intake
and transmission system from surface water sources for a distance of at least
50kmwith capital cost more than Rs. 200 crore each on which the construction
