(Complainant) filed a formal complaint
against New York Independent System
Operator, Inc. (NYISO) alleging that
NYISO failed to conduct its External
Rights Auction in a just and reasonable
manner. The Complainant requests that
the Commission direct a stakeholder
process to revise the NYISO’s process of
awarding External Rights. The
Complainant also requests fast track
processing of its complaint.
