Under the guidance of more senior officers, provides procurement, contracting, contract management
and financial management services on assigned low risk, non-complex to moderately complex sales of
goods and services to foreign governments and international agencies. Analyses project risks.
Negotiates contract amendments and extensions. Monitors the performance and obligations of
Canadian suppliers and foreign buyers and participates in production progress meetings. Assists in the
preparation of required documentation for solicitation packages, certification of suppliers for particular
projects and notifications to buyers. Participates as a team member in the negotiation and contract
management of more complex international contracts.
YOUR CHALLENGE:
With supervision and guidance, provides contracting services on assigned low risk, non-complex to
moderately complex procurements and contracts of goods and services on behalf of other government
departments and/or to foreign government and international agencies buyers in support of Canadian
exporters; analyses tenders/solicitations and recommends certifications of bids, proposals, offers and
signing of contracts.
Assists in the export contracting processes from source identification, tender preparation and bid
evaluation to contract award, delivery of goods and services and final payment to ensure
compliance/conformity with terms and conditions and participates in problem resolution for situations
that could potentially affect the successful procurement.
Conducts contract file close-outs in accordance with CCC procedures and policies.
Assist in the development of a project risk register prior to contract award and subsequent management
of the register throughout the life of the contract. Participates in the development and implementation
of risk management strategies.
Participates, as a team member with more senior Project Managers, in all phases of procurement and
negotiation of more complex contracts and assists in the management of problematic contracts.

Negotiates and processes specified, limited aspects of contract amendments, extensions, and amended
delivery or payment schedules to ensure supplier and customer satisfaction.
Maintains effective business relations with representatives of foreign public sector buyers, Canadian
departments and agencies, the Canadian private sector and related trade associations in the context of
current projects.
Monitors the progress of the work and the performance or obligations of both the Canadian supplier
and foreign buyer, provides timely assistance where required, resolves problems which may affect the
successful completion of the contract.
Guides the initial set-up of billing and payment plans, oversees the financial administration of
contracts, and undertakes billing and paying actions in accordance with the unique terms and
conditions of the contract.
Participates in production progress meetings with more senior officers at manufacturing plants in
Canada and with inspection authorities to ensure that production activities are on track and that product
delivery will be made on schedule.
Provides advice such as basic interpretation of procurement and export legislation, regulations,
policies, practices and procedures to Canadian suppliers and others
Assists in the preparation of documentation for CCC certification of suppliers and required notices to
other government departments.
Recommends and implements contract management procedural changes.
Provides training to junior officers and support staff on procurement, contracting and contract
management techniques and procedures and provides advice and guidance as required.
Prepares briefing notes and reports to promote the sharing of information and to keep Corporation
managers abreast of procurement and contract management issues and concerns.
YOUR QUALIFICATIONS:
Education:
University degree in Commerce, Business Administration, Science or Engineering or other related
discipline, or an acceptable combination of education, training and/or relevant work experience.
Language Requirements:

Fluent spoken and written English and Arabic are essential


Experience:
At least 2 years demonstrated relevant work experience including an acceptable combination of
contract negotiation, contract management, contract financial administration, risk management, project
management, or procurement.
Knowledge:
CCC and central agency acts, regulations, policies and procedures affecting defence procurement and
contract financial administration
Export contracting, pricing, documentary credits, financing and risk analysis practices
The relationships between and roles of CCC and other federal departments and/or international
agencies with defence contract management and procurement responsibilities, such as DFATD,
PWGSC & DND
Abilities:
Gather complete and detailed information, by identifying appropriate information resources, asking
relevant questions, and probing for information
Conduct procurement processes in accordance with established practices and procedures and identify,
check and evaluate any non-conformances
Manage contracts (including financial administration), monitor progress and make viable
recommendations to resolve contractual problems
Plan, organize and produce a variety of reports, and document procedures and draft correspondence
(English & Arabic)
