1. CONTRACTORS AND SUBCONTRACTORS SITE OFFICES
A. Contractor’s Offices: The contractor shall make his own arrangement for
the provision and maintenance during the operational life of the
contract of adequate air conditional and furnished office accommodation
and car sheds, for the usage of the contractor and his subcontractors.
Adequate fire prevention measures shall be provided to the satisfaction
of the construction manager. Such offices shall be sited as approved by
the construction manager and shall be cleared away on completion to the
satisfaction of the engineer.
B. Install in contractor’s office on premises, a public telephone with
outside extension line and continue service until project completion.
Contractor may provide such additional telephone service as he desires.
C. The contractor shall not allow any of these employees or those of his
subcontractors to maintain any temporary or permanent living quarters
within the site or buildings forming part of the works.
2. TEMPORARY FIRE PROTECTION
A. Ensure that no fires are lit in or about the site, and take all
reasonable precautions to avoid outbreaks of fire on the works,
temporary works, offices, stores and other places and things connected
therewith. Especially with respect to the safe storage of petroleum
products, paints, explosives and other combustible, dangerous or
hazardous goods. Comply with all rules, regulations and orders, which
are made by local authority having jurisdiction, and provide and
maintain in good order and hold available at all times, and in all
places connected with the works a sufficiency of efficient fire
fighting facilities and equipment together with personnel trained in
its use.
B. The type, location and sufficiency of the fire fighting facilities and
equipment shall be to the construction manager’s satisfaction. The fire
fighting system to be maintained and extended as construction
progresses. The fire fighting facilities/equipments shall include, but
not to be limited to the following:
1. Temporary fire water tank which shall be of a non-corrosive
material with an “actual”, capacity of at least 50,000 liters.
2. Temporary fire brigade breeching inlet.

3. Temporary fire pumps shall be provided in duplicate and shall be
automatically controlled by pressure switches. Capacity of each
pump shall be 200gpm, 200mTDH. Pumps shall be supplied by
independent power supply source and shaded from direct sunlight.
4. Temporary standpipe branches 2 no. (min. 100mm dia. Steel) with
65mm x 40mm reducer landing valves and 30m cradled fire hoses
with nozzles. Minimum of one fire hose per floor, location as
approved by the engineer, or engineer’s representative and
sufficient to ensure that all parts of the permanent works are
within effective reach of water hoses.
5. Provide one 6 kg CO2 fire extinguisher and one 2 gallon water
fire extinguisher adjacent to each hose station and at any other
location deemed necessary by the engineer or engineer’s
representative.
The contractor shall allow for enlarging, modifying and adapting
the system as the work progresses.
Provide any addition fire fighting facilities and equipment as
required and recommended by the Kuwait Fire Department (KFD).
C. Take adequate safety precaution during metal welding and torch cutting
operations as following:
1. Welding or torch cutting operation shall be carried out only in
well ventilated spaces having little or no combustible materials
in the vicinity, and preferably in an area designated and used
exclusively as a ‘welding shop’.
2. Where welding or torch cutting operations are carried out in-
situ, surrounding areas shall be suitable protected by the
covering or screening off, and suitable portable fire
extinguishers shall be kept immediately available with an
attendant standing-by.
3. The number of gas cylinder in any working area the storage of
such cylinders, full or empty, shall be in accordance with the
FOC leaflet, ‘precautions to be observed in connection with the
use of gas or electric welding and cutting apparatus’.

D. Gasoline and other flammable liquids shall be stored in and dispensed
from ‘UL’ listed safety containers and in conformance with requirements
of the local fire authority. Storage shall not be within the building.
E. Tarpaulins used during construction work shall be made of material,
which is resistant to fire, water and weather. Tarpaulins shall have
‘UL’ approval and comply with US Federal Specifications CCC-D-746.
F. Make all arrangements for periodical inspection by local Fire
Authorities and insurance underwriters’ inspections, co-operate with
such authorities and promptly carry out their recommendations.
G. Ensure that adequate, and to the extent possible, unimpeded means of
egress from all parts of the works, is available at all times in case
fire.
H. At the contract substantial completion, or at such times as the
construction manager may direct, contractor shall remove all temporary
fire fighting installations and equipment.
3. PROTECTION OF EXISTING SITE FEATURES
A. Trees and Shrubs: Protect remaining trees and shrubs by boxing or other
approved means. Hedges to be moved shall be trimmed and heeled in on
the Owner’s property in locations directed. Where roots of existing
trees to remain interfere with laying of new sidewalks and other work,
they shall be cut or lowered so not to injure the trees.
B. Streets, Curbs and Sidewalks: Protect existing streets, roads, curbs,
sidewalks and other existing items on street fronts, which are not to
be removed. Repair and replace, without cost to Owner, portions which
may become damaged as a result of work under this contract. Repair or
replacement shall be done in strict compliance with regulations of
civil authorities having jurisdiction.
4. LIGHT AND POWER
A. Contractor shall make all arrangements for temporary electrical service
to the construction site, pay all expenses and consumption charges, and
provide all equipment necessary for temporary power and lighting. The
electrical service shall be of adequate capacity for all construction
tools and equipment (including welding equipment) without overloading
the temporary facilities and shall be made available for power,
lighting and construction operations. If temporary supply is not

granted by the MOE, then the contractor must make other arrangements
for providing supply of electricity in order to complete the works.
B. Provide power distribution as required until contract substantial
completion for power tools of all kinds. Termination of power
distribution shall be at locations approved by the construction
manager. Termination shall be provided complete with circuit breakers,
disconnect switches and other electrical devices as required to protect
the power supply system.
C. Temporary lighting system shall be installed and maintained by the
contractor as required to satisfy minimum requirements of safety and
security. Temporary lighting system shall be adequate for illumination
in all areas of work is being performed. Where work is being performed
at night, increase the illuminate staging, stockpiles, trenches,
projections, etc., to the satisfaction of the construction manager and
general illumination throughout, adequate for watchman and emergency
personnel and all other persons.
D. Temporary equipment and wiring for power and lighting shall be in
accordance with the applicable provision of the governing codes.
Temporary wiring shall be maintained in a safe manner and utilized so
as not to constitute a hazard to persons or property.
E. All temporary light and power installation shall conform to the
requirements and standards of MOE.
F. At contractor substantial completion, or at such times as the
construction manager may direct, contractor shall remove all temporary
electrical equipment and wiring and lighting and dispose.
5. WATER
A. Provide adequate supply of water for all construction operations,
temporary building requirements and fire fighting facilities and pay
all expenses and consumption charges. Contractor shall make his own
arrangements to supply the required quantities of water according to
the requirements of the project. All water shall be clean, clear
drinkable and free of deleterious substances. No brackish water will be
allowed to be used for construction operations. Water outlet shall be
conveniently located about the site for the use of all trades including
subcontractors. Provide adequate supplies of drinking water from

approved sources of acceptable quality, satisfactorily cooled, for
contractor employees.
B. Provide and maintain a network for water distribution to the various
outlets including storage tanks, pumps, etc., and to all necessary not
and/or cold water plumbing installations required for temporary
building.
C. When the permanent potable drinking water supply and distribution
system has been installed, it may be used as a source of water for
construction purposes, provided that the contactor obtains the written
approval of the construction manager and assumes full responsibility
for the entire water distribution system.
D. Temporary pipe lines and connection from the permanent service line,
either outside or within the building, necessary for the use of the
contractor and his subcontractors shall be installed, protected and
maintained by the contractor subject to the approval of the
construction manager.
E. At contract substantial completion, or at such times as the
construction manager may direct, contractor shall remove all temporary
water service installation and equipment and dispose.
6. CONSTRUCTION FACILITIES
A. The contractor shall provide temporary material hoists and tower cranes
to the construction manager’s approval and as required facilitating the
execution of the project. Such cranes and hoists shall be erected and
maintained in compliance with any local regulation and hoists shall be
in accordance with ANSI A10.5 “Safety Requirements for Material
Hoists”, and shall also allow for transporting personnel to all levels
of the building in a safe manner. Hoists and cranes shall be retained
for as long as practical and shall not be removed or dismantled without
the prior approval of the construction manager.
B. Hoists shall also be erected and maintained in compliance with any
local regulations and in according with ANSI A10.4 “Safety Requirements
for Personnel Hoists”.
C. All hoists shall be constructed, maintained and removed so as not to
cause damage, staining or marring of the permanent work. Permanent

elevators will not be available for vertical transportation of goods,
material or personnel.
D. The contractor shall provide and maintain for his own use all equipment
such as mechanical working platforms e.g. cradles wall climbers. Etc.
temporary stairs, scaffolding, ladders, ramps, runways, etc. as
applicable and as required for the proper execution of works.
E. As soon as permanent stairs are erected, contractor shall provide
temporary protective treads over finished treads, temporary handrails
and shaft enclosures.
F. The contractor shall note that scaffolding, staging and the like is to
be provided both for the execution of this own work and that of
subcontractors employed under this contractor including that required
solely for the execution of work by subcontractors. All scaffolding and
plant shall be erected and used in accordance with the applicable
Kuwaiti laws.
G. The contractor shall note that the engineer requires the contractor to
utilize the latest construction technologies available internationally
for scaffolding, staging system, working platforms and access devices
for personnel, to ensure speed of construction and improved site
safety.
7. SITE SANITARY/TOILET FACILITIES
A. The contractor shall provide sufficient number of prefabricated
structure buildings as site toilets with all necessary plumbing,
electrical and ventilation connections required making the system
operational. Location and relocation to be to the approval of the
construction manager. Accommodation shall be in conformance with
approval of municipality and public health authority.
B. The contractor shall provide for the use of all site operative
including direct contractors and supervision staff free of charge,
hygienic and propriety chemical WC’s for placing in the building on
floors 4, 9, 14, 19,24,29,34. WC’s to be kept sanitary and emptied and
re-charged with chemical regularly until project hand-over.
C. The contractor shall clear away and remove all structures, buildings,
tanks, manholes, pits and to make the area clean tidy at contractor

substantial completion or as and when instructed by the construction
manager.
D. Comply with municipal and health authorities’ regulations and provide
the facilities ready for inspection by such authorities wherever
requested.
E. Labour, workmen or staff found fouling areas other than these
facilities shall be discharged immediately.
8. TEMPORARY DRAINAGE
A. Upon taking possession of the site, the contractor shall assume full
responsibility for draining rainwater, ground water and arising from
construction processes. Also the contractor shall provide and maintain
such temporary drainage installations as may be necessary during the
period of construction in a manner approved by the construction manager
and so as not to adversely affect the permanent works or adjacent areas
and properties.
B. Temporary drainage installations (storm water and foul water) may be
connected to existing drains provided written permission is obtained
from the local authorities have jurisdiction thereof, and provided such
connection work is executed and maintained in strict accordance with
those authorities’ regulations and directions.
C. At contractor substantial completion, or at such times as the
construction manager may direct, contractor shall remove all temporary
drainage installations, make good and dispose.
9. SITE SECURITY
A. Contractor shall protect work, products, materials, plant, temporary
work, and Owner’s operations, from theft, vandalism and unauthorized
entry.
B. Safeguard Owner’s staff.
C. Initiate programmer at job mobilization, maintain throughout
construction period until Owner occupancy or Owner acceptance precludes
the need for contractor security.
D. Restrict entrance of persons and vehicles into project site. Allow
entrance only to authorized persons with proper identification.
Maintain log of workmen and visitors, make available to Owner or
construction manager on request.

E. Coordinate access of Owner’s personnel to site.
10. KITCHENS AND CANTEENS
A. The contractor shall ensure that all kitchens and canteens are
maintained to the hygienic requirements of the Ministry of Public
Health.
B. Food beverages served from all kitchens shall be prepared and provided
in conformance with the latest requirements of the Ministry of Public
Health and the Kuwait Municipality. All kitchens shall be open to
inspections for hygiene conducted by the concerned governmental
authorities.
C. All staff those are employed to prepare food and beverages from the
kitchens shall have been medically certified and accordingly obtained
health cards from the Ministry of Public Health before commencing
duties.
D. The Ministry of Public Works and the governmental authorities
supervising the Health-affairs in the country shall have the right to
remedy the health requirements by contractor’s personnel and the
contractor will not be entitled to claim for any compensation
pertaining thereto.
E. Such facilities shall be relocated or removed as by the construction
manager with no extra costs to the Owner.
11. ENVIRONMENTAL CONTROLS
A. Dust Control
1. Execute work by methods to minimize raising dust from
construction operations. Provide position means to prevent
airborne dust from dispersing into atmosphere.
B. Erosion and Sediment Control
1. Plan and execute construction by methods to control surface
drainage from cuts and fills, from borrow and waste disposal
areas. Prevent erosion and sedimentation.
2. Minimize amount of bare soil exposed at one time.
3. Provide temporary measures such as beams, dikes and drains, to
prevent water flow.
4. Construct waste areas by selective placement to avoid erosive
surface silts or clays.

5. Periodically inspect earthwork to detect evidence of erosion and
sedimentation; promptly apply corrective measures.
C. Water Control
1. Rough grade site and provide all necessary drainage to prevent
standing water and to direct surface drainage away from
excavations, trenches, adjoining properties, and public right-
of-way until permanent drainage is accepted.
2. Allow for removal of temporary drainage upon acceptance of the
whole works.
3. Maintain excavations and trenches free of water. Provide and
operate pumping equipment of a capacity to control water flow.
4. Provide dewatering system to maintain excavations dry and free
of water inflow on a 24 hours basis.
5. Provide piping to handle pumping outflow to discharge in a
manner to avoid erosion.
6. Remove equipment and installation when no longer needed.
7. Comply with the local Authorities Regulations.
D. Noise Control
1. Fit all generators, compressors, percussion tools and vehicles
with effective silencers of a type recommended by manufacturers
of generators, compressors, tools, or vehicles.
2. Comply with municipality regulations.
3. Electrical generators and other heavy equipment are to be housed
in soundproof enclosure.
E. Pest and Rodent Control
1. Provide proper measure to control pests in occupied temporary
accommodation and storage areas.
F. Pollution Control
1. Provide methods, means and facilities to prevent contamination
of soil, water, and atmosphere from discharge of noxious, toxic
substances, and pollutants produced by construction operations.
G. Fire Control
1. Provide methods, means and facilities to prevent nuisance for
smoke, dust, trash and the like.

2. Provide temporary fire protection system for the site as
required by Clause 1.09 of this section. Allow for removing
temporary fire protection on completion and acceptance of the
whole works.
12. SITE SEFETY MEASURES AND STANDARDS
A. Accident Prevention Program
1. Before starting work on site, the contractor will submit, for
the construction manager’s approval, his Accident Prevention
Program naming the key person in his organization who will be
responsible for administering of safety program, which follows,
and in particular the safety requirements listed in the safety
check list.
2. All employees will be physically qualified for performing the
duties to which they are assigned. Operations of equipment and
vehicles shall be able to read and understand the signs, signals
and operating instructions is use. Prior to start of work,
arrangements will be made for assistance from medical services
in existence in the vicinity of the project site. Communication
and transportation to effectively care of injured workers will
be provided as necessary. First Aid Kits, in the ratio of one
unit for each 25 persons or less, will be provided on the job.
They shall be easily accessible to all the workers.
B. Safety Program
1. The safety program established and maintained on this project
will incorporation the requirements of the safety and health
requirements of the government of Kuwait, the AGC manual of
Accident Prevention in construction, and all other local codes
and regulations.
2. The purpose of the program is to elicit the interest and efforts
of all personnel both management and supervisory, required for
the prevention of injuries and accidents, though proper and
through training instructions to employees and labour.
3. This safety program embodies the prevention of accident injury,
occupational illness and property damage. Each contractor shall
provide and maintain a safe, hazard free workplace for their

employees. For fellow workers and the general public. As a
minimum, the contractor’s safety program shall incorporate all
of the principals of the project safety program.
4. This project safety program shall ensure the involvement and
active participation of all project employees by requiring
safety training will promote recognition of unsafe acts,
potential and actual hazards and the immediate corrective action
to be taken. All employees shall be constantly aware of their
responsibility to work in a safe manner.
5. Each contractor, and his subcontractors, has a contractual
obligation to perform their work using safe methods and to
comply with project’s safety program.
C. Management Organization
1. A Safety Co-ordination is responsible for the implementation and
further development of the safety program. His duties will
include the following:
a. Conduct monthly safety meeting with personnel and
subcontractors.
b. Inspect the project daily, and record all visible safety
hazards, including identification of violators.
c. Follow through on timely correction of safety hazards,
making immediate corrections as necessary.
d. Monitor on-the-job safety meeting and report the same on
this daily report.
e. Foster a “Safety Awareness” in all tradesmen and supervisors
on the project.
f. Follow up, for insurance purposes, all relevant safety
reports.
g. Check all areas at least once a day for housekeeping and
cleanup. Take immediate action to ensure compliance with
requirements.
h. Submit job hazards analysis for each major phase or element
of work as necessary.
i. Post safety signs on the project.

D. Subcontractor Participation
The officers and personnel of all subcontractors shall be responsible
for compliance with this safety program. This will entail
indoctrinating their on-the-job representative with a working knowledge
of the General Safety Program on the job. They are further responsible
to have their firms represented at all project safety meeting.
E. Accident Prevention Responsibility
1. Safety meeting will be held at least once a month at the job
site. The meeting will be convened and conducted by the safety
coordinator. All supervisors and foremen are expected to be in
attendance. Each subcontractor will have a responsible
representative present to follow through on information and
resolutions discussed and adapted at these meetings. The
construction manager may attend these meeting.
2. The Agenda for the safety meeting will generally include inter-
alia.
a. Development of timely topics for discussion and
dissemination of safety bulletins signs and notices.
b. A review of the safety Coordinator’s inspection.
c. Identification of potential safety hazard in the coming
month and discussion and implementation of steps to be taken
to avoid the same.
d. Appoint of safety representative for subcontractors.
3. All supervisors and foremen are responsible to plan and
accomplish their work with due regard for the safety of all
individual on the job site. They will be expected to eliminate
all possible accident hazards when planning the work under their
control. It is expected the subcontractors will observe and
correct any accident producing practices before injury occurs.
If an accident does occur, they will investigate to determine
the cause and take the required corrective action to prevent a
recurrence. All accidents shall immediately be reported to the
project superintendent and to the construction manager.

F. Fist Aid and Medical Facilities
The contractor shall provide first aid and medical services as required
by the relevant municipal and ministerial authorities of Kuwait.
G. Accident Reporting
1. All lost time injuries, property damage accidents (excluding of
project vehicle accidents) and material losses in which the
property damage exceeds KD 100 will be reported in writing to
the construction manager within 48 hours of the accident or
incident. Immediate notification will be provided in advance of
the written report.
2. In the event of any employees being sent to a doctor for
treatment, a release will be obtained from the doctor stating
whether (1) the employee is not fit for duty; (2) the employee
is fit for light duty; or (3) the employee is fit for duty. A
copy of this release will be accompanied with the accident
report.
H. Protective Equipment
1. Minimum requirements for protective equipment shall be the
wearing of hard hats by all personnel, including subcontractors,
as well as protective clothing, as warranted. Hard gats to
comply with BS5240.
2. supplemental requirements for protective equipment shall by

eye protection, protective clothing, life belts and life lines
as per the requirements of this safety specifications.
I. Hand Tolls and Power Tolls
1. All hand tools and portable power tools to be used shall be of
good order and shall be used for the purpose intended. All
electric power tools will be grounded and will be inspected
frequently for worn out parts and connections.
2. Circular saws shall be equipped with guards that automatically
enclose cutting edges. Radial arm power saws shall be equipped
with automatic brakes. Explosives actuated tools and the use
will be discouraged, and must have prior written construction
manager’s approval before delivery to the project.

J. Worker Indoctrination
1. Minimum Protective Clothing
a. Hand hats are required at all times.
b. Protective eye covering will be worn when welding,
hammering metal, stone, or concrete, grinding or
cutting metal units.
2. Minimum Safety Observances
a. Work areas and access ways are to be free of trash, material
and all tripping hazards.
b. Temporary electrical wiring will be protected from damage by
traffic, be in good condition and protected by ground fault
interrupters.
c. All portable containers for gas and other inflammable
liquids shall be UL or FM approved, with self-sloshing lids.
No plastic containers are allowed.
d. Maximum speed for automobiles and vehicles on the site
10kilometers/hour.
e. All accidents are to be reported directly to supervisors and
the construction manager. If serious injury is apparent or
suspected, utilize the pre-established emergency hospital
service. The telephone number shall be prominently displayed
at all site telephone locations. Then attempt to put out the
fire with available fire extinguishers and water hoses until
help arrive. Do not endanger personnel in fighting the fire.
f. Heavy equipment suppliers must obtain clearance from the
construction manager before commencement of their work.
g. All equipment must meet the safety standards, described in
these specifications.
h. No site visiting during nights weekends or holiday without
prior permission.
K. Safety Check List
1. Prepare safety program.
2. Post safety program on job bulletin. Prepare and post fire
prevention program.

3. Analyze job potential hazards and hazardous procedures.
4. Establish plan for location of shanties, material storage, and
personal facilities and traffic flow.
5. Arrange for sanitary facilities.
6. Arrange for debris facilities.
7. Establish procedure to obtain subcontractor safety program.
8. Arrange for doctor.
9. Arrange for hospital.
10. Arrange for ambulance service.
11. Post phone numbers for police, fire, medical and ambulance
service at each of the on site telephone locations.
12. Obtain claims forms.
13. Contact loss prevention department of insurance carrier.
14. Arrange for exposure check by insurance carrier.
15. Obtain from the construction manager a report form for
reporting accidents and injuries.
16. Establish adequate first aid kit and stretcher facilities.
17. Post chart to signify weekly check of first aid kits.
18. Hire qualified first aid personnel, if more than ten minutes
from a medical facility with which an emergency medical service
has been established.
19. Conduct a pre-construction survey of surrounding property
existing condition, if appropriate.
20. Prepare and post at each on site telephone location “off
hours emergency notification list”.
21. Arrange for watchman service, if required.
22. Prepare a watchman’s log.
23. Obtain any required state forms and posters.
24. Verify insurance of sub-contractors prior to stating work on
site and prior to final execution of sub-contractors works.
25. obtain safety equipment appropriate to operations:
a. Hard hats.
b. Safety belts.
c. Goggles.
d. Ear protection.

e. Carbon monoxide tester.
26. Post sketch, showing location of fire alarm boxes, hydrants
and first aid facilities.
27. Arrange for and post, safety posters and warning signs.
28. Establish weekly tool box and safety talks.
29. Set up an accident control chart.
30. Establish monthly safety meeting (including the weekly
meeting).
31. Appoint a safety supervisor and set data for the first
safety meeting.
L. Non-Compliance with Safety Requirements
1. Where the contractor violates any of the safety provisions
described within this section 01500, the construction manager
shall take the appropriate remedial action, and all costs
associated therewith shall be to the contractor’s account.
2. On the occurrence of the first violation, the contractor shall
be warned in writing by the construction manager and shall be
instructed to remedy the violation within 48 hours. Where the
contractor fails to remedy the violation within this time prior,
the stipulated fine shall be levied and the contractor will be
prohibited exposure has been corrected.
3. On the occurrence of report violations, the severity of each
violation shall be considered by the construction manager and
the contractor instructed accordingly. Where the contractor
unreasonably ignores the construction manager’s instructions,
then the personnel responsible for operations in the area where
the safety violations are occurred shall be dismissed from the
site.
4. Should the contractor persistently breathe the safety
requirements, then the principal of the contractor shall be
summoned to the site and instructed to take the appropriate
action to ensure that his employees comply with the safety
requirements of the contractor.
5. Where the contractor is in gross breach of these safety
requirements as determined by the construction manager, the

construction manager has the authority to stop the work, in full
or partially. The contractor will not be entitled to any
extension of time or compensation of additional costs due to
such stoppages.
6. The fines indicated will be retained from the contractor’s
interim payments. Fines may be repaid to the contractor subject
to satisfactory improvement in the relevant safety measure
within the time prier stated above at the construction manager’s
discretion. Sustained poor performance of safety requirements of
more than 48 hours will result in retained fines being
permanently deducted from the contractor’s payments and fine
shall continue to accumulate on a daily basis for each
additional day over the original 48 hours until safety breach
rectified to the construction manager’s satisfaction.
M. Table of Safety Violations
The following is a summary of the violations and fines liable in the
event of the contractor’s non-compliance with safety requirements.
