1.2 MERIT OF USING DESIGN-BUILD CONTRACT

Good communication
One major reason for choosing a design-build arrangement is to benefit
from the good communication.
Communication that can occur between the design team and the
construction team.
Many of the largest design-build companies specialize in particular areas
and have developed a smooth flow between design and construction
phases of the project.
In this case, UEM Builders have maintain a good relationship with the JKSB
according to the design and also the problem arise, which contribute to
good relationship
This collaboration allows the project be easily fast racked, cutting down on
overall schedule for the project

Cost and time consuming are reasonable


This method of operation is beneficial in the management of time and
costs,
because the building has been working from the early implementation
of the project.
This gives the advantage to the construction work in which the
method can be implemented in phases earlier work was divided and
set without having to wait until the design work is completed

For example, UEM Builders have


managed to finish 106 days early
according to the schedule on
contract, which is due on 30 Sept
2013
This prove that, the cost and time
saving between the design
process and construction process
can be cut down as in essentials
project such as Second Bridge.

1.3 PROBLEMS MAY ARISE DURING


DESIGN-BUILD CONTRACT

Clashes of fixed price may affect the quality


Although it is possible to give the owner a fixed, firm price
before the project begins, this generally does not happen in a
design-build arrangement.
Because the firm is hired before the design has started, any real
pricing is not possible.
Instead, an owner usually enters this arrangement with a
conceptual budget but without the guarantee of a firm price.
Firming up the price too soon puts the design-build team in the
position of making the scope fit the price, which carries the risk
of sacrificing quality to protect profit.

For example, the problem of honeycomb


during the concreting process of precast
Sectional Box Girder (SBG).
If the UEM Builders set up an early cost,
which can be a fixed price, then the problems
on site will stir up the fixed price, such as
damaged, or unqualified SBG by Honeycomb
for example.

This will range up the cost as the damage


box is cant be presume its amount.
Sometimes, they will range up more than a
fixed price from contractors
Thus, conceptual budget should be done
between the contractors and Client to avoid
this, if this happen, then contractors will
reduce the quality to cooperate the cost or
fixed earlier.

Problems on site: example Honeycomb

The lack of checks and balances.


In the traditional arrangement, the designer prepares a complete set
of contract documents, which is then used to measure and evaluate
the performance of the contractor in the field.
The owner often hires the designer to oversee the work of the
contractor and to ensure that deficient work is identified and
corrected. But in the design/build arrangement the designer works for
the same company as the builder.
Similarly, during construction the builder sometimes uncovers certain
design deficiencies, errors or missions. The designer is contract
bound by contract to correct these deficiencies without additional
costs to the owner. In design/build the design and construction
professionals are put in position of critiquing their co-workers and
perhaps affecting their bottom line by that critique.
The owner must rely more heavily on the quality and ethics of the firm
since most of the checks and balances will likely take place behind
the companys door

2.2 MERIT OF USING CONVENTIONAL CONTRACT

Conventional method is a simple method


This is because the Konsortium Konsultan Jambatan Pulau Pinang
Ke-2 can work together with IJM Construction Sdn Bhd and they
are easily understand their responsibilities.
The procedures and contractual rules of conduct have been
worked out and are well understood
With all the uncertainty will be minimized thus the risk will be
reduced

Under the right circumstance, this means that a project is more


likely to proceed smoothly from beginning to end

The risk of construction are faced by


contractors
The allocation of risk for construction performance
rests almost completely on the contractor and
subcontractors.

The owner is insulated from many of the risks of cost


overruns, such as labor inefficiencies, nonperforming
subs, etc.
In most instances, the owner knows the final cost at
the beginning of construction, and the risks of cost
overruns are borne by the contractor

2.3 PROBLEMS MAY ARISE OF USING


TRADITIONAL CONTRACT

Time-consuming in the completion of a project


All design projects of Batu Kawan Expressway must be

completed prior to the tender process undertaken.


Generally a construction project goes through five processes
as shown
A lot of time taken in this type of contract.That is because the
contract duration of the expressway is 39 months.

it is difficult to reduce the time required to do both design


and construction.
the process is sequential and linear; there is no opportunity
to overlap tasks and thus reduce overall time.

Breakdowns relationships
All parties that work in this expressway construction
are autonomously in this mode.

The consultant designs the expressway based on the


owners instructions (Jambatan Kedua Sdn Bhd).
The general contractor prices and schedules the project
based on the construction documents alone.

through the organization, conventional method can not give


cooperation and coordination between the parties involved
For example in construction as the owner with the
contractor, the contractor and the architect / engineer, the
engineer / architect with owners and others even more
established methods hostility between the parties involved

3.0 Sustainability and safety aspects


Sustainability aspects:
Economy and society : The new route is anticipated to promote
economic and social integration throughout the northern region .

Environmental : High standards of environmental protection are


incorporated into the project while flora and fauna are closely monitored
to avoid changes to the sensitive marine environment.
Technology and development : The construction of the bridge engaged
the regional construction industry, pioneered high standards of quality
and safety as well as initiated local employment programmed to promote
transfer of technology.

Safety aspects:
Occupational : Safety measures are implemented
which include detailed planning of construction
activities, safety training and education, inspections
by safety officers and health checks.
Public Road Safety :
1. Proposed Implementation of Multi-Lane Free Flow
(MLFF) system will reduce traffic congestion at toll
plazas as the system allows free flow high speed toll
system.
2. Standard Guardrails with level TL3 is upgraded to
level TL4 at strategic locations to ensure that in the
event of accident, heavy vehicles are contained.
Motorcycle lane is separated from the main lane by
NJB to protect vulnerable motorcyclist.

4.0 Conclusions :
Either design-built or conventional contract have their own advantages
and problems when it is implemented.
Client should know, which one is compatible with the current project, to
minimize the problem arise
Communication on both side also play a main role to resolve any
problems arise, thus, implementing good communication will gives the
best result to both side
