hile our city is a community,

itlike many diverse
citiesis made up of many
sub-communities. One of
these sub-communities is our downtown.
While some may think of a downtown as a
collection of various businesses, a downtown area is at its best when its member
businesses work together, talk together, act
together, and contribute together to make it
a living, thriving place.
Thats why its so important to provide
opportunities to bring our downtown businesses together. Our Merchant Networking
Meet-and-Greet on Thursday, October 1,
will provide such an opportunity. From
5:30 to 7 p.m., at the Main Street Vineland
office, 603 E. Landis Ave., people from thedowntown businesses will have an opportunity to talk to each other over wine and
cheese refreshmentsand also get to know
us better at Main Street Vinelandgiving
their input to us and hearing what we can
do for them.
A major part of our mission is keeping
our merchants informed on what is going
on in our downtown. Its also to act in the
best interest of the businesses to help them
market themselves and be successful. We
have important initiatives and programs
that can be useful in helping our businesses. We also want to hear back from the
businessesto get their concerns and ideas.
Events like this meet-and-greet help to get
the word out.
In the future, we want to take the show
on the road. Were getting the ball rolling
by hosting it ourselves this time, but we
want to take subsequent meet-and-greets
to our various businesses and have them

Third Grader Helps Neighbor

Domenica Italiana

Durand third-grader Robert Elliott became an unexpected hero last Thursday after coming to the aid of an elderly
neighbor who had fallen and was unable to get up.
Elliott, 8, was walking to the bus stop when he heard
Marilyn Encarnacion's cries for help. He was one of several students who passed by, but the only one who stopped.
"They looked at her and they walked by," said Elliott.
"I felt sad. They should have helped her."
After speaking to Encarnacion and determining how
hurt she wasfrom a safe distance, he notesElliott
approached a neighbor for help. The neighbor came to
the assistance of Encarnacion, and Elliott made it to the bus just in time.
So impressed with Elliott's actions, Encarnacion made the trip to Durand the
next day to inform Principal Dan Greco of the good deed. Elliott had not told
anyone at the school about his act of kindness.
"I just did it to be helpful," Elliott said.

POW Release
Jared Gage, Civil War POW for seven months, lived for
three years after and was buried at Siloam Cemetery.

{ 6 } the grapevine | SEPTEMBER 30, 2015

inelander Jared Gages October

1864 incarceration at the
Confederate prison in
Andersonville, Georgia, would
last seven months. He is listed as survivor
on the Andersonville website, but the damage inflicted on his health during those
months is not reflected in that description.
His father writes that Jared nearly starved
to death and the camps conditions would
take their toll in less than three years. But
how had the Andersonville facility become
the death trap it is known as?
It seems that, from the start, poor planning and execution were to blame.
According to Ovid L. Futchs History of
Andersonville Prison, the Confederate
P.O.W. camp primarily used during the first
several years of the Civil War was a
Richmond, Virginia facility, but it required
additional supplies to be sent from deeper
in the South using Confederate transportation systems that could better serve the war
effort. The Virginia location placed the
prisoners in jeopardy in the event of an
attack in that area and, as the war dragged
on and more soldiers were needed in the
field of battle, there were fewer guards at
the prison to oversee the inmates.
The need for another facility became
paramount, and one Georgia location was
selected and then abandoned after nearby
residents protested the choice. In
November 1863, another location in the
middle of farmland known for its cotton
and corn was selected for the new prison.
But the planners failed to realize that the
remote location would make it difficult to
obtain needed supplies, including food,
lumber, nails and tents. In fact, there was a
shortage of bacon on the day prisoners first
arrived in February 1864. The facilitys
future had already been foreshadowed.
Originally, the camp covered 16.5 acres,
with guards totaling 1,193, with 303 on duty
each day. In June the facility was enlarged
to 26.5 acres and, as the summer wore on, it
was obvious that a concern had arisen
about maintaining control of the growing
number of prisoners. Having overseen
about 7,000 prisoners in April, the guards
were facing 12,000 in May and nearly
24,000 by late June. By the end of August,
numbers had risen to 31,693.
The guards were aided by what was
known as a dead line, a space in the stockade 19 feet from the wall that prevented the
prisoners from getting close to the walls.

Anyone attempting to enter this space was

shot without warning.
With conditions drastically out of control
and scurvy and dysentery running amok,
the Confederacy, according to online
sources, offered conditional release of prisoners if the Union would send transportation for them. The Union did not follow
through and refused to establish a prisoner
exchange, dooming many of their soldiers in
Andersonville. On November 11, inmates
well enough to travel were transferred to a
better facility in Millen, Georgia, and this
included Gage and his regiment, indicating
that the Vinelander was still healthy enough
to travel. Because the Millen camp offered
improved conditions, it could have saved
Gage from an early death if not for the fact
that Union General William Tecumseh
Shermans March to the Sea, which began
in December, forced the evacuation of the
prisoners back to Andersonville. It is reported that, upon their return, some improvements had been made.
Union forces captured Andersonville
Prison in May 1865. By then, 13,000 out of
45,000 prisoners had died. That November,
the commander of the camp, Captain
Henry Wirz, was found guilty on charges of
conspiracy and murder and hanged.
Jared Gage was freed in May 1865 and
joined his family in Vineland. The towns
climate had proven a cure for many veterans who settled here after the war, but
Jareds condition seems to have been much
worse. He remained in Vineland for over
two-and-a-half-years but on January 12,
1868, he died.
The oldest of John and Portia Gages
sons was laid to rest in Siloam Cemetery.
His gravesite can be found across from that
of town founder Charles K. Landis and
directly behind the marker for Landis secretary Marcus Fry. Gages tombstone, currently dislodged from and leaning against
its base, contains only his name, date of
death, age at the time of death and an
inscription that serves as a reminder: One
of the victims of Andersonville. I

South Jersey Gas Gets

Approval to Reduce Rates
South Jersey Gas has received approval
from the New Jersey Board of Public
Utilities for an overall rate reduction that
will result in an average residential customer saving $14.16, or 10.3 percent, on a
100-therm monthly natural gas bill.
Lower wholesale gas prices, coupled
with effective gas supply portfolio management, are the primary drivers of this
reduction in rates, said Jeffrey E. DuBois,
president of South Jersey Gas. Our ability
to obtain a consistent supply of low-priced
natural gas from Marcellus Shale producers has enabled us to provide a significant
rate reduction for our customers ahead of
this years winter heating season. As a
result of this decrease, annual residential
customer bills today are, on average, nearly 30 percent lower than they were 10
years ago, said DuBois.
SJG also received approval to adjust its
base rates to reflect over $36 million of
investments made under its Storm
Hardening and Reliability Program. The
SHARP is a three-year program that was initially approved by the BPU in August 2014
and enables SJG to invest in infrastructure
upgrades on barrier islands that will protect against future major storm events.
South Jersey Gas, subsidiary of energy
services holding company South Jersey
Industries (NYSE:SJI), provides natural
gas service to approximately 369,000 residential, commercial and industrial customers in Atlantic, Cape May,
Cumberland, Salem, and significant portions of Gloucester, Burlington and
Camden counties in New Jersey. Visit
www.southjerseygas.com to learn more
about South Jersey Gas and its programs.

NJ Foodbanks Receive
$31,000 From Check-Off Fund
New Jersey Secretary of Agriculture
Douglas H. Fisher has announced the distribution of more than $31,000 to New
Jerseys six food banks to supplement
their food supplies. The funding represents contributions through the
Community Food Pantry Fund, a state
income tax form check-off program.
The generous donations made by New
Jersey taxpayers will have a direct impact
on the lives of many Garden State families
in need, said Secretary Fisher. When filing your taxes, please seek out this fund
and donate to this worthy cause.
Among the six food banks funded is
Southern Regional Food Distribution
Center, Vineland, which received $1,302.
The check-off was first available on the
2010 tax year forms. Since its inception,
$117,195 of taxpayer-donated money has
been distributed to foodbanks through the
fund. Governor Christie and the State
Legislature allocated $6,818,000 for the
current fiscal years New Jersey
Department of Agriculture State Food
Purchase Program (SFPP). That money is
distributed quarterly to the states six food
banks for the purchase of healthy foods,
with an emphasis on buying produce from
New Jersey farmers. The SFPP is in its
10th year. The Department also distributes United States Department of
Agriculture-donated food to the six food
banks through the Emergency Food
Assistance Program.

Gateway Community Action

Partnership Assumes Atlantic
County WIC Program
Effective October 1, Gateway
Community Action Partnership assumed
sponsorship of the Atlantic Countys
Women Infants and Children (WIC)
Program with expanded hours and new
facilities to better serve county residents.
Gateway, with more than two decades
of experience administering the WIC program in South Jersey, was selected by the
New Jersey Department of Healths
Division of Family Health Services to
replace the Atlantic City Health and
Human Services Department.
Atlantic City officials relinquished operation of the countywide WIC program as
part of an effort to increase efficiencies and
balance the Citys 2016 budget. City officials said the move will save citys taxpayers thousands of dollars, while continuing
to provide this necessary and important
program to all Atlantic County residents.
Gateway Community Action
Partnership currently serves approximately 22,000 WIC clients in Camden, Cape
May, Cumberland and Salem counties. As
part of the move into Atlantic County, the
number of WIC offices will increase from
three to four, with a new office in
Galloway Township. Gateway is also planning the opening of a fifth county WIC

office in 2016 as well as to institute

evening hours in early 2016 to accommodate working parents.
Gateway WIC services will be available
at the Atlantic County offices in Atlantic
City (609-347-5656), Pleasantville (609272-0854), Egg Harbor City (609-9650197), and Galloway (333 Jimmie Leeds
Rd., Unit 5).
Gateway is a Bridgeton-based nonprofit organization and is the state-designated, federally-recognized Community
Action Partnership for Cumberland,
Gloucester and Salem Counties.
Dr. Jaya Velpuri, Ph.D., Gateways Vice
President/WIC Director, said the agency
is pleased to extend services into Atlantic
County and to assist mothers and children
in a real and meaningful way.
WIC serves moderate income pregnant, post-partum and breastfeeding
women and infants and children up to five
years old. Under the program, free supplemental foods, through monthly checks,
are distributed to buy formula, low-fat
milk or soy substitutes, juice, whole grain
cereals and other healthy foods. It also
provides nutritional counseling and gives
referrals to other assistance programs.
Gateway WIC will have a staff of 17 in
Atlantic County and expects to serve nearly 6,000 county participants. Employees
of the Atlantic City WIC program were
encouraged to apply for jobs with the new
sponsor, and several have already been
hired by Gateway Community Action
Partnership during a transitional period.

for the run is 1 Mile 1 Flag 1 Hero and the mission for

The C.E.O. Group Establishes

CCC Scholarship

310 Wheat Rd., Vineland

Wholesale/Retail: contespasta@comcast.net

The C.E.O. Group recently established a

$10,000 scholarship endowment in memory of
Francis J. Reilly through the Cumberland County
College Foundation. The endowment will fund a
$500 scholarship annually into perpetuity.
Fran Reilly founded the C.E.O. Group in 1996, a
non-profit comprised of business leaders in
Cumberland County who were dedicated to community service and the education of young adults.
Nearly 20 years later, the C.E.O. Groups membership has grown to include more than 40 companies.
The C.E.O. Group Francis J. Reilly Scholarship
will be awarded to a high school senior enrolling
at Cumberland County College to pursue a
degree related to business, industrial or entrepreneurial studies. Applicants must be recommended by a high school counselor. The first
scholarship will be awarded for Fall 2016.
Louis Magazzu, executive director of the
C.E.O. Group, stated, The scholarship is a fitting
way to memorialize Fran. He started the C.E.O.
Group and served on the Cumberland County
College Trustee Board. Through the scholarship
his commitment to education will continue.
Art Ogren, President of the C.E.O. Group added, By making this contribution to
Cumberland County College, we are assisting an institution which was very important to Fran and, on an annual basis, helping worthy students who wish to pursue
careers which are consistent with the membership of the C.E.O. Group.
Magazzu speculated that some of the scholarship recipients may one day
become a member of the CEO Group, bringing Fran Reillys dream full circle.
The Cumberland County College Foundation awards more than $500,000 in scholarships each year to assist students with pursuing their goal of earning a college degree.
For more information about scholarships, contact the Foundation Office at 856691-8600, ext. 1209.

Lowes Employees Pitch In at Boys & Girls Club

Several employees from
the Lowe's store in Millville
recently helped to renovate a
future center for the Boys &
Girls Club of Vineland. The
volunteers painted, removed
old carpeting, and furnished
the building with a kitchenette and computer area.
The volunteer effort coincided with 9/11 Day of Service,
which was also observed to
commemorate those lost on that tragic day 14 years ago. The Boys & Girls Club
truly appreciated the volunteer work of the Lowe's employees. Pictured here are
Lowe's employees in front of the Club building on Crystal Avenue in Vineland.

present Christmas in Vienna featuring the Vienna Boys Choir on
Tuesday, December 15, beginning at
7:30 p.m. in the Luciano Theatre of
the Guaracini Performing Arts

Haydn and Franz Schubert were
themselves choristers.
Today, touring is part of the choristers education. Since 1926, the
Vienna Boys Choir has undertaken
around 1,000 tours in 97 countries,
performing in more than 27,000
concerts.
Tickets are $35-$50 based on
seating preference. Call the
