2 Overview
Overview
Fast power congestion control (FCC) is implemented on the NodeB side. This feature aims to
quickly rectify the system overload situation to prevent the output power from exceeding the
maximum power allowed by hardware.
This feature enables efficient utilization of power amplifiers for traffic load, especially for
dynamic power sharing in one carrier between R99 and HSDPA.

Technical Description
FCC is a NodeB function that complements RNC congestion control. The function monitors the
output power per slot that all users demand at the same time, using the real time scale as the fast
power control function.
Huawei provides the DL automatic level control (ALC) function for fast power congestion
control in the NodeB, in order to limit output power and avoid PA saturation. The ALC monitors
the transmit power in real time. When the input power reaches or exceeds the predefined
threshold, the ALC can decrease the signals on TX channels by increase attenuation to keep the
output power lower than the threshold, thus avoiding PA saturation.
The NodeB uses FCC to quickly control the output power, the control reaction time is 1024
chips, which is fast enough to fully prevent saturation of the TX chain or overdriving of PAs
without the need for power margins.
Therefore, when a cell is heavily loaded, its performance remains robust, without the risk of call
drops or inaccurate modulation. In addition, the RNC congestion and admission thresholds can
be set to higher levels, which increase cell capacity without compromising overall quality of
service.
