We are lucky to have her and the energy and support she brings to our community. Her role is key in moving our
community forward in meeting the challenges we face in making our community a better place to live and work.

The local questions I cannot answer as I am another City Manager that interacts with the Battle Creek City Manager at
intergovernmental meetings. Rebecca is an excellent communicator and is willing to collaborate with other
governmental units.

Rebecca Fleury has been a fantastic addition to our City Leadership. In addtion to a positive attitude, she has
improved community collaboration and is systematically identifying and addressing the areas we need to improve as a
City. I also applaud her recommendaiton to create two assistant City Manager roles and dedicating someone to
external affairs/economic development and internal affairs and operations. Dedicating senior staff to these two areas
has contributed to the overall improved management of the City and I believe the three of senior leaders have

comprised a great executive leadership team for the City. While we all know there is still more to be done for the
betterment of Battle Creek, we are clearly heading in the right direction and Rebecca's leadership and positive, "can
do/will do" attitude are contributing to the forward momentum of Battle Creek.

honest. To enhance and even further improve her performance, it would be great to see the commission more
frequently serving in the role of advocates and champions for Battle Creek, including local government. How wonderful
it would be to outwardly see and feel true partnership and support between city commission and city leadership.
Unfortunately, the public witnesses what often looks more like an adversarial relationship and gets the message that
the role of the commission is to criticize, accuse, bully, and increase turnover in leadership (hey, that costs A LOT of
money!). Get on the same team. This community will be better for it.

Our City Manager has brought energy, enthusiasm, commitment to improvement and sound strategies to the role. She
is dedicated to improving the culture of the City as it serves the community. Although this will take time, consistent
progress is evident.

In my experience, the City Manager has been visible, accessible, and very responsive. She is serving with several
community organizations . . . has been an active and frequent participant in BC Vision activities . . . and I have been
able to schedule time with her on several occasions when business circumstances required assistance. Great start!
