To establish and implement a standard procedure for the application of asphalt emulsion on lean
concrete.
II. SCOPE OF WORKS
Works included under this section shall concentrate on proper application of
asphalt emulsion that will set as a de-bonding agent applied in a quality
sufficient to prevent bonding of PCC pavement to the lean concrete.
III.CONSTRUCTION ANALYSIS
When the lean concrete is to be placed directly beneath Portland Cement
Concrete Pavement (PCCP) a bond prevention layer (bond breaker) shall be
required. The entire surface of the lean concrete shall be coated with a debonding compound applied in a quality sufficient to prevent bonding of the
PCC pavement to the lean concrete. If an impervious membrane or asphalt
emulsion is used as curing material, it may serve as the bond prevention
layer. The Contractor shall be responsible for selecting the de-bonding
compound and determining the necessary application rate. The de-bonding
compound shall be approved by the Engineer prior to incorporate into the
work.
Usage of Asphalt Emulsions
Asphalt emulsions are used in a number of paving applications. Applied
by itself, an emulsion can function as a tack coat between layers in a
pavement structure or as a fog seal on the pavement surface. In
conjunction with spreading aggregate material, an asphalt emulsion may
be part of a chip seal or scrub seal. When aggregate and an emulsion are
mixed together before application, they can be used for slurry seals or a
micro surfacing treatment.
Emulsions do not require a change in materials, since the grades of
asphalt binder that are used in standard asphalt mixes also work for
asphalt emulsions. Emulsification is one of the approaches used in making
warm mix asphalt, mixes that are produced at lower temperatures than
conventional hot mix. When the emulsion is applied directly, rather than
being combined with aggregate to create a mix, it allows asphalt to be
used in liquid form even at normal air temperatures.

Stability and Storage


Because the two substances do not mix naturally, the asphalt and water
in an emulsion will always have some inclination to separate. The individual
asphalt droplets may have a tendency to coalesce with each other or to bond
to other materials. In fact, many of the uses of asphalt emulsions in paving
take advantage of this, as the water is allowed to evaporate while the asphalt
re-establishes its bonds and attaches to aggregate particles in a pavement
structure.
At the same time, it is necessary to maintain the emulsion in a stable
form until it can be used. If an asphalt emulsion may need to be stored for
any length of time, it normally includes emulsifying and stabilizing chemicals
that give the asphalt droplets an electrical charge. The charge may be either
positive (cationic) or negative (anionic) as long as it is consistent throughout,
which prevents the asphalt from recombining because droplets with the same
electrical charge will tend to repel each other. Cationic asphalt emulsions are
the most common type used in the paving industry.
IV. APPLICATION
CRS-2 is a cationic type of asphalt emulsions manufactured according
to specifications of ASTM D2397 Standard Specifications for Cationic
Emulsified Asphalt.
Asphalt emulsions CRS-2 is can be used as bituminous seal coat and as
bituminous surface treatment that conforms to items 303 and items 304 of
Philippines Standard Specifications for Highways, Bridges and Airports.
Asphalt emulsions CRS-2 is unlikely to present significant health and
safety hazard when properly used in the recommended application, provided
good standards of industrial and personal hygiene are maintained.
Application
As per specification Bonding Prevention Layer (Bond Breaker), asphalt
emulsion CRS-2 can be applied with rates ranging from 1L/sq.m to 2L/sq.m
depending on the engineer on site.
Total coverage must be attaining to prevent de-bonding of layers. All
application must be tested on site prior use.

V. PROCEDURE
1.) After lean concrete pouring and curing, next is to proceed on application of
asphalt emulsion CRS-2 as de-bonding agent for lean concrete and PCCP.
2.) On application of asphalt emulsion, if the span of lean concrete that is
ready for application was 100 meters plus, we can run asphalt distributor
for faster application. It can be done when PCCP forms are not yet installed
at cured lean concrete. While if the span that is ready was less than 100
meters, we cannot run the asphalt distributor inside the structure instead
we use its hand sprayer for application of asphalt emulsion.
3.) Pouring of PCCP is on every 50 meters span, when the forms of PCCP was
installed before application of asphalt emulsion, hand sprayer of asphalt
distributor will be used for application of asphalt emulsion as bond breaker.
4.) After asphalt emulsion application, spread sand on top so that the asphalt
emulsion will not stick on the tires of dump truck. Dump trucks will be used
for pouring of PCCP after the asphalt emulsion was cured.

Safety Work Procedure and Fall Prevention Program).
Work permits shall be provided, if necessary.
WORKING HOURS

Works shall be undertaken during daylight hours and when necessary, during
night time with provisions of sufficient lighting on the working area.
IX. PERSONNEL RESPONSIBILITIES
1) Site Superintendent -Responsible to deliver the project safely, on time,
adherent to project quality requirements. Coordinates work activities with
logistics, commercial and other site personnel and home base groups.
2)

Quality Control Manager - will ensure the strict implementation of the


Quality Plan and from time to time provide such other personnel and
resources as maybe required to ensure effective operation of the quality
assurance system. Responsible for all quality test requirements.

3)

Safety Practitioner/Officer - will be responsible for maintaining safety


and protection against accidents. In addition, Safety Practitioner/Officer
has the authority to issue instructions and take protective measures in
relation of project safety.
