Proposal for implementation of SPOT BILLING by IKYA


Human Capital Solutions Ltd. for RAPDRP consumers for
Sheikhpura urban and Barbigha urban consumers of
SBPDCL
Scenario I: Meter reading and bill distribution by appointed
agencies and bill printing by Prakriti Enterprises
Present cost calculation for 6814 consumers:-

Cost for meter reading @ Rs. 5 per reading = Rs. 34070

Cost for bill distribution @ Rs. 1.50 per bill = Rs. 10221

Cost for bill printing @ 0.50 per bill = Rs. 3407

Present total expenditure = Rs. 47,698 per month

Scenario II: If the meter reading and bill printing is done


through spot billing machine of IKYA Human Capital Solutions
Ltd. by appointed Meter Readers
Assumptions:

15 minutes for reading of each consumers (including walking time)

8 hours daily work by each Meter Reader

25 days working in a month

Payment to each Meter Reader @Rs.5500 per month (if 100% of target is
achieved)

Cost calculation for spot billing:

Total time required for 6814 consumers = 6814 x 15 = 102210 minutes =


1703.5 hours

Total number of Meter Readers required = 1703.5/(25*8) = 8.5175 = 9 Meter


Readers (approx.)

Expenditure on Meter Readers = 9 * Rs. 5,500 (average payment to each


employee if 100% of the target is achieved) = Rs. 49,500

Cost of android phone, sim (with internet connection) and printer = 5000 +
250 + 6500 =Rs. 11,750

For 9 Meter Readers the cost of phone and printer = Rs. 11,750 * 9 = Rs.
1,05,750

Assuming this expenditure is recovered in 12 months, cost per month

= Rs. 8,812.50
Total Cost in case Spot Billing is implemented = Rs. 49,500 + Rs. 8,812.50 =
Rs. 58,312.50 per month

Conclusions:

On financial aspects, there are not much differences hence both the scenarios
are equivalent

Billing efficiency will be increased

Bill disputes will be minimized drastically due to transparency in the meter


reading and bill generation process

Minor bill disputes can be resolved on the spot

Issues of non-availability of energy bills to the consumers will be removed


from the present system

The monitoring of meter reading and bill generation for each consumer will
be done through MIS provided by IKYA Human Capital Solutions Ltd.

The cycle time for meter reading, energy bill printing and bill distribution
will be reduced to 15 minutes for every consumer

The billing process will become smooth and hence consumer satisfaction will
be restored

Hence, it would be beneficial for SBPDCL to implement Spot Billing by IKYA


Human Capital Solutions Ltd. for RAPDRP consumers for Sheikhpura urban and
Barbigha urban consumers.


The process of meter reading and spot bill generation


through android app of IKYA Human Capital Solutions
Ltd., is proposed to be implemented as under

PROCEDURE FOR SELECTION AND APPOINTMENT OF METER READERS


1. Requirement notification for Meter Readers will be published in local
newspapers and will also be displayed on the notice boards of various
government offices in the district
2. Interested and qualified individuals will be called for interview and a simple
practical test (to test their working knowledge of android phone and
application handling)
3. Based on the interview 10 individuals will be selected as Meter Readers for
Sheikhpura (Urban) consumers
4. A waiting list of 2 Meter Readers will also be kept for future increment in the
number of consumers or unavailability of appointed Meter Readers

QUALIFYING CRITERIA FOR METER READERS


1. Individuals should be at least Intermediate pass (should submit the relevant
certificates)
2. Should be more than 18 years of age
3. Should submit authorized photo identity proof and residential address proof
4. Should have his/her personal android phone having good camera quality
5. Should have good working knowledge of using android apps in the phone
6. Should be willing to work in the field for 25 days a month and 8 hours a day
7. Each individual would have to submit Rs. 7,500 as security deposit. The
security deposit will be refunded on termination of contract subject to
penalties if any.

SCOPE OF WORK
1. Each Meter Reader would be allotted approximately 850 consumers based on
DT coding for meter reading and spot bill generation
2. A printer will be issued to each Meter Reader

3. The spot billing application will be loaded on to each Meter Readers android
phone which will be connected via Bluetooth to the printer
4. To carry out 100% meter reading, bill generation and hand over of the same
to the consumers through Spot Billing Machines (SBM)
5. A grace period of 2 months shall be given to the Meter Reader to achieve
100% meter reading and bill generation through SBM, but in no case it
should be lower than 80% during the first two months of operation
6. The Meter Reader will take the photograph of the meter, showing clearly the
meter reading through the phone camera. With the help of printer and app
provided by the company, the Meter Reader will generate the bill at
consumers doorstep based on the meter reading (same as in the photograph
taken). The bills so generated will be handed over to the consumer
immediately
7. The Meter Reader shall have to store the photographs of the consumers for a
minimum period of 45 days from the date of issue of bill which has to be
submitted if asked by the company for verification/monitoring purpose.
8. The Meter Reader will have to download the previous billing
information/data for scheduled consumers on daily basis through the
android app
9. The data of the consumers billed on a particular day should be uploaded on
daily basis using the android app
10. In case of Door Lock / Meter Burnt, the same should be intimated in writing
to the Nodal Officer
11. The rate of payments to the Meter Reader shall be constant and shall not be
subject to any price variation or price escalation for a period of 1 year from
the commencement of the contract

RATES
The Meter Readers shall be paid Rs. 6.50/- for each meter reading and on the
spot printed energy bill served to the consumer.

PENALTIES
1. For less than 100% meter reading and bill generation, penalty will be
charged in the following manner;

2. The Meter Reader should upload the billing data of allotted consumers
through the app within 72 hours of downloading the data of the allotted
consumers failing which Rs. 200/- per SBM/day will be charged beyond 72
hours. Any delay due to technical or administrative reasons should be
brought into notice to the Nodal Officer in written for further action. On
account of default in the stipulated completion dates, EEE/S/Sheikhpura
reserves the right to terminate the contract after providing 2 written
warnings.
3. Wrong bills issued due to wrong reading = Rs 50/- (fifty) per bill
4. All penalties will be deducted from the monthly bill payment made to the
Meter Reader. The EEE/S/Sheikhpura shall be the competent authority for
deducting penalties as specified above

INCENTIVES
1. In order to bring all unauthorized/Hooking consumers into the billing fold,
the Meter reader shall be paid 10% of additional revenue realization (one
time only) on being reported in writing, on detection and regularization of
the consumers in the billing fold
2. Ghost consumers the Meter Reader shall be paid an incentive of Rs. 100/-
per consumer on detection and regularization of that reported consumer in
billing fold

3. Wrong category/misuse case The Meter reader shall be paid an incentive of


Rs 100/- per consumer on detection and regularization of that reported
consumer in the billing cycle
4. Any extra consumer service (as and when required) provided by the Meter
Reader shall be paid on pre approved and mutually agreed rates

PAYMENT TERMS
Each Meter reader shall furnish monthly service charge bill latest by 10th of the
following month positively in triplicate to the Nodal Officer, who shall get the bill
verified pertaining to the rate for spot billing of consumers as well as penalties
and incentives. The same shall be forwarded to Accounts Officer within 3 days.
After due verification, Accounts officer will make payment within 7 days to the
Meter Reader.

CONTRACT PERIOD
All contracts shall be made between EEE/S/Sheikhpura and the Meter Readers.
Revenue Officer / AEE Revenue will be the Nodal Officer. Spot-Billing contract
shall be in force for a period of 1 year from the date of award of contract. The
performance of the Meter Reader will be reviewed on quarterly basis and shall
be terminated in case of poor performance. EEE/S/Sheikhpura reserves the right
to extend or reduce the term of contract. Prior notice intimation of 30 days has to
be given by the appointed persons before terminating the contract

SERVICE AND INFRASTRUCTURE TO BE ARRANGED BY SBPDCL


1. Software and database support from IKYA Human Capital Solutions Ltd.
should be arranged by SBPDCL
2. An MIS interface should be installed at division office for real time tracking of
meter reading and bill generation progress and manual entry of DCR,
correction report etc.
3. One technical supervisor has to be appointed for the Meter readers working
in the field
4. Any maintenance/servicing of printers in use shall be arranged by the
company/ IKYA Human Capital Solutions Ltd.

OTHER TERMS AND CONDITIONS


5. The Meter Reader shall be a temporary agent of the company and in no
scenario he/she shall be considered a licensee/employee of the company.
6. Technical training would be given to each individual by IKYA Human Capital
Solutions Ltd.
7. The printer would be the property of EEE/Sheikhpura
8. The individuals would have to submit the printer issued to them in proper
working condition at the time of contract termination. Any damage incurred
would be deducted from the security deposit of Rs 7,500/-
9. The EEE/Sheikhpura would provide the paper for the printer
10. Meter Reader access is limited up-to meter place at consumer premises.
11. Any abnormalities found at consumer premises should be reported in the
meter reading sheet e.g. non accessibility of meter at the consumer premises,
broken meter seal, stopped/burnt meters, meter changed, etc.
12. In case of any short coming noticed in the work i.e. taking wrong
reading/status, the Meter Reader will be penalized on this account on receipt
from the consumer or SBPDCL staff after due verification by the company.
The decision of EEE/S/Sheikhpura shall be final in this regard.
13. Door lock cases have to be minimized (tending to zero) under assigned area
of the Meter Reader
14. If the door lock cases are found to be more than 5% of the total consumers
for any Meter Reader, then the claim amount Spot Billing Consumers billed
under door lock over and above 5% shall not be paid.
15. Data downloading / uploading through the android app should be done on
daily basis unless otherwise mutually agreed
16. In case of average billing (due to defective meter/no meter) the Meter Reader
shall report all such consumers to the Nodal Officer on daily basis which shall
be verified by the JEE (Rev) and action will be taken to rectify and regularize
the bill for such consumers
17. The Meter Reader will have to mandatorily display the identity card issued
by the company when going for meter reading at consumer premises.
18. The meter reading area of each Meter Reader shall be rotated on quarterly
basis in consultation with Nodal Officer

19. The Nodal Officer will verify the quality and authenticity of the meter
readings as and when required.
20. Besides meter reading works, the company may ask the Meter Reader to
provide some additional services related to consumer service. All such
agreed services will be paid separately on pre-specified approved rates
21. Following expectation reports have to be submitted at the division office on
weekly basis
a. Premises locked
b. Billing not done
c. Bills of defective meters
d. Bills of meter with seals broken, glass broken, meter burnt
e. Bills of meter number deficient at site
f. Bills of consumers with meter changed in current cycle
g. Fictitious billing cases (Consumers not in physical existence, but being
billed)
h. Ghost consumers cases (existing consumers that are never billed)

Consumers with no meter though meter reading sheet indicates meter

j.

Consumers whose meter is not easily accessible in respect to height


and location with meter installed in the premises

k. Number of bills issued for un-metered/defective consumers

Any other report required during the contract period
