EXTERNAL LIGHTING

FOR USE OF DESIGNER ONLY

THIS SECTION MUST BE DETACHED FROM THE
SPECIFICATION BEFORE PROCEEDING TO
ASSEMBLE TENDER DOCUMENTS

1.

If you have not already read the Guidance Manual on Model Specification for Building
Services in Health Care Buildings, please do so!
This system approach to contract documentation has been prepared by many experienced
design engineers throughout the country to enable you to utilise your own expertise on
hospital projects to the full extent and reduce the repetitive work to a minimum.

2.

This is only one section of the specification suitable for tender documentation.

3.

The content of this section is set out at the front of the document.

4.

To make a full specification for contract documentation it will have attached:PART A - Standard General Conditions and Preliminary Clauses.
PART B - General Clauses Common to Building Services Plant and Equipment.
PART D - Detailed Description of Extent and Nature of Works.

5.

Not all the services incorporated in this section may be needed for your project. For
example, if it is to consist of only wall mounted luminaires illuminating the immediate area
surrounding a single building, the detailed description of works in Part D will specify
which elements of the section are applicable. Designers should ensure that all the relevant
standards (BS, IEC, ISO etc) are the latest issues including all amendments.

6.

Since this specification is intended for use throughout the UK it is universal in character
and therefore contains elements covering all aspects of a lighting services installation.
Leave this section bound together, elements should not be extracted. Select the project
requirement and specify in Part D.

7.

This section has been written to include all data information and guidance contained in the
following documents:-

(ii)

(iii)

specification section.

(iv)

8.

Attention is drawn to Section 611 of the IEE Wiring Regulations, Sixteenth edition, BS
7671: 1992.

9.

Whilst writing Part D, consideration must be given to the information given in the
following clauses:-

Clause 01.04

The types and location of the luminaires to be specified in Part D.

Clause 02.01

In some instances luminaires may require secondary reflectors to prevent direct

light spill into the windows of an adjacent ward or other sleeping
accommodation. The identification of these and provisions required should be
stated in Part D. The actual level of IP protection should be given in Part
D dependent upon the location and degree of exposure of the luminaire.
Similarly, the actual choice of material for the luminaire bodies is also to
be given in Part D.
The Health and Safety Executive advise that BS EN 60079-10 should be
considered where spillage is liable from petrol dispensing points. Zone 2 areas
apply to those luminaires within 2m from the spillage.

Clause 02.02

Requires lamp types and ratings to be stated in Part D.

Clause 02.06
Clause 02.07

Both require the method of fixing to be adopted for securing wall mounted
luminaires to the building etc, to be detailed in Part D to ensure fixings are
compatible with the building etc fabric.

Element 03

Primarily written to cover traffic control type bollards. Where a more

ornamental type of low level lighting bollard with a slender tubular supporting
post is required for the pathway etc illumination, Part D will need to omit the
service compartment detailed in 03.01 and substitute alternative means of
supply cable termination compatible with the selected luminaire.

Clause 03.01
Clause 04.02

Wherever practical the locks of access doors to the service compartments of

all bollards and columns should be common not only to each other but also to
any other such locks which may already exist on the site. The requirements to
achieve this should be stated in Part D.

Clause 03.02
Clause 04.03

Column bases are normally a builders work requirement.

The following is suggested as a suitable method for inclusion in Part D when
required. Bollards shall be installed in, or on, a concrete base which shall
extend horizontally from the sides of the bollards for not less than 400mm.
Where the bollard includes a root to be set into the ground, the depth of the
base shall not be less than the depth of the root. Where appropriate, fixing
provisions shall be set into the base. The concrete base shall incorporate a
cable duct to enable the ready installation of the supply cables.
Lighting columns 4m and above should be installed such that removal
can be achieved without great difficulty. A satisfactory method is to set in
concrete a suitable length of cement duct (vertically mounted) then insert
the column and backfill with soft mix. Access for supply cables must be
built in.

Clause 04.04

Details of mounting brackets shall be specified in Part D.

Clause 05.01

Refers to the distribution cables and installation methods detailed in Section

C41 "Common Services Electrical (low and extra low voltage)" to ensure
consistency with power etc, distribution systems on large sites.

Clause 05.02

Considers the possibility of multiple centrally controlled circuits providing

reduced lighting levels for Car Parks, outlying areas etc during the night.

Clause 06.01

Required times of operation to be specified in Part D.

Clause 06.02

Gives an option to use electronic clock systems with internal battery systems to
maintain time and programme settings during any power interruption. If an
electronic clock is desired, it should be specified in Part D.

Clause 06.03

The location of light sensitive cells and their trigger time to be specified in Part
D.

Clause 06.04

Requires the circuiting of individual luminaires to be detailed in Part D and/or

on the Drawings.

Clause 06.05

Refers to main switchgear and controlgear to Part D and C41 to ensure

consistency with the power distribution switchgear.

Clause 07.01

Details only the special requirements for columns and brackets. Refer general
earthing standard to Section C41 "Common Services Electrical (low and extra
low voltage)".

Clause 07.02

This section is suitable for use with installations complying with the IEE Wiring
Regulations, Sixteenth edition, BS 7671 providing the associated sections
(particularly section C41) are also compatible.

Clause 08.03

It is intended to provide operational data against which future performance can

be evaluated.
