NAB, Rangers expand


probe into
energy sector

ISLAMABAD: A joint investigation team of


the National Accountability Bureau and
Pakistan Rangers looking into allegations of
corruption and irregularities in the energy
sector has expanded its probe to at least five
companies and institutions and asked the State
Bank of Pakistan and local and foreign banks
and financial institutions to provide details of
bank accounts of 15 people in Karachi.
The widening of the probe was ordered after

former minister for petroleum Dr Asim
Hussain, former managing director of Sui
Southern Gas Company Zohair Siddique, the
company`s former deputy managing director
Shoaib Warsi and Kamran Ihsan Nagi.

PML-N lags behind declared targets as half term spent

LAHORE: The poor continue to suffer as the


PML-N government half way down its tenure
lags behind the targets it set for major areas in
its manifesto for the 2013 elections, it has been
learnt from various reports.
The party embarked on the rule on an ambitious

note to end unemployment, load shedding,


terrorism, corruption and poverty through good
governance, economic turnaround and reestablishment of peace in the country.
The dream of economic revival and prosperity

largely hinged on ending the electricity


crisis, eliminating terrorism,
capacity building of the human
resources and strengthening
of institutions. On most of
the fronts, implementation
of the manifesto is not up to
the mark until now.
A report says over 40
million people are continuing
to live below the poverty line
while 5.3 million stay
unemployed. As many as 1.5 million
unemployed people have been added in the
last two years, making the total number of
unemployed highest in last 13 years.
It is being spearheaded by the armed forces
since June 2014, after the abortive ventures of the
government for striking peace deal with Taliban.
Since 9/11 this war has cost the country over $100
billion besides loss of over 50,000 lives.

Inflation has come down to below five per cent


which was largely due to drastic fall in the oil
price in the international market.
Yet the government has missed other
macroeconomic targets on investment, saving
and tax collection. The process of reforms in these
sectors is on.
The ratio of Foreign Direct Investment

remained much lower to what was envisioned


through the manifesto. Barring the Chinese
investment of $46 billion (with the borrowing
from Chinese bank), the ratio of FDI
has been recorded less than 50
per cent. Reaching a
favourable balance of trade
was planned but the
government is still
struggling hard on this
score.
Exports target in 2015 was
set at $27 billion but it ended
at $24 billion. However import
bill has come down by 14 per cent
due to cut in oil prices which otherwise
stood at over $40 billion. A strategic trade policy
framework has been to take up exports to
$35billion by 2018 and given the said it appears a
hard task.
The government cut the bank interest rate to 6
per cent but industrialization and economic
activity remained disappointing while the poor
faced loss on their savings.

The Moody's has lifted the rating of Pakistan

economy from negative to neutral although it


attained the growth target of 4.2 per cent against
the set 5.1 per cent. The government nevertheless
claims it was heading to meet the target of six
percent plus GDP within its tenure.

Against the claim of over 2 per cent reduction in


the prices, the prices on the daily items like
pulses, vegetables, sugar did not come down. The
government also held back from the masses due
benefit from the reduced oil prices.

The manifesto envisaged the minimisation of the

foreign loans and payment of the existing through


privatisation of the assets, but on both counts it
failed.
Only 3G and 4G licences fetched around one
billion dollar while privatisation of PIA and
Pakistan Steel Mills remained at incipient stage.
The World Bank in May 2014 approved $12
billion loans for Pakistan for the next five years.
This money is to be spent on energy sector,
shortfall in the tax revenue and to pay the
government expenditure. Saudi government last
year provided $1.5 billion as a 'friendly gesture' to
the Sharif government.

Bahawalpur is another sorry story.


According to a report by the Auditor General of
Pakistan, Rs1,000 billion have been embezzled
through mismanagement in the various projects
since inception of the government while tax
collection remained the lowest in the world.
Following 18th constitutional amendment,
many departments were devolved to the
provinces including education, health and
revenue collection. PML-N government on a note
to ensure education to all fixed 4 per cent of the
GDP for education and two per cent for health.
However, at the midway of the tenure only one
per cent on education and lesser than this could be
allocated to health.

In order to generate revenue the government

sold out $500 million bonds on hefty 8.25 per cent


interest. This all, couple increase of about $1
billion in remittances took the foreign reserves to
record over $20 billion but the economists term it
debt trapping of the country.
A major chunk of the Chinese investment of $46

billion has been pumped in the energy sector yet


the cost effective electricity is still a question.
As a major stride to economic turnaround and job
creation, China Pakistan Economic Corridor is
set to be completed within the current tenure.
And, this is going to be a big hope of the
government to fulfil its promises before the
election.

but two major hydel projects Dasu and Bhasha


have been left to the next tenure of the PML-N
government. Calculating the power shortfall of
around 6,000 to 7,000 megawatt the government
broke ground of two coal based projects and three
gas based power plants which will altogether
contribute 5,000mw to the system by 2018.
The manifesto highlighted transparency in the

government spending but Nandipur Power plant,


whose original cost of Rs22billion rose to
Rs58billion and beyond, failed to deliver.

In infrastructural development, Lahore-Karachi


motorway, expansion of Lahore and Karachi
airports and Gwadar development project are
eminent.
The government made special efforts for peace
in Karachi but it failed to regularly hold Council
of Common Interest meetings and that of
Economic Coordination Council.
The government faced political hiccups in the

way. The PTI dharna is believed to be major part


which, according to the rulers, took away its
precious time.
Faislabad's Sher Ali and Rana Sanullah episode
and that cold war between Defence Minister
Khwaja Asif, Interior Minister Ch Nisara and
Punjab CM Shahbaz Sharif, and that of federal
ministers Ahsan Iqbal and Shahid Khaqan Abbasi
exposed the internal rifts and weakness of the
party and harmed its development agenda.
Shahbaz Sharif took over Khwaja Asif in
electricity projects which ruffled the feathers of
the former. Despite all this, the government is
optimistically going ahead to make good the
commitments it made through the manifesto.

Govt charges up to

50pc tax
on oil products

LAHORE: The federal government has


increased the sales tax on diesel to record high
of 50 percent, depriving the people, especially
growers of the benefit of falling prices in the
international markets.
The government is presently charging tax of
around Rs18 to 34 per liter on various petroleum
products, as the import price of petrol is Rs39.94
per liter while the price in the market is Rs73.76
per liter.
Similarly, diesel's import price is Rs40.54 and
government has fixed its rate at Rs84.04 per liter.
In the same way, kerosene's import price is
Rs38.43 but government is charging the price at
Rs57.14 per liter.
The unprecedented levy on diesel would
discourage the use of 80 per cent tube wells for
upcoming crops which will indirectly hit major
industrial sectors of the country, experts said.
According to them, the FBR revenues are falling

short of the target due to the continuous decline in


oil prices, inefficiencies of the tax machinery,
politically motivated tax concessions and lax
enforcement of the existing laws and imposition
of taxes on oil prices is easy way to grab the
money of public.
The International Monetary Fund (IMF) has
also asked Pakistan to take additional steps to
mitigate the impact of the steep decline in tax
collection by the FBR.
As against the standard sales tax rate of 17pc,
the government has set the GST rate of up to 50pc
on petrol, HOBC, light diesel oil, high speed
diesel oil and kerosene, which is the fuel of the
poor and used in a large quantity in rural areas of
the country.
The Federal Board of Revenue (FBR) has
increased sales tax from 25.5 percent to 26
percent on Motor spirit, 45 percent to 50 percent
on High speed diesel and 20 percent sales tax is
being collected on import and supply of furnace

The REAP Chairman stressed the need for early
implementation of the PM's solar tubewell plan,
as it can provide long-term relief to farmers if it is
implemented properly. The proposed plan will
lower input cost of farmers, equalizing exporters
cost to the regional competitors, helping improve
rice export.
According to the agriculturists, sufficient
availability of water is a must to sustain rice crop,
which seemed unlikely, as the farmers are unable
to purchase diesel to irrigate their fields under
present circumstances.

petroleum rates could not be passed on to general
public and it seemed that transporters as well as
other trade mafias are so strong that provincial
governments could not force them to make
necessary reduction in prices.
The reduction of total 25 per cent in petroleum
prices is still not a reflection of the huge drop of
around 50 per cent oil price in the international
market, stated Khalid Sajjad.

FPCCI President Mian Adrees said that
reduction in petroleum prices would provide
relief to the industry. He said survival of a country
only depended on sound economy, which needed
peaceful atmosphere, better law and order and
business friendly environment.
FBR Member Inland Revenue (Policy) Shahid
Hussain Asad said the FBR issued SRO
962(I)/2015 to increase the sales tax rate of
furnace oil to 20 percent from 17 percent effective
from October 1, 2015. He said the move would
increase the electricity prices in the country. He
said the decision was taken considering the
shortfall in the revenue during the first quarter of
the current fiscal year 2015/16. The three percent
hike in GST on furnace oil might generate
additional revenue of about Rs3.5 billion in one
month.
According to energy experts, increase in sales

tax on furnace oil will deprive the consumer


cheap electricity, as most of the IPPs in the
country run on furnace oil and high speed diesel
and 60 percent electricity generated is based on
oil.

ECP urged to shun role of `silent spectator`


LAHORE: The Pakistan People`s Party has
questioned the `silence` of the Election
Commission over the use of state machinery in
the local body elections.
The ruling party`s candidates are using the
government resources for their election
campaign in Lahore and other districts but the
ECP is not ready to take note of the violation of
its code of conduct,` PPP`s Lahore President
Samina Ghurki said in a statement here on
Sunday. She said the state machinery was being
used to ensure the victory of PML-N candidates
in the local body elections.
`The government has to do so because it knows
that through its performance of over two years
it cannot get votes in Oct 31 local body polls in

Lahore and some other districts of the province,


therefore, it is resorting to usual tactics,` she said,
urging the ECP to shun the role of `silent spectator`
and take notice of the violations.
She said the people would vote for the PPP in the
local polls as they were not happy with the
government`s policies that resulted in inflation and
price hike. PPP`s Punjab deputy secretary-general
Mian Ayub said the provincial ministers had been
supervising the campaign of
the N-League
candidates and the ECP was not taking notice of this
.The PPP Punjab had also written a letter to the ECP,
highlighting the violation of code of conduct but no
direction in this regard has come from it.

generate 50,000 megawatt electricity but the

elaborated.

be created for the power generation
through cheap hydel resources in
the China-Pakistan Economic
Corridor Plan but the federal
government is unresponsive to
issue.
The chief minister said talks were being held with
the federal government to get rights for the
province. These included, he added, share in
hydel profit, additional share in water resources,
gas and mineral resources along with forest
royalty.
We will seek a progress report on the issues
taken up with the Centre at upcoming meeting of
the Council of Common Interests. No delaying
tactics will be acceptable in this regard, he
vowed.
Pervez Khattak said the KP government had
reservations of mega projects in the province and
the federal government should have them
addressed.
He said the KP government would take up with
the federal government several mega projects
such as Chashma Right Bank Canal, Lowari
Tunnel, Munda dam, Diamer-Bhasha dam, and a
number of other projects.
Pervez Khattak complained that excessive
loadshedding was being carried out in Khyber
Pakhtunkhwa which was a grave injustice to the
province.

government extended all cooperation to the Pesco

Pervez Khattak said Pesco was carrying out from
eight to 14 hours loadshedding in Khyber
Pakhtunkhwa, which, he said, was not acceptable
to the provincial government. He asked the
federal government to review the loadshedding
schedule for the province.
The chief minister was all praise for different
government departments and agencies for
ensuing peace during the 10 days of Muharram.
This shows the best strategy of the police and
other law-enforcement agencies. All this became
possible with the cooperation of the citizens,' he
acknowledged. Pervez Khattak greeted Chief
Secretary Amjad Ali Khan, Inspector General of
Police Nasir Khan Durrani, and all those who
were part of the team that ensured peace during
Muharram.

Polio cases drop in KP


by one-third: officials
PESHAWAR: The polio cases marked a drastic
reduction in Khyber Pakhtunkhwa owing to
focused immunisation campaign, better security
to vaccinators and improved social mobilisation
to pave the way for administration of the vaccine
to those children, whose parents had
refuseditlastyear,0fhcials said.
They claimed that there was one
third reduction in polio cases in
2015 compared to the last year.
`The province has recorded
47cases as of today in 2014,
but this year we have
detected only 15 polioinfected children which is a
marked success,` said the
officials.
According to them,
Peshawar is leading with 10 cases
because of the presence of poliovirus
in water and frequent movement of the
displaced children from Fata, where the disease is
endemic. Two polio cases were recorded in Tank
and one each was reported from Lakki Marwat,
Charsadda and Nowshera, officials said, adding
that three of the infected children were not
administered the vaccine.
Improvement in quality of vaccination
campaigns, accessibility to children due to
enhanced security and government`s interest has
led to the success.
The province had been recording an average of
45,000 children, whose parents were defying
vaccination in every campaign but their number
now plunged to 8,000 only, officials said.
There are fewer cases of attacks and harassment
of polio workers in the province because ofthe
coordination among police, army and health
department. It has emboldened the vaccinators to
visit the localities that were off- limits for them
during the previous campaigns.
Pakistan, which recorded 306 cases in 2014, the

highest number by any country worldwide, has


registered only 38 in 2015 so far. The Zarb-i-Azb
operation against the militants also enabled the
authorities to immunise the children, who had
been without oral polio vaccine (OPV) for the last
two years. The number of polio cases was 230
in the corresponding period last year,
officials said. Frequency and
severity of polio virus circulation
has been reduced.

only a single case has been
reported from North
Waziristan Agency in 2015
compared to 70 cases last year.
Officials said that 24 children
were tested positive for polio in
South Waziristan Agency in 2014,
however, only two cases were detected in the
region in 2015. The number of polioaffected
children in Khyber Agency, which had confirmed
78 cases in 2014, was seven only, they said.
Protection of vaccinators by the army in Fata and
police in Khyber Pakhtunkhwa has boosted their
morale and the health workers, who were
reluctant to take part in the campaign, are readily
involved in the vaccination.
The security provided by police is also one of the
basic factors in improvement of vacation and
reduction in cases,` sources said.
Experts said that number of polio cases naturally
came down as a result of quality vaccination
campaigns.
Although three people were killed in poliorelated attacks in 2015 yet the number of attacks
on vaccinators recorded a decrease in the wake of
security by police, officials said.

PESHAWAR/Lahore - The biggest-ever
earthquake in Pakistan rocked the country and
neighbouring Afghanistan yesterday, killing
around 350 people.
Hundreds of homes were destroyed as the quake
shook a swathe of the subcontinent, sending
thousands of frightened people rushing into the
streets and open spaces.
At least 275 people lost their lives in Pakistan
while more than 2,000 were injured. As
many as 70 people died in Afghanistan
where the quake originated.
The deadly earthquake came at 2:09pm
and measured 8.1 according to country's
geological department. But, the US
Geological Survey (USGS) initially
measured the magnitude at 7.7, and then
revised it down to 7.5.
The powerful jolts forced people out of
their homes and offices.
The telecommunication structure
suffered damage, rendering many of
utterly scared people unable to connect
their loved ones.
Troops had been mobilised and all
military hospitals put on high alert, army
spokesman Lt-Gen Asim Bajwa said, with the air
force also offering support.

troops to immediately start rescue operations
without waiting for formal orders, himself flew to

districts of KP where Chief Minister Pervez
Khattak declared emergency.
The human and material loss was also severe in
the Federally Administered Tribal Areas (Fata),
which lies along Afghan border. The earthquake

was heavily felt in Punjab and Azad Kashmir too.


Prime Minister Nawaz Sharif, who was in UK,
has shortened his visit and he would rush to
country to personally supervise the rescue and
relief work, his office said in a statement. The PM
had already directed all the agencies to mobilise
all resources to help the affected, it said.
The quake, according to USGS, was 213 km deep
and centred near Jurm, 250 km from the capital
Kabul, in northeastern Badakhshan province of
Afghanistan, where 63 deaths had been counted
by the night.
But MET Office Lahore Director Sahibdad Khan
told The Nation, The quake was 8.1 in
magnitude and 193km underground (in
Hindukush mountain range).
It was one of the most severe earthquakes in
country's history, Khan said, warning that there
may be major aftershocks considering the high
magnitude of this earthquake. One aftershock hit
shortly afterwards, with the USGS putting its

magnitude at 4.8.
The greater depth and distance from highly
populated areas however made Monday's quake
less damaging than that of Kashmir quake of
2005, which had killed more than 100,000
people most of them in Azad Jammu and
Kashmir and displaced some 3.5 million.
But extensiveness of the earthquake,
which was felt as far as New Delhi,
and high number of the injured meant
the death toll could climb in coming
days.
Around 70 people were confirmed
dead in Afghanistan. "Initial reports
show a big loss of life, huge financial
losses in Badakhshan, Takhar,
Nangarhar, Kunar and other regions,
including the capital Kabul," said
country's chief executive Abdullah
Abdullah. In a horrific incident, 12
Afghan girls crushed in a stampede as they fled
their collapsing school in Taluqan city. "The
students rushed to escape the school building,
triggering a stampede," education department
chief Enayat Naweed told AFP. "Twelve students,

all minors, were killed and 35 others were


injured."
Indian Prime Minister Narendra Modi took to
Twitter immediately after the quake, saying that
India stood ready to assist, including in
Afghanistan and Pakistan if required.

According to reports, the quake killed at least 23
people and injured 102 in Chitral district of the
province. More than 34 died and 54 others were

wounded in Shangla.

Upper Dir, 23 deaths, 250 injured; Swat, 23, 100;
Torghar, 13, 28; Buner, 10, 80; Lower Dir, 7, 24;
Malakand, 7, 160; Peshawar 6, 123; Swabi, 5, 16;
Charsadda, 4, 34; Mardan 4, 24,
while one death was reported in
Mansehra.
As for Fata, 17 people were
killed and 27 wounded in Bajaur
Agency, four people died in
Mohmand Agency while one
person died in Jamrud town of
Khyber Agency.
Officials feared surge in
casualties as reports from some
far flung localities were yet to
arrive where communication
system had been disrupted.
Most of the deaths came as a
result of house collapse and felling of boundary
walls of buildings. The quake also caused
landslides in many areas, causing roadblocks.

Commission of Pakistan (HRCP) has called upon
the Punjab government to review the project and
desist from attacking the people's basic right to
preservation of their heritage.
In a statement issued on Thursday, the
commission said, All human rights activists and
defenders of the people's rights must have been
appalled at learning of new plans to destroy the
heritage property in Lahore. It has been reported
that a part of the Lahore's GPO building has been
marked for demolition so as to provide space for
the Orange Train project. Earlier, the Punjab
University teachers had raised their voice against
the threat to their property posed by the same
project. It seems the provincial government has
decided to persist in its program to destroy the

character of the city after it won a questionable


carte blanche from the judiciary.
The statement further said, Every student of
history and culture knows that the GPO building
and some of the property targeted in Patiala
Ground form part of peoples heritage and the
GPO is also a building protected under the law.
The government must not forget that preservation
of culture and heritage is one of the people's
fundamental rights and no government can be
allowed to trifle with it. What is being done to
Lahore amounts to vandalism compounded by
arrogance.
HRCP called upon the Punjab government to
review the Orange Train project and other
projects that could damage or destroy historical
premises and spaces and make a categorical and
irreversible commitment to ensuring due
protection to and conservation of the heritage.

PTI worker killed in armed


clash with PML-N workers
LAHORE: A clash between the workers of PMLN and PTI during local bodies election campaign
on Monday led to firing which left one PTI
worker dead along with four workers injured
from the both parties.
The incident occurred near Nawaz Sharif
hospital in the premises of Yakki Gate police
`station, walled city. It has been learnt that Yakki
Gate falls in union council 32 and workers of PTI
had established an election camp adjacent to
Nawaz Sharif Hospital. At around 12:10 am
workers of PML-N were passing by the said camp
in connection with their election campaign, when
hot words were exchanged between both the
groups which led to a clash. As per Geo TV
reports, one worker of the PTI lost his life in this
clash and four workers of both the parties got
severe injuries.

''Convicts revelation before ATC:


Rana Sana was behind his associates killing
FAISALABAD: A convicted assassin deposed
before the anti-terrorism court judge that he had
gunned down a close associate of Punjab Law
Minister Rana Sanaullah on his (minister's)
direction.
Naveed alias Commando was handed down death
sentence on four counts for killing Asghar Ali
alias Bhola Gujjar, an associate of Rana
Sanaullah, and his driver Mohammad Siddique
on Jan 8 last.
Recording his statement, Naveed claimed that
Sanaullah told him that Gujjar had become a
strong and influential man and could give him
(minister) tough time by joining the Pakistan
Tehreek-i-Insaf. He said the minister had made a
plan of killing Gujjar at his outhouse, where SHO
Farrukh Waheed was also present.
The minister also promised me that he would
stand by me come what may, he said while
disclosing that on the direction of Rana Sanaullah
he chased Gujjar and spotted his vehicle near
Seeta Ram temple. He, along with his accomplice
Nafees, opened fire on Gujjar and his driver and
both died on the spot, said the convict.
He said Sanaullah had given him an iPhone set
and through Viber I informed the minister about
killing of Gujjar and he applauded me.
DSP Khalid Malik, inspectors Aamir Mushtaq,
Malik Jehangir and Mian Rafiq had tortured him
with a direction to not utter a word against the
minister, said Naveed who had recorded his
confessional statement on July 15 last.
Both Rana Sanaullah and Farrukh Waheed had
attended the funeral prayer of Gujjar, he added.
Speaking at a news programme, Rana Sanaullah
denied the allegations and said the court had
ordered a probe, thus, the factual position would
soon come before everyone. He said Bhola Gujjar
was like a brother to him.

He said Naveed Commando's statement would


only gain credibility if endorsed by the witnesses
of the case. He said the witnesses and details of
the trial proceedings were available which
explain why this murder took place.
Statements of Bhola Gujjar's brother and relatives
should also be obtained to cross verify the
murderer's claims, he added.
Rana Sanaullah denied having any links with
Naveed Commando, saying he had not even
talked to him on the phone let alone having a
meeting. He said the two persons had already
been awarded death sentence while two others got
life imprisonment in the case on the basis of
evidence.

97 Sindh government officials


arrested over corruption
KARACHI: Sindh Anti-Corruption Department
has registered a total of 156 FIRs and arrested
over 97 government officials of various
departments of province insiders told Daily
Times on Wednesday. After NAB and FIA actions
in province against corruption and
mismanagement of local government, health,
education, revenue, police, co-operative societies
and others, the Chief Minister Sindh directed
Anti-corruption Sindh to handle all the
departments by their actions and registration of
cases for further proceedings through respective
heads of ACC-I (Chief Secretary), ACC-II
(Commissioners), and ACC-III (Deputy
Commissioners). It is learnt that since long the
anti-corruption department in province was
inactive and thousands of corruption cases were
remained in cold storages and there was no
accountability of unabated heavy corruption and
misuse of funds in various Sindh departments.
Former president Asif Ali Zardari, Chief Minister
Sindh Syed Qaim Ali Shah and party after the
detention of Dr Asim were annoyed over the
arrest of PPP leaders and bureaucrats by NAB and
FIA, they intended to form Sindh Ahtesab
Commission likewise KPK to avoid federal
government actions. Sindh government infusing

large, added that the all Deputy Directors and

06 FIRs and 03 arrested, in Karachi East total of

11 FIRs and 05 arrests, Karachi west 03 FIRs, 04


arrested. In Hyderabad total of 19 arrested and 19
FIRs lodged, Jamshoro 12 FIRs registered and 07
arrests, Mirpurkhas total 09 FIRs registers and 05
arrested, Benazirabad only 01 FIR and 09 arrests
told official papers. Similarly, in Sukkur 65 FIRs
registered and 40 arrests and Larkana depicts 03
FIRs and 14 arrested by the Anti-Corruption
Department Sindh, while there are several
absconders are openly wandering but no arrests
have been made in this regard. When Daily Times
talked to the Prosecutor General Sindh regarding
the punishment of various departments during
couple of months but he did not provide
information and said the department as such have
no details in this regard. Later, regarding the civil
matters and updates over resolutions of public
issues at Deputy District Prosecutor, the
concerned were failed provide the details on the
occasion. Meanwhile, The Chief Minister (CM)
Sindh on Tuesday has approved formation of 2
permanent Anti-Terrorism Courts in Home
Ministry jails. According to details, Justice
Ameer Hani Muslim had chaired a meeting,
which decided to form ATC courts to hear high
profile cases in jails. The summary had been sent
to CM Sindh by Home Ministry, requesting for
the formation of courts in jails, which CM Qaim
Ali Shah approved.

Sindh govt fails to protect precious lands


* Sources disclose misuse of funds continues in
forests but Sindh chief minister and his cabinet
deliberately avoide any action or
accountability
KARACHI: The Sindh government has
completely failed to protect the provincial
properties, precious lands and forests despite the
cancellation of allotments of villages to
thousands of poor heartlands, only to protect the
land grabbers.
A large number of civil society and residents of
the Karachi villages, whose leases have been
cancelled by the Sindh government,
criticised the Pakistan People's Party
(PPP) government and said that
instead of healing their pain or taking
any action against the provincial
departments and corrupt authorities,
the present government has created
troubles for the headland people by
cancelling leases of over 70 villages,
but the land grabbers and occupants
on hundreds of acres of land are still
present at large in Karachi.
Pakistan Muslim League (N) MNA Abdul Hakim
and the nationalist leaders criticised the PPP-led
government and said over 22,000 acres of land in
Sindh is allotted through China-cutting, out of
which, 2,000 acres lease was cancelled later only
due to the pressure of Rangers and other agencies.
Recently, the influential people grabbed
thousands of acres of forestland illegally in
Hyderabad, Miani and Kathri. They grabbed
12,000 acres in Larkana and 6,000 acres in
Sukkur district reportedly, but the forest
department was unable to recover it.
According to sources, a powerful PPP minister
grabbed a precious land of 32 acres of the forest
department in Hyderabad. The land has now been
sold by his men to a Hyderabad trader with sum
Rs 20 millions, under the very nose of the forest
department officers.
The sources said that the minister, who has gone
underground after the Rangers' raid on his home,

seized 2,000 millions of corruption money while


the Hyderabad Forest Department chief
conservator did not taken any notice of the sale of
Kathri forest land by the minister.
The sources have disclosed that there is high level
misuse of funds in the forests for a long time but
the Sindh chief minister and its cabinet
deliberately avoided any action or accountability
against all those officials involve in bribery and
complete negligence.
Similarly, they said there are certain areas of
hundred and thousands acres of forestlands that
have also been grabbed by the revenue authorities

after mutation of records. The reports revealed


that over 0.6 million acres of forestland is under
illegal encroachment of influential people.
They said about 1,500 acres of forestland near
River Indus was re-occupied by the ministers'
influential men and after deforestation, high-rise
buildings and construction of houses have been
started. The land was occupied in March 2013
through an illegal order of Sindh Chief Minister
Qaim Ali Shah after mutation in revenue records
from forestland. Rangers and police demolished
all the constructions as per Supreme Court
orders, they added.
The PPP-led Sindh government in its tenures also
leased or illegally handed over to their favourite
patronages in various districts including Thatta,
Umerkot, Sanghar, Badin, Dadu, Shikarpur,
Hyderabad, Larkana, Shikarpur and Sukkur.

Theft of 472,872 govt wheat bags


NAB probes Balochistan's ex-minister for role
in scam
ISLAMABAD: The National Accountability
Bureau (NAB) is investigating Balochistan's
former food minister for his alleged role in
the theft of 4,72,872 government wheat bags
from the Provincial Reserve Centre,
documents available with The News reveal.
The bureau has authorized investigation
against Asfand Yar Kakar, ex-minister food;
Ali Bakhsh Baloch, ex-secretary food
Balochistan; Zahir Jan Jamaldini, ex-deputy
director food; and Shakar Khan, exsuperintendent in charge PRC Sariab in the
recent executive board meeting.
Sources in the bureau disclosed that they will
shortly be filing a reference against the exminister for selling hundreds of thousands of
wheat bags from government godown
causing a loss of over Rs1.5 billion to the national
exchequer.
NAB documents reveal that after receiving report
that around 472,872/- government wheat bags
worth millions of rupees had been embezzled
from the PRC, initial probe into the matter
revealed that provincial Anti-Corruption
Establishment was also conducting an inquiry
into the same allegations.A calculation/counting
committee, comprising Food Department,
Finance Department and ACE Officers
constituted by Secretary S&GAD for PRC
Sariab, DDF Quetta, intimated the Food
Directorate on 28th March, 2013, that 472,872
wheat bags were found missing. The case was
transferred from ACE to NAB Balochistan.
The case was presented in 385th Regional Board
Meeting (RBM) dated 16-08-2013, documents
state.
Regarding the findings, the NAB's EBM was
informed that during the course of inquiry, it has
been revealed that 4,72,872 bags of wheat
approximately worth of Rs1525.0122 million
were embezzled and the above-mentioned

officers/officials of Food Department


Balochistan were involved in the said
embezzlement.

If officers/officials of PRC Sariab had


performed their duties properly and conducted
fortnightly and monthly inspections, the national
exchequer would have been saved from loss of
millions of rupees. During the course of
Inquiry, it was revealed that a DO was issued by
ex-minister food Asfand Yar Kakar regarding
posting of Shakar Khan, Office Assistant (BPS14) as in charge PRC Sariab despite the fact that
Shakar Khan was an office assistant and did not
fulfill the criteria to be posted as in charge PRC.
Subsequently Shakar Khan embezzled 472,872
wheat bags and disappeared. During the whole
tenure, the then Assistant Director Food
Shahjahan Kakar continuously wrote to the
senior authorities that Shakar was not properly
managing the affairs of PRC and there was strong
likelihood that he will misappropriate the wheat
but no timely action was taken by higher
authorities, which resulted in the loss and
abscondence of accused, the probe reveals

Rulers looting country, alleges ex-minister


QUETTA: Former federal minister Sardar Yar
Mohammad Rind, who has recently joined the
Pakistan Tehreek-i-Insaf (PTI),
has said that former and current
rulers are busy looting and
plundering national wealth.
He said this while speaking to
party workers and media
personnel in Dera Murad
Jamali. Mr Rind criticised
Prime Minister Nawaz Sharif
and former president Asif Ali
Zardari and alleged that both of
them were involved in
corruption.
He accused the Sharif brothers
of filling their accounts with money from the
metro bus project and said Mr Zardari had `sold
out the coffin of Benazir Bhutto` The former
minister claimed that the current assemblies and
the government were the product of rigged
elections. He added that PML-N leaders were
looting the country in the name of prosperity of
people and development of the country.

Imran Khan had proved that rigging had taken


place in four constituencies, he said. `The rulers

are champions of rigging and using fake votes,`


he said, adding that they had used government
machinery in the election against PTI candidates.
He claimed that Mr Khan was the only leader who
will deliver, as he is a true leader with a clean
past`. He said the PTI would emerge as a strong
party with the support of the people of
Balochistan, adding that a large number of
important tribal and political leaders would join
it. Sardar Rind said that
government employees
would be provided plots
and a bypass would be
constructed in Dera
Murad Jamali if people
voted for PTI in the next
elections. He added that
legitimate rights of the
people would be ensured
and all basic facilities
would be provided to

Corruption of over one hundred and ninety billion rupees


From the beginning Ishaq Dar and his adviser Asad
Amin kept hiding the Draft Audit Report of IPP's.
There is an awful story behind it.
In 2013 the Finance Ministry paid Rs. 80 trillion to
the IPP and other institutions via The State bank
without conducting a pre-audit which was illegal. It
was necessary to send the bill to the Accountant
General of Pakistan and after the Pre-Audit dues
were paid, but without all this procedure payment
was transferred to the IPP's by the government.
Later, the Accountant General Buland Akhtar Rana
started inquiry; while the adviser of Ishaq Dar
Asad Amin was looking after the whole matter for
protecting themselves.
After removing Buland Akhtar Rana from his
position, Ishaq Dar appointed Asad Amin as
Auditor General however before his termination,
Buland Akhtar Rana ordered for Audit. When the
report was presented to Asad Amin for approval and
asked to send it to Public Accounts Committee, he
trembled because the corruption was visible.
This report can surely trap Ishaq Dar, Secretary
Waqar Masood, high officials of the Ministry of
Water and Power Ex-Governor of the State bank
and Asad Amin himself. That's why they decided to

hide this report.


According to the report govt. forbore the fine of Rs.
23 billion which was due on IPP's. Not only that
govt. also paid Rs. 32 billion to IPP's without ever
purchasing the electricity and without issuance of
any data from metering committee, govt. paid Rs.
4.5 billion.
Metering reading was not according to determined
rules that became the cause of difference of Rs. 16
billion. Meanwhile IPP's enjoyed great profit.
Hence we can guess how ruler are destroying the
country, it's not a new thing for Nawaz government
they are masters of corruption and they have been
doing this for decades and.

50,000 annually is being taken from every Pakistan

According to figure every Sindhi is being robbed of
total Rs. 11,500 per year. According to PILDAT, no
one trusts NAB, this is totally wrong. The operation
against economic Terrorism has slowed isnt over.
Those who have been asked about the bank
accounts claim to be anti-establishment. No one
will be spared if proven guilty. Nawaz needs to
define Nuclear Terrorism so we can understand
what he actually means.

of PML-N and elaborated on their serve

Metro is a show case project. No one knows
about its budget. On completion of metro project
Rawalpindi in six months, they are jumping with
joy but why has there been no development in
the Thana system of police. For the last 7 years
they have been in-power over Punjab but no
changes can be observed in police.
Their mind set should be understood. They do not
want to protect public, just providing toys to
them. They are insulting the people. They are
keeping the people away from vigilance and
education. So no one could ever understand their
motives.
Danish school system, Ashiana housing system
etc. are just fake. It is good they are focusing on
upgradation of government schools buildings.

But they are focusing like a constructor, only


bridges and roads etc.
They are ignoring the key ingredients of better
education teachers and students. For better
education a good teacher is all you need. But
government is not working for the provision of
excellent teachers. Government has hired
pathetic staff who cannot even speak properly.
