This report follows health safety inspection and observation by the HSE inspector, a tour conducted
together with the area supervisors, Material and Terminal handling shift controllers in Terminal and
Material handling departments in Borouge 1 and 2 projects.
The inspection took place on 02 January 2014. This observation was properly coordinated and
communicated within the team members. All identified hazards that seriously compromising health
and safety of the workplace and workforce were immediately dealt with on the spot. Issues relating
to each visit were presented to site management and relevant HSE committee.
Findings and observations on a workplace was listed on the sheets below.
Executive Summary
The report finds the major areas of the project require further investigation and remedial action by
management. The HSE inspector identifies the main hazards on the site involves chemical agents
hazards, manual handling, the use of PPEs and mechanical hazards that provoke the attention of the
HSE committee observers. This report collates the key findings of the inspection visits, identifying
areas of good practice as well as any learning points for the industry as a whole.
Due to disregard less of the events in which contractors involves of those types of serious hazards on
site and given a low imposition of penalties e.g. verbal warning for such violators that enforcement

These inspections aimed to establish whether the companies were achieving effective control of
hazards and risks on site, and whether suitable management systems were in place to provide
confidence in their continuing control.

Main findings of the inspection


Those findings requires urgent management attention to take actions are outline below.
1. Mechanical Hazard during machine operation.
Observed Belt thrower machine was running under silo 712 and found the drum roller was uncovered,
and the projected and worn-out abrasive surface was exposing for the operators. This could lead to
unaware operators for drawing-in and trapping and may result into a serious injury.
With the reference to Abu Dhabi EHSMS Regulatory Framework Code of Practices 47.0- One or more
methods in machine covers and guard shall be provided to protect the machine in the area from
hazards, such as those created by points of operation by in- running nip points, rotating parts, flying
chips, sparks.
Without proper and regular inspection of the machine use in the operation, workers are exposing in
many types of hazards in the workplace. Requested to management to address the issue to the
concerned department for their actions. Inspector added to ensure by the management that time table
for preventive maintenance shall being followed.

Observed Non- segregated garbage/hazardous waste. The waste skip # 14 located near the
workshop for dumping metal wastes with grease cans, co-contact cleaner can and refrigerant
containers even with gas inside (light). Wastes oils and grease was not contained in a proper bin prior
to dispose, also (found non workshop related filters/belt conveyor rollers, etc)
COSHH requires companies to assess, control and monitor the risks associated with
hazardous substances; it also requires that companies implement measures to control
the exposure of employees to as low a level as is reasonably practicable. This
requirement means that companies are obliged to implement measures to reduce risk of
exposure, regardless of the actual exposures observed, provided that the cost, time and
effort required is not disproportionate.

3. Risk for exposure to hazardous agent


Observed cleaning of filters of weighing machines 801/806 @ PP bagging floor done by mechanical
technicians, operator observed the product dust contained in the filters in spread and circulated in the
bagging floor while being cleaned with use of air pressure. Operators exposed from inhaling dust floss
and found they were not using the appropriate PPE. Workers were using a dust mask which is not
appropriate for the task, proper respirator must be provided for the workers.
With the reference to Abu Dhabi EHSMS Regulatory Framework Code of Practices 2.0- Employers
shall ensure that appropriate PPEs are provided to the employees. In view with this, employers shall
also conduct proper evaluation on site and operation to determine if the hazards are presented on the

shall undertake their roles and responsibilities in accordance with the general requirements of AD
EHSMS.
All workforce are required to undergo the training, it shall be delivered to all persons who are required
to use the PPE or could be affected by the misuse of the PPE.

4. Risk of WRULD due to improper manual handling


Observed production operators were engaged for re-palletizing and recycling of broken and return
bags (25 kg) to conveyors and recycling unit in PE 3 bagging floor. Seen handling excessive, carrying
distances of load and repetitive movements by the operators while lifting/handling of bags. Risk of
Work related upper limb disorder to workers.
With the reference to Abu Dhabi EHSMS Regulatory Framework Code of Practices 14.0 - Employers
shall ensure all relevant employees and contractors that perform manual handling are at a minimum
trained on: (i) safe work practices and worksite procedures, (ii) how to identify problems with a task or
action and choose appropriate solutions (basic risk management), (iii) the types of workplace injuries
associated with the manual task performed, their causes, early signs of injury and risk factors.
Employees shall be trained on the following ergonomic topics: (i) procedures to request an ergonomic
worksite assessment, (ii) how to ensure their worksite so its ergonomically correct, (iii) early warning
signs of an ergonomic injury or illness, (iv) procedures for reporting of ergonomic injury or illness and
(v) assistance available if they have suffered an injury or illness.

for every department as per the annual HSE meeting/Training planned. This will be applicable with a
very limited cost to the company.

Conclusions
RBILL Logistic Company has a goal to achieve the procedures in place to improve and develop
Health and safety performance within the organization. Additional cooperation by each individual can
support risk control and eliminate the hazards associated in every workplace.
This report identifies strengths and suggestions that requires for improvement, for achieving the
RBILL logistics Company target by developing the programs in terms of HSE trainings, inspections
and risk assessments method.
For that time being, there are areas of good performance although improvements were requiring at
some individual areas. RBILL Logistics Company Recommends further and immediate actions to
rectify those identified hazards within the site that presented on the report.
