Senior Citizens Public Meeting

Hear Michael Johnsons Moonlit Dj vu at Crossings


ZUMBROTA Best known for
his 1978 hit, Bluer than Blue,
Michael Johnsons music career
has moved forward with a 2012
album, Moonlit Dj vu. He
performs at Crossings on Sat., Nov.
28, at 7:30 p.m.
The album coincided with a return to Minneapolis and budding
relationship with a daughter he
met for the first time a few years
ago.
Johnsons music is more varied
than those who know him only
from his pop music might guess.
He also has had number one hits
in country and R&B, all graced
by the warmth in his voice even as
his style evolved. Though hes
known for pop hits like, Bluer
than Blue, This Night Wont
Last Forever, and Thats That,

his first love is the intimacy and


spontaneity of a solo concert.
With Moonlit Dj Vu, the
singer and fingerstyle guitarist delivers an acoustic masterpiece. Not
only does the album serve as a
homecoming of sorts by featuring top Twin Cities players Johnson
came to know when he lived there
from 1969-1985, but it also records
a relationship between a father and
daughter who were apart most of
her life but have found each other.
Johnson never knew his daughter, who was adopted when she
was four days old, but he knew
she was out there. Efforts to locate her 20 years ago were unsuccessful, but in 2009 he received
an email from daughter Truly
Carmichael, who is a classically
trained vocalist now living in Min-

nesota.
The two sing together on the
poignant original, One Mile
Apart, about being close to someone and not even knowing it. Nostalgic and romantic, Moonlit Dj
Vu is a portrait of a man who has
lived through fame and success as
well as loss and illness. Fans will
delight in hearing Johnsons new
songs, which are intimate and authentic, lending themselves perfectly to the musicians riveting
solo acoustic performances.

the Civil Defense sirens in regards to the
new elementary school being fully covered, and asked about the township road
agreement. City Administrator David
Todd and Civil Defense Official Wayne
King responded.
Steve Postier asked about a second
utility payment box for residents to drive
up to. Council, at this time does not
think it is warranted at this time.

Mayor Holmes spoke about the memo
written by Administrator Boulton on the
recommendations by the personnel committee for the Council to adopt a City
cell phone policy and make changes to
the personnel policy. Council had been
made aware and had been encouraging
the committee to bring forward recommended changes on the two items since
July.

Cell Phone Policy: VanDeWalker moved
to approve, Seconded by Ohr. A friendly
amendment was accepted changing language in the City Expectations section
of the policy from Using a cellular telephone while driving a vehicle is strongly
discouraged to prohibited in city

the 2016-2018 Law Enforcement Contract with Goodhue County Sheriff:

Scott McNurlin and Goodhue County
Sheriffs Patrol Major Paul Gielau came
for an informal presentation/question
and answer. Mayor Holmes expressed
that he liked the contract, appreciated
working with the Goodhue County Sheriff but had concerns about community
engagement and visibility within the City.
VanDeWalker expressed the high number of deputies rotated in the community each month. Gielau indicated that
10 deputies were rotated each month.
The County Sheriffs office has seen a
need to have all deputies trained and
familiar with the entire county, leading
to higher rotations. Kyllo stated his
concerns on the lack of relationships
with current deputies specifically related
to the fire department. Sheriff McNurlin
said that a high turnover rate has been
detrimental in relationship building and
that he sees more of this in the future
with officers going to higher paying jobs
and seasoned officers retiring. There
was discussion of bringing back a police
work group/neighborhood watch. There
was also discussion on assigning a patrol sergeant as a community liaison.
Addition discussions centered around a
day or two a month having the on call
deputy speak with business owners and
the public about policing concerns. Passed
4-1-0 (Kyllo no).
Public Hearing on Ordinance #170 Mayor Holmes opened the public hearing at 8:23PM. Administrator Boulton

explained that the proposed ordinance


dealt with housekeeping in order to make
City Code reflect the MN State Statutes
definitions in this section. No other
public opinion was offered. Mayor Holmes
closed the public hearing at 8:28pm.
Ordinance #170 Amending ATV Ordinance 71.08 Definitions - 2nd Reading Berquam moved to approve, seconded
by Kyllo. Passed 5-0-0.
Brandon Theobald of WHKS Engineering
spoke regarding a memo prepared by
Administrator Boulton on the proposed
Mingo View Drive and Alley (between
1st Ave/High Ave/2nd St W/3rd St W)
projects. Brandon Theobald and City
staff recommend that the council move
forward on the proposed street work
project while not including any sewer
installation. These recommendations
were made based off speaking with individual homeowners while compiling lists
on what they desired. Council member
Ohr spoke about the potential alley specific needs. Council member Ohr also
shared that homeowners wanted the
project completed but had concerns on
cost splits and future City maintenance.
Brandon Theobald and City Administrator Boulton were looking for direction if
the council wished to see an engineering professional service agreement and
a proposed project schedule for the month
of November. The lead up to construction would include a number of public
hearings on assessment and construction plans. Brandon Theobald stated
that the alley had two private sewer
connections that should be repaired before
the alley is paved. Brandon Theobald
and Administrator Boulton stated that
the Council could back out of the project
with little costs at any time until the
project is bid. The Council agreed for
the City Engineer and City Administrator
to bring an engineering professional service
agreement and a proposed project schedule in November for the Council to consider.

OLD BUSINESS:
Administrator Boulton presented a
memo update on a EDA Land sale price
for vacant land owned by the Wanamingo
EDA on Mill Street. The land is zoned I1, Industrial. The land is oddly shaped
with 16,647 square feet and has a
Goodhue County Assessors land value
of $32,600 in 2015. The EDA advertised (on City website) a starting price at
the Assessors valuation with the ability
to negotiate. During the past two months
there have been no other interested parties
come forward. The EDA agreed to have
Brian Johnson, Jim Kittelson, and Administrator Boulton negotiate directly with
the interested party for sale of the land.
If a reasonable price was not offered/
negotiated, Gutknecht suggested that
the EDA speak with residential
homeowners on 2nd Street West about
selling the lots individually. The EDA
could request that the City consider rezoning from I-1 Industrial to R-1 Single
Family Residential. The EDA could also
request that the City consider abandoning the easement between the 2nd Street
West homes and the EDA land in order
to join the lots for better usage and
resale value. The EDA agreed that they
were in no hurry to sell the lots.
