CIVIL SERVICE RULES (PUNJAB)

CHAPTER-1
EXTENT OF APPLICATION
1.1. Applicable to all Civil Servant or other Government Servant
to whom made applicable by C.A.

RULE APPLICABLE ON MATERIAL DATE


When claim for pay, allowances, pension, traveling
allowance etc. arises the rules as applicable on date when
claim arose shall apply.

Power is vested in Finance Department

RELAXATION OF RULES

If strict application of these rules causes hardship, in individual


case for reasons to be recorded in writing the rule be relaxed,
released by competent authority.
CHAPTER-2
DEFINITIONS
2.1

ACTIVE SERVICE INCLUDES BESIDES PERIOD SPENT

A recurring or non recovering payment to Civil servant
from sources other than general revenues whether
made directly to Government Servant or through

2.24 GOVERNMENT MEANS GOVERNMENT OF THE PUNJAB


2.25 HEAD OF DEPARTMENT
The authorities shown in Appendix D to Punjab Budget
Manual, like Governor Commissioner Conservator Forests.

A recurring or non recurring payment granted to Civil
Servants from general revenue as remuneration for special

CHAPTER-3
GENERAL CONDITIONS
3.1

MEDICAL CERTIFICATES

3.2

MEDICAL CERTIFICATE FOR LEAVE


Provided leave is due.

3.2 IF INCAPACITATED
If a civil servant is declared permanently in capacitated Civil
servant has a right to apply to Director Health for review. If
Review Board also certifies that Government Servant is
permanently incapacitated for further service, he may be
retired from service.
ii).

If Review Board certifies that Civil Servant is fit, he shall be


reinstated forthwith and period of his absence will treated
as duty.
In case the review Board certifies that there are reasonable
chances of his recovery, he may be allowed leave of the
kind due and than examined again.

3.12 WHOLE TIME SERVANT


Civil Servant is 24 hours servant
LIEN
3.13 (a) two or more persons, cannot be appointed to the same
permanent post.
(b) A civil servant can be appointed on two or more posts as
a temporary measure
A Government cannot be appointed regularly to a post on
which another person holds a lien

3.14.

A Civil Servant on confirmation to any post acquires a


lien to that post and ceases to hold any lien previously
acquired on any other post.

3.15.

A confirmed Civil Servant retains lien on a post.


(a)

While performing duties of that post

While an deputation or holding a temporary post or


officiating in another post.

(c)

During joining time on transfer, unless he is reverted to


his original post

(d)

While on leave

While under suspension

(a)

A competent authority shall suspend the lien of a civil


servant he is appointed on regular basis

3.16.

1. to a tenure post
2. to a permanent post outside the cadre
3. Appointed temporarily to a post on which another Civil
Servant would hold a lien had his lien not been
suspended.
(b)

If civil servant is appointed on deputation within


country or abroad for 03 year or more

(c)

Lien on tenure post must be terminated if he is


appointed to or other post on regular basis.

(d)

The suspended lien of civil servant shall revive as


soon as he cease to hold lien on a post under
rule 3.16

(e)

A civil servant lien which has been suspended


under clause (b) shall revive as soon as he
ceases to be on deputation within country or
abroad.

7-A. Lien. Notwithstanding anything in any other
rules, a confirmed civil servant shall acquire lien
against the substantive post held by him when he
is relieved as a consequence of his selection
against some other post, cadre or service in the
service of Pakistan and he shall retain his lien in
the relieving department until he is confirmed in
the said other post, cadre or service or for a
maximum period of three years whichever is
earlier and the said period of lien shall in no case
be extended.

Allowances on Reinstatement
a).

If honorably acquitted full pay of the post and


allowances. A separate order has to be passed by C.A.
The period of absence shall be treated as on duty.

b).

If otherwise such proportion of pay and allowances as


may be determined by C.A. The period of absence
shall not be treated as on duty.

Cannot be granted.
7.5

A civil servant committed to prison either for debt or


criminal charge should be considered under suspension
from the date of arrest.

On being released on bail during course of trial the C.A.
may reinstate him keeping in view nature of offence.
If the Civil servant is acquitted Honorably his pay and
allowances should be fixed in accordance with rule 7.3 (a)
In case falling under rule 7.3 (b) departmental action under
E&D Rules may be initiated keeping in view nature of
offence.
CHAPTER-XIII
LEAVE RULES
Revised leave Rules 1981 are applicable.
8.24 AUTHORITIES COMPETENT TO GRANT LEAVE
Appointing authority
As given in delegation of Power Rules under CSR 1983
8.42.

ACCEPTANCE OF EMPLOYMENT DURING LEAVE


with the prior permission of Government of the Punjab.
Not admissible as per policy.

8.62.

CASUAL LEAVE
i).

Admissible for 25 days during calendar year ordinarily


should not exceed 10 days at a time.

ii).

The C.A. may grant casual leave fro 15 days in one


spell under special circumstances.

iii).

No civil Servant shall leave Headquarters


casual leave except with permission of C.A.

iv).

Casual leave may be sanctioned by immediate officer


subject to delegation of powers.

vi).

Casual leave shall not be granted to a Government


servant in conjunction with training period abroad.

Casual leave cannot be combined with any other kind


of leave.

ix).

Record of causal leave should be mentioned for the


calendar year. No balance of leave is maintained if not
availed of.

CHAPTER-IX
Joining time
9.5. When transfer to a new post involves a change of station
joining time is calculated as follows subject to minimum of
30 days.
(i) Six days for preparation.
9 days for January by rail

An extra day in allowed for any fractions.

12.1 History of Service of gazetted Officers is maintained by
A.G. Punjab DAO .
12.2 Service book of non gazetted officials is in maintained
by the office .
12.4 Every step in Civil Servants Official Life is recorded.
12.5 A leave account of non gazetted civil servants is
maintained in service book .
12.8. Verification of service record after 15, 20, 25 years, for
the purpose of pension is necessary
