TESTING PERSONNEL

1.0 Purpose and Scope


This document details the procedures that JANX will follow to train, test, and certify nondestructive testing personnel. The procedures herein will be used for all test methods that the
Company employs. The objective of the Company is to supply competent NDT personnel to our
clients by employing these procedures and thereby providing the client with reliable test
results.
2.0 Responsibility for Implementation
2.1

The end responsibility for implementing the certification procedures lies with the
Corporate Level III, John A. Newland. He may, however, appoint level III individuals
based on their experience, training, and test results to implement the procedures on his
behalf. These individuals and the Corporate Level III shall be the certifying authority
for the Company and shall be responsible for experience verification, training, testing,
and certification of NDT personnel.

2.2

The certifying authority, as of the date of this revision, shall be empowered to sign
certifications, renew certifications, and revoke certifications.

2.3

The certifying authority, as of the date of this revision, include John Newland, Steven
Flickinger, Ed Porter, Mike Porter, Travis Rogers, Timothy Frazee, Carl Frazee, Daniel
Williams, Jim Barrett, Jesse Smith, Rusty Cole, and Russell Watson.

3.0 Records and Documentation


3.1

All records generated by these written procedures shall be kept on file at the Company
offices, shall be maintained in a neat and orderly manner, and shall be made available to
clients and personnel upon their request.

3.2

This written practice for the certification of NDT personnel shall be maintained and kept
on file at the Company offices, and it shall be made available to clients and personnel
upon their request.

4.0 Levels of Qualification


4.1

JANX employs three levels of qualification for NDT personnel. The three levels and their
descriptions are as follows:
4.1.1 Level I shall have the skills and knowledge to properly perform specific
calibrations, specific tests, and specific evaluations, and document the results, in
accordance with specific approved procedures. The NDT Level I shall be capable of
following an approved nondestructive testing procedure with the necessary
guidance or supervision from a certified NDT Level II or NDT Level III individual, in
the method for which he is qualified.
4.1.2 Level II - A Level II NDT technician shall be able to calibrate equipment, conduct nondestructive tests, interpret the results of those tests to specific codes and standards,
read and understand the specific codes and standards, supervise Level I technicians,

organize and document all records relating to the testing method used. A Level II
shall be thoroughly familiar with the method that is employed and its scope and
limitations.
4.1.3 Level III - A Level III NDT technician shall be able to train and test Level I and Level II
technicians as well as direct and supervise those individuals. A Level III should be
capable of all of the duties of a Level I and a Level II technician and be capable of
establishing techniques and procedures for non-destructive tests. He/she should be
capable of interpreting codes, standards, specifications, procedures, and techniques
relating to the method to be employed. The Level III shall have a general
understanding of the other NDT methods.
4.2

Designation as a Level I, II, or III is evidence of technical competency of an individual for a


particular NDT method, but does not necessarily mean promotion to that rank within the
Company. In matters pertaining to Company policy, a supervisor should be consulted.

5.0 Education, Training, and Experience


In order to be considered for certification, the candidate must meet at least one of the
following criteria for the applicable level and method:
5.1

RT Level I
5.1.1 Documentation of previous certification, training, and experience in RT as a Level I.
5.1.2 If no high school diploma, 80 hours of training and 12 months experience in RT.
5.1.3 High school graduate or equivalent, 40 hours training, and 3 months experience in
RT.
5.1.4 Successful completion of 2 years of science or engineering in a college, tech school,
or university, 29 hours training, and 3 months experience in RT.

5.2

RT Level II
5.2.1 Documentation of previous certification, training, and experience in RT as a Level II.
5.2.2 If no high school diploma, 80 hours of training and 9 months experience as a Level I
in RT.
5.2.3 High school graduate or equivalent, 40 hours training, and 9 months as a Level I in
RT.
5.2.4 Successful completion of 2 years of science or engineering in a college, tech school,
or university, 35 hours training, and 9 months experience as a Level I in RT.

5.3

RT Level III
5.3.1 Documentation of previous certification, training, and experience in RT as a Level II
with at least 4 years of experience, or as a Level III.
5.3.2 If no high school diploma, 80 hours of training and 4 years of experience as a Level II
in RT.

5.3.3 High school graduate or equivalent, 40 hours training, and 3 years of experience as a
Level II in RT.
5.3.4 Successful completion of 2 years of science or engineering in a college, tech school,
or university, 35 hours training, and 2 years experience as a Level II in RT.
5.3.5 Successful completion of 4 years of science or engineering in a college or university
and 1 year of experience as a Level II in RT.
5.4

PT Level I
5.4.1 Documentation of previous certification, training, and experience in PT as a Level I.
5.4.2 If no high school diploma, 10 hours of training and 2 months experience in PT.
5.4.3 High school graduate or equivalent, 4 hours training, and 1 month experience in PT.
5.4.4 Successful completion of 2 years of science or engineering in a college, tech school,
or university, 4 hours training, and 1 month experience in PT.

5.5

PT Level II
5.5.1 Documentation of previous certification, training, and experience in PT as a Level II.
5.5.2 If no high school diploma, 16 hours of training and 2 months experience as a Level I
in PT.
5.5.3 High school graduate or equivalent, 8 hours training, and 2 months as a Level I in PT.
5.5.4 Successful completion of 2 years of science or engineering in a college, tech school,
or university, 4 hours training, and 2 months experience as a Level I in PT.

5.6

PT Level III
5.6.1 Documentation of previous certification, training, and experience in PT as a Level II
with at least 4 years of experience, or as a Level III.
5.6.2 If no high school diploma, 16 hours of training and 4 years of experience as a Level II
in PT.
5.6.3 High school graduate or equivalent, 8 hours training, and 3 years of experience as a
Level II in PT.
5.6.4 Successful completion of 2 years of science or engineering in a college, tech school,
or university, 4 hours training, and 2 years experience as a Level II in PT.
5.6.5 Successful completion of 4 years of science or engineering in a college or university
and 1 year of experience as a Level II in PT.

5.7

MT Level I
5.7.1 Documentation of previous certification, training, and experience in MT as a Level I.
5.7.2 If no high school diploma, 20 hours of training and 2 months experience in MT.

5.8.3 High school graduate or equivalent, 8 hours training, and 3 months as a Level I in
MT.
5.8.4 Successful completion of 2 years of science or engineering in a college, tech school,
or university, 4 hours training, and 3 months experience as a Level I in MT.

5.9

MT Level III
5.9.1 Documentation of previous certification, training, and experience in MT as a Level II
with at least 4 years of experience, or as a Level III.
5.9.2 If no high school diploma, 16 hours of training and 4 years of experience as a Level II
in MT.
5.9.3 High school graduate or equivalent, 10 hours training, and 3 years of experience as a
Level II in MT.
5.9.4 Successful completion of 2 years of science or engineering in a college, tech school,
or university, 4 hours training, and 2 years experience as a Level II in MT.
5.9.5 Successful completion of 4 years of science or engineering in a college or university
and 1 year of experience as a Level II in MT.

5.10 ET Level I
5.10.1 Documentation of previous certification, training, and experience in ET as a Level I.
5.10.2 If no high school diploma, 60 hours of training and 2 months experience in ET.
5.10.3 High school graduate or equivalent, 40 hours training, and 1 month experience in ET.
5.10.4 Successful completion of 2 years of science or engineering in a college, tech school,
or university, 24 hours training, and 1 month experience in ET.
5.11 ET Level II
5.11.1 Documentation of previous certification, training, and experience in ET as a Level II.
5.11.2 If no high school diploma, 60 hours of training and 12 months experience as a Level I
in ET.

5.12.5 Successful completion of 4 years of science or engineering in a college or university
and 1 year of experience as a Level II in ET.
5.13 UTS Level I
5.13.1 Documentation of previous certification, training, and experience in UTS as a Level I.
5.13.2 If no high school diploma, 10 hours of training and 2 months experience in UTS.
5.13.3 High school graduate or equivalent, 10 hours training, and 2 months experience in
UTS.
5.13.4 Successful completion of 2 years of science or engineering in a college, tech school,
or university, 10 hours training, and 1 month experience in UTS.
5.14 UTS Level II
5.14.1 Documentation of previous certification, training, and experience in UTS as a Level II.
5.14.2 If no high school diploma, 10 hours of training and 6 months experience as a Level I
in UTS.
5.14.3 High school graduate or equivalent, 10 hours training, and 6 months as a Level I in
UTS.
5.14.4 Successful completion of 2 years of science or engineering in a college, tech school,
or university, 10 hours training, and 4 months experience as a Level I in UTS.
5.15 UTS Level III
5.15.1 Documentation of previous certification, training, and experience in UTS as a Level II
with at least 4 years of experience, or as a Level III.
5.15.2 If no high school diploma, 10 hours of training and 4 years of experience as a Level II

5.16.4 Successful completion of 2 years of science or engineering in a college, tech school,
or university, 30 hours training, and 3 months experience in UT.
5.17 UT Level II
5.17.1 Documentation of previous certification, training, and experience in UT as a Level II.
5.17.2 If no high school diploma, 60 hours of training and 12 months experience as a Level I
in UT.
5.17.3 High school graduate or equivalent, 40 hours training, and 9 months as a Level I in
UT.
5.17.4 Successful completion of 2 years of science or engineering in a college, tech school,
or university, 40 hours training, and 9 months experience as a Level I in UT.
5.18 UT Level III
5.18.1 Documentation of previous certification, training, and experience in UT as a Level II
with at least 4 years of experience, or as a Level III.
5.18.2 If no high school diploma, 60 hours of training and 4 years of experience as a Level II
in UT.
5.18.3 High school graduate or equivalent, 40 hours training, and 3 years of experience as a
Level II in UT.
5.18.4 Successful completion of 2 years of science or engineering in a college, tech school,
or university, 40 hours training, and 2 years experience as a Level II in UT.
5.18.5 Successful completion of 4 years of science or engineering in a college or university
and 1 year of experience as a Level II in UT.
5.19 VT Level I
5.19.1 Documentation of previous certification, training, and experience in VT as a Level I.

5.20 VT Level II

in VT.
5.20.3 High school graduate or equivalent, 16 hours training, and 2 months as a Level I in
VT.
5.20.4 Successful completion of 2 years of science or engineering in a college, tech school,
or university, 8 hours training, and 2 months experience as a Level I in VT.
5.21 VT Level III
5.21.1 Documentation of previous certification, training, and experience in VT as a Level II
with at least 4 years of experience, or as a Level III.
5.21.2 If no high school diploma, 20 hours of training and 4 years of experience as a Level II
in VT.
5.21.3 High school graduate or equivalent, 20 hours training, and 3 years of experience as a
Level II in VT.
5.21.4 Successful completion of 2 years of science or engineering in a college, tech school,
or university, 20 hours training, and 2 years experience as a Level II in VT.
5.21.5 Successful completion of 4 years of science or engineering in a college or university
and 1 year of experience as a Level II in VT.
6.0 Training Programs
6.1

All employees being qualified in accordance with this written practice shall be trained so
that they are familiar with the applicable method at the level in which they are to enter.
They should be reasonably familiar with the codes, processes, and products that they
may encounter in the applicable method.

6.2

Upon completion of training, examinations will be administered to insure that the


employee has retained the necessary knowledge

6.3

A course outline is included as a part of this written practice that addresses each method
and level. The training will be conducted by a Level III employed by JANX or by an
outside source that has been approved by a JANX Level III.

7.1

General Information and Recognized Certificates


7.1.1 A valid endorsement on an ACCP Level II Certificate, CGSB or any recognized 3rd
party certification program fulfills the criteria for NDT Level II general and practical
examination requirements for each applicable method.
7.1.2 If documented experience in the method exists then the holder of an ACCP Level II,
CGSB Level II, or other recognized 3rd party certificate program fulfills the NDT Level
II specific examination requirements.
7.1.3 A valid endorsement on an ASNT NDT Level III certificate or an ACCP Professional
Level III certificate fulfills the NDT Level III basic and method examination
requirements.
7.1.4 If documented evidence exists that the holder of an ASNT NDT Level III or ACCP
Professional Level III certificate has experience, including the preparation of NDT
procedures and the evaluation of test results, then the NDT Level III specific
examination may be deleted.
7.1.5 Examinations required by this written practice shall be administered for all
applicants even if the applicant has documented evidence of a previous certification.
7.1.6 All examinations shall be administered by a Level III or by an individual appointed by
a Level III.
7.1.7 Level I and Level II testers shall be given a general test, a specific test, and a practical
test. The composite grade will be derived by simple averaging of the three scores.
The composite score shall be at least an 80 with no singular test score less than 70.
7.1.8 Level III testers shall be given a basic test, a method test, and a specific test. The
composite grade will be derived by simple averaging of the three scores. The
composite score shall be at least an 80. Basic and method test scores shall not be
less than 70. Specific test scores shall not be less than 80.i
7.1.9 Each applicant shall, upon attaining the required grades, be given a near-vision
acuity and contrast differentiation eye examination.
a. Near-Vision Acuity-To be administered yearly- applicant must be capable of
reading a minimum of Jaeger Number 1 at a distance of no less than 12 inches on
a standard Jaeger test chart or capable of perceiving an Ortho-Rater minimum of

b. Personnel performing work covered by ASME Section III, Rules for Construction
of Nuclear Facility Components, must be capable of reading a minimum of Jaeger
Number 1 or equivalent at a distance of no less than 12 inches on a standard

c. Contrast Differentiation-To be administered every 3 years- applicant must be
capable of distinguishing and differentiating contrast between the colors or
shades of gray used in the applicable method.

7.4

Level I and Level II Practical Test-Covers the ability of the applicant to conduct the test,
record the details, and analyze and interpret the results.
7.4.1 The test will have a minimum of 10 questions, check points, or criteria that will be
used to evaluate the capabilities of the applicant in the applicable method.
7.4.2 The test will be conducted on at least one specimen for the applicable method.

Level III Tests


7.5.1 Basic Examination
a. This test is required only once if applicant is taking more than one methods test.
b. There will be 15 questions regarding understanding of the SNT-TC-1A document.
c. There will be 20 questions concerning applicable materials, fabrication, and
technology.
d. There will be 20 questions as given to the Level II in other methods.
7.5.2 Method Examination
a. There will be 30 questions on fundamentals and principles for the applicable
method.
b. There will be 15 questions on applications, techniques, and procedures for the
applicable method.
c. There will be 20 questions on codes, standards, and specifications for the
applicable method.
7.5.3 Specific Examination
a. There will be 20 questions on product specifications, equipment, techniques, the
administration of this written practice, and the applicable method.

7.6

Reexamination for those not attaining a passing grade can be taken after 30 days or
sooner if the Level III giving the test is satisfied that the applicant has received suitable
additional training.

8.0 Technical Performance Evaluation


8.1

The practical test listed above will be used to evaluate the technical performance of all
Level I and Level II personnel on a semiannual basis.

8.2

This performance evaluation will be conducted and evaluated by a NDT Level III and the
employer will retain the records.

9.0 Certification
9.1

JANX will be responsible for certification of NDT personnel and it will be in accordance
with this written practice.

9.2

Certification records will be maintained on file and will include the applicants name,
level of certification, method, education background, experience, statement of
satisfactory completion of training, eye exam results, test copies or evidence of
completion, grades of tests, date of certification or recertification, and the signature of
the certifying authority.

9.3

Level I and Level II personnel shall be recertified at least every three years by one of the
following methods.
9.3.1 By evidence of continuing satisfactory performance
9.3.2 Retest in the category(s) deemed necessary by the Level III

9.4

Level III personnel shall be recertified at least every five years by the same methods as
for the Levels I and II.

9.5

The employer may, at any time, extend or revoke an employees certification.

10.0 Termination of Certification


Certification is deemed revoked when employment with JANX has ended.
11.0 Hiring and Certifying of Employees with Previous Certifications
11.1 The Level III may, at his/her discretion, certify an individual with a previous certification
from either this Company or another if the individual has proof of such certification, was
working in the capacity of said certification within six months of a termination, and is
being recertified within six months of a termination.
11.2 The Level III will determine whether any individual will need any additional training prior
to certification.
12.0 Interruptible Service
12.1 JANX defines interruptible service as performing NDT on a non-regular basis, for
example, performing radiography on one day, performing magnetic particle testing on
the next day, and then performing radiography on the third day. Because there was a
period of time between the two times that radiography was performed, the radiography
was interruptible as was the magnetic particle testing.
12.2 JANX has broken interruptible service into two separate categories.
12.2.1 Short Term Interruptible Service Where the time in between performance of a
particular NDT method is less than 3 months.
a. This does not require recertification or reexamination unless the Level III deems
it to be necessary.
12.2.2 Long Term Interruptible Service - Where the time in between performance of a
particular NDT method is more than 3 months.
a. This requires recertification by examination unless the Level III deems it to be
unnecessary.
13.0 Training Course Outlines
13.1 General
13.1.1 The Level III, when conducting training sessions, may shorten or lengthen the course
depending on the experience of the attendees.
13.1.2 Home study courses may be administered as an option if the Level III determines
that this option is warranted.
