Mr. Dobbins and Mr. Vernon:

Firmly, Murphy Oil's new security personnel must be reminded, surveillance of


citizen's homes, residential neighborhoods, and residents who park or travel on
residential, parish owned streets, is not within the scope of it's security issues.

Harassment and intimidation of residents will not be tolerated. Such tactics used
to quell active public participation often times violate our rights as American
Citizen's.

We have the following requests of Murphy Oil in regard to your security company
and would like to hear back from you by month's end. Improved communications
will ensure the demonstration of mutual respect. Please note that our requests of
you are accompanied by our pledge to do as we always do: remain on public
property and not venture onto Murphy's industrial property.

1. REVIEW OF WHAT IS AND IS NOT ILLEGAL WITH SECURITY


COMPANY PERSONNEL. RECENT SECURITY PERSONNEL, FOR
EXAMPLE, STATED THAT IT IS ILLEGAL TO PHOTOGRAPH THE
REFINERY. AS YOU KNOW THIS IS NOT ILLEGAL, AND SUCH
INACCURATE STATEMENTS CAUSE DISTRUST.
2. IMMEDIATELY CEASE WITH STOPPING OR QUESTIONING
NEIGHBORS WHO ARE ON PUBLIC PROPERTY.
3. RE-DIRECT SECURITY EFFORTS ON THE BEHAVIOR OF
REFINERY PERSONNEL WHO SPEED THROUGH OUR
NEIGHBORHOOD, RUN STOP SIGNS, EXIT YOUR PARKING LOT
INTO ON-COMING TRAFFIC, AND OF REFINERY CONTRACTORS
WHO TRAVERSE OUR NEIGHBORHOOD STREETS.
4. RE-EVALUATE HOW MURPHY OIL WILL KEEP ITS AGREEMENT
NOT TO USE NOR HAVE ACCESS TO JACOR DRIVE FOR
INDUSTRIAL PURPOSES

Murphy Oil's industrial fenceline is well east of EXXON's Pipeline, which is east
of the parish owned neighborhood canal. Murphy Oil needs to demonstrate a
respect for people who reside on the other side of the fenceline. That approach
will achieve an appropriate balance between residential home's land and
hazardous industry usage, so we may continue to peacefully co-exist.
In St Bernard Parish, we strive for economic development with a primary goal of
safe, productive, family-oriented neighborhoods. Murphy Oil is a valuable
industrial member of our community as are the individuals who work at the
Meraux refinery. Working together, we can all ensure a safe and healthy
environment for all members of our community, including those who commute to
work here, but especially for us domiciled residents; after all, it is our community.

Murphy Oil personnel have always been invited to neighborhood meetings and
gatherings and this invitation is extended to the new security personnel.
