Architectural Services
New Salem Old Academy Building Renovation Project

The Selectmen and Historical Commission seeks proposals for architectural and other services for the renovation of
the Old Academy building according to MGL C. 7, 38A ½-O. Funding is from the Commonwealth, the Save
America’s Treasures program, and from the New Salem Historical Commission.

Work includes exterior repairs including clapboard repair, oversight of the removal of lead paint or hazardous
materials, repainting the exterior, chimney repairs, design of period shutters that replicate the shutters on hand,
repair of the front door and its hardware, installation of window hardware, ADA accessibility into the building and a
variance request, installation of accessible bathroom(s), electrical work throughout the building, a fire suppression
system, cleaning and repair of the pressed tin ceiling, painting the interior of the building, stabilize arched walls on
third floor, plaster repair, restoration of the two main staircases including balustrade at the second floor landing, site
drainage system for the building, attic insulation, HVAC system that best meets the needs of archival materials in at
least one (1) room. The project work to be done in accordance with the Secretary of the Interior’s Standards for the
Treatment of Historic Properties and includes compliance with all local, state, and federal standards, including State
Wage Rates. Additional services might include an archeologist and oversight of work on the variance request for
ADA compliance by another firm that has already been contracted for this work.

Architectural services sought include site survey, paint analysis of building interior, review of existing plans and
specifications, zoning and permit evaluation, development of preliminary and final drawings, final project
specifications, cost estimates, budgets, public review of plans, submissions and coordination of all permitting and
variances, including ADA, zoning, engineering, geotechnical survey and archeological survey if they are required,
attendance at all project meetings, coordination of the advertising process, contact potential contractors,
coordination of bidding process, architectural oversight during renovations, design changes as required, design
submittals to funding agencies, evaluation and approval of payment requests, representation at public forums,
preparation of a monetized punch list, and oversight of the work until complete, and project closeout documentation,
including preparation of a draft contractor evaluation form.

Proposal packages (RFQs) are available on Wednesday, March 24, 2010 after 1:00 PM until 3:00 PM at the New
Salem Town offices or electronically by contacting the Town at towncoord@crocker.com or by calling (978) 544-
6437. A briefing session will be held at the Stowell Building on Wednesday, March 31, 2010 at 1:00 PM. A tour of
the Old Academy Building will follow. Proposals must be received by the Town Coordinator at the New Salem
Town Offices in the Stowell Building, 19 South Main Street, New Salem, MA 01355 by 4:00 PM, Monday, April
12, 2010. Postmarks will not be considered. Proposals submitted by fax will not be considered and the Town is not
responsible for proposals submitted to another agency, representative or board of the Town.

The fixed fee for this project is $23,000.00, including all expenses, except the cost of reproducing bid documents,
mailing costs of bid documents, and any costs of ads for the project’s bidding. The estimated cost of renovations is
$311,600.00.
